THE EDUCATION REQUIREMENTS TO BE A NURSE PRACTITIONER ARE QUITE IMPRESSIVE.

YOU HAVE TO HAVE A MASTERS OF NURSING SCIENCE, I THINK, OR SCIENCE AND NURSING.

HE ALSO CAN HAVE A DOCTORATE IN NURSING PRACTICE.

I'M NOT SURE WHAT YOU HAVE.

WELL, EVERY SEPTEMBER I DO PROSTATE AWARENESS MONTH AND EVERY OCTOBER I DO BREAST CANCER AWARENESS MONTH BECAUSE MY MOTHER PASSED AWAY FROM THAT ALMOST 12 YEARS AGO NOW.

SO WITH THAT, SANDOVAL COUNTY BOARD OF COUNTY MISSIONARIES DESIGNATE THE MONTH OF OCTOBER IS BREAST CANCER AWARENESS MONTH SPONSORED BY DISTRICT 2 COMMISSIONER JC BLOCK CONTINUES TO TOUCH FAMILIES AND HONOR THE COURAGE AND STRENGTH OF BREAST CANCER SURVIVORS.

WE WILL NEVER FORGET THOSE THAT LOST THEIR LIVES LIKE MY MOTHER, SANDRA J BLOCK AND WHEREAS IN 2023 THERE HAVE BEEN OVER 350,000 WOMEN DIAGNOSED WITH BREAST CANCER IN THE UNITED STATES.

AND WHEREAS THE END OF 2023, OVER 43,000 WOMEN WILL DIE IN THE UNITED STATES.

WORLDWIDE BREAST CANCER IS THE FIFTH READING CAUSE OF DEATH.

AND WHEREAS WE MUST CONTINUE TO EDUCATE PEOPLE TO RECOGNIZE THE EARLY WARNING SIGNS OF BREAST CANCER AND PROVIDE AFFORDABLE AND ACCESSIBLE HEALTHCARE SO PEOPLE CAN RECEIVE THE BEST HEALTHCARE POSSIBLE WHEN DIAGNOSED.

AND WHEREAS BY WORKING TOGETHER WE CAN REDUCE BREAST CANCER DEATHS, INCREASE THE SURVIVAL RATE AND WITH ONE DAY WITH GOD'S GRACE FIND THE CURE. THIS LNG PLAN WILL SPAN APPROXIMATELY 25 ACRES AND WILL INCLUDE A STORAGE TANK CONTAINING 12 MILLION GALLONS OF L AND G.

NEW MEXICO GAS COMPANY HAS STATED THAT THE PLANT WILL ENSURE MORE DELIVERABLE AND RELIABLE GAS TO ITS CUSTOMERS AND WILL REDUCE THE PRICE VOLATILITY.

THE PRC HAS DECLINED TO APPROVE THE END AND GAS REQUEST WITHOUT A PUBLIC HEARING TO DETERMINE THE MERITS OF THE PROPOSED GAS PLAN.

PLANT WILL BE LOCATED IN AN AREA WITHIN 10 MILES OF 51 PUBLIC SCHOOLS, RESIDENTIAL NEIGHBORHOODS, AND A HOUSING SHELTER.

ALSO NEARBY ARE SITES OF NATURAL BEAUTY OR CULTURAL SIGNIFICANCE SUCH AS -- NATIONAL MONUMENT AND -- CANYON.

OPPONENTS OF THE LNG GAS PLANT HAVE POINTED TO A RANGE OF ENVIRONMENTAL AND ECONOMIC CONCERNS.

WE MUST IN THEM AND ATE EVERY CONCEIVABLE -- CAN BE COMMITTED BY NEFARIOUS ACTORS THAT CAN DO SO IF THEY ARE ABLE.

IT MUST PUT SUFFICIENT BEARS AND PLACEMENT HAVE SEVERE PENALTIES FOR THOSE WHO VIOLATE THE MOST SACRED CIVIL INSTITUTION SOCIETY CAN HAVE. THEY EXPECT IT'S GOING TO BE ABOUT AN 18 MONTH CONSTRUCTION PERIOD.

IT WILL TAKE ABOUT THAT LONG TO GET THE POWER STARTING TO BE PRODUCED IN 2025.

THE LAND WILL BE OWNED BY -- NEW MEXICO AND RELEASED TO SANDOVAL COUNTY AS THE PREVIOUS TWO HAVE BEEN DONE.

THE PART THAT GOES TO THE SCHOOLS, THAT WOULD BE A PORTION 20% EACH TO THE SCHOOL.

IN 2023, LEGISLATION WAS PASSED AND TO SAY IT'S CONVOLUTED WOULD BE AN UNDERSTATEMENT.

IT IS VERY DIFFICULT TO EVEN FACTOR.

TAKES QUITE A WHILE TO EVEN FIGURE OUT.

BASICALLY, IT SAYS 50% OF THE MONEY GOES TO THE SCHOOL DISTRICT WHERE THE PROJECT IS LOCATED.

GAS NOW HAS BEEN ABOVE THREE DOLLARS A GALLON FOR 890 DAYS PLUS AND EXPECT IT TO GO UP WITH THE WAR IN THE MIDDLE EAST. REAL WAGES REMAIN MUCH LOWER TODAY THAN THEY WERE IN 2021 IN JANUARY.

INTO THE COUNTY'S CODE OF ORDINANCE, THE ORDINANCE DECLARES ANY LAW, MANDATE, OR ORDER ISSUED BY THE GOVERNMENT BY THE STATE OF NEW MEXICO OR AGENT THEREOF THAT IS CONTRARY TO THE CONSTITUTION OF THE UNITED STATES OR CONSTITUTION OF THE STATE OF NEW MEXICO IS VOID AND UNENFORCEABLE.

HOWEVER, SANDOVAL COUNTY LACKS AUTHORITY TO MAKE OR ENFORCE SUCH AN ORDINANCE.

MR. MARKER IN HIS ENABLING ACT POSITION IS THAT HIS PROPOSAL WOULD FORCE THE GOVERNOR TO SUE THE COUNTIES WHICH ENACTED IT AND SHE WOULD BE FORCED TO DEFEND HER ACTIONS.

HOWEVER, MR. MARKER HAS IT BACKWARDS.

THE ONUS IS NOT ON THE GOVERNOR TO SHOW HER ACTIONS ARE VALID.

IT'S ON THE CHALLENGER TO SHOW THEY ARE INVALID.

MR. MARKER ASKS US TO PLEASE REVISIT THE AUTHORITY GRANTED TO THE COUNTY COMMISSIONERS UNDER THE CONSTITUTION OF THE STATE OF NEW MEXICO.

BUT NEW MEXICO CONSTITUTION GIVES NO AUTHORITY TO COUNTIES.
