>> CHAIRMAN HEIL: I WOULD LIKE TO START OUT THIS EVENING WITH A COMMENT ABOUT DR. LORENZO GONZALEZ WAS A MEMBER OF THE COUNTY COMMISSION BACK IN 1986 AND HE HAS RECENTLY PASSED AWAY.

HE -- SERVICES ARE GOING TO BE HELD ON AUGUST 11 AND COUNTY FLAGS WILL FLY AT HALF-MAST IN OBSERVANCE OF HIS PASSING.

DR. LORENZO WAS A TEACHER FOR CUBA INDEPENDENT SCHOOLS FOR 27 YEARS.

TAUGHT AT NORTHERN NEW MEXICO COLLEGE AND JOINED LOS ALAMOS -- IN MATH EDUCATION WHERE HE WORKED UNTIL HIS DEATH.

WHILE COMMISSIONER HERE, HE SERVED WITH LORRAINE DOMINGUEZ AND PETE SALAZAR.

I WOULD JUST LIKE TO TAKE A MOMENT OF SILENCE TO REMEMBER DR. LORENZO GONZALEZ.

I AM COMMAND SERGEANT [NAME] RETIRED FROM THE NEW MEXICO NATIONAL GUARD.

WITH ME IS LENA BATES, A SPOUSE OF AN -- THIS EVENING, MR. CHAIRMAN, COUNTY COMMISSIONERS, SANDOVAL COUNTY RESIDENTS, ON BEHALF OF THE EMPLOYER SUPPORT GUARD AND RESERVE, WHICH IS A DEPARTMENT OF DEFENSE PROGRAM THAT'S BEEN AROUND SINCE 1972, JUST KIND OF A LITTLE HISTORY.

BACK IN VIETNAM TOWARDS THE END WHEN WE WENT TO AN ALL VOLUNTEER ARMY.

AT THAT TIME, DEPARTMENT OF DEFENSE NEEDED SOME TYPE OF PROGRAM TO WORK IN BETWEEN OUR RESERVE COMPONENTS, AND NOT ONLY OUR FAMILIES, BUT OUR EMPLOYERS.

RECENTLY IN THE PAST YEAR, I'VE BEEN INVOLVED WITH THE PROGRAM FOR THREE YEARS NOW, BUT WITHIN THE LAST YEAR I'VE HAD THE PRIVILEGE TO PRESENT SOME PATRIOTIC EMPLOYER AWARDS TO THE SANDOVAL COUNTY SHERIFF DEPARTMENT, WHICH IS SHERIFF JESSE JAMES PASALS AND LIEUTENANT JOHN COSTENETA.

IS PATRIOTIC AWARDS ARE GIVEN TO SUPERVISORS WHO SUPPORT OUR SERVICE MEMBERS WHEN THEY HAVE TO GO ON THEIR DRILL WEEKENDS, ANNUAL TRAINING, OR MOBILIZATIONS.

AS YOU KNOW, TODAY'S ROLE HERE SINCE 9/11 SEVERAL HAVE BEEN MOBILIZED MORE THAN ONCE.

IT CAN BE BROAD OR STATE EMERGENCIES WE'VE BEEN HAVING HERE WITHIN THE LAST DECADE WITH THE FIRES, FREEZE, FLOODS, AND STUFF LIKE THAT.

IT TAKES AWAY FROM THE EMPLOYERS.

WHEN WE GIVE ANNUAL BRIEFS, WE TRY TO TELL SERVICEMEMBERS WE ARE INFORMED ABOUT YOUR SERVICE RIGHT ACT, BUT YOU HAVE RESPONSIBILITIES, TOO.

IF YOU HAVE GOOD SUPERVISORS, PLEASE PUT THEM IN FOR AWARDS, SO THEY DID.

BACK IN DECEMBER WHEN WE PRESENTED THREE PATRIOTIC EMPLOYER AWARDS.

WITH THAT, BECAUSE SANDOVAL COUNTY IS SUCH A GREAT SUPPORTER, TODAY I AM PROUD TO PRESENT ON BEHALF OF MIKE, OUR STATE CHAIR, IS WHAT WE CALL THE ABOVE AND BEYOND AWARD, AND THAT IS SOMETHING IDENTIFIED BY STATE COMMITTEES HERE IN NEW MEXICO.

IT'S A PRESTIGIOUS AWARD WHERE YEAH, AS SUPERVISORS THEY DID WHAT THEY NEED TO DO AS SUPERVISOR COMPONENT.

WE GAVE THEM AN AWARD.

BUT THIS IS ABOVE AND BEYOND THE SATIVA COUNTY SHERIFF'S OFFICE WHERE THEY WENT ABOVE SUPPORTING RESERVE COMPONENTS AND LETTING THEM OFF AS A WEEK THIS AND THAT AND NOT ONLY SANDOVAL COUNTY RESERVES, BUT SANDOVAL COUNTY ITSELF DEPARTMENTS SERVICEMEMBERS WERE.

I WANT TO SAY THANK YOU FOR YOUR SUPPORT.

HE DRIVE HERE A LITTLE CAUGHT IN TRAFFIC, BUT THIS IS MAJOR JAMES TRAVIS.

HE IS OVERSEAS THE ESGR PROGRAM.

>> I JUST WANTED TO ADD I'M HAPPY TO ACCEPT THIS AWARD ON BEHALF OF THE SHERIFF WHO IS UNABLE TO ATTEND DUE TO CHILDCARE ISSUES, AS YOU KNOW, HE HAS LITTLE ONES.

THE SHERIFF'S OFFICE AND COUNTY SUPPORT THOSE WHO SERVE AND HAVE SERVED THE MILITARY AND THEIR FAMILIES.

THIS HONOR WE ARE RECEIVING TODAY REINFORCES THE DEDICATION, SUPPORT, AND LONG-TERM COMMITMENT OF THE SHERIFF'S OFFICE, THE COUNTY IN GENERAL, AND THE CITIZENS OF THE COUNTY, ALL WHO I KNOW SUPPORT THE COUNTY.

I ALSO LIKE TO ADD THIS YEAR THE COUNTY DID TAKE STEPS TO INCREASE THE AMOUNT OF MILITARY LEAVE AND EMPLOY A CRUISE FROM 120 HOURS-240 HOURS, WHICH I'M AWARE I'VE BEEN TOLD BY EVERY PERSON THIS AFFECTS THIS THAT THIS WAS VERY MUCH APPRECIATED BY THE COMMISSION.

IT WAS A BADLY NEEDED ADDITION.

SOME OF THESE PEOPLE WERE HAVING TO USE THEIR OWN TIME AND PAY BACK MONEY THEY GOT FROM THE MILITARY AND IT CAUSES A STRESS ON THE FAMILY THAT BECAUSE OF THIS CHANGE THE COUNTY MADE IN THE LAST POLICY AND PROCEDURES THIS YEAR THAT IT DID ALLEVIATE SOME OF THAT.

I WILL ALSO ADD THAT WE DID GET HELICOPTER RIDES FROM THE LAST AWARD AND I WAS UNABLE TO ATTEND BECAUSE I WAS OUT OF TOWN.

THE SHERIFF DID RIDE IN THE HELICOPTER, BUT COSTENETA DID NOT WANT TO RIDE IN THE HELICOPTER.

[LAUGHTER] BUT THIS YEAR IF HE GETS THE CHANCE, WE WILL MAKE AIM IF WE HAD TO KIDNAP HIM AND PUT THEM IN THE HELICOPTER.

[6. Timeline for proposed Veterans Cemetery presentation. Since 2017 the County has worked with the State of New Mexico Land Office, the Veterans Administration, the State’s Congressional delegation and others to get the new Veterans Cemetery located on lands within the County. This report gives the Commission a timeline on the efforts of the County to get the VA to use lands within the County. Another site in Bernalillo County was selected. AND JUST A BRIEF OVERVIEW OF EVERYTHING THAT WE DID.

TO MAKE IT HAPPEN.

2017 SANDOVAL COUNTY ANSWERED A SOLICITATION FOR A NEW LOCATION FOR THE NATIONAL CEMETERY.

2017, WE ALSO RECEIVED NOTIFICATION THAT WE DID NOT -- SORRY, THAT WE WERE NOT A FINALIST.

2019, WE WERE INFORMED THAT A NEW SOLICITATION FOR THE SAME PROJECT WAS COMING OUT.

WE RESPONDED AGAIN AND THIS TIME WE WERE TOLD WE WERE A FINALIST IN 2023.

THE PARCEL THAT WE -- SORRY.

THE PARCEL THAT WE CHOSE AND SHOWED TO THEM WAS LOMA BARBON, RIGHT OFF HIGHWAY 50.

THE COUNTY HOSTED SITE VISIT AND LAND OFFICE OFFICIALS IN 2020, AND IN 2020 NEGOTIATIONS BETWEEN THE NEW MEXICO LAND OFFICE AND VETERAN AFFAIRS BEGAN.

>> DURING THIS PROCESS ON 20 JANUARY, 2020 WE HAD OUR FIRST FORMAL CONTACT WITH

THE STATE LAND OFFICE.

AS I MENTIONED, AS AMY MENTIONED, THEY WERE HERE ON THE SITE VISIT.

I ALSO LIKE TO POINT OUT IN APRIL OF 2020, CHAIRMAN HEIL MET WITH THE VETERANS ADMINISTRATION BACK IN DC ON THIS ISSUE AND THEY INDICATED THEY WOULD BE MONITORING THIS AND WASHING IT ON YOUR BEHALF.

GRIFFIN: IN 2020 THROUGH 2022 A FULL -- WAS DONE ON THIS PROPERTY AND SALE FOR THE PROPERTY IN RIO RANCHO.

OFFICIALS ATTENDED AND WERE EXCITED ABOUT THE PROJECT.

SHORTLY IN OCTOBER 2022, WE RECEIVED NOTIFICATION THAT THE DEPARTMENT OF VETERANS AFFAIRS WAS NOT GOING TO BID ON THE STATE LAND PARCEL.

MARCH 9, 2023, THE VA ANNOUNCES IT WAS BUYING A PARCEL AT DOUBLE EAGLE AIRPORT AND WILL SPEND $41 BILLION BUILDING OUT THE FACILITY.

>> THIS IS THE LAST FORMAL CONVERSATION WE HAD WITH THE VA ON OCTOBER 20, THE DAY AFTER WE WERE NOTIFIED, THE COUNTY WAS NOTIFIED THAT THEY WERE NOT SELECTED.

WE GOT ZERO COMMUNICATION.

IT'S BEEN CRICKETS EVER SINCE.

I WANT TO POINT OUT A COUPLE OF THINGS.

ONE ON THE SITE ITSELF, THE STATE HIGHWAY DEPARTMENT HAD DUMPED A BUNCH OF MILL TANKS AND THE VA WAS CONCERNED THAT WAS ON THE PROPERTY.

THE DEPARTMENT REMOVED 100% OF THAT AND TOOK IT TO ANOTHER SITE ON COUNTY PROPERTY AND, ACTUALLY, THEY'VE BEEN ABLE TO REUSE THAT FOR TOURING PURPOSES.

THERE'S A LITTLE BIT LEFT, BUT NOT MUCH.

BUT THE COUNTY DID THAT AT THEIR EXPENSE TO HELP THIS PROJECT ALONG.

THAT HELPED ON THE NEPA PROJECT BECAUSE THAT WAS NO LONGER ON-SITE.

THAT WOULD BE A FINDING NO LONGER OF CONSIDERATION.

THE COUNTY AT A LONGTIME.

AMY DID A WONDERFUL JOB WORKING WITH THESE FOLKS.

I HAVE TO GIVE A SHOUT OUT TO STEPHANIE RICHARDS, THE LAND OFFICE COMMISSIONER.

NORMALLY, STATE LAND OFFICE DOES NOT LIKE TO SELL LAND BECAUSE WHEN THEY SELL LAND THAT MONEY GOES BACK TO THE GENERAL FUND.

THAT MONEY DOES NOT GO TO THE LAND OFFICE POOL.

THE ORIGINAL INTENT WAS TO FIND A SWAP AND THEY FOUND OUT THERE WASN'T A SWAP.

SO THEY CHANGED THEIR POSITION AND I GIVE HER CREDIT TO THAT.

THERE'S A WHOLE PROCESS HOW YOU DO A SALE AND WHAT HAVE YOU AND WE FOLLOWED THOSE TENETS AND INSTRUCTIONS.

THE REALITY IS I THINK AT THE END OF THE DAY THE VA MADE DECISION AND THEIR COMMUNICATION WITH THE COUNTY WAS EXTREMELY POOR.

I'LL JUST LEAVE IT AT THAT.

ESPECIALLY AMY AND ROB FOR THE GREAT WORK THAT THEY'VE DONE AND I WANT TO ECHO WHAT ROB SAID.

ARE LAND OFFICE, STEPHANIE GARCIA RICHARDSON, DID A HELL OF A JOB IN HER OFFICE TRYING TO WORK THIS OUT FOR US AND I WANT TO THANK THEM.

18 MONTHS WORKING ON SIMPLE BASIC WAYS TO MAKE FUTURE ELECTIONS MORE FAIR AND SECURE SIMPLY BY PROVIDING THE USE OF UNSUPERVISED DROP BOXES, REDUCING AND/OR ELIMINATING DROP BOXES SO BALLOT STUFFING, KNOWN AS BALLOT HARVESTING, AND OCCUR.

WE'RE DOING GOOD IN SANDOVAL COUNTY ON THAT WHEN.

REMOVING ACTIVE VOTERS BY CLEANING UP VOTERS SO DEAD PEOPLE CAN VOTE FOLKS WHO HAVE MOVED OUT OF THE STATE CAN'T VOTE ILLEGALLY.

SANDOVAL COUNTY IS DOING PRETTY GOOD ON THAT ONE, TOO.

REMOVING ALL ELECTRONIC VOTING SYSTEMS AND GETTING BACK TO PAPER BALLOTS 200 YEARS AGO INTENDING IT TO BE SO THAT ALL VOTES ARE COUNTED BY HUMANS AND WINNERS ARE DETERMINED BY THE END OF THE DAY.

IF FRANCE CAN DO IT WITH MILLIONS OF VOTERS DETERMINED BY THE END OF THE DAY, SO CAN WE.

MAKE VOTER ID REQUIRED SO VOTES ARE NOT STOLEN AND VOTERS AREN'T SURPRISED WHEN THEY SHOW UP AT THE POLE TO DO THEIR AMERICAN DUTY AND FIND OUT THERE VOTES ARE ALREADY USED.

MORE TRANSPARENT AND MAKING SURE WE HAVE GOOD FAIR POSTELECTION AUDIT SO WE MAY BE ABLE TO MAKE FUTURE ELECTIONS BETTER.

MY THOUGHTS ARE THAT BERNALILLO COUNTY HAS NOT SHOWN GOOD SUPPORT OR INTEREST IN CONTINUING ACCESS I-40 ON THIS PARTICULAR PROJECT.

I KNOW IT'S A LONG-TERM PROJECT.

MAYBE 10 OR 20 YEARS EVEN.

I'M NOT SAYING WE ELIMINATE IT, BUT IF KNOWING THE TIMELINES INVOLVED AND KNOWING THE PARTNERS THAT WE NEED TO MOVE FORWARD WITH THIS, SHOULD IT BE NUMBER ONE? SECOND, WITH REGARDS TO THE JUDICIAL COMPLEX, I HAVE HEARD MY CONSTITUENTS QUITE CLEARLY.

I STILL THINK THAT WE UNDER STATUTE DO HAVE AN OBLIGATION, AND I THINK MANY OF OUR RESIDENTS ARE ASKING WHAT IS THE REAL NEED, AND I THINK WE'VE SPOKEN MANY TIMES THAT OUR REAL NEED IS THAT WE HAVE FEW COURT ROOMS TO JUDGES.

WE ANTICIPATE THE JUDGES BEING APPOINTED FOR THE 13TH JUDICIAL.

WE ALSO ANTICIPATE THAT REMODELING PROCESS WHEN THE SHERIFF'S OFFICE MOVES INTO THEIR NEW BUILDING WILL BE FAIRLY SIGNIFICANT.

WE HAVE LOOKED AT THIS PROGRAM, DONE PROGRAM AND PLANNING AS I UNDERSTAND IT FROM A COUPLE OF DIFFERENT ALTERNATIVES SITUATIONS.

THE ISSUES AROUND SECURITY THAT WERE MENTIONED IN OTERO COUNTY AROUND TRANSPORT FOR PRISONERS.

THOSE ITEMS ARE STILL A PROBLEM EVEN THOUGH OUR FACILITY IS RELATIVELY NEW.

MY UNDERSTANDING IS THERE WILL BE A MEETING OF THE ADMINISTRATION OF THE COURTS IN OCTOBER AND THEY ARE POTENTIALLY COMMITTING SOME SIGNIFICANT DOLLARS TO THIS PROJECT.

THAT MAY CHANGE THE SCENARIO.

IN TERMS OF WHAT OUR COMMITMENT WILL BE, BUT I STILL THINK IT DEFINITELY DESERVES ATTENTION.

OUR ADMINISTRATION BUILDING CONSTRUCTION COMPLETION.

AGAIN, IF YOU'VE BEEN IN THIS BUILDING A FEW TIMES, AS MANY OF YOU HAVE, IT'S VERY POORLY DESIGNED.

WE HAVE A LOT OF WASTED SPACE AND A LOT OF SPACE THAT'S IN IT IS UNDERUTILIZED AND SOME DEPARTMENTS ARE IN REALLY BAD SHAPE.

WE ALSO HAVE ISSUES AROUND WHERE OUR SERVERS ARE AND HOW THOSE ARE ACCESSED BECAUSE THEY ARE IN THE BASEMENT.

WE KNOW PLANNING AROUND WHAT THEY NEED TO DO FOR THIS BUILDING SHOULD START NOW.

A LOT OF THESE BIG DOLLARS ARE A FINISHED PRODUCT.

NOT THE PHASING THAT YOU OFTEN RECOMMEND FOR US, SO WE KNOW THAT WE'VE GOT TO GET PLANNING DONE, PROGRAMMING DONE, GENERIC DONE SO THAT WE CAN GO TO OUR LEGISLATORS, GO TO EXECUTIVE AND SAY WE NEED DOLLARS TO MAKE THESE THINGS HAPPEN.

I FEEL A LITTLE BIT CONCERNED ABOUT THE DISPATCH CENTER BEING ON HERE.

I'VE HAD THIS DISCUSSION WITH COUNTY MANAGER.

I KNOW WE ARE STILL IN A PRECARIOUS POSITION WITH OUR PARTNERS AT RIO RANCHO AND WE DO NEED TO COME TO SOME RESOLUTION, AND I UNDERSTAND THE LOGIC HERE.

IF WE DON'T LIST IT, WE WILL NEVER GET THE MONEY OR HAVE ANYONE CONSIDERING GIVING US THEIR MONEY.

THE REALITY IS WE STILL NEED TO WORK WITH OUR PARTNERS TO TRY TO REACH RESOLUTION THAT BENEFITS US ALL.

IT BEING THERE IS KIND OF LIKE THROWING A KNIFE AT SOMEBODY.

WE MAY HAVE TO PUSH THEM, BUT DO WE NEED TO PUSH THEM THAT HARD BY SAYING OH, YEAH, WE'RE GOING TO BUILD OUR OWN.

I'VE HAD AN ONGOING CONVERSATION AROUND VEHICLES, AMBULANCE'S, SHERIFF'S VEHICLES.

THESE ARE THINGS THAT, IN MY OPINION, COSTS WE HAVE TO BEAR AS A COUNTY.

WHEN WE PUT THEM ON OUR LIST, OFTEN WE GET THEM PAID FOR.

I GET THAT.

THAT IS NOT ALWAYS NECESSARILY WAY IT'S GOING TO WORK AND THE REALITY IS THESE ARE THINGS THAT WEAR OUT AND WE'RE GOING TO HAVE TO REPLACE THEM SO WE NEED TO START THINKING ABOUT A PLAN FOR REPLACING THESE THINGS IF SOMEONE DOESN'T HAND US $100,000.

AGAIN, WE ARE SAID TO BE.

WITH WATER, BROADBAND AND WHAT WE'RE GOING TO DO FOR THE FUTURE OF THIS COUNTY IS CRITICAL.

WE ARE GOING TO HAVE TO FIGURE THAT OUT AND I'D LIKE TO SAY I'D LIKE TO SEE US ELEVATE OUR BROADBAND STUDY.

WE KNOW THAT $15 MILLION IS NOT THE STUDY.

IT'S AN ESTIMATE OF WHAT THE FUTURE WOULD BRING.

THE STUDY PORTION OF IT MIGHT BE HALF $1 MILLION.

NOT EVEN.

THE REALITY IS WE'VE GOT TO PUT SOMETHING THERE TO TALK ABOUT HOW WE ARE GOING TO GET BROADBAND TO THE MORE RURAL PARTS OF OUR COUNTY.

EVEN THOUGH I SUPPORT IT, THE VOTERS SAID NO AND THEY DIDN'T WANT THIS.

I AGREE WITH THE STRATEGY ON THAT ONE.

THE JUDICIAL COMPLEX, YEAH, THERE IS A LOAN IN PLACE THAT SAYS WE HAVE TO PROVIDE A SUITABLE COURTHOUSE, SO WHO IS GOING TO DECIDE WHAT IS SUITABLE FOR OTERO

IF YOU LOOK AT THE NUMBERS AT LEAST OVER THE PAST 12 YEARS, WHEREAS RIO RANCHO HAS BEEN 97% OF THE GROWTH OF THE COUNTY.

THE NON- RIO RANCHO PORTION OF THE COUNTY IS GROWING AT 1/25 OF A PERCENTAGE POINT.

I WOULD TAKE EVEN IN COMPOUNDING AT LEAST 20 YEARS TO GET A 1% GROWTH FOR THE NON-RIO RANCHO PORTION OF THE COUNTY.

THE SIZE OF THE FACILITY ON THE SANDOVAL COUNTY GROWING FAST AND IGNORING THE FACT THAT RIO RANCHO IS THE KEY ELEMENT OF THAT GROWTH I THINK CREATES A SERIOUS DISCREPANCY.

ALSO, THE PROJECT COST VERY DISPATCH OPERATIONS CENTER IS $12 MILLION.

SEEMS GROSSLY EXCESSIVE.

THE OTHER THING, MR. CHAIR, I'D LIKE YOU TO MAKE SOME COMMENT ON IS A LOT OF PEOPLE RECEIVED EMAILS REGARDING THE ORDINANCE WE PASSED FOR THE HORSE FEEDING.

THAT BILL FULLY FUNDS THE DEPARTMENT OF VETERANS AFFAIRS PROGRAMS. INCLUDING THE ELECTRONIC HEALTH RECORD MONETIZATION AND FUNDS TOXIC EXPOSURE RELATED NEEDS FOR FISCAL YEAR 2024.

THIS UP REPARATIONS BILL INCREASE MORE THAN $16 BILLION OVER THE 2023 ENACTED LEVELS.

HAVING NOT ONE DEMOCRAT SUPPORT THAT IS JUST UNACCEPTABLE, AND I KNOW COMMISSIONER BRUCH TALKED ABOUT LAST WEEK AT THE SENATE.

I APPRECIATE HER MILITARY EXPERTISE AS WELL ON THAT ISSUE.

LASTLY, MR. CHAIR, ONE OF THE COMMENTS FROM THE PUBLIC, THE DOCTOR'S COMMENT, TALKED ABOUT SOMETHING THAT WAS PRETTY DISGUSTING FOR CHILDREN THERE.

WE NOW LEARN THAT THE SCHOOLS, OUR PUBLIC SCHOOLS IN NEW MEXICO, ARE SENDING SURVEYS TO YOUNG CHILDREN IN SCHOOLS TELLING THEM NOT TO TELL THEIR PARENTS ABOUT A LOT OF SEXUAL ISSUES.

THESE ARE GOING TO THIRD AND FOURTH GRADERS.

WE WERE TOLD THAT THIS WOULD NOT HAPPEN BY THE GOVERNOR AND NPED.

I'M HOPING THAT MOMS AND DADS WOULD BE PRETTY UPSET THAT THE SCHOOLS ARE TRYING TO HIDE INFORMATION TELLING THEIR CHILDREN DON'T TALK TO PARENTS ABOUT THE SURVEYS.

THAT'S JUST DISGUSTING.

IT'S UNACCEPTABLE AND THEY DON'T OWN OUR CHILDREN.

OUR CHILDREN BELONG TO THE PARENTS WHO KNOW A LOT BETTER THAN SOME OF THESE
