I KNOW A COUPLE INCREDIBLE STORIES HE'S BEEN PART OF OUT IN THE COUNTY.

THE COUNTY MANAGER PLEDGED TO ADOPT SEVEN ANIMALS TONIGHT AT THIS MEETING.
ALSO FOR SANDOVAL COUNTY, ANOTHER GREAT THING.
THE SANDOVAL COUNTY SECOND ANNUAL CAR SHOW AND MARKET IS COMING UP ON SEPTEMBERÂ 16TH.
RIGHT HERE IN THE PARKING LOT, THE MARKET IS 8:00Â A.M.
I'M SURE WE WILL GET REMINDERS AS WE GET GOING.
I WAS ALT A SMALL BUSINESS ON THE WEST SIDEÂ SORRY, NOT ON THE WEST SIDE, FOURTH STREET AND ALBUQUERQUE, A PLACE CALLED BLESSED CUTS.
THE GUY THERE IS JOE S., 25 YEARS OLD.
[00:05:06]
HE GOT TOGETHER WITH A BUNCH OF BUSINESS OWNERS AND YOU'RE GOING TO LOVE THIS.THEY'RE OFFERING FREE HAIRCUTS AND SCHOOL SUPPLIES FOR KIDS WHO NEED IT.
IT IS ON SUNDAY JULYÂ 30TH, 11:00Â A.M.
AT THE RAYMOND JAMES COMMUNITY CENTER, 9800Â FOURTH STREET NORTHWEST.
THIS YEAR IS THE FIRSTÂ 120 KIDS.
CHAIRMAN AND I AND REPRESENTATIVE CATHLEEN KATES WERE AT UPSCALE BURGER IN RIO RANCHO.
THERE IS SO MANY COOL PLACES IN RIO RANCHO.
SPEND YOUR MONEY AND HELP OUT OUR SMALL BUSINESSES.
LASTLY, I'D LIKE A MOMENT OF SILENCE.
WE LOST ONE OF OUR FINEST IN NEWÂ MEXICO.
HE WAS SHOT AND KILLED BY A SCUMBAG WHO SHOULD HAVE BEEN IN JAIL.
UNFORTUNATELY, THE LAWS HERE IN NEWÂ MEXICO WERE NOT ON HIS SIDE.
I WOULD LIKE TO THANK REPRESENTATIVE BILL REAM AND STEPHANIE LORD FOR PUTTING FORWARD INCREDIBLE CRIME LAWS THAT SHOULD HAVE BEEN PUT ON THE FLOOR AND SIGNED BY THE GOVERNOR.
NOT ONE DEMOCRAT SUPPORTED THESE LAWS THAT WOULD HAVE KEPT THIS GUY IN JAIL AND OFFICER FERGUSON ALIVE.
SO FOR OFFICER FERGUSON, I'LL ASK FOR A MOMENT OF SILENCE.
>> MR. BLOCK, ANY OTHER COMMENTS?
I THINK WE WILL END WITH THAT.
>> I JUST HAVE ONE THAT MR. JONES CAN OH, PARDON ME.
I HAVE ONE THAT COMMISSIONER JONES REMINDED ME.
IN THE LAST EDITION OF THE RIO RANCHO OBSERVER, THERE IS A GREAT ARTICLE ABOUT HOW SANTAÂ DOMINGO PUEBLO IS EXTENDING INTERNET TO ALL OF THE HOMES WITHIN THE PUEBLO.
IF YOU HAVE GOTTEN OUT AND VISITED SOME OF THE PUEBLOS, YOU KNOW, SANTA ANA IS UP TO DATE WITH REGARD TO PUEBLOS IN TERMS OF ECONOMIC DEVELOPMENT, ETÂ CETERA.
SANTA DOMINGO IS NOT QUITE A SANTA ANA PUEBLO BUT THEY'VE BEEN CREATIVE.
THEY GOT FUNDING FROM THE FEDERAL GOVERNMENT AND EVEN WENT OUT AND BOUGHT A 3D PRINTER TO MAKE FIXTURES TO PUT ON EACH OF THE HOUSES TO CONNECT THE TENIAS, YOU KNOW, TO SET UP THE INTERNET TO ALL OF THE HOMES WITHIN THE PUEBLO.
IF YOU KNOW ANYTHING ABOUT SANTA DOMINGO, YOU WOULD KNOW THAT'S A BIG STEP FORWARD.
[4. APPROVAL OF AGENDA ]
MOVING ON TO APPROVAL OF THE AGENDA.COMMISSIONER MEEK IF YOU WOULD.
>> YES MOVE TO APPROVE THE AGENDA WITH THE EXCLUSION OF ITEM 11F.
MOVING TO, DO WE HAVE ANY PROCLAMATIONS? OKAY.
SO WE MOVE TO PRESENTATIONS AND THE FIRST ONE IS 6A.
[6.A. A presentation from Albuquerque Regional Economic Alliance (AREA) – to provide a progress report on work as contracted under a current agreement with the county. AREA is contracted to provide development services to recruit, promote, and encourage economic-based job creation and the economic development of the geographic area that includes Sandoval County within a county region that includes; Bernalillo, Torrance and Valencia Counties. WE HAVE DANIELLE CASEY, PRESIDENT AND CEO OF THE AREA.DORA IS GOING TO TALK FIRST, SORRY.
I HAVE THE PRIVILEGE AND DISTINCTION TO MAKE THE INTRODUCTION FOR TONIGHT'S PRESENTATION.
MEMBERS OF THE COMMISSION, WE HAVE A PRESENTATION FROM THE ALBUQUERQUE REGIONAL ECONOMIC ALLIANCE, AREA, TO REPORT BACK ON ACTIVITIES AND RETURN ON INVESTMENT AS PART OF THE WORK CONTRACTED IN THE CURRENT AGREEMENT.

THE CURRENT AGREEMENT WAS AWARDED THROUGH RP AWARD PROCESS WITH CONTRACT AWARD AGREEMENT APPROVED BY THIS COMMISSION AUGUST OF 2022.
AREA ALSO ASSISTS THE SANDOVAL ECONOMIC ALLIANCE AS PART OF A REGIONAL MARKETING FOCUS AND PROVIDES AND SUPPORTS DATA COLLECTION AS NEEDED TO ENSURE SANDOVAL COUNTY IS PART OF LARGE PROJECT SUBMISSIONS DEEMED AS REGIONAL IMPACTING PROJECT RECRUITMENT.
OVERSEEING RESOURCES AT GOVERN THE DELIVERABLES OF THE COUNTY'S AGREEMENT FROM THE START IS DANIELLE CASEY, PRESIDENT AND CEO WITH AREA NOW FOR ALMOST THREE YEARS.
IN THIS TIME, AREA HAS BEEN RECOGNIZED WITH A GOLD AWARD FOR BUSINESS RETENTION AND EXPANSION PROGRAM, AN AWARD FROM THE NEWÂ MEXICO BUSINESS FIRST AND THE CLEAVE MATTHEWS AWARD.

ALL SERVICES PROVIDED ARE POSSIBLE BECAUSE OF THE STRENGTH AND PARTNERSHIP AND LEVEL OF ENGAGEMENT OF THIS COMMISSION.
SO, WITH THAT, WE WELCOME DANIELLE CASEY TO PRESENT AREA'S COUNTY UPDATE REPORT.
THANK YOU DORA, CHAIRMAN AND COMMISSIONERS.
IN THE INTEREST OF EVERYONE'S EVENING AND SANITY, I'M GOING TO BE BRIEF AND MAKE SURE I CAN FIGURE OUT HOW TO FORWARD THE SLIDES IN A REASONABLE WAY.
I COULD HAVE FIGURED THAT OUT.
IS IT THE RIGHT ARROW? IT'S GOING TO BE A SCROLL.
>> I'M NOT, IS THAT YOU GUYS DOING THAT? WELL, FIRST OF ALL LET ME SAY I'M GOING TO WORK TO BE BRIEF AS MUCH AS I CAN.
IT IS A TREMENDOUS HONOR TO BE HERE AND TELL YOU ABOUT WHAT WE'VE BEEN UP TO IN THE LAST YEAR.
I WOULD LOVE TO ECHO DORA'S COMMENTS RELATED TO THE CRITICALITY OF PARTNERSHIP.
I WANT TO THANK SANDOVAL COUNTY FOR SERVING NOT ONLY ON THE BOARD OF DIRECTORS BUT THE PUBLIC SECTOR ADVISORY BOARD AS WELL AS MS. DOMINGUEZ HAS SERVED AS THE CHAIR OF THE ECONOMIC PROFESSIONAL ADVISORIES COUNCIL.
WHILE WE, YOU KNOW, IF YOU JUST WANT TO SCROLL, I CAN DO A NEXT UNLESS YOU GOT IT.
OH, NO WE HAVE THIS FIGURED OUT.
JUST A LITTLE RECAP AS YOU KNOW OUR STRATEGIC PLAN FOR THE AREA IS VERY FOCUSED ON REGIONAL ECONOMIC GROWTH GETTING US FROM THE BOTTOM QUARTER TILE OF JOB GROWTH FROM 2015 TO 2020 TO TAKING US INTO THE TOP QUART AISLE IN COMPARISON TO OTHER MARKETS.
WE'RE A YEAR AND A HALF INTO IT.
I'M EXCITED TO REPORT WHEN I WAS HERE LAST YEAR, WE HAD BEEN DOING A CAPITAL CAMPAIGN, REWROTE OUR BYLAWS AND THANKS TO THE LEADERSHIP OF SANDOVAL COUNTY, WE'RE A REGIONAL ORGANIZATION WHICH WE SAID WE WERE BUT HAD NOT BEEN ABLE TO DEMONSTRATE THAT IN REALITY.
WE ARE NOW ALSO OFFICIALLY A 501(C)(3) PUBLIC CHARITY.
WE RECEIVED THAT DETERMINATION LAST DECEMBER FROM THE IRS.
THEY DON'T GIVE THEM OUT LIGHTLY OR EASILY.
DEFINITELY A MISSION BASED ORGANIZATION, NOT AN ORGANIZATION THAT EXISTS JUST TO SUPPORT THE LIVELIHOOD OF OUR MEMBERS.
WE'RE BASED ON FOCUS ON RAISING THE QUALITY OF LIFE FOR ALL IN THE COMMUNITY.
WE HAVE A COUPLE KEY PILLARS IN OUR STRATEGIC PLAN.
AGAIN AS A RECAP, PUBLIC PRIVATE ENGAGEMENT MODEL WHICH WAS NEW LAST YEAR, STILL NEW REALLY, FOR A 60YEAROLD ORGANIZATION IN 18 MONTHS, EVERYTHING YOU SEE TO THE RIGHT HAS BEEN LAUNCHED AND A BRANDNEW ENGAGEMENT IN THE COMMUNITY.
[00:15:07]
WITH WE LOOK AT PUBLIC SECTOR PARTNERS, THIS DID NOT EXIST IN THE PUBLIC.I WOULD LIKE TO REMIND EVERYBODY THAT AS A CORE COMPETENCY, RESEARCH AND DATA TOOLS WE PROVIDE TO REGIONAL PARTNERS WOULD ADD TO A SIGNIFICANT DOLLAR AMOUNT IF ANYBODY WERE TRYING TO DUPLICATE THAT.
WE'RE PLEASED TO HOST AND LAUNCH THESE AND LEVERAGE THEM FOR OUR PARTNERS.
JUST GONNA KEEP US GOING IN THE INTEREST OF TIME.
ONE OF THIS THE THINGS I LIKE TO POINT OUTÂ EXPANSION, NEW BUSINESS ATTRACTION IS THIS LITTLE CHART HERE.
IF YOU LOOK AT THE RIGHT, WHICH I CANÂ I NEED TO GO TO THE EYE DOCTOR.
IF YOU SEE THE BAR CHART, IF YOU LOOK AT THE BOTTOM, THE WHITE DOTTED LINE, THAT IS THE CURRENT FORECAST OF WHERE JOB GROWTH IS EXPECTED TO OCCUR FOR OUR REGION.
IF ALL THINGS REMAIN THE SAME, THESE ARE THE US CENSUS ALGORITHMS AND OTHER ORGANIZATIONS.
WE WANT TO SEE THE HITTING SOLID WHITE LINE.
MOST ECONOMIC DEVELOPMENT ORGANIZATIONS, STAFF AND ECONOMIC DEVELOPMENT AGENCIES, OUR JOB IS TO PUSH THINGS ABOVE THE NEEDLE.
WE'RE TRYING TO CREATE THE GAP OF EXCELLENCE IN DRIVING OUR ECONOMY FORWARD.
WHAT DOES THE PIPELINE LOOK LIKE? THIS IS A SNAPSHOT IN TIME.
WE HAVE 94 OPPORTUNITIES IN OUR PIPELINE.
NOW, THERE IS A LOT OF DIFFERENT PHASES IN THAT CONTINUUM.
HALF WE CONSIDER RIGHT NOW A LEAD.
SOMEBODY REACHED OUT AND SAID I KNOW A GUY WITH A COMPANY.
WE'RE EXPLORING YOUR MARKET AND WOULD LIKE LABOR STATS.
WE HAVEN'T VETTED THEM FULLY AND THEY'RE NOT FULLY BONA FIDE AND WE DON'T KNOW THAT THEY ARE MAKING A DECISION.
THAT CONTINUUM CONTINUES TO ADVANCE DOWN THE PIPELINE TO WHERE WE END UP WITH FINALISTS.
WE HAVE THREE FINALISTS IN THE REGION, AND A QUALIFIED PROSPECT IS SOMEONE WE SPENT AT LEAST FOUR HOURS, PROBABLY MORE, PREPARING PROPOSALS, INCENTIVE ANALYSIS, GETTING THAT BACK TO THE CLIENT OR COMPANY AND CONTINUING TO BADGER THEM LIKE LUNATICS TO MAKE SURE THEY COME OUT AND VISIT US.
WE KNOW IT'S A BONA FIDE DEAL.
THEY'RE GOING SOMEWHERE, GOING TO DO SOMETHING.
IF YOU LOOK AT THE LEAD SOURCES THERE, WE'RE PROUD THAT ABOUT A THIRD OF WHAT WE'RE WORKING ON IS FROM THE STATE OF NEWÂ MEXICO, EDD OR THE PARTNERSHIP.
JUST UNDER 20Â PERCENT OF THAT PIPELINE IS DIRECT LEAD GENERATION.
WE HAVE IDENTIFIED DIRECTLY OR THROUGH A CONSULTING FIRM THAT HELPED US OUT THAT WE CONTRACT WITH IDENTIFY A COMPANY THAT WE'VE NEVER TALKED TO, NEVER LOOKED AT THE REGION, REALIZED THEY'RE A PRIME OPPORTUNITY FOR THE MARKET AND WAS ABLE TO GET A CALL AND GIVE THEM A PRESENTATION AND VALUE PROPOSITION.
WHAT I'M EXCITED ABOUT IS ONE OF 15 MEETINGS WE HAD THIS SPRING, THIS SEEMS LITTLE BUT IT'S A BIG DEAL.
WE PITCHED TO 15 DIFFERENT COMPANIES.
ONE JUST FOLLOWED UP AND SAID WE WOULD LIKE A BONA FIDE PROPOSAL FOR YOUR REGION.
WE'RE READY TO TRIGGER THIS INVESTMENT.
THEY WOULD NOT HAVE BEEN IN THE PIPELINE IF WE HADNÂT REACHED OUT.
ANOTHER 12Â PERCENT ARE FROM US REACHING OUT TO COMPANIES IN THE REGION.
THIS IS A REALLY TREMENDOUS OPPORTUNITY FOR DOUBLING DOWN AND THEM BUILDING NEW FACILITIES IN THE MARKET.
THINGS LIKE THAT REALLY, REALLY MATTER.
OUR PIPELINE RIGHT NOW, WE'RE LOOKING AT OPPORTUNITIES, ABOUT 73Â PERCENT AS YOU CAN IMAGINE AND GUESS ARE NEW ATTRACTION OPPORTUNITIES.
LOOKING AT OUR COMMUNITY AND THIS IS NOT A TYPO, 73Â PERCENT OF ALL OF THE OPPORTUNITIES WE'RE LOOKING AT ARE IN THE MANUFACTURING SPACE.
SO, THE GOOD AND BAD IS WE'RE NOT SEEING ANY NATIONAL CLIENTS LOOKING FOR OFFICE SPACE IN THE MARKET.
WE TALKED TO THE BROKERAGE PARTNERS ABOUT THIS.
AGGREGATE POTENTIAL IS SIGNIFICANT IF WE LOCATE ALL OF THESE WHICH WE KNOW IS NOT POSSIBLE BUT WE LIKE TO TRACK THE DATA POINTS.
FOR A DEEPER DIVE, IF YOU WANT TO UNDERSTAND A LITTLE BIT MORE ABOUT THE MANUFACTURING COMPANIES LOOKING AT OUR REGION, RENEWABLE ENERGY EQUIPMENT COMPONENT MANUFACTURING RELATED TO RENEWABLE ENERGY IS A HUGE SHARE OF THE DEAL PIPELINE RIGHT NOW.
WE'RE STILL SEEING SEMICONDUCTOR INTEREST, AND YOU WILL SEE AS I WRAP UP IN A MINUTE WHY WE'RE FOCUSED ON BIG THINGS AROUND BIO LIFE SCIENCES BECAUSE MORE
[00:20:03]
THAN 10Â PERCENT IS MEDICAL DEVICE AND PHARMACEUTICAL MANUFACTURING.I BELIEVE THAT SANDOVAL COUNTY IN PARTICULAR HAS SOME REALLY GREAT OPPORTUNITIES BASED ON THE CLUSTERS AND HIGHER EDUCATIONAL INSTITUTION INVESTMENTS YOU HAVE.
UNM HEALTH, CANCER CENTER, ETÂ CETERA.
I'LL GIVE HIGH LEVEL METRICS WHAT WE'VE DONE.
THE SCREWY THING THAT DRIVES ME NUTS IS THE AREA IS IN JANUARY THROUGH DECEMBER CALENDAR YEAR AND FISCAL YEAR.
OF COURSE, THAT IS THE CALENDAR YEAR.
IT NEVER MATCHES UP WITH THE PUBLIC SECTOR.
WE REPORT ON A 12 MONTH CALENDAR YEAR.
WE'RE GOING TO MONTH HAVE THAT TO ALIGN WITH PUBLIC SECTOR NEXT YEAR.
IT WILL BE TRICKY, BUT WE WILL GET THERE.
IN 2022, YOU SEE THE ECONOMIC IMPACTS TO THE REGION.
OUT OF EIGHT PROJECT ANNOUNCEMENTS, NEARLY 2,000 NEW JOBS ANNOUNCED WITH THE INTENTION OF BEING CREATED.
YOU WILL SEE THE LOCAL FISCAL IMPACT OF 88Â MILLION.
SPECIFIC TO SANDOVAL COUNTY, I KNOW THIS IS WHAT YOU CARE ABOUT, RIGHT? WHAT IS GOING ON UP HERE? I WOULD LOVE TO BE ABLE TO TELL YOU AND HOPE TO TELL YOU IN THE FUTURE THAT WE'RE PUTTING COMPANIES IN SANDOVAL COUNTY.
THAT IS OUR GOAL, BUT THERE ARE ALSO INDUCED IMPACTS IN THINGS THAT COME TO THE REGION.
WE TALKED ABOUT THIS AND CONTINUED TO DISCUSS IT.
BASED ON OUR ECONOMIC IMPACT MODELÂ LAST JULY ON A 12 MONTH WOULD INDICATE THROUGH THAT MODEL THAT ABOUT 50 RESIDENTS ARE GOING TO BE EMPLOYED IN JOBS IN THOSE INDUSTRIES THAT ARE MAYBE LOCATED.
SO BASED ON CENSUS TRACT AND WHERE PEOPLE DRIVE TO GO TO WORK, GREAT, RIGHT? 21 TOTAL NEW JOBS CREATED THROUGH THE INDUCED IMPACT.
THE COMPANY HAS BEEN CREATED IN THE REGION AND IT CREATES DEMAND FOR ANOTHER SERVICE JOB IN YOUR LOCAL AREA.
AND ABOUT $165,000 OF NEW LOCAL TAX REVENUE THROUGH THIS INDUCED INVESTMENT.
ANYBODY THAT WANTS TO GEEK OUT ON THE MODEL CAN HANG OUT WITH ME.
COUPLE OTHER THINGS THAT WE'RE PROUD OF, TO GIVE A SENSE OF THE ROI, IF YOU GO OUT AND CONTRACT DIRECTLY OR DUPLICATE THE SERVICES WE'VE BROUGHT TO THE REGION, WE HAVE ATTENDED SEVEN DIFFERENT TRADE SHOWS AND CONFERENCES MEETING WITH CONSULTANTS, TALKING ABOUT THE REGION AND THE STATE, JUST THAT WE SPENT $35,000 ON IN THE LAST YEAR.
93 NEW LEADS GENERATED IF YOU THINK ABOUT STAFF TIME AND CONSULTING CONTRACT COSTS AND RESOURCES WE NEED TO GIVE PROSPECT PRESENTATIONS, 75,000.
YOU SEE THE REST OF THE SLIDE, JUST TO BRING CONSULTANTS OUT IN APRIL AND FOUR THE LAST FALL IS $40,000 INVESTMENT.
FOR ANYBODY NOT ENGAGED IN THAT, SANDOVAL COUNTY WAS VERY MUCH AT THE TABLE MEETING AND HAVING DINNERS WITH THEM AND ALSO HAVING ONE ON ONE.
DORA WAS ABLE TO DO ROUNDTABLE DISCUSSIONS WITH EVERY CONSULTANT.
WE'VE SPENT A GOOD CHUNK OF MONEY WITH BUSINESS FIRST TO DO RESEARCH ON WHAT TARGET AUDIENCES CSUITE EXECUTIVES IN CHICAGO, SEATTLE, SAN FRANCISCO, AND LA, WHAT THEY THINK ABOUT OUR MARKET.
WE ARE PRESENTLY PUTTING THAT INTO A MARKETING PLAN SO WE KNOW WHAT MESSAGING WE NEED TO PUT IN FRONT OF THEM.
IF WE GO OUT AND SAY EVERYBODY IN LA AND SAN FRANCISCO AND CHICAGO, YOU SHOULD LOVE IT HERE, WE LOVE IT HERE.
IF WE DON'T KNOW WHAT THEY THINK, IT IS HARD TO MAKE A CONVINCING ARGUMENT.
PEOPLE IN CHICAGO LIKE US MORE THAN PEOPLE IN SEATTLE.
PEOPLE IN LA THINK WE'RE JUST PRIMARILY AN OUTDOOR RECREATION MARKET AND THEY HAVE A LOW AWARENESS OF OUR BIO LIFE SCIENCES OR AVIATION AND AEROSPACE AND DEFENSE SECTOR.
THAT IS GREAT WORK WE WILL DO IN THE NEXT YEAR.
WE SURVEYS CONSULTANTS AND CAN DIG THROUGH THE REPORT ANOTHER TIME, BUT WE'RE SHAKING OUT IN THE DATA, SO WE'RE QUITE OFTEN GETTING INTO A TOP TEN WHEN THERE IS A PROJECT THAT OUR MARKET SHOULD BE CONSIDERED FOR.
WE'RE KINDA THE BRIDES MADE AND NOT THE BRIDE RIGHT NOW.
THE WORK YOU'RE GOING TO SEE US DOING AND PARTICIPATING IN AND BEING A SUBJECT MATTER EXPERT AND ADVOCATE ARE THINGS LIKE SITE READINESS INVESTMENT.
THERE ARE FOUR STATES INVESTING $40Â MILLION EACH IN SITE READINESS TO GET PROPERTIES READY AT THE STATE LEVEL.
THAT IS ONE EXAMPLE OF THE AWARENESS AND WORK WE'RE TRYING TO DO.
WE DID AN UPDATE TO THE TALENT REPORT THIS YEAR.
THIS WAS ALL US AND THEM THROWING OUR STAFF AND TIME AND RESOURCES AND GRAPHIC DESIGN EXPERTISE AND DATASETS TOGETHER.
WE MAILED A POSTCARD WITH A QR CODE TO THE REPORT.
I ENCOURAGE YOU TO CHECK IT OUT.
[00:25:02]
WE'RE GETTING INQUIRIES AS AÂ IN REGARDS TO THAT.IT REALLY TELLS THE TALENT STORY OF THE REGION IN A GREAT WAY.
IF ANYBODY IS CURIOUS ABOUT WHAT WE'VE BEEN UP TO, WE PUT OUR QUARTERLY AND ANNUAL REPORTS ONLINE FOR EVERYBODY TO SEE.
A COUPLE BIG INITIATIVES, I'VE TOUCHED ON THESE SO I'LL CLOSE WITH WE HAVE A LOT GOING ON THIS FALL.
I WILL BE WITH OTHER FOLKS IN SOUTHERN CALIFORNIA IN JUST A COUPLE WEEKS.
WE HAVE SOME CLIENT MEETINGS WITH USER COMPANIES WE'RE PITCHING TO, TWO SITE SELECTION MEETINGS SET UP.
WE WILL BE IN BOISE FOR THE INDUSTRIAL ASSET MANAGEMENT COUNCIL AND EXPLORING THE TO GET A SENSE WHY THEY'RE DOING WELL AT THE JOB GROWTH RATE.
WE HAVE A SITE SELECTOR TOUR COMING OUT AT THE VERY START OF THE BALLOON FIESTA.
THEY'RE OVERLAPPING THE FIRST DAY.
WE'RE COORDINATING A REGIONAL GROUP TO EXHIBIT AT THE MED TECH CONFERENCE FOR MEDICAL TECHNOLOGIES AND DEVICES IN ANAHEIM IN THE SEPTEMBER, I THINK THAT ONE IS ACTUALLY OCTOBER TIME FRAME.
WOULD LOVE TO SEE IF ANYBODY FROM SANDOVAL COUNTY WANTS TO JOIN ANY OF THOSE.
AND LASTLY, WE HAVE AN ANNUAL DINNER, BUT NOT UNTIL NOVEMBER.
I WOULD BE HAPPY TO ASK QUESTIONS.
I KNOW I'VE GONE OVER AND I APPRECIATE THE AUDIENCE.
>> COMMISSIONERS, COMMENTS OR QUESTIONS?
YOU SAID OUT OF THE 93 BUSINESSES THAT YOU GUYS HAVE APPROACHED, CORRECT ME IF I'M WRONG, NONE OF THEM ARE IN SANDOVAL COUNTY?
>> SO THOSE ARE ALL PERSPECTIVE COMPANIES OUTSIDE OF THE REGION AND ABOUT 12Â PERCENT ARE BUSINESS RETENTION AND EXPANSION OPPORTUNITIES WITHIN THE REGIONAL MARKET.
I CAN TELL YOU NONE OF THOSE ON THE BRNE SIDE ARE SANDOVAL COUNTY BRNES BECAUSE I KNOW.
>> YOU SAID YOU HOPE TO BRING SOME OF THE PROSPECTS TO SANDOVAL COUNTY? WHAT WOULD THE TIMELINE LOOK LIKE? ARE YOU PROJECTING TO DO SOMETHING NEXT YEAR, TWO YEARS, THREE YEARS? WHAT DOES THAT LOOK LIKE.
>> EVERYTHING WITHIN OUR HUMAN POSSIBILITY.
SOME PROJECTS COME INTO MARKETS QUICKLY, SOME HAVE TWO YEAR LEAD TIMES.
I WOULD SAY ONE OF THE THINGS WE WANT TO FOCUS ON IS MAKING CERTAIN THAT SITES AND OPPORTUNITIES IN YOUR REGION, WE HAVE THOSE IN OUR HANDBOOK, IN OUR BACK POCKET.
ONE PIECE OF DATA I DIDN'T GET IN HERE BECAUSE WE CREATED IT IN THE LAST WEEK AND I'LL FORWARD IT AROUND TO THE COMMISSION AND STAFF, WE ACTUALLY PLOTTED OUT ON A MAP HOW MANY SITES IN YOUR COMMUNITY HAVE BEEN PUT IN FRONT OF CLIENT OPPORTUNITIES AND SO AS YOU KNOW, THERE IS NOT A SIGNIFICANT AMOUNT OF BUILDINGS OR SHOVEL READY SITES IN THE REGION.
I CAN TELL YOU EARLIER THIS YEAR WE DID BRING A VERY SOLID AND VERY, VERY EXPERIENCED, THEY OWN A HUGE AMOUNT OF SQUARE FOOTAGE AND FACILITIES IN THE BIO LIFE SCIENCES SECTOR.
WE BROUGHT THEM OUT FROM PHOENIX, AND THEY TOURED SPACE, AND BRAINSTORMING ON WHAT THEY CAN DO IN INVESTMENT.
ASIDE FROM TRYING TO LOCATE COMPANIES, WE'RE WORKING ON HOW DO WE GET DEVELOPER INTEREST AND DIFFERENT FOLKS LIKE THAT TO COME IN AND SEE THIS AS A COMMUNITY WHERE THEY CAN INVEST AND BUILD SPACE.
I THINK THAT IS A KEY PIECE WHERE WE CAN DO THAT AND ALSO IDENTIFY CENTERS OF EXCELLENCE TO MARKET EXTERNALLY FOR THAT.
AND LAST QUESTION, WHAT WOULD YOU NEED FROM US TO BE ABLE TO PARTICIPATE IN THE ECONOMIC DEVELOPMENT, DID YOU SEE?
YOUR COUNTY MANAGER WAS AT THE TABLE REALLY DRIVING A CONVERSATION IN A BIG WAY JUST A COUPLE WEEKS AGO AT THE BOARD OF DIRECTOR CENTS RETREAT.
THAT SET THE STAGE FOR OUR PRIORITIES, AND THEY WERE CLEAR IN CONSENSUS COMING OUT OF THE RETREAT THAT AREA HAS TO CONTINUE AND REALLY RAMP UP THE LEAD GENERATION WORK.
WE MADE OUR BOARD MEMBERS COMMIT TO HOW THEY WILL HELP US DO THAT.
WE TALKED ABOUT CONTINUING TO GROW OUR INVESTMENT IN EXTERNAL MARKETING.
WE CAN DRIVE THE LEADS, AND LASTLY CONTINUE TO BE THE REGIONAL CONVENER, MAKING THE CASE WE WHY WE NEED STATE AND OTHER INVESTMENT.
INTEREST FROM FOLKS OUT OF THE STATE SAYING WE NEED TO THINK ABOUT A DATA CENTER
[00:30:02]
INVENTIVE AND NOT DATA CENTERS THAT EAT ALL OF THE WATER IN THE WORLD, BUT ENVIRONMENTALLY CONSCIOUS CENTERS.YOU HAVE ALL BEEN INVOLVED, CONTINUING TO THINK ABOUT INFRASTRUCTURE AND ALSO PUBLIC PROPERTY.
ANYTHING THAT IS GOVERNMENT OWNED YOU HAVE A VISION FOR THAT WE CAN ALSO MARKET, THAT WOULD BE HUGE.
I WILL SAY DON'T GIVE WANE TOO MUCH CREDIT.
THE FIRST YEAR WAS GOOD FOR THE COUNTY.
WE HAD FOUR SITE SELECTION CONSULTANTS COME IN FROM THE WEST COAST I BELIEVE THAT WAS.
IT WAS A LARGE GROUP, BIG TO DO, BUT WE WENT OUT TO DINNER AND WE HAD THE ONLY NON-AREA EMPLOYEES WHO WERE THE COUNTY MANAGER AND MYSELF WITH THE FOUR CONSULTANTS.
IT TOOK A LOT OF TIME, THE OBJECT IS OBVIOUSLY TO FILL THE PIPELINE WITH PEOPLE WHO WANT TO MOVE HERE.
WE GOT TO TALK ABOUT THINGS LIKE WHAT THEY LIKE.
RECREATION, SOME PEOPLE DON'T KNOW HOW MUCH RECREATION WE HAVE.
SOME PEOPLE WERE EXCITED TO TALK ABOUT IT.
I FEEL WE'RE GETTING MORE EXPOSURE AND I APPRECIATE ALL YOU'RE DOING.
KEEPING TO THE GRINDSTONE, WE APPRECIATE THAT.
>> CHAIRMAN, VICE CHAIRMAN, A LOT OF WORK TO DO YET.
>> COMMISSIONER BLOCK? THANK YOU MR. CHAIR.
AND JUST MAKE SURE YOU MAKE US THE PRIORITY, NOT THE OTHER PLACE.
WORDS MEAN A LOT TO ME ON SLIDES.
TOP AREA ..0 REGIONAL GOAL, WE'RE IN THE BOTTOM OF ANOTHER CATEGORY?
>> SO WHEN WE CREATED OUR PLAN, WE LOOKED AT THE BASELINE JOB GROWTH RATE.
I CAME INTO THIS ROLE AND I HEARD FROM ALL OF MY BOARD MEMBERS AND CONSTITUENTS THAT 2019 WAS A GREAT YEAR.
WE NEED TO UNDERSTAND WHAT THAT LOOKS LIKE IN THE OVERALL MARKET.
>> OKAY, BUT QUICK, I WANT TO BE FAST HERE.
YOU'RE SAYING BOTTOM 25Â PERCENT OF MIDSIZED MARKETS.
>> FROM 2015 TO 2020, 0.7Â PERCENT.
IF YOU COMPARE THAT TO OTHER MARKETS BETWEEN HALF A MILLION AND A MILLION IN
POPULATIONÂ >> GIVE ME THREE EXAMPLES OF WHO WE'RE COMPETING AGAINST.
>> THIS IS A NATIONAL LIST OF 60 MARKETS BETWEEN HALF A MILLION AND A MILLION.
>> MAYBE TUCSON, MAYBE OGDEN UTAH? SOMETHING LIKE THAT? COLORADO SPRINGS?
AND THEY'RE KILLING IT WE HAVE OUR EYES ON THEM.
>> WHEN YOU LOOK AT THOSE STATES, YOU GO DOWN THE LIST HERE AND I SEE SOME OF THE CONCERNS OR THINGS THAT THESE BUSINESS FOLKS LOOK AT AND I'M IN THE DEFENSE AND AEROSPACE MARKET, ONE OF THE THINGSÂ I WANT TO MAKE SURE I GET THIS RIGHT.
BUSINESS REGULATORY ENVIRONMENT OVER 77Â PERCENT, THAT IS IMPORTANT TO THEM.
I TALKED ABOUT THIS AT THE LAST MEETING.
DID YOU KNOW ARIZONA HAS TWICE AS MANY REGULATIONS THAT WE DO IN NEWÂ MEXICO, SORRY NEWÂ MEXICO IS TWICE AS MANY AS ARIZONA.
>> I WAS WONDERING WHAT YOU WERE TALKING ABOUT.
YOU LOOK AT THAT AND THEN THE TAX LAWS AND THEY'RE NOT BUSINESS FRIENDLY.
THEN, ME KINDA GEEKY AND I'M LOOKING AT JOB AND ECONOMIC IS IT, UH, AND US NEWS WORLD REPORT HAD A GREAT REPORT THAT TALKED ABOUT UTAH.
AND WHY IS THAT? LESS REGULATIONS.
LESS COMPLICATED TAX LAWS FOR BUSINESSES.
IDAHO, ARIZONA, ONE, TWO, THREE, RIGHT THROUGH.
I DON'T KNOW IF THEY'RE REPUBLICAN OR DEMOCRAT STATES, I DON'T KNOW BUT THEY'RE DOING A GOOD JOB.
WHEN YOU TALK ABOUT PUBLIC PRIVATE ENGAGEMENT SLIDE THERE, I SEE OTHER ORGANIZATIONS THAT USE LOBBYISTS AT THE ROUND HOUSE TO ADVOCATE FOR BUSINESS, PRO-BUSINESS POLICIES, DO YOU DO THAT TOO?
>> CHAIRMAN, COMMISSIONER, AS A 501(C)(3), WE DO NOT LOBBY, BUT I'LL TELL YOU, WE WORK IN A VERY, VERY ALIGNED AND CONCERTED WAY WITH PARTNERS AS THE DATA RESEARCH AND SUBJECT MATTER EXPERTS, SO I CAN GIVE AN EXAMPLE.
WHEN THE CITY OF ALBUQUERQUE LAST YEAR WAS LOOKING AT ENCOURAGING THE STATE TO DO, TO DO, OH, GOSH, THE HOUSING, YES.
WE PUT INFORMATION TOGETHER ON A NATIONAL SCALE TO SHOW THAT WHEN THERE HAS BEEN
[00:35:02]
RENT CONTROL IN OTHER MARKETS, WHAT OUTCOMES HAPPENED.>> EXACTLY, AND WE PUT, SO NEUTRAL DATA TOGETHER THAT EXPLAINED WHAT SOLUTIONS HAD BEEN PUT IN PLACEÂ WE WANT TIME TO AFFORD TO BE IN THEIR HOMES.
RENT CONTROL, WHAT WE REALLY NEED IS MORE HOUSING, RIGHT.
WE PUT TOGETHER NEUTRAL DATA TO ILLUSTRATE THAT AND SHARE WITH PARTNERSÂ >> THE CITY OF ALBUQUERQUE AND BERNALILLO.
>> PUBLIC PARTNERS AND PRIVATE SECTOR ORGANIZATIONS.
NAOP, NEWÂ MEXICO CHAMBER, METRO CHAMBER, ALL OF THOSE GROUPS.
POLITICS ARE INTEGRATED, SO APPRECIATE THAT.
AND THEN LOOKING AT YOUR SLIDE HERE WITH THE 20,000 NEW JOBS TO TARGET GROWTH, WE'RE AT THE BOTTOM ON THE DOTTED LINE IN NEWÂ MEXICO.
SO IT JUST, YOU TALK BIRTHDAY SOME OF THE OTHER AREAS AND YOU LOOK AT THE EXODUS FROM CALIFORNIA, ILLINOIS, NEW YORK, NEW JERSEY, I DON'T IF THEY'RE DEMOCRATS OR REPUBLICAN STATES, I COULD ONLY GUESS.
THAT IS THE TAX POLICIES THAT ARE HURTING, THAT ARE CAUSING THE EXODUS AND I WOULD HOPE THAT WE HERE IN NEWÂ MEXICO COULD BE THE RECIPIENT OF THAT IF WE CHANGE SOME OF OUR POLICY LAWS AND CULTURE WHEN IT COMES TO CRIME AND EDUCATION AND SOME OTHER THINGS.
I HOPE YOU ARE LOOKING AT THAT.
THE KEY FINDINGS HERE, I'M CURIOUS IF THEY MATCH UP WITH SEA AND THE CHAMBER IS TALKING ABOUT WHEN PEOPLE LOOK AT SANDOVAL COUNTY AND RIO RANCHO AND SAY HOW GREAT THIS PARTICULAR COUNTY IS.
THEY'RE JEALOUS IN BERG BECAUSE WE'RE GETTING BUSINESS AND PEOPLE COMING UP HERE AND THAT'S A GOOD THING.
THE STATE CAN'T THRIVE ON THE THREE MAIN INJURY INDUSTRIES.
WE'RE MOVING MONEY LEFT AND RIGHT.
IS THERE A DIFFERENCE BETWEEN WHAT YOU ARE FINDING IN RELATION TO WHAT THEY THINK VERSUS WHAT SEA AND THE CHAMBER IS FINDING?
>> I WOULD HAVE TO SEE THE SEA REPORT.
>> I WOULD ASK YOU TO DO THAT.
>> IF I COULD ADD ONE PIECE FOR THE HECK OF IT, I SAW IT COME ACROSS IN AN EMAIL WHEN YOU MENTIONED ARIZONA AND OTHER COMPETITOR STATES, ARIZONA JUST PASSED A BILL THAT GOES INTO EFFECT IN SEPTEMBER WHERE ANY LOCAL GOVERNMENTS, SO LOCAL GOVERNMENT IF THEY WERE TO BUILD PUBLIC INFRASTRUCTURE FOR A MANUFACTURING COMPANY, THE STATE IS REIMBURSING THEM 80Â PERCENT OF COST FOR PUBLIC INFRASTRUCTURE.
IMAGINE WE DID SOMETHING LIKE THAT, HOW QUICKLY WE COULD LOCATE COMPANIES.
>> IF YOU LOOK AT THE FOUR CORNERS OF JOB GROWTH, UTAH, ARIZONA AND GOOD OLD NEWÂ MEXICO, JUST PULLING UP THE REAR AS USUAL, OH, WELL, NOTHING WE CAN DO.
I FIND THAT HARD TO BELIEVE AND DISGUSTING, THERE IS MORE WE CAN DO AND HOPEFULLY PEOPLE HAVE THE COURAGE TO DO THAT.
THANK YOU FOR WHAT YOU ARE DOING, APPRECIATE IT.
>> THANK YOU, CHAIRMAN AND THANK YOU FOR BEING HERE.
WE APPRECIATE YOUR PRESENTATION.
I WANT TO MAKE A COMMENT ABOUT THE ONE ITEM THAT I FOUND ESPECIALLY INTERESTING BECAUSE I THINK MOST OF US SEE THE DATA POINTS A LOT.
AND ARE FAMILIAR WITH WHERE WE STAND REGARDLESS OF OUR POLITICAL PERSUASION.
WAS YOUR COMMENT AROUND WATER.
GROWTH CAN HAPPEN ALL DAY LONG, BUT YOU HAVE TO HAVE THE RESOURCES TO SUPPORT THAT GROWTH.
YOUR COMMENTS VERY SPECIFIC ABOUT DATA CENTERS THAT USE TREMENDOUS AMOUNTS OF WATER AND THIS GOES FOR CHIP PRODUCTION AND ALSO FOR THE AMOUNT OF ELECTRICITY USED.
THESE THINGS ALL EFFECT EVERY NEWÂ MEXICONIAN AND HOW THEIR LIFE WILL BE IMPACTED.
SO I WOULD SAY WATER FIRST, FOR MANY OF US AND OUR TRIBAL COMMUNITIES, IT IS ALWAYS THE NUMBER ONE THING WE THINK ABOUT.
>> NO OTHER COMMENTS? DANIELLE, THANK YOU FOR BEING HERE.
WE APPRECIATE YOUR PRESENTATION.
WE'RE MOVING ON TO 6B, SSCAFCA, SOUTHERN SANDOVAL COUNTY ARROYO FLOOD
[6.B. Southern Sandoval County Arroyo Flood Control Authority (SSCAFCA) presentation (David Gatterman, Executive Engineer)]
CONTROL AUTHORITY THAT'S A MOUTHFUL.>> MY NAME IS DAVID, EXECUTIVE ENGINEER OF SSCAFCA.
[00:40:06]
I WOULD LIKE TO THANK YOU FOR ALLOWING ME TO PRESENT TO YOU.BACK ON MAYÂ 23 OUR BOARD OF DIRECTORS PROCLAIMED JULYÂ 23RD AS ARROYO AWARENESS MONTH.
WE HAVE BEEN PRESENTING TO COMMUNITIES WITHIN THE JURISDICTION OF SSCAFCA TO COUNCILS AND HOMEOWNER ASSOCIATIONS TALKING ABOUT ARROYOS.
DURING MONSOON SEASON, THEY FILL UP, THEY'RE VITAL FOR FLOOD CONTROL AND DRAINAGE BUT BECOME DANGEROUS PLACES.
THE MESSAGE OF SAFETY HAS BEEN AROUND A LOT.
THERE'S A LOT OF EFFORTS TO MAKE SURE PEOPLE ARE AWARE THAT WHEN THEY FILL UP, A FEW INCHES CAN KNOCK A HUMAN OFF THEIR FEET AND A FEW MORE CAN PICK UP A CAR AND CARRY IT DOWN STREAM.
WE DON'T WANT TO LOSE THAT MESSAGE.
WHAT WE WOULD LIKE TO DO IS ALSO LET PEOPLE KNOW THERE ARE VITAL BENEFITS OF ARROYOS, IT IS NOT JUST FLOOD CONTROL.
THE FIRST ONE IS SUSTAINABILITY.
WE HAVE A RESOLUTION THATÂ MANAGE THEM WITH OPEN BOTTOMS SO THERE ARE NATURAL BOTTOMS. WE DO THAT BECAUSE IT TURNS OUT THEY'RE GOOD AT INFILTRATING STORM WATER INTO GROUND WATER.
WE SPENT AN EXTENSIVE AMOUNT OF TIME AND EFFORT STUDYING THIS AND QUANTIFYING HOW MUCH STORM WATER WILL GO INTO THE GROUND WATER BASED UPON OUR RESEARCH, SEVEN TO 10Â PERCENT OF THE DOMESTIC PRODUCTION OF THE COMMUNITIES AND RESIDENTS IN OUR JURISDICTION CAN BE INFILTRATED.
THAT CAN BE INFILTRATED INTO THE GROUND WATER.
WE FEEL THAT THIS IS A VITAL PIECE OF SUSTAINABILITY FOR THE COMMUNITY SINCE WE'RE RELIANT ON GROUND WATER TO SUSTAIN OUR, YOU KNOW, DAILY LIVING.
THE NEXT THING WE WOULD LIKE TO PASS ON TO PEOPLE AND MAKE THEM AWARE OF IS HOW WONDERFUL ARROYOS ARE FOR THE QUALITY OF LIFE.
WE HAVE DONE A QUALITY OF LIFE MASTER PLAN.
THEY'RE LONG LINEAR CORRIDORS OF OPEN SPACE THAT PEOPLE CAN ENJOY.
THEY'RE AN ASSET FOR THE COMMUNITY AND WE'VE DONE A MASTER PLAN AND TRAIL MANAGEMENT PLANS AND BUILT TRAILS ALONG THE ARROYOS TO ENCOURAGE PEOPLE TO USE THEM.
I WOULD LIKE TO THINK OF BEING A FLOOD CONTROL AUTHORITY, WE NEED ARROYOS EIGHT OR NINE DAYS A YEAR.
THE REST OF THE TIME, WE WOULD LIKE THE PUBLIC TO ENJOY THEM SO THEY BECOME PART OF THE ASSET FOR THE COMMUNITY TO ENJOY WHAT IS NOT RAINING.
LAST PIECE WE WOULD LIKE TO LET PEOPLE KNOW, THESE ARE VITAL WILDLIFE CORRIDORS FOR MIGRATION OF CRITTERS FROM THE RIVER TO THE MESAS AND BACK DOWN.
THEY PROVIDE HABITAT FORBIDDEN AND OTHER ANIMALS.
THEY'RE VALUABLE AS WILDLIFE HABITAT.
FOUR PIECES, ARROYOS ARE MORE VALUABLE THAN JUST FLOOD CONTROL, THERE ARE BENEFITS AND WE JUST KINDA TALKING ABOUT THAT MESSAGE.
WITH THAT, I WILL STAND FOR QUESTIONS THE COMMISSION MAY HAVE.
>> COMMISSIONERS, QUESTIONS OR COMMENTS?
THANK YOU, COMMISSIONER, OR CHAIRMAN.
YOU ALSO PROVIDE LAND OR DIRT AND MATERIALS FOR OUTSIDE COMPANIES AS WELL, TRUE?
>> SO OUR BOARD OF DIRECTORS PASSED A RESOLUTION THAT ALLOWS US TO SELL SEDIMENT OUT OF THE FACILITIES.
I SAY IF A COMPANY BRINGS THEIR OWN EQUIPMENT AND DIRT MOVING FACILITIES THEY CAN REMOVE DIRT FROM THE FACILITIES DOING OUR MAINTENANCE ESSENTIALLY AND TAKE THE DIRT WHERE THEY WOULD LIKE.
THAT'S A COST BENEFIT FOR THE PUBLIC.
WE DON'T HAVE TO EXPEND DOLLARS TO CLEAR THE FACILITIES FROM SEDIMENT.
>> THE FIRE DEPARTMENT WAS DOWN THERE DOING A LOT OF WORK, MAYBE FIVE YEARS AGO.
YOU ALLOWED THEM TO HAVE ACCESS TO TRY EQUIPMENT THEY HAD PURCHASED AND NEEDED TO GET A FAMILIARITY WITH.
I KNOW YOU'RE MUCH MORE THAN FLOOD CONTROL, BUT THANK YOU FOR EVERYTHING YOU'RE DOING.
I WANT TO REMIND EVERYBODY SINCE YOU'RE HERE TALKING ABOUT ARROYOS, IT IS TIME TO MAKE SURE YOUR COVERTS ARE CLEANED OUT.
THAT EFFECTS WHETHER THE ARROYOS FLOW PROPERLY AND THAT WE DON'T HAVE ADDITIONAL DAMAGES TO YOUR DRIVEWAY MUCH LESS THE BRIDGES IN OUR COMMUNITIES.
REAL QUICK, DO YOU HAVE ANYTHING TO DO, YOU GUYS MEASURE OR HAVE ANY DATA
[00:45:01]
WHEN IT COMES TO RUNOFF FOR MONSOON SEASON BEING IN SSCAFCA HOW WE DID THIS YEAR IN RELATION TO WATER?>> SO, WE HAVE DATASETS THAT WE DO COLLECT.
WE MAINTAIN A RAIN GAUGE NETWORK WITHIN OUR JURISDICTION AND MAINTAIN A FLOW GAUGE NETWORK WITHIN THE MAIN STEMS OF THE ARROYOS, NOT ALL BUT THREE OR FOUR.
IS THIS YEAR, I DO NOT KNOW THE INFORMATION OFFHAND.
SPRING WAS VERY WET, WHICH IS VERY NICE.
NO MAJOR RAIN FALL EVENTS WHICH TRIGGERS THE ARROYOS FLOWING.
WE DIDN'T SEE A LOT OF FLOW BUT WE DID SEE A LOT OF RAIN FALL, BUT I DON'T HAVE THE NUMBERS ON ME.
>> IS IT, I KNOW YOU DON'T HAVE THE NUMBERS BUT FROM EXPERIENCE AND TALKING TO OTHERS, WERE WE AT A NEAR RECORD YEAR FOR SOME OF THE FLOW? WAS IT AN AVERAGE YEAR? I THOUGHT IT WAS A WELL ABOVE AVERAGE YEAR.
>> THIS LAST SPRING WAS ABOVE AVERAGE AS FAR AS RAIN FALL.
WITH RESPECT TO FLOW IN THE ARROYOS BECAUSE OF THE NATURAL BOTTOMS OF THE ARROYOS AND ABILITY TO INFILTRATE, WE DIDN'T SEE A LOT OF FLOW REACH THE RIVER.
>> WHAT DO WE DO WITH THAT WATER, JUST GOES INTO THE GROUND OR CAPTURED FOR USE?
>> THE STATE ENGINEER HAS LAWS IN PLACE THAT REGULATE HOW LONG WE AS A FLOOD CONTROL AUTHORITY CAN RETAIN WATER WITHOUT CONSUMPTIVE WATER RIGHTS.
WE'RE ALLOWED TO DISCHARGE OUR FACILITIES ENTIRELY, A POND FILLS UP, WE CAN HOLD THE WATER FOR A TOTAL OF 96 HOURS.
>> ARE YOU A WATER EXPERT, ARE YOU FAMILIAR WITH WATER.
>> DEPENDS WHICH PART OF THE WATER YOU'RE TALKING ABOUT.
I'M A CIVIL ENGINEER AND DONE A LOT OF WORK IN STORM WATER.
>> NEWÂ MEXICO, COMMISSIONER BRUCH BROUGHT UP AND IT IS OBVIOUSLY VERY IMPORTANT.
NEWÂ MEXICO HAS 20Â BILLIONACRE FEET OF WATER.
>> THAT WOULD COVER A 20Â BILLIONACRE FEED WOULD COVER 1 ACRE WITH 20Â BILLIONÂ FEET OF WATER, THAT IS A LOT OF WATER.
WE HAVE A GOOD, THAT'S A BIG NUMBER.
>> SO, TALKING TO SOME WATER PEOPLE BEFORE DOING OIL AND GAS, THEY WERE TALKING ABOUT HUNDREDS OF YEARS OF WATER SUPPLY WITH THAT.
>> I COULD NOT EVEN SPECULATE.
THAT IS ONE OF THE THINGS PEOPLE DON'T UNDERSTAND ABOUT NEWÂ MEXICO.
WE HAVE A TON OF AQUIFERS IN OUR STATE.
IF WE INVEST IN THE RIGHT INFRASTRUCTURE TO USE THAT WATER FOR AGRICULTURAL OR COMMERCIAL, RESIDENTIAL, YOU COULD REALLY TRANSFORM THE STATE, ESPECIALLY DOWN SOUTH WHERE THERE'S A TON OF AQUIFERS THAT ARE READY TO BE JUST TAPPED.
>> I WOULD SAY THERE IS POTENTIAL OUT THERE.
I DON'T UNDERSTAND THE LEGAL RAMIFICATIONS OF USING THE WATER IN THAT WAY.
WATER RIGHTS AND HOW THAT PLAYS TOGETHER I'M A DRAINAGE GUY, NOT AN ATTORNEY.
>> THAT IS WHERE LAWYERS AND GOVERNMENT GET IN THE WAY.
>> I ALSO WORK FOR THE GOVERNMENT.
>> SO, ONE OF THE THINGS THAT SSCAFCA CONTRIBUTES TO OUR COMMUNITY IS THE PLANNING FOR THESE ARROYOS AND IN THAT PLANNING, IT EXPANDS THE AMOUNT OF LAND THAT WE CAN ACTUALLY DEVELOP BY KNOWING WHAT AND HOW WATER NEEDS TO MOVE THROUGH AN AREA SO THAT THINGS DON'T GET FLOODED OUT AND WE CAN BUILD MORE BUSINESS.
SO, WE APPRECIATE YOUR EFFORTS IN THAT REGARD.
>> THANK YOU VERY MUCH MR. CHAIRMAN.
>> AND THANK YOU FOR YOUR TIME.
[6.C. Heartstrings Theatre Company presentation (Somer Sloan, Executive Director and Kim Rothwell of Heartstrings Theatre Company)]
>> SO NUMBER 6C, HEART STRINGS.
WE HAVE SOMER SLOAN AND KIM ROTHWELL.
(LAUGHTER) LIKE A MUSICAL NUMBER? I'M SOMER AND THIS IS KIM.
WE'RE HERE TO SHARE A LITTLE BIT ABOUT WHAT WE'RE DOING HERE IN SANDOVAL COUNTY AND KIND OF SOME NEEDS AND CHALLENGES WE'RE ENCOUNTERING.
SO, WHY IS CHILDREN'S THEATER IMPORTANT?
[00:50:04]
I THINK IT TAKES TWOÂ SECONDS FOR US TO GOOGLE THE DIRECT IMPACT FINE ARTS HAS ON EDUCATION.AND THE DIRECT CORRELATION THAT WE FIND BETWEEN STUDENTS IN THE FINE ARTS AND ACADEMIC IMPROVEMENTS IN SCHOOL.
OBVIOUSLY, WE'RE HERE FOR CHILDREN.
WE'RE HERE FOR THEIR SUCCESS, AND THEIR SUCCESS WITHIN OUR COUNTY.
IMPROVED CREATIVE THINKING, EXPOSURE TO DIFFERENT CULTURES AND IDEAS.
WE SAY WE'RE STORY TELLERS, IT IS IMPORTANT THAT WE TELL A MULTITUDE OF STORIES WITHIN HEART STRINGS AND REPRESENT DIFFERENT BACKGROUNDS AND CULTURES.
IT BUILDS CONFIDENCE, BETTER TEAMWORK AND COMMUNICATION SKILLS, IT IS FUN AND KIDS MAKE NEW FRIENDS.
ONE OF OUR FAVORITE THINGS IS THAT WE SEE CHILDREN FIND THEIR VOICE AND THEIR TRIBE.
I'M SURE YOU CAN IMAGINE THE IMPACT THAT HAS LONGTERM ON STUDENTS, ESPECIALLY THOSE THAT MAY BE GETTING BULLIED OR ARE STRUGGLING TO FIND THEIR PLACE.
WE SEE THEM FIND THEIR PLACE WITHIN HEART STRINGS AND THE ARTS AGAIN AND AGAIN.
>> HEART STRINGS THEATER IS A NONPROFIT 501(C)(3) CHILDREN'S THEATER.
WE BELIEVE THE ARTS ARE FOR EVERYONE.
WE ESTABLISHED A DIVERSE ORGANIZATION WHERE ANY CHILD CAN PARTICIPATE AND FEEL WELCOMED.
THAT CAN CHANGE DEPENDING ON THE SHOW AND CLASSES, BUT IN GENERAL, THAT IS OUR DEMOGRAPHIC.
>> WHAT MAKES US DIFFERENT? FIRST OF ALL, WE'RE THE ONLY CHILDREN'S THEATER IN SANDOVAL COUNTY.
THERE IS A HUGE NEED FOR THE ARTS AND A HUGE DIFFERENCE THAT WE SEE THE ARTS MAKING, SO IT IS SIGNIFICANT THAT WE'RE HERE.
WE BELIEVE THEATER HAS THE POWER TO CHANGE LIVES.
WE WANT THEATER TO BE ACCESSIBLE TO EVERYONE.
PART OF OUR COMMITMENT TO MAKING THEATER ACCESSIBLE TO ALL STUDENTS, ANY STUDENT THAT WANTS TO BE PART OF THE ORGANIZATION, WE SCHOLARSHIP.
WHETHER OR NOT THEY CAN AFFORD IT.
WE COVER THE FEES SO THEY'RE ABLE TO BE IN OUR PROGRAM.
WE BELIEVE THAT LEVELS THE PLAYING FIELD AND GIVES A MULTITUDE OF CHILDREN OPPORTUNITIES TO PERFORM.
THIS YEAR ALONE, WE HAVE SCHOLARSHIPPED ABOUT 30Â PERCENT OF OUR STUDENTS, WHICH IS PRETTY SIGNIFICANT AND WE'RE PROUD OF.
ANOTHER THING, ANOTHER INITIATIVE WE HAVE TO KEEP COSTS LOW IS CREATING SPECIAL PAY WHAT YOU WISH TICKETS.
AN HOUR OR TWO BEFORE THE SHOWS, WE OPEN UP AND RELEASE A CERTAIN AMOUNT OF TICKETS SO PARENTS WHO CAN'T AFFORD TO COME SEE THEIR CHILDREN HAVE ACCESS TO WATCHING PERFORMANCES OR HONESTLY, ANYONE IN THE COMMUNITY HAS THE ABILITY TO COME SEE THEATER FOR WHATEVER THEY CAN PAY.
ANOTHER INITIATIVE THIS YEAR IS THAT WE DID THE FIRST EVER SENSORY SENSITIVE PERFORMANCE.
SO, A SENSORY FRIENDLY PERFORMANCE IS A CHANCE FOR INDIVIDUALS WITH SENSORY SENSITIVITIES, FAMILIES WITH YOUNG CHILDREN AND FIRST TIME THEATER GOERS TO EXPERIENCE THEATER IN A SAFE NONJUDGMENT ENVIRONMENT.
WE DIMMED OUR AUDIENCE LIGHTING AND KEPT IT AT ABOUT 50Â PERCENT.
WE REDUCED OVERALL SOUND NOISES SO SOME OF THE SOUND CUES WE GOT RID OF.
WE ALLOWED AUDIENCES TO GET UP TO MOVE AROUND, VOCALIZE AS NEEDED TO SUPPORT OUR SENSORY FRIENDLY STUDENTS AND ALSO OFFERED SENSORY FRIENDLY PACKS PROVIDED BY NEWÂ MEXICO AUTISM SOCIETY.
WE WERE ABLE TO PARTNER WITH THEM FOR THIS SPECIAL PERFORMANCE AND LOOK FORWARD TO MORE PARTNERSHIPS WITH THEM.
WE HAVE SENSORY PACKS AVAILABLE FOR EVERY SHOW WE PUT ON AND ARE LOOKING TO OFFERING MORE SENSORY FRIENDLY PERFORMANCES.
SO HEART STRINGS SERVES A MULTITUDE OF KIDS.
THIS YEAR WE HAD 198 STUDENTS.
COMING BACK FROM THE PANDEMIC, WE ONLY HAVE FIVE.
WITHIN ONE YEAR, WE'VE GROWN FROM FIVE STUDENTS TO ALMOST 200.
WE'VE GROWN SIGNIFICANTLY AND WE'RE REALLY PASSIONATE ABOUT BEING HERE IN THIS COMMUNITY, AND CONTINUING TO GROW HERE AND SEE WHERE THAT TAKES US.
SOME OF THE CHALLENGES THAT WE ARE CURRENTLY LOOKING AT IS JUST FUNDING AND LOCATION.
SO, AS YOU KNOW, THERE'S BE NOT A LOT OF PERFORMANCE SPACES WITHIN SANDOVAL COUNTY.
WE'RE SENDING PEOPLE OUT OF THE COMMUNITY TO ENJOY THEATER.
WE SEND THEM OUT FOR DINNER BEFOREHAND OR IF YOU'RE WITH YOUR SIGNIFICANT OTHER, DRINKS AFTER, SOMETHING LIKE THAT.
WE'RE SENDING THEM AWAY INSTEAD OF BRINGING ECONOMIC GROWTH AND THE ARTS HERE TO SANDOVAL COUNTY.
WITH ANE, WE SENT, WE HAD ABOUT 40 KIDS IN THE CAST, THAT A CREW OF PARENTS AND
[00:55:06]
FAMILIES THAT ARE DRIVING 30 MINUTES ACROSS TOWN TO GO WATCH A PRODUCTION IN ALBUQUERQUE WHEN THERE IS NO REASON WHY IT SHOULDN'T BE HERE IN SANDOVAL COUNTY.AND JUST FROM THE ECONOMIC PERSPECTIVE OF PEOPLE GOING OUT BEFOREHAND AND ENJOYING ARTS IN SANDOVAL COUNTY, THERE IS A LOT OF OPPORTUNITY HERE THAT I FEEL WE'RE MISSING.
JUST BY NOT HAVING A BUILDING HERE OR THE FUNDING OR SPACE FOR PERFORMANCES.
SO, THESE ARE SOME OF OUR GOALS.
THE OBVIOUS IS TO FIND A MORE PERMANENT HOME IN SANDOVAL COUNTY.
WE'RE LOOKING AT COSTS OF 24,000 FOR ONE SHOW.
AS YOU CAN IMAGINE, THAT IS IMPOSSIBLE FOR A NONPROFIT, ESPECIALLY WHEN THE SPONSORS 30 OF THE STUDENTS.
WE'RE LOOKING INTO POTENTIALLY PARTNERING WITH THE NEW PERFORMANCE SPACE COMING IN CORRALES BECAUSE WE'RE A CHILDREN'S THEATER, THAT MIGHT CREATE CHALLENGES AND ALSO FUNDING IS SOMETHING WE'RE CONSTANTLY RUNNING INTO.
CURRENTLY, WE'RE USING THE SKY ROOM AMPHITHEATER FOR OUR PRODUCTION OF MATILDA.
WE'RE EXCITED AND YOU CAN COME SEE IT THIS WEEKEND.
WE WOULD LOVE TO FORM ONGOING RELATIONSHIPS WITH EVENT CENTERS SO WE'RE ABLE TO REHEARSE AND WALK OVER.
AS YOU CAN IMAGINE, DOING AN OUTDOOR SHOW CAN GET HOT.
JUST PROVIDING AIR CONDITIONING FOR OUR KIDS AND A SPACE TO REHEARSE, THAT IS NOT CONSTANTLY OUTSIDE IS SOMETHING WE'RE LOOKING AT AS WELL.
ANOTHER POSSIBLE RELATIONSHIP THAT WE'RE LOOKING INTO IS WITH NEWÂ MEXICO ROBOTICS.
AND CREATING THE FIRST STEAM CENTER HERE? SANDOVAL COUNTY.
WE WOULD OBVIOUSLY BE THE ARTS PORTION OF THAT, BUT THAT TAKES FUNDING AND A BUILDING AND ALL OF THOSE THINGS.
SO, WE ARE PRESENTING TO YOU SOME OF THE CHALLENGES WE'RE COMING ACROSS AND ALSO THINGS WE'RE PASSIONATE ABOUT AND WHAT WE WANT TO BRING TO THE COMMUNITY.
WE FEEL CONFIDENT THAT WE CAN BRING ECONOMIC GROWTH TO THIS COMMUNITY.
WE ALSO FEEL CONFIDENT THAT I DON'T NEED TO CONVINCE YOU GUYS THE PROBLEMS WE COME ACROSS WITH I GUESS EMOTIONAL, BUT WITH THE STUDENTS IN NEWÂ MEXICO AND THE GREAT NEED THERE IS FOR THEM TO HAVE A SAFE PLACE FOR THEM TO FIND THEIR VOICE AND THEIR HOME.
SO WE'RE PASSIONATE ABOUT THIS, WE'RE PASSIONATE ABOUT STUDENTS AND WE'RE PASSIONATE ABOUT CREATING SOMETHING THAT IS LONGSTANDING FOR OUR COMMUNITY.
WHEN WE'RE BETTER, EVERYONE IS BETTER.
AS YOU'RE TALKING, ONE PLACE I'M THINKING OF THAT YOU DIDN'T MENTION IS, YOU KNOW, MOVIE THEATER HAVE SEVERAL THEATER AVAILABLE, THERE MIGHT BE SOMEBODY WHO WANTS TO DO OUTREACH IN THE COMMUNITY.
PRE PROCEDURE IS ALL DIGITAL PRODUCTIONS, SO IF THERE IS A PLACE NOT USED THERE, THEY ALLOW CHURCH SERVICES THERE AND OTHER THINGS.
YOU MIGHT WANT TO CHECK INTO THAT.
THAT IS THE ONLY THING I THOUGHT OF RIGHT AWAY.
I'M CERTAINLYÂ WHAT'S THAT? SO I REALIZE THAT YOU HAVE MORE OBSTACLES THAN THAT, BUT WE WILL TRY TO LOOK AT WAYS TO BE ABLE TO ASSIST YOU SO YOU CAN BE MORE SUCCESSFUL.
THANK YOU FOR TAKING ON THE ROLE.
I WANT TO SAY THANK YOU FOR COMING.
YOU AND I MET, CORRECT, AT COLD STONE CREAMERY AND HAD A CHAT THERE.
MR. CHAIR, I THINK COMMISSIONER ELLA WANTED TO SAY SOMETHING.
>> WOULD IT HELP IF COMMISSIONER BLOCK GAVE $5,000?
(LAUGHTER) >> FUTURE COMMISSIONER RIGHT THERE.
>> WOULD IT HELP COMMISSIONER BLOCK GIVE $5,000?
>> I CHECKED WITH LEGAL ON THIS, AND THE BEING PRESSURED BY ELLA.
>> OUR FUTURE COMMISSIONER HERE, YEAH, I TALKED TO MY FINANCE, OUR FINANCE DIRECTOR, AND THE ATTORNEY OVER THERE, JOHN BUTRICK, AND IT LOOKS LIKE YOU GUYS ARE IN GOOD STANDING AND QUALIFY AND I'LL SHOOT YOU 5,000 TONIGHT TO HELP YOU OUT.
[01:00:01]
I APPRECIATE YOU COMING AND IF YOU COULD GET HER OFF MY BACK HERE, I WOULD APPRECIATE IT.(LAUGHTER) >> THANK YOU SO MUCH.
WE GREATLY APPRECIATE IT (APPLAUSE) >> I THINK COMMISSIONER BLOCK MAY HAVE MISSED HIS OPPORTUNITY TO GOAD THE REST OF US.
>> LADIES COME BACK, WE'RE NOT DONE WITH YOU.
>> AS I WAS SAYING, I THINK COMMISSIONER BLOCK MAY HAVE MISSED THE OPPORTUNITY TO GOAD THE REST OF US INTO PONYING UP A LITTLE BIT TOO.
SO LET ME MATCH THAT (APPLAUSE) >> WOW! TOO MUCH OF A FEELER FOR THIS.
>> WE WERE JUST WAITING FOR HER TO SING SOMETHING FROM MATILDA.
>> IF IT WILL GET US MORE MONEY.
(LAUGHTER) >> YEAH, COMMISSIONER JONES WAS REACHING INTO HIS POCKET TOO.
SO YOU HAVE THIS ITEM ON HERE.
YOU HELP US SECURE FUNDING FOR A STEAM CENTER.
ARE YOU FAMILIAR WITH OUR FORE CREATES.
THEY HAVE A NICE BIG ROOM YOU COULD BE USING TO DO SOME, YOU KNOW, PRACTICES, PROBABLY NOT BIG ENOUGH FOR YOUR MOVIE THEATER, BUT I WOULD SUGGEST I VISITED HER THIS PAST WEEK, AND SHE POINTED OUT THIS NICE ROOM THAT COULD BE USED FOR PRACTICE.
PROBABLY HOLDS 40 OR 50 PEOPLE.
>> I WOULD SUGGEST YOU GO VISIT HER.
WE WILL LOOK AT OTHER STUFF AND SEE WHAT WE MIGHT BE ABLE TO DO.
[6.D. The Public Safety Building is more than 50% complete with no major impediments at this time. The project general contractor, Enterprise Builders, would like to share a virtual walk through of the facility with the County Commission. (Enterprise Builders and Charles Martinez Jr., Sandoval County Public Works)]
6D, WE HAVE A BUILDING GOING UP IN OUR BACKYARD HERE.IT IS OUR PUBLIC SAFETY BUILDING.
IT IS THEY TELL ME IT IS 50Â PERCENT COMPLETE, AND CHARLES, OKAY.
YOU GUYS, GO AHEAD AND GET STARTED.
I'M GOING TO STEP OUT OF THE ROOM TO GET WATER.
I CAN HEAR YOU THE WHOLE TIME YOU'RE TALKING.
WE HAVE AN UPDATE WHERE WE ARE WITH THE BUILDING.
WE HAVE CONTRACT HERE ENTERPRISE BUILDERS, HE IS GOING TO SHOW YOU A WALK THROUGH WHERE IT IS AT NOW AND ALSO A THING CALLED BUILDING INFORMATION MANAGEMENT AND THIS IS GOING TO BE NEW FOR US.
BASICALLY WE'LL BE ABLE TO SEE BEHIND THE WALLS WHEN MAINTAINING THE BUILDING.
WE CAN MOVE A WALL AND SEE WHAT IS BEHIND IT TO KNOW IF THERE'S A WATER LINE, ELECTRICAL, HE WILL SHOW YOU A LITTLE BIT OF THAT TOO.
AND CHARLES MARTINEZ IS THE PROJECT MANAGER.
LATE GAUGE FRAMING, 70Â PERCENT, 65Â PERCENT IS COMPLETE ONSITE WORK.
INTERIOR MECHANICAL ELECTRICAL IS 50Â PERCENT COMPLETE AND BUILDING ENVELOPE IS 50Â PERCENT COMPLETE.
WE ARE ON SCHEDULE, AHEAD OF SCHEDULE ACTUALLY.
OUR ANTICIPATED COMPLETION WILL BE ON DECEMBERÂ 1ST OF THIS YEAR.
THAT CONTRACT GOES TO MAY, SO WE'RE ABOUT FIVE MONTHS AHEAD OF SCHEDULE REGARDING THE BUILDING CONSTRUCTION.
I WOULD LIKE TO THANK ENTERPRISE BUILDERS AND PROJECT MANAGER CHARLES MARTINEZ FOR THAT.
THEY'VE BEEN ANTICIPATING WHAT THEY NEED, GETTING IT ORDERED BEFORE SO THAT THEY DON'T HAVE TO WORRY ABOUT DELAYS DUE TO NOT GETTING MATERIALS IN.
THEY DID A LOT OF STUFF THAT ALLOWED THEM TO GET THE STUFF AHEAD OF TIME AND MAKE SURE THEY HAD IT AT THE TIME IT WAS NEEDED.
SO LIKE I SAID, WE'RE ON A BUDGET.
WE ONLY HAVE 3.5Â PERCENT CHANGES IN CHANGE ORDERS, WHICH IS ACTUALLY PRETTY LOW.
THEY'RE TRYING TO GET THE TVS UP.
THEY WILL OFFER A PICTURE OF WHERE WE ARE NOW AND I THINK IT WILL SHOW UP ON YOUR SCREEN ALSO.
AS SOON AS I GET THIS UP AND GOING, YOU DON'T HAVE TO LISTEN TO ME.
THIS IS THE LAST PRESENTATION I WILL DO.
ROSEANNE WILL BE HERE FOR THE REST OF THE AGENDA (LAUGHTER) WE'RE ON A BUDGET.
CHANGE ORDERS ARE 3.5Â PERCENT, WHICH IS ACTUALLY LOW.
AND ONE IS OVER HALF OF THAT IS ACTUALLY A REQUEST THAT WE REQUESTED.
AND THAT IS WHY I WANT TO SHOW YOU THE BUILDING INFORMATION MANAGEMENT WHEN WE FIRST GOT THAT OUR FACILITIES AND PROJECT MANAGER LOOKED AT UTILITY
[01:05:01]
ROOMS AND THERE WAS NO WAY TO REPLACE STUFF, IT WAS TOO TIGHT SO WE PUT A CHANGE ORDER TO EXPAND THAT.WE DON'T WANT A SITUATION LIKE THIS BUILDING.
THERE IS NO WAY TO REPLACE THINGS IN THE BASEMENT.
WE DIDN'T WANT TO RUN INTO THAT, SO WE CHANGED THE ORDER.
ENTERPRISE HAS BEEN GREAT WORKING WITH US ON THAT HOPEFULLY WE GET THIS UP AND RUNNING.
>> MY NAME IS CHARLES, ENTERPRISE BUILDERS, THANK YOU FOR HAVING US, AS THIS IS SET UP, I WILL TALK THROUGH THE CONSTRUCTION.
HOPEFULLY DOESN'T BORE YOU TOO MUCH.
I KNOW EVERYONE LIKES THE VISUALS.
LOOKS LIKE WE'RE ALMOST THERE.
RMKM IS THE ARCHITECT OF RECORD.
THE PROJECT IS COMPLICATED AND DETAILED ORIENTED.
STRUCTURAL MASONRY, STEEL AND CONCRETE.
BULLET RESISTANT GLASS, AMAZING FACILITY.
EOC IS GOING TO BE STATEOFTHEART.
IF YOU CAN SEE THE SCREEN, YOU CAN'T SEE THE SCREEN.
>> CAN WE TURN IT SO THE PUBLIC CAN SEE IT? THERE YOU GO.
RIGHT NOW I'M GOING TO SHOW A 3D MODEL OF THE PROJECT ITSELF.
WE UTILIZE BIM, BUILDING INFORMATION MODEL.
OUR GOAL IS TO BUILD THE PROJECT VIRTUALLY BEFORE WE STICK A SHOVEL IN THE GROUND.
SO, THAT IS WHAT THE MODEL REPRESENTS, AND I WILL SHOW YOU HOW IT WORKS.
THIS IS THE FRONT OF THE BUILDING HERE BY THE ROUNDABOUT TO GET YOU ORIENTED.
EACH TRADE MECHANICAL, ELECTRICAL, PLUMBING, STRUCTURAL, EVERYBODY TAKES CARE OF MODELING THEIR BUILDING SYSTEMS PER THE PLANS, AND THEN WE GO THROUGH VIGOROUS COORDINATION MEETINGS AND BASICALLY NEGOTIATE SPACE FOR ALL OF THE BUILDING SYSTEMS. THIS CREATES AN EFFICIENT MODEL SO WE'RE NOT WASTING TIME AND MATERIALS IN THE FIELD.
IT GIVES A CAPTURE OF THE PIPING WHERE THE VALVE LOCATIONS ARE, EVERYTHING THAT FACILITIES NEEDS TO LOOK AT THE DIGITAL MODEL AND GET REFERENCE TO WHERE THEY ARE IN THE BUILDING AND FIGURE OUT HOW TO DO MAINTENANCE, ETÂ CETERA, BEFORE REMOVING CEILINGS OR DIGGING INTO WALLS OR ANYTHING LIKE THAT.
SO, THIS IS A VERY, VERY GOOD TOOL FOR THE CONTRACTORS AS WELL AS THE FACILITIES MANAGEMENT TEAM.
AND SO AS YOU CAN SEE, THIS IS CUTTING A SECTION THROUGH THE BUILDING.
AND THIS IS EXPOSING THE PIPING, STRUCTURAL STEEL, ETÂ CETERA.
NEXT WHAT WE DO IS AFTER WE BEGIN CONSTRUCTION AND BEFORE WE START DRY WALLING, WE TAKE 3D PHOTOS, WE PROVIDE A 3D WALK THROUGH THAT BASICALLY CAPTURED EVERYTHING BUILT IN PLACE SO THAT FACILITIES COULD ALSO USE THIS AS WELL.
AND SO THIS IS THE EOC ROOM AS IT STANDS AS OF A WEEK AGO.
WE CAPTURE IT BEFORE WE BEGIN THE DRY WALL AND SO YOU CAN SEE WHAT IS IN THE WALLS, THEY CAN FIND DATA CONDUITS, COPPER PIPING, VALVES, EVERYTHING LIKE THAT.
AND LAST, I'LL JUST SHOW THE AERIAL, THIS IS AN AERIAL OF THE BUILDING AS IT IS, I GUESS IT WAS ABOUT A WEEK AGO WHEN I TOOK THIS DRONE PHOTO.
AND SO YOU CAN SEE THE PROGRESS ON THE BUILDING.
AND WE'RE CURRENTLY OVER HERE.
WHEN YOU'RE DOING PROJECT MANAGEMENT IS COST, SCHEDULE AND PERFORMANCE, YOU GET
[01:10:01]
REQUIREMENTS THAT, YOU KNOW, THE GOVERNMENT IS TELLING YOU WHAT YOU HAVE TO BUILD TO AND HAVING, DOING THE DIGITAL TRANSFORMATION PIECE OF WHAT YOU'RE DOING HERE WHERE YOU CAN COLLABORATE WITH THE GOVERNMENT ON CERTAIN THINGS AND THE COUNTY CAN SEE EXACTLY THAT, THAT'S A HUGE COST SAVINGS AND TIMESAVINGS.WHEN YOU TELL ME, YOU KNOW, WE'RE ON COST, WE'RE AHEAD OF SCHEDULE, AND WE'VE ONLY HAD, YOU KNOW, THREE AND A HALF PERCENT CHANGE REQUIREMENTS FOR THIS ENTIRE PROJECT, WHICH IS VALUED AT WHAT?
>> JUST OVER TEN AND A HALF MILLION.
>> TEN AND A HALF MILLION DOLLARS, THAT IS IMPRESSIVE.
THANK YOU TO YOUR FIRM AND TO THE WORKERS THAT ARE DOING THIS AND TO CHARLES OVER THERE WHO IS GIVING YOU THE OVERSIGHT ON THE PROJECT MANAGEMENT.
I THINK THE PUBLIC NEEDS TO KNOW THAT'S A GOOD NEWS STORY WHAT IS GOING ON IN SANDOVAL COUNTY.
>> OTHER COMMENTS? SOME OF US GOT TO WALK THROUGH THE BUILDING.
>> OUR COMPANY IS ALWAYS OPEN TO ANY OTHER FUTURE WALK THROUGHS.
(LAUGHTER) >> AND FUTURE BUSINESS.
>> WE WOULD LIKE TO SEE IT AT 75Â PERCENT.
(LAUGHTER) >> THANK YOU FOR HAVING US.
>> WE WILL MOVE TO ITEM SEVEN.
I WANT TO SAY THANK YOU FOR THE PRESENTATION.
I JUST WANT TO ECHO WHAT COMMISSIONER BLOCK WAS TALKING ABOUT.
YOU'RE AHEAD OF SCHEDULE AND ON BUDGET, THAT IS AMAZING.
I DON'T BELIEVE WE HAVE ANY BOARD AND COMMITTEE APPOINTMENTS, SO MOVING TO
[8. PUBLIC COMMENT AND COMMUNICATIONS]
ITEM EIGHT, PUBLIC COMMENTS.I'M GOING TO ANNOUNCE THE FIRST THREE NAMES AND ROLLING THREE NAMES AS WE GO THROUGH COMMENTS.
WE WILL START WITH JOHN V., MARRY JOE STREETS AND RAMONA GHOULS BEE.
>> I'M GOING TO STATE, IS THAT ON? JOHNÂ YESTERDAY ON THE (INDISCERNIBLE) THAT ELECTION FAIRNESS AND INTEGRITY POLLS SHOW, I'M STATING THE FACTS FROM A CREDIBLE POLL AGENCY, 62Â PERCENT OF VOTERS THINK CHEATING EFFECTED THE OUTCOME OF THE 2020 ELECTION.
65Â PERCENT OF VOTERS THINK IT IS LIKELY INCLUDING 55Â PERCENT OF DEMOCRATS THAT CHEATING IS GOING TO OCCUR AGAIN AND AFFECT THE OUTCOME OF THE NEXT PRESIDENTIAL ELECTION IN 2024.
HALF OF THE AMERICANS AGREE WITH A STATEMENT THAT WAS ABSOLUTELY NO WAY DID JOE BIDEN RECEIVE 81Â MILLION VOTES IN THE LAST PRESIDENTIAL ELECTION OF 2020.
JUST STATING THE FACTS, THAT IS ALL I'M DOING.
I'LL MOVE ON AND SHARE SOME INFORMATION REGARDING THE RESOLUTION ON 11A I BELIEVE.
AND I WOULD LIKE TO TALK ABOUT THE MOTION TO ADOPT THAT RESOLUTION TONIGHT FOR $4.85Â MILLION ON TWO PROJECTS.
ONE SANDOVAL COUNTY JUDICIAL COMPLEX EXPANSION AND SAN LUIS WATER PROJECT WHY THEY'RE COMBINED, I'M NOT SURE.
4Â MILLION OF THAT DOLLARS IS GOING TO GO TOWARDS THE EXPANSION, 150 WILL GO TO THE SAN LUIS PROJECT.
THESE FUNDS WERE ACQUIRED THROUGH THE AMERICAN RESCUE PLAN ACT.
IT MUST BE USED BEFORE DECEMBERÂ 31ST.
WE'RE SPENDING $4Â MILLION ON AN EXPANSION AND HAVE A DOZEN OTHER IMPORTANT HIGH PROFILE PROJECTS IN THAT INFORMATION THAT WAS ATTACHED.
AND SOME OF THESE I THINK ARE MORE IMPORTANT AND WE SHOULD SPEND THE $4Â MILLION ON.
LIKE THE TOWN OF RIO RANCHO WATERWAYS, TOWN OF BERNALILLO WATERWAYS, DISPATCH CENTER, CUBA WATER PROJECT AND REMEMBER WE HAVE A NEW SHERIFF BUILDING THAT IS NEARLY OVER HALF DONE BEING VACANT, WHY NOT USE THAT BUILDING FOR ADDITIONAL COURTROOMS AND MAYBE INCOMING NEW JUDGES LIKE ALAN MARTINEZ'S WIFE.
LAST WE SPENT $1,720,898.03 ON 3.364Â ACRES IN RIO RANCHO.
I ASK FOR THAT INFORMATION BUT MAYBE IN CLOSING COMMENTS, THE COMMISSIONERS MIGHT WANT TO ADDRESS THAT.
MARRY JOE FOLLOWED BY RAMONA FOLLOWED BY VICTORIA MARTIN.
[01:15:10]
>> MARY JOE STREETS, SANDOVAL COUNTY.
COMMISSIONERS, IF I WERE TO ASK EACH OF YOU FOR REASONS WHY OR WHAT MOTIVATED YOU TO SERVE YOUR COMMUNITY, I WONDER WHAT YOUR HONEST RESPONSE MIGHT BE.
WE THE PEOPLE WOULD LIKE YOUR RESPONSE TO BE MY MOTIVATION IS TO PROTECT THE INTEGRITY OF COMMUNITIES BY BUILDING STRONG CONNECTIONS WITHIN NEIGHBORS AND NEIGHBORHOODS.
BECAUSE FUNDAMENTALLY WHEN PEOPLE UNIT BOUNDARIES DO NOT EXIST.
I'M NOT HERE TO SPECULATE YOUR INTENTIONS, HOWEVER, I'M HERE TO WITNESS YOUR DECISION PROCESSES AND BEEN A MEGAPHONE FOR THOSE LESS TIMID.
THE DECISIONS I'VE WATCHED THE BOARD MAKE PERPLEX ME THEREFORE I HAVE QUESTIONS.
FIRST WHY WOULD A BOARD OF FIVE PRESUMABLY SOUND MINDED PEOPLE ALONG WITH A COUNTY STAFFER AND SHERIFF'S DEPARTMENT PASS AND ENFORCE A LAW THAT WILL WEAPONIZE ONE NEIGHBOR AGAINST ANOTHER IN A TEN YEAR ALREADY CONTROVERSIAL SUBJECT IN THE COMMUNITY OF PLACITAS.
NOT TO MENTION THE OVERLOAD THE LAW PUTS ON THE JUDICIAL SYSTEM.
ON THE SUBJECT THEÂ 4Â MILLION OF THE PEOPLE'S FUNDS FOR AN ANNEX THEY WERE NOT INTERESTED IN.
THE PEOPLE SAY NO, AND YOU FIND ANOTHER WAY? HOW CAN WE FEEL CONFIDENT IN YOUR INTENTIONS WHEN YOU UNDERMINE THE DESIRES OF THE MAJORITY.
YOU'RE NOT STEWARDS PROMOTING COMMUNITY.
YOU'RE A GOVERNMENT OVERREACH DIVIDING THEM.
YOU'RE NOT STEWARDS OF THE PEOPLE'S MONEY.
YOU APPROPRIATE THE PEOPLE'S MONEY WITH LITTLE RESPECT FOR THE PEOPLE'S INTEREST.
YOU'RE NOT STEWARDS OF FAIR ELECTIONS, YOU HOLD NEITHER YOURSELVES OR PERSONNEL ACCOUNTABLE FOR UNLAWFUL ELECTION PROCESSES.
NEWÂ MEXICONIANS ARE SICK OF HAVING CONCERNS IGNORES WHILE POLITICIANSÂ DOMINO TO FALL.
WHO WILL BE THE NEXT? THANK YOU.
>> RAMON, VICTORIA AND RHONDA.
GOOD EVENING MY NAME IS RAMONA, SANDOVAL COUNTY.
TWO SUBJECTS I WILL BE TOUCHING ON.
NOVEMBERÂ 8TH, 2022, PEOPLE OF SANDOVAL COUNTY VOTED DOWN FUNDING THE 13TH JUDICIAL DISTRICT COURTHOUSE UPGRADE BY 51 TO 49Â PERCENT.
THE COMMISSION OBTAINED FUNDING FROM THE LEGISLATURE, WHICH DIDN'T HAPPEN.
THE COMMISSION IS WANTING TO GRANT FUNDS FOR THIS PROJECT.
WHEN I WAS ON THE BOARD OF REGENTS IN OKLAHOMAÂ THEY ASKED ABOUT SCHOOLS, CRIME, AND HEALTH CARE, AND INFRASTRUCTURE.
I CAN SEE THE IMPORTANCE OF THE SAN JUAN WATER PROJECT, I CONTEND THE CITIZENS OF CUBA DESERVE THE CUBA WATER PROJECT FUNDED.
I CONTEND RIO RANCHO WATER AND WASTE MANAGEMENT PROJECT SHOULD BE PLACED ABOVE A COURTHOUSE RENOVATION.
THE TOWN OF BERNALILLO WASTEWATER PROJECT IS ANOTHER GOOD CONTENDER.
WATER, SEWER, ROADS, THAT IS WHAT THE COMMISSION SHOULD ADDRESS FIRST.
ITEM 11B, POLLING PLACES FOR THE 2425 ELECTIONS WHICH I RECOMMEND THEY BE TABLED TONIGHT.
2024 IS GOING TO BE THE BIGGEST ELECTION EVER.
IT WILL BE A PRESIDENTIAL ELECTION AND SANDOVAL COUNTY, WHO CURRENTLY HAS 105,369 REGISTERED VOTERS IS ELIMINATING FOUR POLLING PLACES.
WHEN I VOTED IN THE GENERAL ELECTION IN NOVEMBERÂ 2022, THERE WERE LINES.
I WAS TOLD BY MANY THAT THERE WERE LINES.
THEY ARE TAKING THREE POLLING PLACES FROM THE THIRD LARGEST CITY IN NEWÂ MEXICO, RIO RANCHO, WHICH WILL BE DOWN TO FOUR POLLING CENTERS.
THAT IS 8,000 VOTERS PER? HER.
PRECINCT 104, 142 AND 155 WERE NOT ASSIGNED TO A POLLING PLACE.
[01:20:09]
I HAVE PROVIDED INFORMATION FOR YOU.IF YOU WANT MORE INFORMATION, I HAVE IT.
>> VICTORIA MARTIN, AUGUSTÂ 16TH AND 17TH, THERE WILL BE A TELEVISED EVENT DEDICATED TO EXPOSING ELECTION FINDINGS AND SOLUTIONS DEVELOPED AFTER THOUSANDS OF PEOPLE HAVE STUDIED THE PROBLEM FOR YEARS, NEWÂ MEXICO HAS BEEN ONE OF THE LEADERS IN EXPOSING WHAT IS GOING ON WITH THE SELECTIONS MASQUERADING AS ELECTIONS.
DATA FROM THE NEWÂ MEXICO GENERAL ELECTION OF 2020 WAS A PETRI DISH OF CORRUPTION WITH 33 COUNTIES ANEMIC POPULATION GROWTH AND 1Â MILLION BALLOTS, IT WAS NOT HARD TO SEE.
I GAVE A HANDOUT AT THE LAST MEETING SHOWING YOU SECRETARY OF STATE PROCLAIMED SANDOVAL COUNTY HAD OVER 105,000 REGISTERED VOTERS IN NOVEMBERÂ 2020 WHILE YOUR VOTER ROLLS SHOW 98,898 REGISTERED VOTERS ON JULYÂ 1ST, 2021, 7 MONTHS AFTER THE ELECTION.
YOU HAVE SCREENSHOTS OF THE PROCLAMATION AND OF THE TOP AND BOTTOM OF JULY ONE, 2021, VOTER RULES FOR SANDOVAL COUNTY.
THE FIRST ENTRY IS ON LINE TWO, AND LAST IS ON LINE 98,900.
FILE IS SORTED BY PRECINCT ONE THROUGH 139.
IT IS OBVIOUS THAT WHAT FLORIDA AND NEW YORK ARE DISCOVERING NESTED WITHIN THESE STATE VOTER ROLLS IS HIGHLY LIKELY GOING ON IN NEWÂ MEXICO.
(INDISCERNIBLE) MISSED IN NOVEMBERÂ 2020 BY A CONSERVATIVE ESTIMATEÂ INTERESTING THAT THE DIFFERENCE BETWEEN JOE BIDEN'S AND TRUMP'S SANDOVAL VOTES WAS 6414, TOO MANY REGISTRANTS MONITORING.
PERHAPS ALL THAT MONITORING OF ELECTIONS AND INTEGRATED SOFTWARE SYSTEMS ARE TOO DIFFICULT TO BALANCE.
LOOK AT THE BOLOGNA THAT THE I WILL JET MITT COUNTY CLERK HANDED IN NOVEMBER 2022.

>> I WAS INVOLVED WITH POLL CHALLENGING.
[01:25:01]
I HAD AN OPPORTUNITY TO HELP 70 VOLUNTEERS THROUGHOUT EARLY VOTING ALL THE WAY THROUGH ELECTION DAY.I'M VERY FAMILIAR WITH THE POLLING LOCATIONS HERE IN OUR COUNTY.
I TOO AM CONCERNED WITH THE DECREASE IN THE NUMBER OF POLLING PLACES FOR 2024 AND 2025 KNOWING FIRSTHAND MANY OF THE POLLING PLACES THAT WE HAD HAD ALL OR NOTHING.
THERE WERE LONG LINES AT RIO RANCHO MIDDLE SCHOOL.
LONG LINES ON ELECTION DAY AT, IN CORRALES AT THE REC CENTER ALL DAY.
THERE WERE PLACES WITH NO LINES, NO WAIT, WALK IN.
MY CONCERN IN TERMS OF THE LIST BEING PROPOSED IN THE RESOLUTION IS THAT IT NEEDS MORE WORK.
I WILL TELL YOU, HAVING A DECREASE IN POLLING PLACES REGARDLESS OF WHAT THE CHALLENGES ARE, THEY NEED TO BE REPLACED AND WE NEED TO HAVE A MINIMUM OF 12 POLLING PLACES IN 2024.
THAT IS WHAT YOU OWE THE VOTERS OF THIS COUNTY.
TO MAKE SURE AS THIS RESOLUTION INDICATES THAT WE HAVE ACCESSIBILITY AND CONVENIENCE.
DELETING THREE, WHICH IS 25Â PERCENT OF THE VOTING POLLING PLACES IS NOT GIVING ACCESSIBILITY OR CONVENIENCE.
THE OTHER THING I'LL TELL YOU, I DON'T KNOW WHAT THE ARBITRARY REASON FOR PUTTING SOME OF THE NUMBERS BY POLLING PLACES, BUT I'LL TELL YOU POLLING PLACE NUMBER 13 AND I KNOW I HAVE LITTLE TIME, ONE PRECINCT 131 IS ACROSS THE STREET FROM HERE.
DESIGNATED ARBITRARILY TO THE BERNALILLO SENIOR CENTER.
I WANT THE BUREAU OF ELECTIONS TO DO A BETTER JOB, COME BACK TO YOU, PAUSE THIS, ROLL YOUR SLEEVES UP, I WOULD BE HAPPY TO HELP.

MY NAME IS CHRIS CUPPER, GOOD TO BE HERE.
MY NAME IS CHRIS CUPPER, LIVE IN (INDISCERNIBLE) GOOD TO BE HERE SEEING Y'ALL DO THE COUNTY BUSINESS.
THE RULES STATE ALL COMMENTS SHOULD ADDRESS AGENDA ITEMS, I HAD A PROBLEM DOING JUST THAT.
IN PARTICULAR, RESOLUTION F IS GOING TO BE LOOKED AT TONIGHT MAKING A LAW GIVING LOCAL COUNTY TAX DOLLARS TO A SWISS COMPANY CALLED (INDISCERNIBLE) FOR REASONS OR PROJECTS UNKNOWN.
IT DOES SAY 59 JOBS WILL BE CREATED IN ONE YEAR.
MY QUESTION IS, HOW MUCH MONEY DOES IT COST THE TAXPAYER TO CREATE THE 59 JOBS AND WILL THOSE JOBS BE GIVEN TO NEWÂ MEXICO RESIDENTS? I LEFT A MESSAGE ON MONDAY WITH THE ASSISTANT ADMINISTER JARAMILLO'S OFFICE AND ROB BURPO'S OFFICE, NEITHER RETURNED MY CALL.
I'M ASKING FOR MORE DETAILS HOW OUR TAXPAYER MONEY IS SPENT.
PLEASE TELL ME WHERE CONSTITUENTS CAN GET THIS INFORMATION.
PERHAPS IN THE COMMISSIONER'S COMMENTS SECTION, YOU CAN ENLIGHTEN US OUT HERE.
I WANT TO KNOW HOW THE MONEY FLOWS AND THERE SHOULD BE NO PROBLEM, WHERE DO I GET THIS INFORMATION FROM THE COUNTY MANAGER, HOW DO I KNOW ALL THESE DEALS ARE SQUARE? I'M CONCERNED ABOUT MONEY, MY TAX DOLLAR AND EVERYBODY ELSE.
I WANT TO KNOW HOW THE MONEY FLOWS.
MICA, FOLLOWED BY JEAN MONTOYA FOLLOWED BY CAROL DULY.
>> GOOD EVENING COMMISSIONERS.
I WOULD LIKE TO FIRST START BY SAYING THE THOUGHT THAT CAME TO ME TODAY, I BEEN COMING HERE MANY, MANY MONTHS.
AND I JUST HAVE BEEN REALLY IMPRESSED WITH HOW MANY A PARADE OF MAGNIFICENT IDEAS AND COMPANIES AND THINGS THAT MAKE OUR COMMUNITY A BETTER PLACE, AND HOW LOVINGLY YOU PUT EFFORT INTO A WAY TO CONTRIBUTE TO THOSE EFFORTS SO THAT OUR COMMUNITY IS A LOVELY PLACE TO BE.
SO I WANTED TO COMMENT ON THAT BECAUSE YOU ALL PUT A LOT OF ENERGY AND KINDNESS INTO THAT.
WELL, YOU KNOW WHAT WE ALL REPRESENT WHEN WE COME HERE, RIGHT? THAT ALSO.
[01:30:02]
ALL OF THAT.THOSE CHANGES FOR ELECTION INTEGRITY ARE REALLY WHAT IS GOING TO ATTRACT MORE PEOPLE HERE BECAUSE THE REPUTATION OF NEWÂ MEXICO IS BEING STRANGLED BY THINGS THAT ARE NOT TAKEN CARE OF IN THAT REGARD, AND WHEN I HEARD THAT GLEN BECK PUT IT OUT TO THE WORLD THAT THE NEW ABORTION CLINIC WAS BEING PUT IN THE CHURCH OF SATAN IN NEWÂ MEXICO AND I WENT OH, MY GOD, I DIDN'T EVEN KNOW THERE WAS A CHURCH OF SATAN IN NEWÂ MEXICO.
NOW IT IS LIKE PART OF THE REPUTATION THAT HAS COME TO NEWÂ MEXICO.
AND WE JUST NEED THE RIGHT PEOPLE IN PLACE, AND THEN TO KNOW SOMEBODY LIKE DANIEL IVY SOTO FLAUNTING THE LAW AND MANIPULATING COUNTY CLERKS INTO GOING AGAINST THE INTEREST OF THE PUBLIC, WELL, I DOUBT (INDISCERNIBLE) FROM THE PAYROLL HAD ANYTHING TO DO WITH HIS CORRUPTION.
(INDISCERNIBLE) BEING WIDELY KNOWN FOR THEIR CORRUPTION.
I JUST WANT TO COMMENT ON THOSE THINGS AND SAY THANK YOU FOR THE GREAT THINGS AND LET'S FIX THE THINGS THAT DON'T WORK.
JEAN FOLLOWED BY CAROL, FOLLOWED BY LONNIE.
FIRST OFF I WANT TO SAY THERE IS ONLY 15 MONTHS BEFORE WE HAVE THE 2024 ELECTION.
I'M GOING TO BEAT THIS HORSE TO DEATH.
LET'S GET VOTER ID, RIO RANCHO CAN DO IT, IT'S NOT HARD.
LET'S HAVE THE SAME DAY VOTING AND GET RID OF THE DOMINION MACHINES.
WE HAVE A COMMUNITY AND A COUNTY THAT IS FOR THE PEOPLE, WE'VE HELPED YOUNG PEOPLE WITH THEIR THEATRICS, WE'RE DOING STUFF WITH SANDOVAL ARROYO, LET'S DO SOMETHING FOR ME, THE VOTER.
GET RID OF THE MACHINES, HAVE VOTER ID AND SAME DAY VOTING.
I APPRECIATE THE CLERK'S OFFICE, I DO MY JOB TO THE BEST OF MY ABILITY, GET FOR THE PEOPLE.
THANK YOU, GOD BLESS AND HAVE A GREAT DAY.
CAROL, FOLLOWED BY LONNIE, FOLLOWED BY LORI.
I HAVE A PROBLEM WITH RESOLUTION SEVEN262311B.
I'M SURE MOST OF YOU GUYS REMEMBER WHEN SUSANA MARTINEZ WAS GOVERNOR AND WE DIDN'T HAVE ENOUGH POLLING PLACES IN NEWÂ MEXICO.
SHE CAME AND BROUGHT WATER AND PIZZA FOR PEOPLE WHO WERE STANDING IN LINE FOR HOURS, MOST OF THEM THE ELECTION WAS CALLED BEFORE THEY EVEN HAD A CHANCE TO PUT THEIR TWOS.
IT DOESN'T MAKE SENSE TO TAKE POLLING PLACES AWAY IN RIO RANCHO.
WE NEED TO GET RID OF DROP BOXES, SOMEONE NEEDS TO BE BY THE DROP BOXES SEEING WHAT IS HAPPENING, WHO PUTTING IN BALLOTS AND WHAT IS HAPPENING.
RIO RANCHO DID IT, I WAS AT THE CITY HALL WHEN SOMEONE CAME TO VOTE EARLY, THEY CAME TO THE PRIOR ELECTION ON ELECTION DAY, SOMEONE VOTED IN THEIR PLACE.
ALL THEY NEEDED TO KNOW WAS NAME, ADDRESS AND BIRTHDAY AND THEY WERE ABLE TO VOTE.
I THINK IT IS IMPORTANT TO VOTE IN PERSON, ABSENTEES SHOULD BE FOR PEOPLE HAVING A PROBLEM GETTING TO THE POLLING PLACE.
I DON'T THINK WE NEED TO ADD MORE TO HAVING PROBLEMS WITH MACHINES.
I WOULD LIKE TO SEE SAME DAY VOTING AND PAPER BALLOTS.
WE HAVE LONNIE, FOLLOWED BY LORI, FOLLOWED BY SANDRA.
>> GOOD EVENING COMMISSIONERS, MY NAME IS LANA NASH, I KNOW THE CARD DOESN'T SAY SO BUT I'M A LICENSED MENTAL HEALTH COUNSELOR IN THE STATE OF NEWÂ MEXICO AND SONGWRITER FROM NASHVILLE.
HOLLY WAS HEREÂ WE MOVED FROM NASHVILLE TO TAKE CARE OF HER AND SHE PASSED AT THE END OF 2016.
I LIVED ON SAGE HILL DRIVE FOR A YEAR AND A HALF.
I NO LONGER WILL I HAVE SANDOVAL COUNTY, I'M IN BERNALILLO.
[01:35:02]
I AM HERE TO PUT A BUG IN YOUR EARS AND HERE IF WHAT WE'RE LOOKING TO DO IS I WOULD LIKE YOU TO CONSIDER THE BENEFITS OF A PARTNERSHIP BETWEEN OUR COUNTY, CITY, STATE ANIMAL SHELTERS, AND ANIMAL RESCUES HERE IN THE STATE.I'M THE PRESIDENT AND EXECUTIVE DIRECTOR OF CROSS MY PAWS AS IF I DON'T WEAR ENOUGH HATS.
I WILL GIVE A COUPLE POINTERS AS FAR AS WHAT THAT LOOKS LIKE.
A SIGNIFICANT INCREASE IN SPAY AND NEUTER COMPLIANCE, SIGNIFICANT DECREASE IN STATE EUTHANASIA RATES, GRANT FUNDING AVAILABLE FOR SHELTERS VERSUS RESCUES CAN BUILD A SPAY AND NEUTER AND VACCINE CLINIC TO HELP DECREASE EXACTLY DECREASE THE EUTHANASIA RATES AND INCREASE SPAY AND NEUTER RATES.
INCREASE FOR SHELTERS WOULD UNDOUBTEDLY TRICKLE DOWN TO ANYONE RUNNING FOR PUBLIC OFFICE? SERVICE OF THE VOTERS, HEART RESCUE IF YOU WANT TO SEE A BLEW PRINT OF WHAT IT LOOKS LIKE, THEY'RE DOING IT IN VALENCIA COUNTY.
EVERY ANIMAL IN THAT CLINIC AS OF LAST SUNDAY, WE WERE PART.
K911, CROSS MY PAWS AND HEART RESCUE ARE INVOLVED AND DEDICATED TO DOING THIS.
I AM CLOSE TO THE SANDOVAL COUNTY SHELTER.
I TAKE MANY ANIMALS FROM THERE AS WELL AS THE RIO RANCHO SHELTER.
CAN WE HAVE OUR DEPUTY COUNTY MANAGER TO GET WITH HER TO SEE IF THEY CAN WORK WITH THE COMMUNITY SERVICES DIRECTOR ON THIS?
>> MR. GARCIA CAN MAYBE TALK TO HER AND DEBT HER INFORMATION TO PARTNER WITH US.
LORI, SANDRA AND JUDITH, IS THAT A J? JANICE?
REGARDING THE RESOLUTION FOR PERMITS TO FEED FREE ROAMING HORSES IN PLACITAS.
VOTES WERE BASED ON MISINFORMATION.
NONE OF THE HORSE RELATED 501(C)(3)S WERE INVOLVED IN THE PROCESS.
ONE REPRESENTATIVE WERE ASKED WHAT WE THOUGHT OF PERMITS BEING LIMITED TO 501(C)(3).
OUR RESPONSE IS THAT THEY COULD NOT POSSIBLY TAKE THAT ON.
WE WERE SURPRISED WHEN THE PROPOSED ORDINANCE AND RESOLUTION WERE PUBLISHED LIMITING PERMITS WITHOUT THEIR INPUT OR PERMISSION.
WHEN COMMISSIONER HEIL ASKED IF THE FOURÂ 501(C)(3)S WERE DOING SOMETHING IN REGARD TO THE FREE ROAMING HORSES, HE WAS TOLD YES.
THE 501(C)(3)S WERE CREATED BECAUSE FREE ROAMING HORSES HAD BEEN ROUNDED UP AND PROCESSED AS STRAYS BY THE LIVESTOCK BOARD WHICH LEGALLY MADE THEM LIVESTOCK.
THE 501(C)(3)S CARE FOR THE LIVE TO BEING AND HAVE NOTHING TO DO WITH FREE ROAMING HORSES.
THERE IS 170 HORSES IN 22 BANDS OR FAMILIES WHICH MEANS THERE ARE 22 HIGHLY TERRITORIAL BAND STALLIONS THAT WILL CLAIM ANY FEEDING WATERING LOCATIONS AND DRIVE THE OTHER HORSES OFF.
THERE NEED TO BE MANY FEEDING WATERING LOCATIONS OVER A LARGE SAFE AREA.
PERMITS SHOULD BE ISSUED TO RESIDENTS, AND NOT RESTRICTED TO 501(C)(3)S FOR FINANCIAL AND PRACTICAL REASONS.
I ALSO FIND IT TROUBLING THAT COUNTY EMPLOYEES HAVE SAID THAT CONSULTANT KAREN HER MAN HAS WORKED ON THE PROCESS AND CRITERIA IS INSURANCE THAT FAR EXCEEDS THE SCOPE OF HER CONTRACT WHICH IS ONLY FOR PZP.
IT WOULD BEFIT THE COMMISSIONERS TO CONTACT THE 501(C)(3)S AND CONSULT THEM FOR INFORMATION.
SANDRA JOHNSON FOLLOWED BY JUDITH FOLLOWED BY LAUREL.
>> GOOD EVENING, SANDRA, I OPERATE AND FUND PLACITAS WILD.
WE HAVE KEPT HALF OF THE HORSE POPULATION FED, HEALTHY AND CONTAINED WITHIN OUR PRIVATE RESERVES FOR A DECADE.
WE HAVE ALREADY DONE MORE AS PRIVATE CITIZENS FOR PLACITASÂ THAN THE
[01:40:06]
COUNTY, STATE OR ANYBODY ELSE.NONE OF US HAVE ROOM FOR MORE HORSES.
THE COUNTY PERMIT PROCESS REQUIRES THAT ONLY 501(C)(3)S TAKE CARE OF THE ADDITIONAL 170 FREE ROAMING HORSES.
WHAT HAPPENS TO THE HORSES BECAUSE WE EXISTING 5301C3S CANNOT DO THIS.
AND WE'RE NOT SURE ANYBODY IN THE COMMUNITY CAN DO IT OR GET QUICKLY 501(C)(3) STATUS.
ARE YOU ASKING THESE PEOPLE WHO ARE, US PEOPLE ALREADY DOING HEAVY LIFTING FOR THE COMMUNITY TO TAKE ON AN ADDITIONAL LIABILITY, EXPENSE AND WORK NEEDED TO CONTINUE WHAT WE'VE BEEN DOING FOR A DECADE.
ASKING US TO TAKE ON ANOTHER 170 HORSES IS MORE THAN WE CAN DO.
THERE IS NO JUSTIFIABLE REASON A CITIZEN MUST GO TO THE TROUBLE AND EXPENSE OF FARMING A CORPORATION AND FOLLOWING FED RULES TO PUT OUT TWO BALES OF HAY AND FILL A WATER TANK.
THERE ARE MANY PEOPLE WHO ENJOY TAKING CARE OF HORSES AND WOULD APPLY SHOULD YOU LET THEM.
PERHAPS SOMEONE WORKING PARTÂTIME WORKING WITH KAREN HARMON COULD OVERSEE THAT PROCESS AND MAKE IT SIMPLER AND SAFER FOR US AND THE HORSES.
>> I CAN'T SPEAK WITH THEÂ >> YOU NEED TO SPEAK INTO THE MIC.
YOU NEED TO SPEAK INTO THE MICROPHONE.
I'M STILL JUDITH, I LIVE IN PLACITAS, AND I WANT TO REITERATE AND SUPPORT BOTH LORI AND SANDY IN WHAT THEY SAY.
THIS PERMITTING PROCESS BEING RESTRICTED TO 501(C)(3) TO DEAL WITH THE FREE ROAMING HORSES IS OPERATIONALLY REALLY, REALLY DIFFICULT.
THERE IS NO WAY THAT A FEW FEEDING STATIONS CAN POSSIBLY DEAL WITH 170 PLUS HORSES.
IMAGINE THE SCOPE OF SIMPLY PROVIDING WATER.
YOU HAVE 170 HORSES THAT NEED TEN TO 20Â GALLONS OF WATER A DAY IN THIS HOT WEATHER.
HOW ON EARTH WOULD MAYBE FIVE PEOPLE DELIVER THAT IN AN AREA, YOU KNOW, I MEAN, YOU'RE TALKING 3400Â GALLONS OF WATER A DAY.
THAT IS HUGE, THAT IS TONS OF WATER.
THAT'S A COUPLE OLYMPIC SWIMMING POOLS OF WATER.
MANY PEOPLE THAT RUN THE 50C3S ARE ELDERLY.
YOU HAVE OLD LADIES OUT THERE HAVING TO DO THIS.
THERE ARE PLENTY OF PEOPLE IN THE AREA WHO LIVE IN SAFE AREAS WHO COULD IN FACT HELP TO SUPPORT THE HORSES.
IN A SMALLER WAY, AWAY FROM HEAVILY TRAVELED ROADS AND AWAY FROM PLACES THAT COULD BE ERODED BY THE WILD HORSES, MAKING THE PERMITTING PROCESS SO DIFFICULT SEEMS REALLY COUNTERPRODUCTIVE, IF YOU WILL, IF WHAT WE WANT TO DO IS TO ENGAGE THE COMMUNITY IN DEALING WITH THE PROBLEM WHICH APPARENTLY LASTED A GOOD DECADE AND A HALF.
SO ANYWAY, THANK YOU FOR ALLOWING ME TO SPEAK.
LAUREL HALL FOLLOWED BY PAUL MADRID.
LAUREL HALL, PRESIDENT OF STRAIGHT TO THE HORSEÂS MOUTH.
SANDY HAS THE BIGGEST ONE, WE HAVE THE SMALLEST.
WE HAVE TEN FORMERLY FREE ROAMING HORSES, FORMALLY WILD THAT WE'VE BEEN TAKING CARE OF FOR A DECADE.
THEY WERE ROUNDED UP AND CHIPPED AND CAN NO LONGER RUN FREE.
I'M THE OLDEST AND IN THE BEST HEALTH OF ALL OF THEM.
WE NEED TO FIGURE OUT A WAY TO SPREAD THE LOAD.
WILD HORSE BANDS CANNOT HANG OUT IN ONE PLACE.
IT CAN BE BIRD FEEDERS, IT CAN BE WHATEVER IS ON THE GROUND, THERE IS NOT MUCH UP THERE FOR THEM TO FEED ON RIGHT NOW.
BUT IF WE CONSTRICT THE NUMBER OF WATER STATIONS OR THE NUMBER OF FEEDING STATIONS, THEN YOU'RE GOING TO HAVE PROBLEMS BECAUSE ONE STALLION IS GOING TO TAKE THE WATER AND FEEDING STATION AND NO ONE ELSE IS ABLE TO EAT OR DRINK, LIKE
[01:45:01]
THEY'VE BEEN SAYING.IF WE SPREAD THE LOAD AMONG PEOPLE WHO CARE FOR THE HORSES AND ABOUT THEM AND THEIR WELFARE AND WILLING TO PROVIDE WATER AND FOOD, THAT WOULD HELP EVERYBODY, IT WOULD HELP WITH THE AMOUNT OF.
IT COSTS US $1,000 A DAY FOR OUR TEN HORSES.
PZP BECAUSE OUR STALLION REFUSES TO GET FIXED SO OUR MARES ARE ON BIRTH CONTROL.
PAUL MADRID? YOU'RE PASSING? OKAY.
THAT TAKES US, THANK YOU FOR YOUR PUBLIC COMMENTS, AND THAT IS WE'RE GOING TO MOVE
[9. APPROVAL OF CONSENT AGENDA ]
ALONG TO THE CONSENT AGENDA.CAN I HAVE A MOTION TO APPROVE THE CONSENT AGENDA.
>> MADAM CLERK? (ROLL CALL VOTE).
MOVING ON TO, NO NUMBER TEN ITEMS, THAT TAKES US TO 11.
11, THE FIRST ITEM IS THE RESOLUTION ALLOCATING MONIES FOR THE COURT, AND THE SAN
[11.A. Request for a Motion to Adopt Resolution No. 7-26-23.11A allocating $4.85 million to two projects including the Sandoval County Judicial Complex expansion and the San Luis water project.]
LUIS WATER PROJECT.THIS ITEM IS AT THE REQUEST OF STAFF FOR THE COURTHOUSE, AND AT THE REQUEST OF COMMISSIONER JONES AND COMMISSIONER BLOCK.
REGARDING THE SAN LUIS WATER PROJECT.
IT TWO ADDITIONAL ALLOCATIONS, DOESN'T CHANGE ANY OTHER ALLOCATIONS THAT WERE MADE.
IF YOU RECALL, AFTER OUR SECOND (INDISCERNIBLE) ALLOCATIONS LAST YEAR, WE HAD $6.581Â MILLION UNENCUMBERED AT THE TIME.
THIS WOULD ENCUMBER AN ADDITIONAL $4Â MILLION FOR THE MANDATED COURSE HOUSE PROJECT WHICH THE COMMISSION WAS CLEAR ABOUT US FUNDING WITHOUT RAISING TAXES TO THE PUBLIC.
AND THEN ANOTHER $850,000 FOR THE SAN LUIS WATER PROJECT.
WE HAVE FOLKS FROM THE AREA THAT COULD TELL YOU MORE ABOUT THE WATER PROJECT IF YOU HAVE ANY QUESTIONS ALONG THOSE LINES.
FOLLOWING THIS, IF THIS ALLOCATION WERE TO PASS, RESOLUTION WOULD PASS, WE HAVE AN ADDITIONAL 1.7Â MILLION IN UNENCUMBERED FUNDS REMAINING.
I WOULD LIKE TO MAKE A MOTION TO SPLIT THE TWO PROJECTS UP TO VOTE ON THEM SEPARATELY, NOT TOGETHER.
I WOULD LIKE TO MAKE A MOTION WHERE THIS WOULD BE AN 11A.1, AND DOT TWO.
JUDICIAL COMPLEX ON ONE AND WATER PROJECT ON THE OTHER.
>> WE WOULD REQUIRE A SECOND FOR COMMISSIONER BLOCK'S MOTION.
HEARING NONE, GOING BACK TO THE MAIN MOTION, ANY COMMENTS OR QUESTIONS.
WELL I DON'T KNOW WHY WE DON'T WANT TO BREAK THEM UP AND VOTE SEPARATELY.
THEY'RE TWO TOTALLY DIFFERENT PROJECTS.
SAN LUIS WATER PROJECT IS SOMETHING I'VE BEEN PUSHING FOR A WHILE.
I BEEN WORKING WITH PEOPLE HERE ON.
THIS IS JONES' DISTRICT AND EFFECTS 150 FAMILIES FOR WATER.
COMMISSIONER BRUCH TALKED ABOUT WATER EARLIER, WE HAVE RURAL AREAS HEREOF PEOPLE WHO DON'T HAVE ACCESS TO WATER, AND THIS IS I BELIEVE SHOVEL READINESS, THIS IS A GOOD PROJECT TO PUSH UP THE PRIORITY LIST, AND I SUPPORT THAT WHOLEHEARTEDLY, IN RELATION TO THE JUDICIAL COMPLEX BUNDLED WITH THIS, I WAS THE ONLY REPUBLICAN VOTING TO GET THIS ON THE BALLOT TO LET THE PEOPLE DECIDE, PEOPLE SAID NO, SO IT JUST PUTS ME IN A DIFFICULT POSITION TO TELL THE PEOPLE OF IS A WHO VOTED KNOW WE'RE GOING TO GIVE IT TO YOU ANYWAY.
WHICH IS WHY I'M ASKING FOR THIS TO BE SEPARATED.
[01:50:03]
IT IS NOT A GOOD WAY OF DOING GOVERNMENT BUSINESS.I MIGHT HAVE OTHER COMMENTS, BUT I'LL YIELD MY TIME.
>> WELL, I HAVE A COMMENT WITH REGARD TO THE COURT.
AND I UNDERSTAND THE COMMENTS FROM THE PUBLIC THIS EVENING ABOUT WHY THE COURT BASED ON YOUR COMMENT THAT, ABOUT PEOPLE DID VOTE NO BY A SLIGHT MARGIN.
BUT OF ALL OF THE ITEMS, ON THE AARPA SELECTION OF THE OPPORTUNITIES THAT WE MIGHT SELECT FROM, THERE WAS ONLY ONE THAT IS REQUIRED BY STATE LAW, THE COUNTY COMMISSIONS PROVIDE ADEQUATE COURT FACILITIES.
AND WE'VE GONE THROUGH THIS MULTIPLE TIMES OVER AND OVER AGAIN WITH THE COURTS, THEY COME IN AND PROPOSE ONE IDEA.
TELL YOU WHAT, ONE IDEA WAS $90Â MILLION.
WE SAID NO WE'RE NOT DOING THAT.
AND THEN THEY CAME BACK AND CAME IN WITH AROUND $40Â MILLION, AND WE PRESSED BACK, AND THEY MADE ADJUSTMENTS TO THAT.
SO, WE'RE AT THE POINT IN FACT (INDISCERNIBLE) COUNTY CORRECT ME IF I'M WRONG WAS SUED BY THE AOC WHICH IS THE ADMINISTRATION OF COURTS.
>> ADMINISTRATIVE OFFICESÂ >> OF THE COURTS.
AND THEY HAD TO PROVIDE ADEQUATE COURT FACILITY.
AND THAT IS WHY WE'RE TAKING THIS MONEY SO THAT WE DON'T GET SUED LIKE OTERO COUNTY GOT SUED.
SO, IF IT WEREN'T FOR THAT, I WOULD AGREE WITH YOU, BUT WE'RE IN A SITUATION WHERE WE HAVE TO PROVIDE UNDER STATE LAW ADEQUATE COURT FACILITIES, AND THAT IS WHERE WE'RE AT ON THAT ONE.
>> I WOULD POINT OUT THAT THIS PROJECT IS $4Â MILLION, IT IS PART OF THE FUNDING PACKAGE AND THE SUPREME COURT JUST RECENTLY REQUESTED OR APPROVED I SHOULD SAY CAPITAL OUTLAY DOLLARS THAT WOULD GO INTO THIS PROJECT OF $17Â MILLION.
IT HAS TO GO THROUGH THE STATE LEGISLATURE AND IT WOULD BE FOR THE MAGISTRATE COURT PORTION OF THE PROJECT.
IT IS NOT THAT THE STATE DOESN'T HAVE ANYTHING INVOLVED IN THIS, BUT WE DO HAVE FOR THE DISTRICT COURT THE STATUTORY OBLIGATION TO MOVE IT FORWARD.
THEY'RE BEING GOOD PARTNERS AND BRINGING MONEY TO THE TABLE TO HELP WITH THIS.
WE HAVE ALREADY RECEIVED $463,000 FOR THE MAGISTRATE COURT PORTION OF THIS PROJECT FOR DESIGN.
>> I GUESS IT SHOULD BE POINTED OUT HOW THIS IS BEING FUNDED.
IT IS INTERESTING WHERE WE'RE OBLIGATED BY THE STATE TO PROVIDE DISTRICT COURTS, BUT WE CAN CHARGE A LEASE FOR THE MAGISTRATE COURTS.
IN THE DESIGN OF THIS FACILITY, WE'VE DESIGNED IT IN SUCH A WAY, AND I SHOULDN'T SAY WE.
SOMEBODY ELSE HAS BEEN DOING THE DESIGNING.
YOU DID THE HOLLERING TOO? WE BEEN HOLLERING ABOUT TOO MUCH MONEY, ETÂ CETERA, BUT THEY FOUND THAT BY BRINGING THE MAGISTRATE COURTS AND THE DISTRICT COURTS TOGETHER, WE CAN CHARGE FOR THE MAGISTRATE COURTS THAT WILL OFFSET ABOUT 40Â PERCENT OF THE COST OF BUILDING THESE COURTS, SO.
BOTTOM LINE, STATE LAW SAYS YOU GOTTA PROVIDE DISTRICT COURTS, AND THAT IS WHERE WE ARE IN THAT ISSUE.
ANY OTHER COMMENTS? NO OTHER COMMENTS.
>> CHAIR HEIL, JOEY WILL PRESENT THAT.
>> GOOD EVENING MR. CHAIRMAN AND COMMISSIONERS.
BEFORE YOU IS RESOLUTION SEVEN2623.11B ESTABLISHING POLLING LOCATIONS FOR THE
[11.B. Request for a Motion to Adopt Resolution Designating the Location of Polling Places for all Statewide Elections Conducted in 2024 and 2025.]
2024/2025 ELECTION CYCLE.THIS CONSISTS OF PRESIDENTIAL AND PRIMARY, AND THE GENERAL ELECTION AND THE 2025 ELECTION CYCLE CONSISTS OF THE REGULAR LOCAL ELECTION.
ALL 34 LOCATIONS HAVE BEEN SURVEYED, UTILIZING THE ADA ASSESSMENT INSTRUMENT MANDATED IN THE DOJ SETTLEMENT AGREEMENT APPROVED BY THIS COMMISSION JULYÂ 11, 2019, WITH REGARD AND I'LL ADDRESS SOME OF THE COMMENTS THAT WERE MADE WITH
[01:55:08]
REGARD TO REMOVING SOME POLLING LOCATIONS.SO OUR TEAM HAS WORKED HARD SERVING THESE SITES, SPECIFICALLY I'LL ADDRESS HERE OUR LADY OF ASSUMPTION CATHOLIC CHURCH IN JEMEZ.
THEY DID NOT ALLOW US TO USE THAT LOCATION AGAIN.
RIO RANCHO, RIGHT NOW WE HAVE A TOTAL OF NINE LOCATIONS, AND THE PRIOR ELECTION CYCLE, WE HAD 12.
PLAZA AT ENCHANTED HILLS WITH THE NEW DEVELOPMENT THERE, THEY ARE SELLING OUT OFFICE SPACE QUICKLY, OR LEASING SPACE QUICKLY AND LONGTERM COMMITMENTS.
SO THEY HAVE NOT ALLOWED US TO USE IT.
WE'VE EXPLORED USING THE RIO RANCHO LIBRARY IN PLAZA ENCHANTED HILLS.
CHAIRMAN HAS WORKED WITH US AND THE COUNTY MANAGER WITH THE CITY TO GET ADDITIONAL LOCATIONS.
SO THEY DID NOT ALLOW US TO USE THAT LOCATION.
TINA WAS NEGOTIATING WITH THEIR BOARD UNTIL THE VERY LAST MOMENT LAST WEEK, AND WE OFFERED ADDITIONAL FUNDING TO PAY THEM WITH WHAT THEY MAKE.
OBVIOUSLY RENTING THEIR FACILITY OUT.
THEY DECLINED BECAUSE THEY HAVE SOLD OUT.
WHAT OTHER SITE DID WE ELIMINATE? GOING THROUGH THE PAPERWORK HERE, LONG STORY SHORT, MR. CHAIRMAN, IF YOU LOOK AT YOUR RESOLUTION UNDER THIS PARTICULARLY THE CITY OF RIO RANCHO, WHICH IS OUR LARGEST MUNICIPALITY, THERE IS UNOCCUPIED SPACE ON THE SPREADSHEET.
IDEALLY, WE WOULD LIKE TO HAVE A MINIMUM OF 15 POLLING LOCATIONS, AND THAT IS STILL OUR PLAN.
HOWEVER STATE STATUTE ONETHREE12 SPECIFICALLY FOR THE CONDUCT OF STATEWIDE ELECTIONS FOR THE PERIOD BEGINNING JANUARYÂ 1 FOR THE NEXT YEAR UNTIL DECEMBERÂ 31, ODD NUMBERED YEAR THEREAFTER IN JUNE OR JULY OF EACH ODD NUMBERED YEAR, THE BOARD OF COUNTY COMMISSIONERS SHALL BY RESOLUTION A DESIGNATE THE POLLING PLACE OF EACH PRECINCT THAT SHALL PROVIDE INDIVIDUALS WITH PHYSICAL MOBILITY LIMITATIONS AND UNOBSCURED OR UNOBSTRUCTED ACCESS TO AT LEAST ONE VOTING MACHINE.
WE HAVE UNTIL JULY TO ADOPT THIS, NOTHING PROHIBITS US FROM AMENDING THIS RESOLUTION AS WE ADD ADDITIONAL POLLING SITES AND AS WE SURVEY THEM.
WE'VE HAD ACTIVE NEGOTIATIONS AND WEÂRE IT I WILL IN NEGOTIATION WITH THE RIO RANCHO PUBLIC SCHOOL DISTRICT, AND I'M HOPING THAT THROUGH TEMPORARY OR .
AL EFFORTS OR PERMANENT STRUCTURAL MODIFICATIONS, I BELIEVE WE HAVE 80,000 LEFT IN ADA CAPITAL OUTLAY FUNDS, SOME IS FOR THE FIRE STATION, DEPENDING ON THAT COST, THE ELEMENTARY SCHOOL, THEIR PARKING NEEDS MODIFICATIONS.
WITH THAT MR. CHAIR, WE HEAR THE PUBLIC'S CONCERN, BUT WE PLAN TO ADD ADDITIONAL SITES, RIGHT.
THIS IS JUST WHERE WE'RE AT TODAY WITH THE AGREEMENTS SIGNED WITH THOSE BUILDING OWNERS.
TO ADDRESS ANOTHER POINT THAT WAS BROUGHT UP THAT WE MISSED SOME PRECINCTS IN THE PRECINCT ALLOCATION, I DID TALK WITH MS. GOOLSBY AND SHE LOOKED AT MY SHEET AND WE FOUND THE FOUR PRECINCTS SHE WAS CONCERNED.
STATE STATUTE SAYS YOU CAN ONLY HAVE TEN PRECINCTS CONSOLIDATED INTO A VCC, THAT IS WHY IT IS IN MY COUNT.
SHOUTOUT TO OUR TEAM, THEY HAVE DONE AN INCREDIBLE JOB.
70Â PERCENT COMPLETED THEIR ACCREDITATION TO BE A CERTIFIED ADA COORDINATOR.
WE WILL PROBABLY BE THE FIRST COUNTY IN THE STATE THAT HAS OUR ELECTIONS TEAM WITH THAT DESIGNATION.
OTHER MUNICIPALITIES HAVE ASKED US TO DO CONSULTATIONS FOR THEIR ELECTIONS AND WE SAID WE WOULD WORK WITH LEGAL TO MAKE SURE WE'RE NOT PUTTING THEM AT RISK, WE WOULD OFFER TECHNICAL ADVICE TO THEM.
WITH THAT MR. CHAIRMAN, I STAND FOR QUESTIONS.
>> THANK YOU FOR THE PRESENTATION.
WE NOW NEED A MOTION ON THE TABLE.
[02:00:03]
FIRST OF ALL TO THE CLERK, I WANT TO THANK YOU FOR TALKING ME THROUGH THIS.I THINK IT WAS YESTERDAY? YESTERDAY WE CHATTED ABOUT THIS.
I WISH THE DEPUTY WAS THERE, BUT HE WAS, HE WAS NOT AT HIS WORK, WHICH HE SHOULD HAVE BEEN.
HE WAS OUT TO LUNCH, YEAH, THAT'S FINE.
JOEY, I WANT TO THANK YOU AS WELL FOR GETTING SOME INFORMATION REALLY REQUEST I CAN TO A CITIZEN.
I SAW YOU DO THAT AND I APPRECIATE WHAT YOU DID THERE.
I WANT TO THANK YOU MADAM CLERK FOR AGAIN BEING TRANSPARENT WHEN IT COMES TO VOTER ROLLS.
I HOPE WE GET BETTER PARTICIPATION TO DO THAT.
FOR ANYONE INTERESTED IN ELECTION INTEGRITY, I SUGGEST IF YOU COULD OPEN IT UP AGAIN SOMETIME HERE DOWN THE ROAD, I WOULD APPRECIATE THAT.
THAT SAID, CAN YOU WALK ME THROUGH THE CHART REAL QUICK? I WANT TO MAKE SURE I UNDERSTAND WHAT I'M SEEING HERE.
>> SO THE TOP LINE IS TEN PRECINCT ALLOCATIONS, IF THERE IS TEN PRECINCTS, SO THE PRECINCT ALLOCATION NUMBER CORRESPONDS TO WHAT PRECINCT THAT IS UNDER THE NUMBER ONE, LIKE (INDISCERNIBLE).
NUMBER EIGHT IS AT THE EIGHTH PRECINCT, IS THAT WHAT I UNDERSTAND.
>> MR. CHAIRMAN, COMMISSIONER BLOCK, YES, PRECINCT EIGHT IS IN THE BOUNDARIES OF THE PUEBLO.
>> THAT IS THE ONLY ONE OR YOU HAVE OTHER NUMBERS GOING ACROSS UP TO TEN DIFFERENT PRECINCTS, CORRECT? TELL ME ABOUT RIO RANCHO AGAIN.
FIRST, THE DROP BOXES, YOU KNOW HOW I FEEL ABOUT THOSE, I HATE THEM, BUT WHERE ARE THEY LOCATED? ONES' AT CABAZON, MY NEIGHBORHOOD.
>> I BELIEVE THE CLERK IS GOING, REDUCING THE DROP BOXES TO THE MINIMUM ALLOWABLE, THERE IS ONE LOCATED IN CABAZON, IT WAS COVERED AND NOT IN USE AND NOT NOTICED.
THE CLERK ASKED THE SECRETARY OF STATE'S OFFICE TO REMOVE THAT OR SECURE A QUOTE TO REMOVE THAT DROPBOX TO SOMER WE DON'T GIVE THE PERCEPTION TO VOTERS THAT THERE IS A DROP BOX LOCATION THERE.
>> HOW MANY DROP BOXES ARE WE GOING TO HAVE THAT ARE OPERATIONAL.
SOUNDS LIKE THE CLERK SAID ONE DROP BOX.
>> THAT IS THE ONE OUTSIDE OF THIS BUILDING.
>> THAT IS THE ONLY ONE IN SANDOVAL COUNTY.
ARE YOU WORKING WITH THE CITY OF RIO RANCHO ON THESE FOUR LOCATIONS THAT DROPPED OFF OR ARE YOU WORKING WITH THE SPECIFIC PLACE OF BUSINESS OR PLACE OF SCHOOL OR WORSHIP.
>> MR. CHAIRMAN, COMMISSIONER BLOCK, WE WORKED WITH THE CITY OF RIO RANCHO.
WE HAD THE CHAIRMAN'S HELP WITH THAT WORKING WITH THE CITY MANAGER AND THE COUNTY MANAGER WHO CHIMED IN BY EMAIL.
THE ONE THAT IS IMPORTANT IS THE MEADOW LARK SENIOR CENTER.
IT IS IN MY DISTRICT, HAS A LOT OF TRAFFIC.
CORRALES PEOPLE GO THROUGH, IT'S A SENIOR CENTER, WHY ARE WE NOT USING THAT ANYMORE.
>> MR. CHAIRMAN, THE CLERK HAD ME GO, HAVE MULTIPLE DISCUSSIONS WITH THE CITY, THEY WON'T ALLOW IT.
NOT FOR LACK OF NOT TRYING REPEATEDLY.
NOT TO MENTION, I HAVE NOT LOOKED AT IT, BUT I KNOW IT WAS ONE OF OUR MOST POPULAR VOTING LOCATIONS.
I DON'T KNOW IF IT IS A CITY OR COUNTY OWNED BUILDING.
I IMAGINE IT NEEDS A SIGNIFICANT INVESTMENT TO BRING IT TO ADA COMPLIANCE.
ACCORDING TO THE DOJ SETTLEMENT AGREEMENT, IF WE CANNOT IMPLEMENT ANY TEMPORARY REMEDIAL EFFORTS, WE HAVE TO REJECT THE SITE.
I HAVE TO RUN A SURVEY INSTRUMENT ON IT.
>> EXPLAIN SIMPLY TO ME, RIO RANCHO SAID NO TO MEADOW LARK, THE CITY?
>> AND WHY? BECAUSE OF THE ADA ISSUE?
>> BECAUSE THEY SAID IT INTERRUPTS THEIR REGULAR PROGRAMMING OF WHAT THE FACILITY IS FOR.
>> WHICH IS A GOOD THING, I WOULD, I MEAN, WE WANT THESE.
I REMEMBER I WASN'T HERE IN 2012, THE PREVIOUS CLERK WHO I THOUGHT WAS CORRUPT AS HELL, NOT LIKE YOU'RE VERY GOOD, SO THANK YOU FOR THAT.
YOU KNOW, WE WERE OUT WAITING FOR HOURS AND HOURS AND PROBABLY IT AFFECTED CLOSE ELECTIONS IN THIS COUNTY.
WHERE DO WE GO NOW MADAM CLERK OR JOEY, WHERE DO WE GO TO GET MEADOW LARK BACK
[02:05:05]
AND OTHER PLACES.I DON'T REMEMBER SEEING INTERFERENCE OR OBSTRUCTION.
WE'VE USED SENIOR CENTERS AROUND THE COUNTY.
>> MR. CHAIRMAN, COMMISSIONER BLOCK, I URGE FOLKS TO CALL CITY GOVERNMENT, COUNCILORS AND MAYOR AND ASK TO SEE THAT AS A POLLING SITE.
AGAIN, OUR TEAM WILL DO OUR BEST TO SURVEY IT.
THE CITY OF RIO RANCHO, I MET THE CHIEF LEGAL COUNSEL LAST WEEK AT A POLLING LOCATION, AND THEY HAVE EXPANDED OUR OPTIONS FOR USE.
WE WILL BE ADDING MORE SCHOOLS HERE TO ELECTION DAY SITES.
I WANT CLARITY ON YOUR LAST STATEMENT.
>> WE'RE ADDING SCHOOLS IN RIO RANCHO?
>> WE ARE FOR ELECTION DAYÂ >> THAT IS RIO RANCHO PUBLIC SCHOOLS.
>> YOU MET WITH THEIR COUNSEL?
>> NO, I MET WITH THEIR, THE CITY OR THE RIO RANCHO SCHOOL DISTRICT CHIEF LEGAL COUNSEL AND THEY HAVE EXPANDED OUR OPTIONS.
>> (INDISCERNIBLE) WHO USED TO WORK FOR US, DAVID?
>> NOÂ WE WILL HOPEFULLY SUPPLEMENT THESE FIVE EMPTY SPACES WITH SOME RIO RANCHO
PUBLIC SCHOOLÂ >> DID YOU SAY THAT IS ONLY ON ELECTION DAY?
>> I WANT TO MAKE SURE I UNDERSTAND, MEADOW LARK IS ADA COMPLIANT I ASSUME BEING A SENIOR CENTER, CORRECT.
>> MOST GOVERNMENT APPLICATIONS SHOULD BE ADA COMPLIANT, HOWEVER, THE LAW WAS ADOPTED IN 1991, THERE IS A SAFE HARBOR RULE.
IF THERE IS ANY STRUCTURAL MODIFICATIONS THAT HAVE HAPPENED, THE SAFE HARBOR RULE NO LONGER APPLIES.
MOST ENTITIES IN NEWÂ MEXICO, PUBLIC ENTITIES ARE NOT COMPLIANT WITH ADA, RIGHT.
PEOPLE PUT ON AN ACCESSIBLE SIGN AND THINK IT IS ACCEPTABLE.
HOW MANY POLLING PLACES DO WE HAVE ON THIS LIST?
>> FOR RIO RANCHO ORÂ >> NO, NO, TOTAL.
IS THERE A STATE STATUTE THAT SAYS YOU HAVE TO HAVE A CERTAIN AMOUNT OF POLLING LOCATIONS PER YOUR POPULATION.
WHAT THE STATUTE SAYS IS YOU CAN ONLY CONSOLIDATE TEN PRECINCTS INTO ONE VOTER CONVENIENCE CENTER.
AND SO, RIGHT NOW WE MET THE STATUTE CRITERIA.
ED OUT IS MISSING PRECINCTS SHIFTED WERE SHIFTED INTO THE ADMINISTRATIVE BUILDING ON SECTION 12, WHICH IS ALLOWABLE.
BUT AGAIN, WE HAD TO ADOPT THIS RESOLUTION WHERE WE ARE AT AND MAKE SURE THE SITES ARE COMPLIANT.
IT DOESN'T PROHIBIT US FROM AMENDING ONCE THE ASSESSMENTS ARE COMPLETE.
>> I APPRECIATE THE WORK YOU'VE DONE.
>> I WILL SUPPORT THIS WITH THE CAVEAT IT CAN BE AMENDED LETTER.
CHAIR HEIL IS WELL CONNECTED AND CAN MAYBE HELP US WITH THE CITY OF RIO RANCHO.
MEADOW LARK IS THE CRITICAL ONE MISSING HERE.
JOEY AND MADAM CLERK, THANK YOU.
I APPRECIATE THE WORK ON THIS.
I'M SORRY IT'S BEEN DIFFICULT.
>> MR. CHAIRMAN AND COMMISSIONER BLOCK, THANK YOU.
AND I CAN'T TELL YOU HOW MANY TIMES THE CLERK HAS SAID I WANT MEADOW LARK TO BE A POLLING SITE.
SO I WILL CONTINUE TO WORK THERE YOU THAT PROCESS.
>> IT'S IN MY DISTRICT, SO IT IS IMPORTANT.
>> I HAVE A BIG CONCERN ABOUT THE NUMBER OF VOTING LOCATIONS IN RIO RANCHO.
ONE OF THE REASONS I'M SITTING HERE IS THE 2012 ELECTION WHICH WAS A BLATANT SUPPRESSION OF VOTING IN THE CITY OF RIO RANCHO.
PEOPLE STOOD IN LINE FOR FIVE, SIX HOURS, YOU KNOW, MANY OF THEM JUST DECIDED TO GO HOME BECAUSE IT TOOK SO LONG, THEY WERE ANNOUNCING THE RESULTS OF THE ELECTION BEFORE PEOPLE GOT A CHANCE TO VOTE.
I WANT TO KNOW WHAT, YOU KNOW, I UNDERSTAND THAT THERE IS RESTRICTIONS AS FAR AS COMMERCIAL PROPERTIES THAT PEOPLE AREN'T WILLING TO RENT US FOR, YOU KNOW, TWO MONTHS BECAUSE THEY HAVE THEM RENTED ALL YEAR LONG.
BUT WHAT ALTERNATIVES ARE WE LOOKING AT? I MEAN, THERE IS SOME CREATIVE IDEAS THAT WE MIGHT COME UP WITH AS A FOR INSTANCE, YOU KNOW, AT THE BALLOON FIESTA, THEY HAVE STEAM SHIP CONTAINERS
[02:10:04]
CONVERTED INTO OFFICES.YOU COULD HAVE A FEW OF THOSE STORED IN THE BACKYARD AND MOVE THEM TO LOCATIONS.
IN FACT, ENCHANTED HILLS HAS A BIG DIRT SPOT TO PUT ONE OR TWO IN AND THAT WOULD NOT BOTHER ANY OF THE RETAIL THEY'RE RENTING OUT.
WHAT ARE WE DOING THAT IS CREATIVE ABOUT TRYING TO GET MORE POLLING LOCATIONS.
>> MR. CHAIRMAN, I'M WITH ALL DUE RESPECT, I'M LAUGHING BECAUSE I LOOKED AT THE COUNTY MANAGER.
THE CLERK HAS ASKED FOR MOBILE VOTING UNITS FOR SOME TIME AND SPECIFICALLY SO WE CAN PARK A TRAILER, RIGHT, AT A, YOU KNOW, PERHAPS ONE OF OUR SITES.
DESIGNATE IT A POLLING SITE, LOCK IT UP AND REMOVE THE INFRASTRUCTURE.
COUNTY MANAGER SAYS NO, NO, NO, I DON'T WANT TO HEAR IT.
I CAN TELL YOU, PLEASE, I SPOKE WITH MS. GOOLSBY, IF YOU CAN FIND PLACES FOR US TO BE A POLLING SITE, WE WOULD LOVE TO NEGOTIATE SOMETHING WITH THEM.
FAITH BASED ORGANIZATIONS ARE GREAT PARTNERS ALLOWING US TO MAKE IMPROVEMENTS AND ENTERING INTO A LONGTERM AGREEMENT WITH THEM.
I HAD A CONVERSATION WITH ONE OF THE, ANOTHER FAITH BASED ORGANIZATION TO TRY TO SECURE THEIR LOCATION FOR A POLLING SITE.
SO THESE CONVERSATIONS DON'T END AND WE WHOLEHEARTEDLY DON'T WANT ANY SINGLE VOTER TO WAIT IN A LINE, RIGHT.
SO WE ARE ABSOLUTELY DOING EVERYTHING WE CAN TO ADD LOCATIONS, I THINK EVERY ELECTION OR EVERY ELECTION ADMINISTRATOR WITH INTEGRITY WANTS HUGE MARGINS AND NO LINES, RIGHT.
BY ALL MEANS, IF YOU KNOW OF PRIVATE CONTACTS OR RESOURCES, PLEASE FORWARD THEM TO US.
WE WORKED, I REACHED OUT TO THE CITY CLERK IN RIO RANCHO LAST WEEK.
SHE'S ALSO LOOKING TO EXPAND HER VOTING SITES AND PROBABLY WANTS TO MIRROR OURS.
SO THE DIALOGUE IS CONTINUED, IT WILL CONTINUE LONG AFTER TODAY'S APPROVAL OF THE RESOLUTION.
>> SO, WHAT IS YOUR PLAN TO MEET YOUR COMMITMENT OF 15 POLLING LOCATIONS? HOW ARE YOU GOING TO GET THERE? AND WHAT TIME WINDOW DO YOU HAVE TO GET THERE.
>> I WOULD LIKE TO HAVE IT DONE IN THE NEXT TWO MONTHS.
MY PLAN IS USING THE CITY OF RIO RANCHO.
WE HAVE DEVELOPED A GOOD WORKING RELATIONSHIP LAST WEEK AND SO I'M HOPING THAT WE CAN UTILIZE SOME OF THEIR SCHOOLS SPECIFICALLYÂ > WAIT A MINUTE, WAIT A MINUTE RIO RANCHO PUBLIC SCHOOLS, NOT THE CITY YOU'RE TALKING ABOUT.
>> RIO RANCHO PUBLIC SCHOOLS, AND YOU'RE WORKING ON THAT RELATIONSHIP TO EXPAND POLLING LOCATIONS?
YOU HAVEÂ DO YOU HAVE A FEW IN MIND THAT YOU'RE DISCUSSING?
NORTHERN CORRIDOR OF ENCHANTED HILLS, RIO RANCHO AREA, WE'RE MISSING A SITE THERE.
PLAZA AT ENCHANTED HILLS IS ONE OF OUR BUSIER SITES, WE'RE HOPING TO USE MOUNTAIN VIEW MIDDLE SCHOOL ASSUMING WE CAN MAKE TEMPORARY REMEDIAL EFFORTS TO MAKE IT A POLLING SITE.
WE'RE GOING TO HAVE TO INCREASE OUR BUDGET FOR WHAT WE PAY THEM.
IT WASN'T FOR LACK OF NOT TRYING AT ONE LOCATION TINA SAID WE WILL PAY WHAT YOU'RE ASKING BECAUSE WE NEED THE SITE.
SO, HOPEFULLY THE OTHER FIVE LOCATIONS WE ADD ARE SCHOOLS, BUT WE'RE NOT LIMITED TO JUST DOING 15.
I WOULD LIKE TO HAVE 20 ELECTION DAY SITES IN RIO RANCHO.
>> I'M LOOKING FOR A COMMITMENT OF 15.
>> MR. CHAIRMAN, YOU WILL DEFINITELY HAVE 15.
MY GOAL WOULD BE IN THE NEXT TWO MONTHS, BUT BY ALL MEANS, IF WE EXCEED 15, THAT WOULD BE GREAT.
I WOULD SAY ONE OF THE PLACES WE MIGHT BE ABLE TO FIND SOME SPOTS WITHOUT A LOT OF RUNNING AROUND, WE'RE GOING TO HAVE TO PAY FOR SPOTS, YOU CAN'T ASK PEOPLE TO GIVE YOU FREE ROOM ALL OF THE TIME.
WE HAVENÂT DONE IT FOR TWO MONTHS, NOW WE HAVE TO RENT FOR A YEAR TO KEEP A BUILDING AVAILABLE.
MY RECOMMENDATION, WHY NOT REACH OUT TO THE CHAMBER IN RIO RANCHO AND FIND OUT
[02:15:02]
THERE HAS TO BE SMALLER BUSINESSES THAT MAYBE THEY COULD SHUT DOWN AND HAVE VACATION SCHEDULED FOR THAT TIME OR MAYBE THAT THEY JUST HAVE, THEY'RE JUST SO CUT AND LEAN THAT THEY COULD USE INCOME AND FIND A WAY TO LEAVE THEIR OFFICES FOR A COUPLE DAYS A MONTH.WE HAVE TO BE ABLE TO PAY THEM, BUT THAT ALLOWS YOU TO GO TO ONE SOURCE, THE CHAMBER OF COMMERCE AND ASK THEM IF THEY WANT TO TAKE PART AND THEN TALK ABOUT NUMBERS.
SEE IF ANYBODY IS INTERESTED WHO HAS A SMALL BUSINESS THAT MAYBE WOULD SAY, YEAH, I WOULD LOVE TO SHUT DOWN AND TAKE A FEW DAYS OFF AND GIVE EMPLOYEES A BREAK OR WORK FROM HOME THOSE WEEKS, I DON'T KNOW.
>> MR. CHAIRMAN AND COMMISSIONER MEEK, THAT'S A GREAT IDEA.
WE WILL SEND A LETTER TO THE CHAMBER AND SEE IF WE CAN GENERATE INTEREST THAT WAY.
I WILL PROBABLY SEE JERRY THIS WEEK.
I WILL ASK IF THAT IS SOMETHING WE CAN LOOK INTO.
LET'S SEE, IF YOU GET TEN PEOPLE, OR ZERO, IT WILL SHOW THE INTEREST LEVEL FOR PEOPLE AND EXTRA MONEY.
DEPUTY CLERK, I JUST BEENÂ BETWEEN THE RIO RANCHO SCHOOL SITUATION WHICH WE ANTICIPATE THAT WE WILL BE ABLE TO GET THOSE LOCATIONS FOR ELECTION DAY VOTING.
BUT WHAT IS THE STATUS WITH THE CITY? WAS THERE SOME ONGOING DISCUSSION WITH THEM? ARE WE AT A STANDSTILL?
>> UM, MR. CHAIRMAN AND COMMISSIONER BRUCH, I THINK WE'RE, WE'VE REACHED A POINT WHERE THERE THEY ARE NOT ALLOWING THE CITY CLERK TO USE SOME OF THE FACILITIES THAT WE HAVE A COMMON INTEREST IN, SPECIFICALLY THE HUB IN RIO RANCHO.
I THINK THEY FINALLY ALLOWED THEM TO USE THAT FOR THEIR MUNICIPAL ELECTION IN MARCH, BUT THEY WOULD NOT ALLOW US TO USE IT.
THEY ALSO WOULD LIKE TO USE MEADOW LARK FOR THE RIO RANCHO MUNICIPAL ELECTION, BUT THEY WON'T LEND IT TO THE CITY CLERK.
SO IT IS NOT JUST US THEY'RE NOT ALLOWING US TO USE IT, JUST IT INTERFERES WITH THE PROGRAMMING.
>> SO NOT TO BEAT A DEAD HORSE, BUT YOU GUYS DID SAY THAT YOU REMOVED A LOCATION OUT OF THE JEMEZ AREA, RIGHT.
>> MR. CHAIRMAN, COMMISSIONER, YES, LADY OF ASSUMPTION CATHOLIC CHURCH, THEY WOULD NOT ALLOW US TO USE IT AS A FACILITY AGAIN.
>> JUST SO I'M CLEAR, WE WILL HAVE THE OPPORTUNITY TO AMEND THAT RESOLUTION TO ADD MORE LOCATIONS TO THAT?
>> TO DIFFERENT PRECINCTS, OKAY.
>> ANY OTHER COMMENTS? HEARING NONE, MADAM CLERK.
>> YES UNDER THE CONDITION WITHIN TWO MONTHS WE WILL HAVE 15 LOCATIONS BECAUSE WE WILL HAVE YOU HERE TALKING TO US IF YOU AREN'T.

GOVERNMENT ROAD FUND COOPERATIVE AGREEMENT# HW2L300341 FOR ROAD PROJECTS ON CAMINO DEL BOSQUE ROAD IN BERNALILLO, NM.>> WHY IS THIS BROKEN INTO TWO PIECES?
>> CHAIRMAN HEIL, THIS IS ACTUALLY BROKEN INTO THREE PIECES, THE COOP AGREEMENTS (INDISCERNIBLE).
>> YES THERE IS THREE OF THEM.
>> EXCUSE ME CHAIRMAN IS THIS (INDISCERNIBLE) JUST A FUNDING?
>> CHAIRMAN HEIL, COMMISSIONER BRUCH, THIS IS BY PHASE.
>> ANY OTHER COMMENTS? MADAM CLERK.
>> REQUEST FOR A MOTION TO ADOPT RESOLUTION NO.
[11.E. Request for a Motion to Adopt Resolution No. 7-26-23.11E Authorizing Sandoval County's approval of the Local Government Road Fund Cooperative Agreement #HW2-L30037 for Road Projects on Calle Del Bosque in Bernalillo.]
72623.11E AUTHORIZING SANDOVAL COUNTY'S APPROVAL OF THE LOCAL GOVERNMENT ROAD FUND COOPERATIVE AGREEMENT #HW2L30037 FOR ROAD PROJECTS ON CALLE DEL BOSQUE IN BERNALILLO.MY OTHER QUESTION HAS TO DO WITH TIMELINES, AND WHAT WE ANTICIPATE, HOW LONG WILL THESE PROJECTS, THIS PROJECT LAST, AND SINCE IT IS PHASED, ARE WE LOOKING AT IT ALL BEING DONE THIS YEAR?
>> CHAIRMAN HEIL, COMMISSIONER BRUCH, THE FIRST PHASE RIGHT NOW WILL BE STARTED.
THERE IS AN AGREEMENT ON THAT FIRST PHASE.
THIS WAS SUPPOSED TO BE PHASED IN THREE PHASES BUT WE'RE PROBABLY GOING TO HIT A FOURTH PHASE ALSO.
CHRIS COME BACK WHEN WE HAVE IT ON THE AGENDA AND WE WILL ANSWER YOUR QUESTIONS.
REQUEST FOR A MOTION TO ADOPT THE FOURTH QUARTER FINANCIAL REPORT.
[11.G. Request for a Motion to Adopt Resolution No. 7-26-23.11G Approving Sandoval County's 4th Quarter Financial Report Ending June 30, 2023.]
>> MR. CHAIRMAN, COMMISSIONERS, I HAVE A REQUEST FOR A MOTION TO ADOPT RESOLUTION NO.
72623.11G APPROVING SANDOVAL COUNTY'S 4TH QUARTER FINANCIAL REPORT ENDING JUNE 30, 2023.
WITH THAT I DO HAVE AN AMENDMENT I HAVE TO GIVE TO YOU.
WE HAD TO ADJUST WITH THE TREASURERÂS OFFICE THE INVESTMENTS AMOUNT.
IT DID NOT CHANGE ANY FUND TOTALS, IT DIDN'T CHANGE YOUR TOTAL BUDGET NUMBERS, IT JUST ALLOCATED THEM DIFFERENTLY.
SO I DO ASK THAT WE REPLACE THE ONE YOU HAVE IN YOUR FILE WITH THE CORRECTED VERSION.
>> DO YOU HAVE A, YOU SAY YOU'RE AMENDING SOMETHING HERE? YOU WANT US TO APPROVE IT WITH THE AMENDMENT? BUT I DON'T HAVE A COPY OF WHAT YOU'RE ASKING TO APPROVE.
SO I DON'T LIKE JUST BABBLING THROUGHÂ >> I'M SORRY.
THE FOURTH QUARTER ACTUAL FOURTH QUARTER REPORT THAT SHOULD HAVE BEEN ATTACHED WITH THE AGENDA ITEM.
>> WE HAVE TOO MANY LINES TO MOVE AROUND HERE.
>> IT WAS THE SECOND, THE SECOND ATTACHMENT.
>> IT IS THE ONE WHERE YOU HAVE TO TURN YOUR COMPUTERS SIDEWAYS TO READ.
>> THERE IS A BUTTON AT THE TOP, YOU KNOW THAT RIGHT?
>> DO YOU HAVE A MAGNIFYING GLASS?
>> THE COUNTY MANAGER JUST TOOK THE ONE I'M ASKING YOU TO REPLACE.
>> THE TOTALS LIKE I SAID DID NOT CHANGE.
>> SO ARE YOU SAYING THAT THIS WHOLE SECOND ATTACHMENT IS WHAT YOU'RE AMENDING OR IS THERE A LINE WE'RE AMENDING?
>> I HAVE TO REPLACE THE WHOLE THING.
DFA WON'T TAKE IT JUST LIKE AN AMENDMENT LIKE THAT.
THEY WANT THE WHOLE THING REPLACED ALTHOUGH THE ONLY CHANGE IS THE SECOND COLUMN
[02:25:04]
THAT SAYS INVESTMENTS.TOTALS STAYED THE SAME BECAUSE BUT THE WAY THEY'RE ALLOCATED, IT CHANGED.
SO THAT WE STATE PROPERLY FOR THE STATE, WHAT DO YOU REQUEST TO BE AMENDED.
>> I'M REQUESTING THE FORM THAT IS ON THE AGENDA ITEM BE REPLACED WITH THE CORRECTED, AMENDED QUARTERLY FOUR REPORT.
THAT IS THE ONE I'M LOOKING AT ON MY COMPUTER.
>> THAT IS THE ONE THAT NEEDS TO BE REPLACED, COUNTY MANAGER HAS THE ONE THAT NEEDS TO TAKE ITS PLACE.
>> WE HAVE A SO MOVED AND A SECOND.
ANY COMMENTS OR QUESTIONS? HEARING NONE MADAM CLERK.
>> DID YOU TAKE THE (INDISCERNIBLE) FOR THEM?
>> I WAS GOING TO SAY, HE DIDN'T GIVE YOU THE TOTAL PAGE.
>> BUT IT IS THE ONE THAT IS ON OUR COMPUTER HERE, THAT IS WHAT COUNTS.
THERE IS TOO MANY LINES I HAVE TO MOVE UPANDDOWN HERE.
[11.H. Discussion and Request for a Motion to Adopt Resolution 7-26-23.11H Requesting Approval from the NM Department of Finance and Administration, Local Government Division, of Sandoval County's Final Budget for Fiscal Year 2023-2024.]
THE NEXT ITEM ON THE AGENDA IS A DISCUSSION AND REQUEST FOR A MOTION TO ADOPT RESOLUTION 72623.11H REQUESTING APPROVAL FROM THE NM DEPARTMENT OF FINANCE AND ADMINISTRATION, LOCAL GOVERNMENT DIVISION, OF SANDOVAL COUNTY'S FINAL BUDGET FOR FISCAL YEAR 20232024.>> SO I WANT TO STATE THAT I'M ASSUMING ALL COMMISSIONER HERE HAVE HAD A CONVERSATION WITH THE DIRECTOR OF FINANCE.
OURS WAS ABOUT TWO HOURS AND 15 MINUTES.
GOING OVER THE DETAILS IN THE BUDGET.
OF WHICH I HAVE A FEW QUESTIONS FOR THE COUNTY MANAGER, BUT WE WILL SAVE THOSE UNTIL TOMORROW.
SO, THAT IS JUST FOR PUBLIC AWARENESS.
SO, ANY OTHER COMMENTS? HEARING NONE, MADAM CLERK.
[11.I. Request for a Motion to Adopt Resolution No. 7-26-23.11I, creating the position of Assistant Planning & Zoning Director.]
>> MR. CHAIR, COMMISSIONERS, YOU HAVE A REQUEST FOR A MOTION TO ADOPT RESOLUTION NO.
72623.11I, CREATING THE POSITION OF ASSISTANT PLANNING & ZONING DIRECTOR.
ASSISTANT DIRECTOR OF PLANNING AND ZONING, UNLIKE JUST ABOUT EVERY ONE OF OUR OTHER DEPARTMENTS, OTHER THAN MARKETING, PLANNING AND ZONING IS THE ONLY DEPARTMENT THAT DOESN'T HAVE A CLEAR LINE OF SUCCESSION WITHIN IT.
AND THIS WOULD CREATE THAT LINE OF SUCCESSION WITHIN THE DEPARTMENT.
AND CREATE THE POSITION OF ASSISTANT DIRECTOR.
DO WE HAVE ANYBODY ALREADY HIRED FOR THE PRIMARY POSITION?
>> UH, MR. CHAIR, COMMISSIONER JONES, YES, WE HIRED DANIEL BEE MAN AND HE WILL START AUGUST 7TH.
>> HE IS NOT HERE TONIGHT I DON'T BELIEVE.
MAKITA THE INTERIM DIRECTOR IS HERE.
MR. COUNTY MANAGER, I'M SORRY, THIS IS, HAVEN'T WE HAD AN ASSISTANT DIRECTOR
[02:30:01]
FOR A LONG TIME UP UNTIL NOW? IS THAT BECAUSE WE HAVEN'T BEEN ABLE TO KEEP ANYONE IN THE JOB.>> MR. CHAIR, COMMISSIONER BLOCK, ONE HAS NOTHING TO DO WITH THE OTHER.
TO MY KNOWLEDGE WE'VE NEVER HAD AN ASSISTANT DIRECTOR.
THIS IS THE REASON I'M ASKING YOU TO CREATE IT TONIGHT.
>> IT WILL CREATE SOME STABILITY WITHIN THE DEPARTMENT, A LINE OF SUCCESSION, IT HAS COME UP DURING MANAGEMENT DISCUSSIONS, AND WITH DEALING WITH EMPLOYMENT ISSUES WITHIN THE DEPARTMENT.
>> WHAT IS THE OTHER DEPARTMENT THAT DOESN'T HAVE ONE?
>> MARKETING, A DEPARTMENT OF ONE.
>> MARKETING DOESN'T HAVE AN ASSISTANT DIRECTOR AND IT'S A DEPARTMENT OF ONE.
>> SEAN DOES A GREAT JOB OF ACTUALLY DIRECTOR HERSELF.
AND THIS IS, I WANT TO MAKE SURE IT IS IN THE BUDGET AND ALREADY DISCUSSED.
>> ZERO INCREASE BUDGET PROPOSITION.
>> ANY OTHER COMMENTS? HEARING NONE, MADAM CLERK.
[12.A. Request for a Motion to approve the Sandoval County Strategic Plan.]
MR. CHAIRMAN, JOHN GARCIA DEPUTY COUNTY MANAGER.I WOULD LIKE TO PRESENT THE STRATEGIC PLAN, AND I'LL START WITH ANTHROPOLOGY FOR THE DELAY.
I APOLOGIZE FOR THE DELAY IN THE RECEIPT OF THIS DOCUMENT TO EACH OF YOU.
IT IS A WORK IN PROGRESS, AND IT WILL CONTINUE TO BE A WORK IN PROGRESS AS WE WORK TOGETHER IN REALIZING THE COUNTY'S POTENTIAL.
SO, I WILL GIVE A QUICK OVERVIEW ABOUT THE DOCUMENT AND THE PROCESS AND ANY QUESTIONS.
THE COMMISSION DID PARTICIPATE IN CREATINGÂ >> DO WE HAVE A HARD COPY OF THE DOCUMENT?
>> MR. CHAIRMAN, I THOUGHT WE DID HAND IT OUT.
>> THERE WAS NOTHING IN THE PACKAGE THAT WE WOULD HAVE HAD TIME TO READ AHEAD OF TIME.
>> MR. CHAIR, IF YOU WOULD LIKE, WE CAN DEFER UNTIL AUGUST.
>> THE PLAN IS ATTACHED TO THE BACK SIDE.
I WOULD LIKE TO ASK FOR A MOTION TO POSTPONE THIS UNTIL WE HAVE A DOCUMENT WE CAN ACTUALLY READ.
[12.B. Request for a Motion to Approval of NM Law Enforcement Recruitment Fund to be applied for fiscal year 2024, for (8)-eight positions.]
>> WE HAVE DEPUTY PETERS WHO WILL COME UP AND BE PART OF THIS AS WELL.
THIS IS A MOTION TO APPROVE THE CREATION, THERE HAS TO BE A CHANGE TO THE MOTION IN THAT I DON'T THINK THIS COVERED IT ADEQUATE LEAN.
THE MOTION NEEDS TO BE CHANGED TO MOTION TO APPROVE AN APPLICATION TO THE NEWÂ MEXICO LAW ENFORCEMENT RECRUITMENT FUND FOR THE FUNDING OF FOUR CURRENTLY VACANT POSITIONS AND NEWLY CREATED POSITIONS TWO OF WHICH WILL BE DEPUTY POSITIONS AND TWO ALREADY COURT SECURITY OFFICERS.
SO IN EFFECT, WE WOULD BE CREATING A LARGER DEPARTMENT OF TWO DEPUTIES AND TWO COURT SECURITY OFFICERS.
AND I'LL LET DETECTIVE PETERS DISCUSS THAT.
>> MAYBE WE CAN ELABORATE TOO ON THE TIME WINDOW THAT, COME ON DOWN.
THE TIME WINDOW THAT WE'RE ACTUALLY THIS GRANT IS PROVIDING BECAUSE IT IS NOT LIKE FOR FIVE YEARS, SO MUCH FOR ONE YEAR, ANOTHER YEAR, IF YOU COULD EXPLAIN THAT THAT IS HELPFUL.
>> I'LL LET DETECTIVE PETERS GO THROUGH THAT.
I HAVE THE NUMBERS, I KNEW YOU WOULD BE ASKING FOR THE IMPACT TO THE COUNTY THROUGH ONE YEAR, TWO, THREE, AND THEN THE FINAL YEAR.
DETECTIVE, IF YOU WILL GO AHEAD AND START ON THAT PLEASE.
>> MR. CHAIRMAN, COMMISSIONERS, THIS IS ALL PERTAINING TO THE 2023 LEGISLATIVE SESSION IN WHICH THE GOVERNOR SIGNED A BILL, HOUSE BILL TWO APPROPRIATING $57 MILLION TOWARDS INCREASING THE FOOTPRINT OF LAW ENFORCEMENT WITHIN THE STATE.
THE WAY THE PROGRAM WORKS, YOU'RE CORRECT MR. CHAIRMAN, IN REFERENCE TO HOW YEAR ONE, TWO, THREE, IT'S A THREEYEAR PROGRAM.
DEADLINE TO SUBMIT IS AUGUSTÂ 4TH, SO IT IS RAPIDLY APPROACHING.
THE WAY THE PROGRAM IS DESIGNED, YEAR ONE IS A HUNDRED PERCENT FUNDED, YEAR TWO IS 50Â PERCENT FUNDED AND YEAR THREE IS 25Â PERCENT FUNDED.
[02:35:04]
IT ALLOWS NOT JUST FOR THE CREATION OF NEW POSITIONS, BUT POSITIONS ALLOTTED IN OUR BUDGET CAN ALSO BE SUBMITTED FOR, AND THAT IS WHAT THE COUNTY MANAGER WAS BRINGING UP FOUR POSITIONS WE HAVE FUNDED.THE INTENT WITHIN HOUSE BILL TWO IS TO ENABLE AGENCIES TO FREE UP FUNDING TO DO OTHER THINGS WITH THAT MAY BE NEEDED.
WE CAN GO BACK AND EVEN THOUGH IT IS FUNDED ALREADY, ASK FOR FUNDING FOR FOUR POSITIONS THAT ARE WITHIN OUR BUDGET, IN ADDITION TO THE ADDITIONAL POSITIONS WE'RE ASKING FOR.
THOSE ADDITIONAL POSITIONS ARE GOING TO BE SOMETHING THAT IS NEEDED IN THE TIME FRAME ANYWAYS, SO IT IS IN OUR BEST INTEREST FOR THE COUNTY TO UTILIZE THE STATE LEGISLATIVE FUNDING FOR THIS.
IF WE DON'T PAY FOR IT NOW, WE PAY FOR IT LATER AND WE'RE ON THE HOOK FOR THE WHOLE THING.
>> MR. CHAIR, COMMISSIONERS, IT TOOK ME A WHILE TO WRAP MY MIND AROUND IT, I DIDN'T IS WHY THE MOTION NEEDED TO CHANGE.
WE GET CREDIT FOR VACANT POSITIONS WE HAVE ON THE BOOKS.
WE HAVE FOUR VACANT DEPUTY POSITIONS ON THE BOOKS, AND WE CAN RECEIVE IF WE APPLY FOR THIS GRANT, WE CAN RECEIVE UP TO 75,000 LOOKS LIKE BETWEEN 70 AND 75,000.
WE USE THE NUMBER 75 FOR EACH OF THOSE POSITIONS.
IF WE STOP THERE, WE WOULD BE ABLE TO RECEIVE THAT THREE $100,000.
BUT BECAUSE WE'RE ADDING FOUR NEW POSITIONS, WE WOULD RECEIVE 75,000 FOR EACH OF THE ADDITIONAL FOUR POSITIONS.
WHICH WOULD GROW THIS DEPARTMENT.
LARGELY ON THE STATE'S DIME AT THIS POINT.
CERTAINLY FOR THE FIRST YEAR, BUT AFTER THAT, WE WOULD HAVE A COST ASSOCIATED WITH IT.
SO, IF YOU'RE LOOKING AT THE COST JUST FOR THIS, FOR ALL EIGHT POSITIONS FOR THE FIRST FOUR YEARS OF THIS PROJECT, IN OTHER WORDS FROM 100Â PERCENT FUNDING, 50Â PERCENT FUNDING, 25Â PERCENT FUNDING, 600,300,150,000 RESPECTIVELY.
FOR ALL EIGHT POSITIONS, IF WE DO THIS, WE WILL ACTUALLY SEE A NET BENEFIT TO THE COUNTY OF 27,000 THE FIRST YEAR.
THE SECOND YEAR IT WILL COST THE COUNTY 360,000 FOR ALL EIGHT POSITIONS.
THE THIRD YEAR WOULD BE 549,000.
THAT IS WHERE WE WOULD RECEIVE A $150,000 OFFSET IN THAT CASE.
THE FINAL YEARÂ >> WAIT, MAKE THE LAST STATEMENT AGAIN.
SO THE FIRST YEAR IS A HUNDRED PERCENT, 600,000.
>> SECOND YEAR IS HALF OF THAT, WHICH IS 300,000.
NOW I'M TALKING ABOUT ALL EIGHT POSITIONS AT THIS POINT.
>> FOUR OF WHICH ARE BUDGETED.
AND WE'RE ALREADY IN OUR BUDGET.
ON THE FINAL YEAR THAT THIRD YEAR, THIS IS ALSO CALCULATING INTO THE TIERS BECAUSE THEY GO FROM PROBATION NARY EMPLOYEES TO UNION MEMBERS SUBJECT TO TIER ONE, TWO, AND THREE.
THE TOTAL COST FOR ALL EIGHT POSITIONS IS 731,000 PER YEAR.
THE UNBUDGETED AMOUNT FOR THOSE EIGHT POSITIONS IS $362,220.
THAT IS THE NUMBER THAT THE COUNTY WOULD BE INCREASING THE BUDGET BY TO HIRE THOSE FOUR NEW POSITIONS.
TWO DEPUTIES AND TWO COURT SECURITY GUARDS.
>> THAT IS 362,000 OVER WHAT PERIOD OF TIME?
I WANT TO GIVE YOU A FOO FULL PICTURE WHAT THIS WILL COST THE COUNTY.
AT THE VERY LEAST, IT WOULD BE FOOLISH OF US NOT TO APPLY FOR FOUR OF THOSE POSITIONS.
>> SO, IF LOOKING OUT INTO THE FUTURE, IF WE RAN OUT OF MONEY, YOU WOULD JUST HAVE TO DEAL WITH ATTRITION SOMEHOW TO BRING THAT INTO BALANCE.
>> MR. CHAIR, COMMISSIONERS, THIS IS ASSUMING THAT WE'RE RUNNING A HUNDRED PERCENT.
SO, WE WOULD BE ADDING FOUR OF THOSE OFFICERS, AND WE WOULD HAVE TO BE AT 100Â PERCENT STAFFING.
IN THE THREE YEARS I BEEN HERE AS OF WELL TOMORROW AS A MATTER OF FACT, WE WILL HAVE RUN A HUNDRED PERCENT STAFFING AT SO FOR ABOUT OH, SIX TO EIGHT WEEKS.
>> SO, YOU SAID THAT THIS MOTION NEEDS TO BE AMENDED?
AND CLARIFIED BECAUSE WHAT WE'RE DOING IS CREATING TWO, FOUR NEW POSITIONS, TWO DEPUTIES, TWO COURT SECURITY OFFICERS, AND WE'RE ASKING FOR THE AUTHORIZATION TO
[02:40:06]
APPLY FOR THIS GRANT IN THIS MOTION.I WILL READ IT AGAIN IF YOU DON'T MIND.
IT IS A MOTION TO APPROVE AN APPLICATION TO THE NEWÂ MEXICO LAW ENFORCEMENT RECRUITMENT FUND FOR THE FUNDING OF FOUR CURRENTLY VACANT DEPUTY POSITIONS AND FOUR NEWLY CREATED POSITIONS, TWO OF WHICH WILL BE DEPUTY POSITIONS AND TWO WILL BE COURT SECURITY OFFICERS.
SO WITH THIS MOTION, YOU WOULD CREATE FOUR POSITIONS.
>> COMMENTS OR QUESTIONS? COMMISSIONER MEEK?
>> I HAVE TO SAY, I HAVE A PROBLEM.
AGAIN, WE'RE LOOKING AT NO DOCUMENTATION COMING BEFORE US PRIOR TO TODAY ASKING FOR NEW POSITIONS ON TOP OF HALF A MILLION WE HAD TO APPROVE LAST MONTH FOR THE SAME DEPARTMENT.
I'M FINE WITH ASKING FOR THE FOUR POSITIONS THAT ARE VACANT, BUT I HAVE A PROBLEM COMMITTING HALF A MILLION DOLLARS FOR THE FUTURE OF THE DEPARTMENT WITH NO DISCUSSION.
I WOULD RATHER SEE US ADJUST IT TO FOUR POSITIONS THAT ARE AVAILABLE FOR US WITHOUT CREATING FOUR NEW POSITIONS.
>> MR. CHAIR, COMMISSIONER MEEK, I UNDERSTAND YOUR POINT ON THIS.
HOWEVER, WHEN DID THEY FIRST CONTACT YOU, A WEEK AGO?
>> WE FOUND OUT A WEEK AGO, WHAT IS THE DEADLINE FOR NOTIFICATION?
>> BEFORE YOUR NEXT REGULARLY SCHEDULED MEETING, WHICH IS WHY IT SEEMS RUSHED.
THAT IS A MILLION DOLLARS IN TWO MONTHS.
>> A MONTH FOREVER OR A YEAR FOREVER.
>> ABSOLUTELY, 362,000 THE FIRST YEAR WE'RE AT 100Â PERCENT.
WHEN DID THE GOVERNOR SIGN HB2.
>> AT THE END OF THE LAST LEGISLATIVE SESSION FOR 2023.
>> IT WAS MARCH AND THEN THE PROCESS OF DFA, COMING UP WITH THE REGULATIONS BECAUSE IT WAS TASKED FOR DFA TO COME UP WITH THE HOUSE BILL.
>> I HAVEN'T HEARD HB2, HAVE YOU.
HB2 HAS SEVERAL PROVISIONS T IS LENGTHY AND COVERS A NUMBER OF DIFFERENT AVENUES OF FUNDING.
ONE OF THE LINES HAS TO ADDRESS THE LAW ENFORCEMENT RECRUITMENT.
>> IF THE GRANT IS HB2, DID IT HAVE A DATE IN THE BILL ITSELF?
>> IT DOES HAVE A DATE IN THERE.
I DON'T HAVE THE BILL IN FRONT OF ME.
>> AUGUSTÂ 4TH IS THE DEADLINE FOR SUBMISSION.
MY POINT IS THAT NOT MAD AT YOU BECAUSE YOU GOTTA GUNN AND I DON'T RIGHT NOW (LAUGHTER) IF HB2 IS SIGNED IN MARCH LIKE YOU SAID AND IT WENT THROUGH THE WICKETS OF THE DIFFERENT COMMITTEES OF THE HOUSE AND SENATE AND WE KNEW ABOUT THIS GRANT, I DON'T UNDERSTAND WHY WE'RE UP AGAINST A WALL TO MAKE A DECISION ON THIS LIKE COMMISSIONER MEEK SAID LIKE BY IN WHAT'S THAT FIVE, NINE DAYS.
>> AND THERE NO DOCUMENTATION HERE.
I GUESS MY QUESTION, IT LOOKS LIKE EIGHT POSITIONS, FIVE DEPUTIES AND THREE COURT OFFICERS, AM I READING THAT RIGHT.
>> BASED ON THE FOUR PREVIOUS POSITIONS CURRENTLY FUNDED AN ADDITIONAL FOUR POSITIONS WILL BE TWO DEPUTIES AND TWO COURT SECURITY.
FOUR EXISTING SWORN DEPUTY POSITIONS AND ONE EXISTING COURT SECURITY POSITION.
>> MR. CHAIR, COMMISSIONER BLOCK, THAT IS THE REASON THE MOTION IS CHANGING.
IT WAS UNCLEAR WHAT WE WERE DOING.
>> THE NEW MOTION IS VERY CLEAR ABOUT IT.
BUT THAT IS NOT THE ONE THATÂ >> WE'RE TALKING EIGHT POSITIONS, SIX DEPUTY POSITIONS AND TWO COURT PEOPLE.
FOUR OF THESE POSITIONS, FOUR THAT WE ARE ALREADY BUDGETED, ARE DEPUTY POSITIONS, NOT INCLUDING THE COURT PEOPLE?
>> WHAT IS THE DIFFERENCE IF WE, WHAT'S THE DIFFERENCE IF THE STATE FUNDED THOSE FOUR POSITIONS AND WE DON'TÂ YOU'RE ASKING FOR FOUR POSITIONS AND NOW YOU'RE ASKING FOR EIGHT.
IF THE STATE IS GOING TO BE PAYING PHOTOGRAPHER YEAR ONE, TWO, THREE, FOR FOUR POSITIONS YOU WANTED ANYWAY, WHY ARE WE THROWING MORE MONEY FOR FOUR MORE POSITIONS WE DIDN'T REALLY ASK FOR?
>> SO A LOT HAS TO COME DOWN TO THE PROJECTED NEEDS OF WHAT WE NEED.
[02:45:01]
ONE OF THE AVENUES IS GOING TO BE THAT WITH THE NEW BUILDING WE HAVE FOR THE SHERIFF OFFICE AND THE STAFF REQUIREMENTS THERE AND TO MAN THE COURTHOUSES, THAT IS WHY WE HAVE TO PROJECT FOR WHAT FUTURE STAFFING LEVELS ARE GOING TO NEED.>> HOW FAR DO YOU PROJECT STAFFING LEVELS? THIS IS THE FIRST, UNLESS OTHER COMMISSIONERS HAVE HEARD ABOUT IT, THIS IS THE FIRST I'VE HEARD ON STAFFING.
I WOULD ASK THE OTHER DEPARTMENTS, IF YOU LOOK AT ADDING FUNDS OR PEOPLE, AND THE TWO BEST DEPARTMENTS I SEEN DO THIS ARE PROBABLY THE TREASURE'S AND ASSESSOR'S OFFICE.
THEY COME AND SAY I NEED THEM PEOPLE.
EVEN THE FIREFIGHTERS, CHIEF MASTERSON DOES AN OKAY JOB AS WELL.
I'M JUST LIKE, I'M SHOCKED THAT WE NEED EIGHT POSITIONS.
IÂM JUST TRYING TO GET MY HEAD AROUND IT.
HERE YOU ARE, NOT YOU, BUT YOU GENERALLY, BUT PUTTING IN THE COMMISSION AT A DISADVANTAGE TO DO THIS, AND WE'RE UP AGAINST A DEADLINE THAT WE KNEW ABOUT IN MARCH OF THE GRANT THING.
AND HERE WE ARE, WE DON'T HAVE ANOTHER MEETING UNTIL AFTER AUGUSTÂ 4TH.
I'M MORE THAN WILLING TO SUPPORT THE FOUR POSITIONS FOR YOU, BUT I DON'T KNOW, MAYBE THE COMMUNICATION IS A DISCONNECT ON OUR PART, ON THE COMMISSION WITH THE SHERIFF'S DEPARTMENT ON PROJECTED MANNING? I DON'T KNOW.
MAYBE YOU HEARD SOMETHING, I DON'T KNOW.
THAT IS, CAN YOU UNDERSTAND WHERE WE'RE COMING FROM.
NOW, JUST TO BACKTRACK A LITTLE BIT WHAT YOU MENTIONED ABOUT THE TIMELINE, PART OF THE PROBLEM IS WHENEVER YOU GET A HOUSE BILL, THERE IS, IT IS VERY VAGUE LANGUAGE THAT A LOT OF TIMES LIKE, FOR EXAMPLE, WITH HOUSE BILL TWO, DIRECTIVES ARE GIVEN TO DFA.
THEY HAVE TO DESIGN AND COME UP WITH THE PROCEDURE, GUIDELINES, PROCESSING, HOW IT IS GOING TO BE FOR PEOPLE TO APPLY BEFORE ANYBODY IS GIVEN GUIDANCE.
THAT IS THE BIGGEST PROBLEM, SAME WITH HOUSE BILL 68.
UNFORTUNATELY WHEN THEY PUSH THIS STUFF DOWN THE PIPELINE, AGENCIES ARE A LOT OF THE TIMES THE LAST TO KNOW.
>> WE'RE THROWING AROUND MONEY TONIGHT LIKE IT'S NOTHING.
WE HAVE A PRINTING PRESS IN THE BASEMENT THROW MONEY AND THE GOVERNMENTÂ PAY MY TAXES BUT THAT IS ANOTHER ISSUE.
I DON'T KNOW IF WE CAN TABLE THE THING BECAUSE WE'RE UP AGAINST A WALL.
OR WE CAN MAKE A MOTION TO TAKE THE FOUR POSITIONS WHICH I LIKE BECAUSE THE STATE IS PAYING ANYWAY, AND THEN THE NEXT BUDGET CYCLE, WE TALK ABOUT EXPANDING THE SHERIFF'S DEPARTMENT SO WE CAN ACTUALLY KINDA PLAN.
STRATEGIC PLAN, THERE IS SOMETHING WE WHY JUST TALKING ABOUT, TO PLAN IT OUT IN THE BUDGET TO HELP YOU OUT.
YOU KNOW, I'M A HUGE LAW ENFORCEMENT GUY.
I'M WITH YOU A HUNDRED PERCENT, BUT I DON'T LIKE BEING PUT ON THE SPOT TO MAKE A DECISION FOR THIS AMOUNT OF MONEY FOR THE COUNTY.
AND I'LL YIELD MY TIME BACK FOR NOW.
>> SO, LET ME JUST MAKE A COMMENT AND THEN YOU WILL HAVE THE FLOOR.
SO, PART OF THIS IS AN APPROVAL TO APPLY FOR A GRANT.
>> AND SO SAY WE APPLY FOR THE GRANT, DOESN'T NECESSARILY MEAN WE HAVE TO ACCEPT IT IF WE'RE AWARDED?
>> MR. CHAIR, I WOULD ADVISE AGAINST APPLYING FOR A GRANT THAT WE DON'T ACCEPT.
>> I DIDN'T KNOW HOW, YOU KNOW, IS EVERYBODY GETTING THE GRANT? IS IT, YOU KNOW, A RUBBER STAMP OR SOMETHING THAT WE'RE HAVING TO COMPETE FOR?
>> MR. CHAIR, I WOULD SAY THAT IT IS UNLIKELY THAT WE WOULD NOT BE SUCCESSFUL IN GETTING THIS PARTICULAR GRANT.
YOU NEVER WANT TO SAY IN A PUBLIC MEETING OR ANYWHERE ELSE FOR THAT MATTER THAT YOU'RE GUARANTEED TO GET ANY GRANT NO MATTER WHAT IT IS.
>> NOTHING IS GUARANTEED UNTIL THE MONEY IS IN THE BANK.
SO, HERE IS, AND I WOULD LIKE TO POINT THIS OUT TO YOU.
THE COUNTY WOULD RECEIVE $75,000 PER POSITION UNDER THIS GRANT.
WE HAVE THE FOUR VACANCIES RIGHT NOW.
RIGHT NOW, AND THIS IS A SNAPSHOT OF WHERE WE ARE MIDJULY AS FAR AS VACANCIES GO.
WE HAVE FOUR VACANCIES THAT QUALIFY FOR THIS.
IF WE HAD EIGHT VACANCIES, WE WOULD APPLY FOR 75,000 FOR EACH ONE OF THE VACANT POSITIONS.
ALL RIGHT? SO IF WE CHOOSE NOT TO CREATE THESE FOUR, THAT WILL BE VACANT POSITIONS, IF WE DON'T CREATE THESE FOUR, WE WILL ONLY RECEIVE 75,000 FOR EACH OF THE FOUR THAT WE HAVE NOW.
>> THAT IS AN OPTION OF THE COMMISSION.
IT DOESN'T EXPAND THE DEPARTMENT.
ABOUT YOU IT ALSO IS, WOULD BE UNWISE FISCALLY FOR US NOT TO APPLY FOR AT LEAST
[02:50:07]
THOSE FOUR.THE QUESTION ABOUT EXPANDING THE DEPARTMENT, UM, IS THIS IS THE ONE THAT I THINK YOU'RE WRESTLING WITH, WHICH IS WHY I PRESENTED THE NUMBERS I WAY I DID IN THAT YOU WILL KNOW WHAT THE LONGTERM COMMITMENT, ANNUAL WALL COMMITMENT OF THE COUNTY IS GOING FORWARD.
NOW, NONE OF THIS TAKES INTO ACCOUNT ANY VACANT SAVINGS.
IF WE'RE RUNNING FOUR LIGHT, LIKE WE HAVE BEEN FOR THE LAST TWO OR THREE MONTHS AND PRETTY MUCH THE ENTIRE TIME I'VE BEEN HERE, THIS WILL PAY FOR ITSELF AND IT IS BUDGETED MONEY.
THIS BRINGS US CLOSER TO THE WIRE.
YOU KNOW, WE COULD BE AT 100Â PERCENT STAFFING, BUT WE TIP ALLEY ARE NOT.
>> I WOULD LIKE TO KNOW, HAVE YOU MADE AN AMENDMENT TO THIS YET OR NO? ARE YOU TELLING US ABOUT THE POSITIONS OR DO YOU HAVE AN ACTUAL AMENDED PROPOSAL.
>> I HAVE THE AMENDED DOCUMENT.
>> DID YOU PRESENT THAT, NOT THE DOCUMENT.
I SAID I WOULD LIKE TO VOTE FOR THE FOUR POSITIONS THAT WE HAVE.
BUT IF YOU HAVE SOMETHING ON THE TABLE, I WANT TO GET RID OF THAT AND TALK ABOUT THAT.
>> MR. CHAIR, THE MOTION ON THE FLOOR NOW IS THE FULL MOTION THAT WOULD CREATE, IT WOULD CREATE THE FOUR POSITIONS AS WELL AS APPROVE THE APPLICATION FOR THE FOUR EXISTING POSITIONS.
>> IN THAT CASE, I'LL MAKE AN AMENDMENT TO THAT TO STATE WE APPLY FOR THE FOUR
POSITIONS AND THENÂ >> CHAIRMAN.
>> AND THEN LEAVE THE OTHER ONES OUT UNTIL WE CAN DISCUSS IT IN A MORE CONVENIENT MANNER FOR EVERYBODY.
>> CHAIRMAN, SOME OF US HAVE NOT MADE A COMMENT AT ALL.
I THINK WE COULD FINISH THIS CONVERSATION BEFORE WE MOVE TO AMENDMENTS.
>> WELL, HE IS ALLOWED TO PUT AN AMENDMENT ON THE TABLE, SO BUT IT NEEDS A SECOND.
>> SO, BUT I'M GOING TO OPEN THE FLOOR TO YOU COMMISSIONER BRUCH.
DETECTIVE, HOW MANY, AND WE MAY NEED TO ASK THE CHIEF DEPUTY TO CHIME IN ON THIS ONE.
HOW MANY POSITIONS AND PERHAPS CASSANDRA FINANCE DIRECTOR, HOW MANY POSITIONS HAVE BEEN CREATED ANNUALLY IN THE SHERIFF'S OFFICE?
>> SO, I WOULD HAVE TO DEFER THAT TO THE CHIEF DEPUTY.
>> LET'S JUST SAY OVER THE LAST FOUR YEARS, WHAT IS OUR RUN RATE?
>> WE CAN'T HEAR YOU BACK THERE.
WE NEED YOU IN THE MICROPHONE.
>> UNDERSHERIFF HAS AN ANSWER FOR YOU.
>> SINCE THE SHERIFF TOOK OFFICE, WE HAVE CREATED FIVE POSITIONS WITH THE COPS GRANT.
THIS YEAR'S BUDGET, I REQUESTED TWO DEPUTIES, A SERGEANT AND TWO SECURITY PERSONNEL.
BUT WITH THE INCREASE IN WAGES, WHICH IS SOMETHING THAT THIS COUNTY REALLY NEEDED, THE SHERIFF BACKED OWL OF THAT AND WE STEPPED BACK.
WE WOULD RATHER HAVE THE EMPLOYEES HERE PAID TO STAY, THAT IS WHAT WE WANT.
WE BACKED AWAY FROM THE FIVE POSITIONS ON THE BUDGET BECAUSE OF THAT.
WE WANTED THE DEPUTIES TO GET MONEY, AND WE WANTED ALL OF THE EMPLOYEES IN SANDOVAL COUNTY TO GET MONEY.
BUT SINCE WE BEEN HERE, WE HAD THE COPS GRANT WHICH ADDED FIVE, AND THAT'S IT.
>> NOT ENTIRELY, BUT THAT HELPS.
>> SO TO THE COUNTY MANAGER'S POINT, WE HAVE BEEN, WE HAVE NOT BEEN FULLY STAFFED SINCE HE STARTED THREE YEARS AGO.
WHAT IS OUR PERCENTAGE OF STAFFING OVER THESE LAST THREE YEARS?
>> WELL, IT FLUCTUATES YEAR BY YEAR.
BUT THE THING WE LOOK FOR NOW IS WITH THE INCREASE IN THE STARTING PAY FOR THE DEPUTIES, I BELIEVE BECAUSE WE HAVE SPOKEN TO DEPUTIES THAT HAVE COME FROM OTHER AGENCIES, I DO BELIEVE THAT WE WILL HAVE AN INFLUX IN APPLICATIONS BECAUSE THOSE DEPUTIES THAT CAME FROM ALBUQUERQUE, FROM OTHER AGENCIES SURROUNDING US HAVE SAID THAT NOW WE'RE IN THE GAME.
NOW WE NEED, WE'RE CLOSE TO WHAT THEY'RE MAKING, AND I THINK THAT SANDOVAL COUNTY IS A BETTER AGENCY TO WORK FOR IN THIS REGION.
AND THAT IS WHAT WE'RE SELLING.
WITH THIS INCREASE, I THINK THE NUMBER OF APPLICANTS WILL RISE.
[02:55:05]
WE DO HAVE SOME THAT APPLY OVER AND OVER AGAIN, BUT WE WANT TO BE CHOOSEY, WE WANT TO MAKE SURE THAT THE COUNTY IS REPRESENTED PROFESSIONALLY WITH ETHICS AND INTEGRITY AND THE CITIZENS ARE TREATED WITH RESPECT.THAT IS WHAT WE'RE LOOKING FOR.
SO, WE HAVE A MOTION ON THE TABLE TO AMEND THE PROPOSAL TO FOUR POSITIONS.
SO, WHAT DIDÂ WHAT IS YOUR CURRENT AUTHORIZED MANPOWER RIGHT NOW, SHERIFF? WHO IS GOING TO ANSWER THIS?
>> 61 SWORN, 72 TOTAL, ANIMAL CONTROL, SECURITY OFFICERS AND OFFICE STAFF.
OFFICE STAFF AND THE ANIMAL CONTROL ARE TEN INDIVIDUALS THAT ARE EMPLOYED.
>> HOW LONG HAS IT BEEN THAT WAY.
>> PRIOR TO THE COPS GRANT, WHICH IS A COUPLE YEARS BACK AT THIS POINT.
>> I'M LOOKING AT YOUR REPORTS.
AND YOUR REPORTS SAY SOMETHING DIFFERENT.
IN 2019, YOUR ANNUAL REPORT YOU SAID THAT YOU HAVE ONLY ADDED FIVE DEPUTIES IN THE PAST THREE YEARS OR SOMETHING LIKE THAT.
BUT IT'S, THAT IS NOT WHAT THE REPORT SAYS YOU GUYS PUT OUT.
SO IN 20, YOUR 2022 REPORT, YOU HAVE, I WANT TO MAKE SURE, I WANT TO MAKE SURE I UNDERSTAND YOU, NOT TRYING TO PLAY GOTCHA.
I WANT TO MAKE SURE WHAT YOU TOLD US BEFORE IS CONSISTENT WITH WHAT YOU'RE TELLING US NOW.
IN 2022, YOU HAD SIX SWORN DEPUTIES, BUT YOU SAID IT WAS 61.
AND THEN WHEN I LOOK AT THE 2019 REPORT, THAT IS 54 SWORN DEPUTIES.
THAT IS SEVEN, NOT FIVE THAT YOU ADDED.
THESE ARE YOUR NUMBERS, WOULD YOU AGREE THAT WHAT I'M READING IS ACCURATE?
>> WITH WHAT YOU'RE READING, WOULD SAY IT IS ACCURATE.
>> YOU WERE IN OFFICE IN 2019 IF YOU WERE ELECTED 2018, CREDIT HE CAN'T? IT HASN'T BEEN FIVE, IT'S BEEN SEVEN AND NOW YOU'RE ASKING FOR EIGHT.
I JUST WANT TO MAKE SURE THE NUMBER IS RIGHT.
SO, MR. CHAIR, WE GOING TO BE VOTING ON >> FIRST WE HAVE TO LISTEN TO ANY DISCUSSION ON THE AMENDMENT AND THEN VOTE ON THE AMENDMENT.
IF THE AMENDMENT FAILS, WE GO BACK TO THE MAIN MOTION AND VOTE ON THE MAIN MOTION.
>> I WILL ASK THAT COMMISSIONERS AGREE THAT THE NUMBER IS NOT FIVE AS THE SHERIFF'S DEPARTMENT TOLD US.
THEY HAVE ACTUALLY ADDED SEVEN BY THEIR NUMBERS FROM THE 2019 REPORT TO THE 2022 REPORT.
AND IF THAT IS THE CASE, MR. CHAIR MR. CHAIRMAN, I THINK COMMISSIONER MEEK'S AMENDMENT HAS SOME MERIT WHERE THEY COME BACK AND TALK TO US ABOUT ADDITIONAL MANPOWER OVER THE FOUR THAT I THINK WE ALL SUPPORT RIGHT NOW WITH STATE FUNDING.
>> ANY OTHER COMMENTS ON THE AMENDMENT? NO COMMENTS ON THE AMENDMENT? MADAM CLERK, CALL THE ROLL.
>> THE AMENDMENT IS FOR THE FOUR POSITIONS? RIGHT? YES.
SO NOW THE MAIN MOTION IS AMENDED.
AND WE NEED TO APPROVE THE MAIN MOTION WITH THE AMENDMENT TO FOUR POSITIONS.
>> MR. CHAIR, IF I MAY READ THE MOTION AS AMENDED.
>> JUST TO MAKE SURE WE'RE ALL CLEAR AND ON THE SAME PAGE.
>> THE MOTION WOULD BE CHANGED TO MOTION TO APPROVE AN APPLICATION TO THE NEWÂ MEXICO LAW ENFORCEMENT RECRUITMENT FUND FOR THE FUNDING OF FOUR CURRENTLY VACANT DEPUTY POSITIONS.
MR. CHAIR, IF I MAY READ THE MOTION AS AMENDED.
SO THE MOTION WOULD BE CHANGED TO MOTION TO APPROVE, TO RECRUITMENT, FUND FOR THE FUNDING OF FOUR CURRENTLY VACANT DEPUTY POSITIONS.
SO WE HAVE, THAT'S THE AMENDMENT TO THE MAIN MOTION.
NOW WE NEED TO VOTE ON THE MAIN MOTION.
IS THERE ANY OTHER COMMENT ON THE MAIN MOTION, AS AMENDED? HEARING NONE, MADAM CLERK?
[03:00:01]
>> CHAIR HEIL: THAT DOESN'T MEAN WE WOULDN'T CONSIDER THE OTHER.
>> SINCE WE HAVE UNTIL AUGUST 4TH IT IS POSSIBLE AT THIS POINT IF YOU WANT TO HOLD A SPECIAL MEETING AND WE COULD HAVE A DISCUSSION ABOUT IT, YOU COULD AMEND THAT AND CREATE THE FOUR POSITIONS AND WE COULD PROCEED PRIOR TO THE APPLICATION DEADLINE.
BUT WE WOULD HAVE TO HAVE A DECISION -- >> CHAIR HEIL: I UNDERSTAND THAT.
I DON'T HAVE A PROBLEM WITH A SPECIAL MEETING IF WE GET MORE DETAIL AS TO THE INFORMATION WE FEEL WE NEED TO MAKE THAT DECISION.
>> CHAIR HEIL: IF YOU CAN THROW THAT OUT TO US, AND WE CAN LOOK AT IT, WE WANT TO HAVE A SPECIAL MEETING ON THIS, WE CAN DO IT BY ZOOM.
[12.C. Request for a Motion to Approve VAC-23-001 by Gary E. Gristko agent, for Orville C. McCallister, President of Homestead Development Company to Vacate the 20’ private access easement and public utility easement located within Lot 5C in the Placitas Homestead Subdivision. This property is located within Section 35, Township 13 North, Range 4 East, New Mexico Principle Meridian, Sandoval County, New Mexico.]
ALL RIGHT.>> CHAIR HEIL: MOVING ONTO 12-C.
>> GOOD EVENING, CHAIRMAN AND COMMISSIONERS.
WE ARE HERE FOR V ARK C-23-001.
MY NAME IS DIEGO GOMEZ, I'M THE COUNTY ENGINEER.
THIS IS A REQUEST FOR GARY GRISTKO FOR ORVILLE C.
MCCALLISTER PRESIDENT OF HOMESTEAD DEVELOPMENT COMPANY TO VACATE THE 20' PRIVATE ACCESS EASEMENT AND PUBLIC UTILITY EASEMENT.
YOU HAVE A COPY OF THE STAFF REPORT WHERE I RECOMMEND APPROVAL OF THIS AGENDA ITEM AND THE PLAT IS ALSO INCLUDED AND THE SURVEYOR IS PRESENT HERE TO ANSWER ANY QUESTIONS.
SO THIS CAME TO ME AS A CLAIM OF EXEMPTION, LOT LINE ADJUSTMENT.
BUT DUE TO THE SECTION 10.3 SPECIAL PROCEDURES OF SANDOVAL COUNTY SUBDIVISION REGULATIONS ONLY THE BOARD OF COUNTY COMMISSIONER CAN APPROVE THE VACATION OF EASEMENTS.
SO ALL THE PROPERTY OWNERS AROUND THIS TRACK, THIS IS A LITTLE BIT WEIRD.
WE ARE REQUIRED TO NOTIFY THEM BY CERTIFIED MAIL.
BUT HOMESTEAD IS A DEVELOPMENT CORPORATION.
THEY ARE A COMPANY THAT OWNS ALL THE ADJACENT LOTS.
SO THEY CAME TO US WITH THE VACATION OF THE EASEMENT AND PUBLIC UTILITY EASEMENT AND THEY OWN EVERY ADJACENT PIECE OF PROPERTY.
WE DIDN'T HAVE TO NOTIFY ANYBODY.
THEY ARE ALL THE SAME PROPERTY OWNER.
THE PRESIDENT OF HOMESTEAD SIGNED THE PLAT.
WE ARE SIMPLY, OR THEY ARE SIMPLY REQUESTING THROUGH APPROVAL OF THE PLAT TO REALIGN THE UTILITY EASEMENTS AND ACCESS EASEMENT TO THE LOCATION OF THE ROAD.
SO THE LOCATION OF THE ROAD IS ACTUALLY IN EXISTENCE, BUT THE PLOTTED EASE MS ARE NOT IN ALIGNMENT WITH THE ROAD.
SO THIS IS WHAT THIS REQUEST IS FOR.
WITH THAT, I STAND FOR ANY QUESTIONS.
>> CHAIR HEIL: CAN I HAVE A MOTION?
>> CHAIR HEIL: COMMENTS OR QUESTIONS? HEARING NONE, MADAM CLERK?
[12.D. Request for a Motion to Approve and Award the Professional Services Agreement to Star Paving for the Bosque Loop Road Improvements Phase 1 in the amount of $890,088.23 and to Authorize the County Manager to sign all subsequent amendments.]
>> CHAIRMAN HEIL, FELLOW COMMISSIONERS ITEM 12-D IS A REQUEST FOR A MOTION TO APPROVE AND AWARD THE PROFESSIONAL SERVICES AGREEMENT TO STAR PAVING FOR THE BOSQUE LOOP ROAD IMPROVEMENTS PHASE 1 IN THE AMOUNT OF $890,088.23 AND TO AUTHORIZE THE COUNTY MANAGER TO SIGN ALL SUBSEQUENT AMENDMENTS.
>> CHAIR HEIL: ANY COMMENTS OR QUESTIONS?
WHICH PROJECT DID STAR DO FOR US LAST?
>> CHAIR HEIL, COMMISSIONER BRUCH, THEY DID LA MADERA AND THEY ALSO DID COUNTY ROAD 13.
>> I WOULD LIKE TO THANK YOU FOR THE DESCRIPTION IN HERE TALKING ABOUT THE
[03:05:06]
PROCUREMENT PROCESS IN THE BIDDING PROCESS.THAT'S VERY HELPFUL TO THE PUBLIC AND QUITE FRANKLY THOSE ARE MY QUESTIONS.
>> CHAIR HEIL: SHE WAS PREPARED FOR YOU.
ANY OTHER COMMENTS? MADAM CLERK?
[12.E. Request for a Motion to Approve the Volunteer Management Policy for Sandoval County Fire and Rescue.]
>> GOOD EVENING, MR. CHAIRMAN AND COMMISSIONERS.
I WILL TRY TO BE BRIEF BUT I WANT TO MAKE SURE I EXPLAIN THIS QUICKLY BEFORE I REQUEST THE MOTION.
SO FIRST OF ALL, VOLUNTEER MANAGEMENT POLICY IS SOMETHING WE HAVE HAD IN PLACE FOR OVER TEN YEARS.
THE REASON IT'S COMING BEFORE YOU TONIGHT IS BECAUSE WE HAVE UPDATED THE NOMINAL FEE PROGRAM IN THE BACK HALF OF THE PACKET.
THE FIRST HALF OF THE PACKET REALLY HASN'T CHANGED.
THE INFORMATION CONTAINED THEREIN ABOUT HOW THE VOLUNTEERS THROUGHOUT THE COUNTY MANAGED HAVE STAYED THE SAME.
IN THE BUDGET THIS YEAR IT WAS PROPOSED WE INCREASE THE NOMINAL FEE PROGRAM TO HELP WITH RECRUITMENT AND RETENTION.
THAT BUDGET WAS SUBSEQUENTLY APPROVED.
BECAUSE OF THAT WE HAD TO INCREASE THE AMOUNTS IN THIS NOMINAL FEE PROGRAM WHICH IS WHY THAT CHANGE WAS MADE AND THIS DOCUMENT IS NOW BEFORE YOU.
IT'S REALLY IN THE NOMINAL FEE PROGRAM.
THE LAST THING BEFORE I MAKE REQUEST FOR THE MOTION IS ON, YOU WERE GIVEN A SUBSTITUTE PAGE, PAGE #23.
I APOLOGIZE AND KIND OF THE 11TH HOUR I WAS REMINDED OF AN FLSA THING WE NEEDED TO ADD QUICKLY.
I WILL JUST READ WHAT THAT STATEMENT OR ADDITION ON PAGE 23 IS.
THE FINAL PARAGRAPHS #2 AND 3.
THE FINAL TWO, JUST WANT TO READ IT OUT LOUD.
SECOND PARAGRAPH IN ONE FISCAL YEAR MEMBERS SHALL NOT RECEIVE MORE THAN A 20 PERCENT OF AVERAGE AMOUNT PAID TO A FULL-TIME FIREFIGHTER WITH AN SDFR, 20 AMOUNT IS THE AVERAGE OF A FULL-TIME FIREFIGHTER.
STIPEND CANNOT BE PAID TO VOLUNTEER THAT EXCEEDS 20%.
ANY MEMBER WHO MEETS THE THRESHOLD SHALL BE NOTIFIED.
I DON'T THINK WE HAVE ENCOUNTERED THIS BEFORE BUT WITH THE LAW I WANT TO MAKE SURE THAT IS IN THERE.
SO WITH THAT, MR. CHAIRMAN, COMMISSIONERS.
ITEM #12-E IS A REQUEST FOR MOTION TO APPROVE THE VOLUNTEER MANAGEMENT POLICY FOR SANDOVAL COUNTY FIRE AND RESCUE WITH SUBSTITUTE FOR PAGE 23, SPECIFICALLY SECTIONS K.2 PARAGRAPHS TWO AND THREE.
>> CHAIR HEIL: CAN I HAVE A MOTION?
>> CHAIR HEIL: I HAVE A QUESTION.
LET'S SAY YOU HAVE A VOLUNTEER FIREFIGHTER THAT GETS TO THE THRESHOLD OF 20%.
>> MR. CHAIRMAN, THAT'S GOING TO BE OBVIOUSLY UP TO THEM.
I HOPE THEY WOULD CONTINUE TO GO.
THE NOMINAL FEE PROGRAM IS TO GIVE BACK AND HELP RECOVER SOME EXPENSES THEY MAY BE INCURRING THE A LOT OF OUR VOLUNTEERS DON'T SIGN UP TO THE NOMINAL FEE PROGRAM BECAUSE THEY JUST DO IT TO GIVE BACK TO THEIR COMMUNITY.
THAT WOULD BE A CONVERSATION WITH MYSELF AND DISTRICT BATTALION CHIEF AT THAT TIME AND THAT VOLUNTEER.
WE WANT TO MAKE SURE WE ARE AHEAD OF IT JUST IN CASE IT DOES.
>> CHAIR HEIL: ANY OTHER QUESTIONS?
>> CHAIR HEIL: COMMISSIONER BLOCK.
>> CHIEF, YOU KNOW THE MEDICAL PHYSICAL FITNESS IS CRITICAL.
WHAT IS THE AVERAGE AGE OF OUR FIREFIGHTERS HERE IN SANDOVAL COUNTY?
>> THE AVERAGE AGE IS PROBABLY 55 OR SO.
>> OKAY, DO YOU HAVE A CERTAIN PERCENTAGE THAT HAVE TO BE INTERIOR FIREFIGHTERS OR EXTERIOR.
LET ME ASK THIS IS THE LEADERSHIP QUALIFIED TO BE INTERIOR AND EXTERIOR FIREFIGHTERS?
>> MR. CHAIRMAN, COMMISSIONER BLOCK, THE LEADERSHIP, THE VOLUNTEER DISTRICT CHIEFS ARE ALL QUALIFIED TO BE FIREFIGHTERS AND EARTHQUAKE MS PERSONNEL, YES, SIR.
>> ARE THEY QUALIFIED IT BE INTERIOR OR EXTERIOR OR BOTH.
>> MR. CHAIR, COMMISSIONER BLOCK, THE LEADERSHIP IS BOTH.
SO GOING THROUGH THE MEDICAL PROGRAM HERE ON PAGE 6, WHO IS DOING THE PHYSICALS.
>> WE HAVE A FOUR YEAR CONTRACT IN PLACE, THIS BODY HAS APPROVED THE RFP OVER THE YEARS.
WE HAVE A THIRD PARTY OCCUPATIONAL HEALTH PROVIDER WHO COMES IN, PROVIDES A MEDICAL PHYSICIAN, GOES THROUGH, TALKS TO EACH FIREFIGHTER INDIVIDUALLY, DOES A PHYSICAL ASSESSMENT, LABS ARE DRAWN, ET CETERA, TO MAKE SURE THEY ARE ABLE
[03:10:06]
TO GO AND DO THEIR JOB.>> ARE THEY ACTUALLY DOING, IF YOU ARE AN INTERIOR FIREFIGHTER YOUR STANDARDS ARE A LITTLE HIGHER, IF I UNDERSTAND, CORRECT?
>> INTERIOR IS ARDUOUS WORK CAPACITY TEST IS 3 MILES WITH 45 POUND PACK COMPLETED IN 45 MINUTES 45 SECONDS.
IS THAT SOMETHING THEY ARE DOING ONCE A YEAR WHEN THEY DO THE PHYSICAL ?
>> MR. CHAIR, COMMISSIONER BLOCK, THAT IS CORRECT.
I APOLOGIZE, AROUND MARCH MAYBE A MONTH OR SO AFTER WE LIKE TO GET OUR RESULTS OF THE PHYSICAL FROM THE PHYSICIAN FIRST.
>> WHAT HAPPENS IF THEY DON'T PASS?
>> WE PUT THEM ON A PERFORMANCE IMPROVEMENT PLAN.
WE WORK WITH THEM, GIVE THEM SOME REMEDIATION.
GET IN TOUCH WITH OUR IN-HOUSE.
>> THEN WE HAVE TO HAVE A SERIOUS CONVERSATION.
AND IS THERE A DIFFERENCE BETWEEN A VOLUNTEER FIREFIGHTER WHO IS 25, DOES HE OR SHE HAVE TO MEET THE SAME STANDARD AS SOMEONE WHO IS 55?
>> MR. CHAIRMAN, COMMISSIONER BLOCK, YES, SIR.
>> YOU HAVE A GOOD PROGRAM MAKING SURE THAT PEOPLE ARE GETTING THEIR TESTING DONE, CORRECT?
>> CHAIRMAN, COMMISSIONER BLOCK, I GET ALL THE RESULTS OF ALL THOSE PEOPLE WHO HAVE BEEN THROUGH THE TESTING PROCESS.
WE VERIFY, WE UNDERSTAND THERE'S LIABILITY WITH THE COUNTY.
WE KNOW, NOT ONLY A LIABILITY, BUT WE WANT TO MAKE SURE OUR VOLUNTEERS ARE TAKEN CARE OF AND SOMETHING MAYBE CAUGHT EARLY IS CAUGHT AND WE CAN GET THEM TAKEN CARE OF.
>> I'M TELLING YOU, THREE MILES, COMMISSIONER MEEK.
>> I INVITE ANY OF YOU, PLEASE COME DO IT IN JULY, IT'S 110° OUTSIDE.
[LAUGHTER] THANK YOU, CHIEF, APPRECIATE IT.
>> WE USED TO DO IT WITH ROCKS.
>> CHAIR HEIL: OKAY, ANY OTHER COMMENTS? MADAM CLERK?
>> CHAIR HEIL: ITEM 13 DOESN'T APPLY.
[13. APPROVAL OF ELECTRONIC SIGNATURES / SIGNING OF OFFICIAL DOCUMENTS]
ITEM 14.OUR NEXT BOARD OF COUNTY COMMISSIONERS IS AUGUST 9TH.
[14. ANNOUNCEMENT OF THE NEXT BOARD OF COUNTY COMMISSIONERS MEETING]
NUMBER 15 IS COMMISSIONER DISCUSSION.[15. COMMISSIONERS DISCUSSION ]
DO YOU WANT TO SAY SOMETHING?SOME ECONOMIC NEWS TODAY THAT AFFECTS THE COUNTY.
HOPEFULLY YOU CAN SEE HOW THIS AFFECTS THE COUNTY.
JUST BECAUSE IT'S NATIONAL DOESN'T MEAN IT DOESN'T AFFECT THE COUNTY.
MAKE SURE WE ARE GOOD ON THAT.
POLL RELEASED FROM NBC NEWS, 74% OF THE COUNTRY BELIEVES THE COUNTRY IS HEADED IN THE WRONG DIRECTION.
ONLY 20% BELIEVE WE ARE ON THE RIGHT TRAJECTORY.
CREDIT CARD DEBT IS ALL-TIME HIGH OF $THE 30 BILLION WHY IS THAT IMPORTANT? BECAUSE INFLATION HAS BEEN OUT PASSING WAGES.
CREDIT CARD DELINQUENCY RATES HAS INCREASED AFFECTING YOUNGER AMERICANS, AGE 18-29, THEY HAVE A 7% HIGHER DELINQUENCY RATE THAN ANYBODY ELSE.
THE ECONOMY IS NOT WORKING FOR EVERYBODY.
CENTRAL BANK RAISED INTEREST RATES TODAY, THE HIGHEST LEVEL IN 22 YEARS AS IT FIGHTS TO STABILIZE INFLATION AND OTHER ECONOMIC INDICATORS.
HOUSING PRICES DROPPED ANNUALLY FOR THE FIRST TIME IN 11 YEARS AS MORTGAGE RATES HAMMER THE BUYERS.
HOME PRICES FELL FOR THE FIRST TIME, MR. CHAIRMAN, IN 11 YEARS THIS PAST APRIL.
IT COMES AS AFTER A SIGNIFICANT RISE IN MORTGAGE RATES IN 2022, WHICH DROPPED HOME SALES AND BUYERS ARE OBVIOUSLY TURNED OFF DURING THESE MARKETS.
ALSO WANT TO TALK ABOUT THE STATE OF OUR MILITARY, WHICH AFFECTS SANDOVAL COUNTY BECAUSE WE ARE PROTECTED BY THE MILITARY.
THE ARMY, NAVY AND MY BELOVED AIR FORCE ALL SAID THEY EXPECT TO MISS THEIR RECRUITING GOALS BY THOUSANDS THIS YEAR AGAIN.
THE MILITARY'S PURPOSE IS TO KILL PEOPLE AND BREAK THINGS AND DEFEND OUR COUNTRY.
BUT WE ARE FOCUSED ON MORE OF THE WOKE AGENDA.
IN FACT A WOMAN IN BASIC TRAINING RECENTLY WAS SLEEPING IN OPEN BAYS, WOMEN WERE SLEEPING IN OPEN BAYS AND SHOWERING WITH BIOLOGICAL MALES WHO THE PARTY BELIEVES IS FEMALE BEFORE THEY HAD THEIR GENDER REASSIGNMENT SURGERY.
THE ANONYMOUS 18-YEAR-OLD RECRUIT WAS UNCOMFORTABLE WITH HER SITUATION BUT HAD
[03:15:06]
LIMITED OPTIONS HAD TO DEAL WITH SHOWERING WITH A MAN IN BASIC TRAINING WHO IDENTIFIED AS A WOMAN.WE WONDER WHY OVER THE LAST FEW YEARS THIS RECRUITMENT NUMBERS HAVE PROMPTED THE MILITARY TO DEVELOP COLORFUL CAMPAIGNS TO BOOST RECRUITMENT.
LIKE GOOD OLD NAVY WHEN THEY HIRED HARPY DANIELS ACTIVE DUTY SAILOR AND DRAG QUEEN WHO IDENTIFIES AS NON BINARY TO BE THE FACE OF THE NAVY'S CAMPAIGN FOR RECRUITING TO HELP FIGHT LAGGING RECRUITMENT.
OUR ADVERSARIES RUSSIA AND CHINA ARE JUST LAUGHING AT US.
SPEAKING OF BEING THE LAUGHING STOCK OF THE COUNTRY OR WORLD, OUR PRESIDENT DID A NATO TRIP TO EUROPE.
HE HAD A SUCCESSFUL TRIP, CALLED WORLD LEADERS BY THE WRONG NAMES, SAID PUTIN IS LOSING THE WAR IN IRAQ, HAD KING CHARLES LEAD HIM AROUND LIKE HE WAS LOST, TRIPPED GOING UP THE STAIRS AND OF COURSE NIBBLED ON A LITTLE CHILD.
>> CHAIR HEIL: THANK YOU, COMMISSIONER BLOCK.
>> ONE MORE THING RELATED TO RILEY GAINS.
MORE WOMEN ATHLETES ARE SPEAKING OUT AGAINST SHOWERING AND BEING IN LOCKER ROOMS WITH MEN AND LOSING THEIR SPOTS AND THEIR SCHOLARSHIPS TO MEN WHO BELIEVE THEY ARE WOMEN.
AND THIS IS A HUGE ISSUE AND I HOPE HERE IN SANDOVAL COUNTY SOME OF OUR STUDENTS ARE PROTECTED BECAUSE WE SAW WHAT HAPPENED IN SOME SCHOOLS HERE IN NEW MEXICO RELATED TO RAPES IN BATHROOMS BY BOYS OR MEN THAT ARE IDENTIFYING AS WOMEN.
IT'S DISGUSTING AND NEEDS TO STOP.
PROTECT OUR CHILDREN AND PROTECT THE WOMEN.
>> CHAIR HEIL: THANK YOU, COMMISSIONER BLOCK.
ANY OTHER COMMENTS? COMMISSIONER MEEK?
>> I JUST WOULD LIKE TO SAY, UNFORTUNATELY, THAT THE LAW ENFORCEMENT, THE SHERIFF'S OFFICE WAS PUT IN A SITUATION TODAY.
BUT I HAVE ASKED SEVERAL TIMES BEFORE IF PEOPLE HAVE SOMETHING ON THE AGENDA, THEY HAVE TO HAVE THE SUPPORTING DOCUMENT HERE.
IT'S JUST VERY UNPROFESSIONAL FOR US TO SEE PEOPLE ASKING FOR MONEY WITH NO DESCRIPTION, NO DOLLAR AMOUNTS, NO NOTHING.
NOT TO MENTION A HALF MILLION DOLLARS.
HOW IS IT GOING TO BE PAID FOR? UNFORTUNATELY THEY ARE CAUGHT IN THE CROSS HAIRS TODAY BUT THAT'S SOMETHING WE NEED TO ACCOMPLISH AND IMPROVE ON BECAUSE THOSE ARE THE ONLY WAY WE HAVE TO READ BEFORE WE COME IN HERE AND GET SLAPPED UP IN THE HEAD AND SAY OH WE WANT THIS, WITHOUT ANY DISCUSSION BEFORE.
I WILL SAY, AGAIN I WILL REQUEST.
IF THE PEOPLE IN CHARGE OF THEIR DEPARTMENTS CANNOT GET THOSE THINGS TO THE AGENDA ITEM, IT SHOULDN'T BE ON THE AGENDA.
BECAUSE THEY ARE NOT DOING THEIR JOB CORRECTLY.
>> MR. CHAIR, COMMISSIONER MEEK, IF I MAY RESPOND.
>> NO, THIS IS JUST COMMISSIONER COMMENTS.
THEY GOT CAUGHT IN THE CROSS HAIRS.
I'M EXPLAINING WHY I DID WHAT I DID.
I DON'T NEED A REASON WHY, I JUST WANT IT THERE.
>> CHAIR HEIL: ANY OTHER COMMENTS? I JUST HAVE A COUPLE.
COMMISSIONER BRUCH, I'M SORRY.
YOU KNOW, IT'S ABOUT TIME THAT WE CAME TO SOME REALITY AROUND WOMEN AND CHILDREN AND THEIR PROTECTION.
SINCE I'M THE ONLY WOMAN SITTING UP HERE I THINK I HAVE THE RIGHT TO SAY I KNOW WHAT KIND OF PROTECTIONS I NEED.
AND I HAVE A LOT OF CHILDREN IN MY FAMILY AND I WANT TO PROTECT THEM.
WE ARE SPENDING A WHOLE LOT OF TIME IN THIS COUNTRY TALKING ABOUT LGBTQ COMMUNITIES AND VILLAINIZING THESE INDIVIDUALS AND WHEN THERE ARE 77,000 PEOPLE MAYBE AND WE ARE 30 MILLION AND WE ARE REALLY GETTING, LIKE OFF TRACK.
HAVING ONGOING CONVERSATIONS ABOUT THIS, YES.
WE NEED TO WORRY ABOUT THINGS THAT AFFECT US IN OUR COMMUNITIES, SO GO OUT AND DO SOMETHING IN YOUR COMMUNITY THAT WILL HELP PEOPLE.
THESE INDIVIDUALS, THAT YOU THINK ARE BEING THREATENED WILL HELP THEM.
IN THE MEANTIME, WITH REGARDS TO OUR MILITARY, IT WOULD BE VERY HELPFUL IF THE CONGRESS WOULD GO AHEAD AND STOP BEING A BARRIER, THE MARINE CORPS FOR EXAMPLE HAS HAD NO COMMANDANT FOR TOO LONG.
IT'S ABOUT TIME THE CONGRESS STOP BEING -- >> THE SENATE.
BUT SPECIFICALLY -- NO IT'S NOT.
THE CONGRESS AS A WHOLE KEEPING PEOPLE FROM DOING THEIR JOBS BY NOT HAVING LEADERSHIP.
IT MEANS FROM THE LOWEST LEVEL, PEOPLE WHO LIVE AND WORK IN THIS COMMUNITY
[03:20:05]
CANNOT BE PROMOTED BECAUSE OF THE OBSTRUCTIONISM THAT IS GOING ON IN CONGRESS.SO LET'S JUST SAY, I'M KIND OF TIRED ABOUT TALKING ABOUT THE SAME STUFF AND NOT DOING ANYTHING ABOUT IT.
SO I'M DOING SOMETHING ABOUT IT AND I HOPE EVERYONE HERE WHO IS TALKING ABOUT STUFF IS ACTUALLY GOING TO DO SOMETHING ABOUT IT.
LIKE REACH OUT TO THEIR CONGRESSMAN, CONGRESSWOMAN, AND/OR SENATORS AND SEE IF WE CAN'T GET SOME ACTION.
>> HAVE THEIR MOMS AND DADS -- >> CHAIR HEIL: THANK YOU, COMMISSIONER BRUCH.
YOU HAVE ALREADY SPOKEN, COMMISSIONER BLOCK.
WE HAD A PRESENTATION THIS EVENING FROM AREA.
AREA'S MISSION OF COURSE IS TO HELP BRING NEW BUSINESS TO THE COMMUNITY.
SO WHEN I HEAR SOMEBODY COMPLAIN ABOUT US SPENDING MONEY ON A SWISS COMPANY, HEY BRING ALL THE SWISS COMPANIES WE CAN HERE, IT WILL BRING MORE JOBS TO OUR COMMUNITY.
I WILL TAKE MORE OF THEM, ALL THE TIME.
I'VE LEARNED SOME THINGS ABOUT HORSES.
FIRST OF ALL, I DIDN'T KNOW THAT THE 501(C)(3) THAT WE HAVE IN PLACITAS WERE FORMED FOR THE PURPOSE OF SAVING SOME LIVESTOCK FROM SLAUGHTER, I BELIEVE THAT WAS THE CASE.
THEY AREN'T LIKELY TO PICK UP THE BANNER TO DEAL WITH WILD HORSES.
SO MAYBE WE NEED TO TAKE ANOTHER LOOK AT WHAT OUR PLAN IS ON THAT.
THE OTHER THING IN THE CONVERSATION THAT I HAD WITH ONE OF THE PEOPLE I TALKED TO TODAY ON THIS ISSUE, WAS THE IDEA OF BANDS OF HORSES IN ATTRACTIONS.
AND THOSE HORSES ARE GOING TO BE ATTRACTED TO WATER TROUGHS, ET CETERA.
WHATEVER THE FOOD IS, THAT'S WHERE THEY ARE GOING TO GO.
YOU KNOW, SO, I THINK WE NEED TO GET MAYBE MORE REALISTIC ABOUT TRYING TO DRIVE ALL THOSE HORSES INTO THREE OR FOUR OR FIVE OR SIX AREAS.
I JUST NEED TO HEAR A BETTER PLAN AS TO HOW WE ARE GOING TO DEAL WITH THAT.
ESPECIALLY WHEN IT DOESN'T SOUND LIKE ANY 501(C)(3)'S ARE STEPPING UP HERE.
WITH THAT SAID, CAN I HAVE A MOTION TO ADJOURN? AND A SECOND.
WE STAND ADJOURNED.
