SANDOVAL COUNTY BOARD OF COUNTY COMMISSIONERS DESIGNATING JUNE 19, 2023 AS JUNETEENTH IN SANDOVAL COUNTY SPONSORED BY DISTRICT 5 COMMISSIONER JOSHUA JONES WHEREAS JUNETEENTH IS A HISTORIC EVENT THAT CELEBRATES AND COMMEMORATES THE EMANCIPATION OF ENSLAVED AFRICAN AMERICANS IN THE UNITED STATES AND HOLDS IMMENSE CULTURAL AND HISTORICAL IMPORTANCE FOR OUR NATION AND OUR COUNTY.

WE ENCOURAGE THE ENTIRE COMMUNITY TO PARTICIPATE IN ACTIVITIES AND EVENTS ORGANIZED BY THE RIO RANCHO NAACP CHAPTER AS THEY CONTINUE TO ADVANCE FOR EQUALITY, JUSTICE, AND UNITY.

HER PROFESSIONAL CAREER INCLUDES ADMINISTRATION OF GOVERNMENT PROGRAMS AT THE LOCAL AND STATE LEVELS IMPACTING SERVICES DELIVERY OF SNAP, EMERGENCY FOOD ASSISTANCE, AND MEDICAL PROGRAMS THROUGH A NETWORK OF LOCAL OFFICES AND FOOD BANKS, PANTRIES THROUGHOUT THE STATE OF ILLINOIS.

SHE ALSO HAS EXPERIENCED CODE ENFORCEMENT AND MANAGING FEDERALLY AND PRIVATELY FUNDED HOUSING PROGRAMS UNDER HOME AND COMMUNITY DEVELOP AND BLOCK GRANTS OF MORE THAN $4 MILLION FOR THE CITY OF DECATUR, ILLINOIS.

THIS EFFORT WAS ON A TEAM OF PROFESSIONALS TASKED WITH RESTRUCTURING THE DEBT OF CITY OF EAST ST. LOUIS, ILLINOIS AND REPORTED OUTCOMES TO THE GOVERNOR IN GENERAL ASSEMBLY.

HER INTERNATIONAL EXPERIENCE INCLUDES FINANCIAL MANAGEMENT TO SUPPORT IMPORTS AND FOREIGN-EXCHANGE FOR UNITED NIGERIAN TEXTILES, A JOINT VENTURE BETWEEN NIGERIAN GOVERNMENT AND PRIVATE INVESTORS IN HONG KONG.

MISS EVERETT BELIEVES IN FOSTERING COMMUNITY ENGAGEMENT AND HAS GRADUATED FROM THE RIO RANCHO CITIZENS POLICE ACADEMY AND THE RIO RANCHO 101 CITIZENS ACADEMY.

IT'S NOW AN OFFICIAL FEDERAL HOLIDAY, JUNETEENTH NATIONAL INDEPENDENCE DAY.

IT'S ALSO CALLED EMANCIPATION DAY, FREEDOM DAY, JUBILEE DAY, AND BLACK INDEPENDENCE DAY.

IT IS THE HOLIDAY COMMEMORATING THE END OF SLAVERY IN THE UNITED STATES.

IT IS OBSERVED ON JUNE 19.

NOW I JUST WANT TO GIVE YOU A FEW POINTERS.

I LIKE TO PAINT A PICTURE BECAUSE THIS IS A HISTORIC THING.

AND MOST OF US WEREN'T AROUND THEN.

I THINK.

SO I JUST WANT TO MAKE SOME POINTERS TO KIND OF HELP YOU UNDERSTAND HOW THIS HAPPENED.

NOW, I'M GOING TO TAKE YOU BACK TO THE 1800S.

JUST A FEW POINTERS.

NEW MEXICO, I'M GOING TO START WITH NEW MEXICO, BECAME A UNITED STATES TERRITORY IN 1846.

AND SLAVERY BECAME LEGAL UNTIL THE AMERICAN CIVIL WAR FROM 1861-1865.

NOW, THERE WERE VERY FEW AFRICAN-AMERICANS IN THE STATE IN THE TERRITORY.

MOST OF THE SLAVES HERE WERE NATIVE AMERICAN.

THE CIVIL WAR RANGED FROM APRIL 12, 1861 TO APRIL 9, 1865.

OKAY.

PRESIDENT LINCOLN ISSUED THE EMANCIPATION PROCLAMATION IN 1863.

NOW, THAT FREED 3 MILLION SLAVES IN THE CONFEDERATE STATES.

UNFORTUNATELY, THE ASSASSINATION OF THE PRESIDENT HAPPENED APRIL 15, 1865.

SO YOU SEE THE EMANCIPATION PROCLAMATION WAS ISSUED IN 1863.

PRESIDENT IS ASSASSINATED IN 1865.

MORE THAN TWO YEARS LATER AFTER THE EMANCIPATION PROCLAMATION, THE NEWS FINALLY REACHED ENSLAVED PEOPLE LIVING IN GALVESTON, TEXAS.

WHEN UNION SOLDIERS ARRIVED ON JUNE 18, 1865.

I'M SORRY.

1865.

NOW, THE U.S.

MAJOR GENERAL, GORDON GRANGER, ISSUED GENERAL ORDER NUMBER THREE, WHICH INFORMED THE PEOPLE OF TEXAS THAT ALL ENSLAVED PERSONS WERE NOW FREE.

I'M GOING TO SAY THAT AGAIN.

JUNE 19, 1865.

I'M GOING TO READ THE ORDER TO YOU.

THE PEOPLE OF TEXAS ARE INFORMED THAT IN ACCORDANCE WITH THE PROCLAMATION FROM THE EXECUTIVE OF THE UNITED STATES ALL SLAVES ARE FREE.

THIS INVOLVES AN ABSOLUTE EQUALITY OF PERSONAL RIGHTS AND RIGHTS OF PROPERTY BETWEEN FORMER MASTERS AND SLAVES AND THE CONNECTION HERETO FOR EXISTING BETWEEN THEM BECOMES THAT BETWEEN EMPLOYER AND HIRED LABOR.

THE FREED MEN ARE ADVISED TO REMAIN QUIETLY AT THEIR PRESENT HOMES AND WORK FOR WAGES.

THEY ARE INFORMED THAT THEY WILL NOT BE ALLOWED TO COLLECT AT MILITARY POSTS AND THEY WILL NOT BE SUPPORTED IN IDLENESS EITHER THERE OR ELSEWHERE.

NOW THIS ORDER WAS CRITICAL TO EXPANDING FREEDOM TO ENSLAVED PEOPLE.

EVEN IF THE RACIST LANGUAGE USED IN THE LAST SENTENCES THEY KIND OF FORESHADOWED THE FIGHT FOR EQUAL RIGHTS TO COME.

THIS WAS A VERY IMPORTANT TIME IN HISTORY.

IT'S A MICROCOSM FOR THE STRUGGLE OF AFRICAN-AMERICANS AND ALL-AMERICANS IN GENERAL TO LIVE OUT THE DEMOCRATIC PROMISES OF THIS COUNTRY.

ALSO, IT CREATES AN ENVIRONMENT WHERE THEY'RE NOT IN A BUBBLE IS A 24 HOUR REHAB WOULD BE.

YOU KNOW, THEY GET A LITTLE BIT OF OUTSIDE AND INSIDE THE REHAB.

IT'S NOT WHERE THEY CAN JUST BE IN 24 HOUR REHAB AND, YOU KNOW, IN A BUBBLE, BASICALLY, FOR SIX MONTHS AND GET THROWN INTO SOCIETY AND FENDING FOR THEMSELVES.

THE SERVICES WE PROVIDED, DESERT MOUNTAIN, OUR INDIVIDUAL AND FAMILY COUNSELING, ART THERAPY, MEDICAL CARE FOLLOW-UPS, MEDICAL DOCTOR EVALUATIONS, MEDICATIONS IF NECESSARY, AND GROUP THERAPY.

WE'VE BEEN OPEN ABOUT A YEAR AND FOUR MONTHS.

WE HAVE SEEN WELL OVER 200 CLIENTS IN THE YEAR AND FOUR MONTHS.

WE HAVE ABOUT 45 ACTIVE CLIENTS RIGHT NOW.

WE USUALLY HAVE ABOUT 40-50 ACTIVE CLIENTS AT ANY GIVEN TIME.

AGAIN, TONE AN OUTPATIENT SETTING TYPE OF THING.

THE CLIENTS WILL COME IN, YOU KNOW, AFTER THE DOCTOR DOES HIS INTAKE AND WE SET UP A TAILORED PROGRAM FOR THAT PARTICULAR CLIENT AND THEY'LL COME IN AND DO ABOUT 15 HOURS OF THERAPY, GROUP SESSIONS, ART THERAPY, AND ALL THE THINGS I MENTIONED.

SOME OF THE THINGS WE PARTICIPATE IN THE COMMUNITY ARE WE PROVIDE SIX COMMUNITY JOBS.

WE HAVE THE STATE PAROLE CONTRACT ALSO, SO ANY PO OFFICERS THAT SEE THAT OUR FACILITY CAN HELP THEIR CLIENT IS RECOMMENDED TO COME TO OUR FACILITY.

ADDICTION, YOU KNOW, IT'S A FUNNY THING.

IT ERODES THE COMMUNITY AND IN MILLIONS OF DIFFERENT WAYS.

YOU CAN JUST SIT HERE AND LIST THEM ALL DAY LONG, BUT SOME OTHER THINGS THAT I WROTE DOWN THAT POP OUT IS, YOU KNOW, IF WE GET ONE PERSON OFF AND HELP OF DRUGS OR ALCOHOL AND HELP THEM RESTART THEIR LIVES, THERE'S REDUCED ENCOUNTERS WITH LAW ENFORCEMENT, THERE'S REDUCED ENCOUNTERS WITH FIRST RESPONDERS, REDUCED EMERGENCY ROOM VISITS, REDUCED CRIME, AND MOST OF ALL, IT GIVES ADDICTED FOLKS A SECOND CHANCE AT LIFE.

RESULTS IN PERSON GETTING A JOB, ENGAGING WITH THEIR FAMILY AGAIN, BEING PRODUCTIVE IN THE COMMUNITY, AND THINGS OF THAT SORT.

A LOT DRUG ADDICTED PEOPLE OR ADDICTED PEOPLE, THEY ACTUALLY BECOME THE SELLERS OF THE PRODUCT BECAUSE THEY NEED TO FUND THEIR HOME HABIT.

HAVE COMPANIES WORKING WITH MORE STARTUPS THAT INITIALLY THEY MAY HIRE ONE OR TWO PEOPLE, BUT THE IDEA IS WITH OUR PROGRAMS, THE IDEA THAT THOSE COMPANIES COULD THEN TAKE OFF AND CONTINUE TO GROW TO CREATE THOSE 10, 20, 30, 40 JOBS DOWN THE ROAD.

OUR PIPELINE IS FULL, SO AGAIN, THESE ARE NUMBERS AS OF MAY.

WE'VE GOT A POPULATION OVER 2 MILLION AND A BUDGET OF OVER $1 MILLION.

THERE'S NO WAY TO GUARANTEE THERE'S GOING TO BE THIS NUMBER OF JOBS.

ONE THING WE'VE DONE IS, AGAIN, MADE MORE OF A FOCUS.

LAST FISCAL YEAR OUR GOAL WAS TO VISIT 20 BUSINESSES.

THIS YEAR WE SAID, YOU KNOW WHAT? WE NEED TO GO VISIT MORE LOCAL BUSINESSES.

WE INCREASED THAT GOAL TO 50.

A LOT OF LOCAL BUSINESSES IN THE PIPELINE LOOKING AT EXPANDING.

CANNOT GUARANTEE THEY ARE GOING TO BE IN A PROJECT ASSISTING NEXT YEAR? NO, I CAN'T.

WE HAVE ONE PROJECT IN YOUR DISTRICT THAT WE ALL THOUGHT WAS PRETTY MUCH AT THE FINISH LINE AND IT'S ONE OF THE REASONS I SAY WE DON'T REALLY COUNT THEM UNTIL IT'S

A DONE DEAL BECAUSE WE JUST DON'T KNOW.

IN DOING ECONOMIC DEVELOPING, I'VE SEEN TOO MANY TIMES WE GET TO THE FINISH LINE SOMETHING DOESN'T GO EXACTLY RIGHT AND THE DEAL FALLS APART.

WE TRY NOT TO GET TOO EXCITED WHEN THEY SAY YES OR TOO EXCITED WHEN THEY SAY NO.

NEXT YEAR WE'RE LOOKING AT IT AND WE DO HAVE A PIPELINE THAT IS FULL.

WE CAN REACH OUR GOAL OF PROJECTS ASSISTED.

I CAN'T SAY, BUT I'M CONFIDENT THAT WE'LL HAVE QUITE A FEW WILL NOT BE ABLE TO ASSIST.

THE GOAL OF 200 JOBS.

CHALLENGE WITH EITHER OF THOSE IS ANY COMPANY THAT'S GOING TO COME TO THE COMMUNITY OR EXPAND TYPICALLY WOULD REQUIRE ADDITIONAL REAL ESTATE.

THAT IS OUR BIGGEST HURDLE.

TO PATHETIC IS EFFECTIVE, WE HAD A COMPANY, EXCUSE ME, A DEVELOPER, AFTER WORKING WITH THEM FOR A WHILE, I'M NOT GOING TO TAKE CREDIT FOR WHAT HE DID.

HE DECIDED TO BUILD A SPEC BUILDING.

IT'S THE FIRST SPECULATIVE BUILDING IN YEARS.

I TOLD HIM I BET YOU HAD THIS LEASE BEFORE IT GETS FINISHED.

THEY POUR THE CONCRETE, STARTED GOING VERTICAL, AND IN THE FIRST LITTLE BIT IT WAS LEASE OUT IN DECEMBER.

THE BUILDING STILL ISN'T FINISHED.

IS IN THE PROCESS OF PUTTING UP A.

IS WORKING ON PLANS FOR ANOTHER TWO BUILDINGS.

THAT'S GOING TO ASSIST US BE ABLE TO HAVE OPPORTUNITIES FOR THESE COMPANIES TO GROW.

INTEREST RATES ARE A CHALLENGE.

COMPANIES ARE CONCERNED ABOUT GROWING, SO IT IS PUTTING A DAMPER ON THAT FOR STARTERS WHETHER OR NOT I CAN DO IT, BUT LOCAL BUSINESSES WE'RE FINDING THOSE THAT HAVE BEEN RUNNING FOR YEARS.

ONE EXAMPLE IS A COMPANY THAT HAD BEEN IN THE BUILDING FOR 20+ YEARS AND HAD BEEN RENTING.

AN INVESTOR BOUGHT THE BUILDING.

THEIR LEASE WAS UP AND THE RENT DOUBLED AND THEY KIND OF KICKED THEMSELVES AND SAID WHY DID WE NOT BUILD A BUILDING? THEY LEFT THEIR FACILITY AND BODYBUILDING EVEN WITH THE HIGH INTEREST RATES, EVEN WITH THE CHALLENGE OF BUYING, BUT THEY DID IT BECAUSE THEY WANTED TO INVEST IN THEIR OWN BUSINESS.

BUT NOT EVERYONE IS IN A POSITION TO DO THAT.

SOME OF THOSE STRATEGIES ARE TRYING TO TAKE DOWN THE BARRIERS OF REAL ESTATE.

THAT IS SOMETHING I WILL HELP THESE COMPANIES BE ABLE TO TAKE THE LEAP AND GROW.

AT THE SAME TIME, THERE'S COMPANIES THAT ARE LOOKING AT EXPANDING.

IT MAY ONLY BE TWO OR THREE JOBS AT A TIME, BUT THESE ARE COMPANIES THAT PAY TWO OR THREE JOBS IN OUR COMPANY FIVE COMPANIES 10 JOBS.

CANCELED MEANS THE STATUS OF A PERSON'S VOTER REGISTRATION RECORD WHEN THE PERSON IS NO LONGER ELIGIBLE TO VOTE DUE TO DEATH.

SANDOVAL HAD 4269 VOTER IDS THAT WERE SIX DIGITS DOWN TO THREE DIGITS.

THE PARTICIPATION RATES, PEOPLE WHO VOTED ON NOVEMBER 3, 2020 WITH THOSE ID NUMBERS ARE STUNNING.

SO ARE THEIR AGES.

FOR SOME REASON, THE SECRETARY OF STATE SAW 105,000 REGISTERED VOTERS.

50% OF IT IS BASED ON WHERE THE PROJECT IS LOCATED.

IN OTHER WORDS, THIS PARTICULAR PROJECT IS LOCATED IN THE RIO RANCHO SCHOOL DISTRICT.

THE PRIOR TWO WERE LOCATED IN THE JEMEZ SPRINGS PAYMENTS VALLEY SCHOOL DISTRICT.

50% OF HOW WE'RE GOING TO DIVVY THE MONEY UP IS GOING TO GO TO RIO RANCHO PUBLIC SCHOOLS.

40% IS BASED ON THE SIZE, HOW MANY ACRES THE SCHOOL DISTRICT HAVE IN YOUR COUNTY.

THE THIRD IS 10% DEPENDS ON WHAT THEIR POPULATION IS.

37.86% OF TAXES THAT WE NEGOTIATE WILL GO TO THE SCHOOL.

BASED ON THESE DIFFERENT CRITERIAS, 38% OF THE PAYMENT IN LIEU OF TAXES ARE GOING TO GO TO THE SCHOOL AND THE OTHER 62% IS GOING TO GO TO THE COUNTY.

THEN OF THE PART OF THAT 37.86 THAT'S GOING TO THE SCHOOLS IS DIVVIED UP.

3.2% OF BERNALILLO, CUBA GETS ABOUT 7.25, JEMEZ GETS 4.64 AND RIO RANCHO WILL GET 22.

THAT'S WITH THE NUMBER LOOKS LIKE.

THIS LEGISLATION IS WHAT WE HAVE TO DEAL WITH.

IT'S NOT BEEN WELL.

THERE'S A 3 MILE RIGHT-OF-WAY BETWEEN WHERE THE TRANSMISSION LINE IS AND WHERE THE SITE IS.

RIGHT-OF-WAY HAS ALREADY BEEN APPROVED AND REQUIRED BY PNM.

THE LOCATION IS SOUTHWEST WHAT IT'S CALLED.

THEY EXPECT THE CONSTRUCTION TO BE 18 MONTHS, SO THEY EXPECT THIS FACILITY TO START GENERATING ELECTRICITY OF 2025.

LIKE I SAID, IF WE GOT $100,000 FOR A $50,000 DEAL, YOU CAN SEE WHERE WE'RE COMING ON THAT.

LAND WILL BE OWNED BY NEW MEXICO LEASED TO SANDOVAL COUNTY DISTRICT REVENUE BOND.

THE SOLAR PANELS ARE MANUFACTURED IN VIETNAM.

THE DIFFERENCE IN THE COST.

IF YOU ADD ALL THOSE THINGS UP, THE DIFFERENCE IS THE CONSTRUCTION COST.

AFTER 20 YEARS YOU'VE LOST AN AWFUL LOT OF YOUR POWER GENERATION.

IT USED TO BE YOU WOULD'VE LOST 45 50% OF YOUR POWER GENERATION.

SO THEY WOULD BASICALLY COME IN AND STRIP THESE PROJECTS OUT AND COME BACK TO YOU AGAIN IN ANOTHER 20 YEARS AND SAY HEY, LET'S DO THIS DANCE ALL OVER AGAIN.

THE NEW PANEL HAVE A DEGRADATION OF HALF A PERCENT, SO IN 20 YEARS THEY WOULD'VE LOST AROUND 10% OF THEIR POWER GENERATION.

THE QUESTION WILL BE THIN IS ONE OF TWO THINGS HAPPEN.

ALL THAT PROPERTY WILL THEN GO ON THE TAX ROLLS.

OR THEY WILL TEAR THEM DOWN AND REBUILD OR TEAR THEM DOWN.

BUT THE BIG QUESTION WILL BE IN 20 YEARS BECAUSE THE MECHANICS AND THE QUALITY OF THE PANELS HAS CHANGED SO DRAMATICALLY.

WHAT THE BUSINESS MODEL USED TO BE IS AFTER 20 YEARS WE'LL TEAR IT DOWN.

NOW WE'VE ONLY LOST 10% OF OUR ENERGY PRODUCTION.

WE'RE STILL PRODUCING AT 90%.

WE HAVE NO DEBT.

CASH FLOW AS A WHOLE AND BETTER EVEN IF IT GOES ON THE TAX ROLLS.
