>> IT'S A PLEASURE TO BE HERE AND I WANT TO TAKE A MINUTE TO THANK EVERYONE WHO PARTICIPATED IN THE CAMPUS PARK JUNETEENTH CELEBRATION ON JUNE -- WE ACTUALLY HAD IT ON JUNE 16.
IN THE PARK WITH MAYOR HALL AND OTHER MEMBERS OF THE COMMUNITY.
AND I APPRECIATE THE OPPORTUNITY TO BRIEFLY TALK ABOUT JUNETEENTH.
I KNOW THAT A LOT OF US HAVE NOT HAD THIS IN SCHOOL.
WE WEREN'T EDUCATED ABOUT IT AND IT'S SOMETHING THAT IS A CRITICAL PART OF OUR AMERICAN HISTORY.
IT'S NOW AN OFFICIAL FEDERAL HOLIDAY, JUNETEENTH NATIONAL INDEPENDENCE DAY.
IT'S ALSO CALLED EMANCIPATION DAY, FREEDOM DAY, JUBILEE DAY, AND BLACK INDEPENDENCE DAY.
IT IS THE HOLIDAY COMMEMORATING THE END OF SLAVERY IN THE UNITED STATES.
NOW I JUST WANT TO GIVE YOU A FEW POINTERS.
I LIKE TO PAINT A PICTURE BECAUSE THIS IS A HISTORIC THING.
AND MOST OF US WEREN'T AROUND THEN.
SO I JUST WANT TO MAKE SOME POINTERS TO KIND OF HELP YOU UNDERSTAND HOW THIS HAPPENED.
NOW, I'M GOING TO TAKE YOU BACK TO THE 1800S.
NEW MEXICO, I'M GOING TO START WITH NEW MEXICO, BECAME A UNITED STATES TERRITORY IN 1846.
AND SLAVERY BECAME LEGAL UNTIL THE AMERICAN CIVIL WAR FROM 1861-1865.
NOW, THERE WERE VERY FEW AFRICAN-AMERICANS IN THE STATE IN THE TERRITORY.
MOST OF THE SLAVES HERE WERE NATIVE AMERICAN.
THE CIVIL WAR RANGED FROM APRIL 12, 1861 TO APRIL 9, 1865.
PRESIDENT LINCOLN ISSUED THE EMANCIPATION PROCLAMATION IN 1863.
NOW, THAT FREED 3 MILLION SLAVES IN THE CONFEDERATE STATES.
UNFORTUNATELY, THE ASSASSINATION OF THE PRESIDENT HAPPENED APRIL 15, 1865.
SO YOU SEE THE EMANCIPATION PROCLAMATION WAS ISSUED IN 1863.
PRESIDENT IS ASSASSINATED IN 1865.
MORE THAN TWO YEARS LATER AFTER THE EMANCIPATION PROCLAMATION, THE NEWS FINALLY REACHED ENSLAVED PEOPLE LIVING IN GALVESTON, TEXAS.
WHEN UNION SOLDIERS ARRIVED ON JUNE 18, 1865.
MAJOR GENERAL, GORDON GRANGER, ISSUED GENERAL ORDER NUMBER THREE, WHICH INFORMED THE PEOPLE OF TEXAS THAT ALL ENSLAVED PERSONS WERE NOW FREE.
I'M GOING TO READ THE ORDER TO YOU.
THE PEOPLE OF TEXAS ARE INFORMED THAT IN ACCORDANCE WITH THE PROCLAMATION FROM THE EXECUTIVE OF THE UNITED STATES ALL SLAVES ARE FREE.
THIS INVOLVES AN ABSOLUTE EQUALITY OF PERSONAL RIGHTS AND RIGHTS OF PROPERTY BETWEEN FORMER MASTERS AND SLAVES AND THE CONNECTION HERETO FOR EXISTING BETWEEN THEM BECOMES THAT BETWEEN EMPLOYER AND HIRED LABOR.
THE FREED MEN ARE ADVISED TO REMAIN QUIETLY AT THEIR PRESENT HOMES AND WORK FOR WAGES.
THEY ARE INFORMED THAT THEY WILL NOT BE ALLOWED TO COLLECT AT MILITARY POSTS AND THEY WILL NOT BE SUPPORTED IN IDLENESS EITHER THERE OR ELSEWHERE.
[00:15:05]
NOW THIS ORDER WAS CRITICAL TO EXPANDING FREEDOM TO ENSLAVED PEOPLE.EVEN IF THE RACIST LANGUAGE USED IN THE LAST SENTENCES THEY KIND OF FORESHADOWED THE FIGHT FOR EQUAL RIGHTS TO COME.
THIS WAS A VERY IMPORTANT TIME IN HISTORY.
IT'S A MICROCOSM FOR THE STRUGGLE OF AFRICAN-AMERICANS AND ALL-AMERICANS IN GENERAL TO LIVE OUT THE DEMOCRATIC PROMISES OF THIS COUNTRY.
>> CHAIRMAN HEIL: WE WANT YOU UP HERE, RIGHT?
NEXT ON THE AGENDA UNDER PRESENTATIONS IS DESERT MOUNTAIN HEALING.
[7.A Desert Mountain Healing IOP presentation]
GARY?GAMBOA: THANK YOU FOR HAVING ME TONIGHT.
OF AN OPERATING OFFICER AT DESERT MOUNTAIN HEALING IOP AND WE ARE A RECOVERY FOR DRUG AND ADDICTION HERE IN RIO RANCHO.
AND WE DO THAT, WE PROVIDE SERVICES ON AN OUTPATIENT PHILOSOPHY.
YOU BASICALLY BRING DRUG ADDICTED PEOPLE IN AND THEY'RE THERE DURING THE DAY.
POSITIVE IN A LOT OF WAYS BECAUSE, YOU KNOW, SINGLE MOMS AND THINGS OF THAT SORT THEY DON'T HAVE WAYS OF GETTING CHILD CARE FOR THEIR KIDS.
AS A RESULT, THEY CAN COME TO OUR PLACE DURING THE DAY AND BE HOME AT NIGHT TO TAKE CARE OF BUSINESS.
ALSO, IT CREATES AN ENVIRONMENT WHERE THEY'RE NOT IN A BUBBLE IS A 24 HOUR REHAB WOULD BE.
YOU KNOW, THEY GET A LITTLE BIT OF OUTSIDE AND INSIDE THE REHAB.
IT'S NOT WHERE THEY CAN JUST BE IN 24 HOUR REHAB AND, YOU KNOW, IN A BUBBLE, BASICALLY, FOR SIX MONTHS AND GET THROWN INTO SOCIETY AND FENDING FOR THEMSELVES.
THE SERVICES WE PROVIDED, DESERT MOUNTAIN, OUR INDIVIDUAL AND FAMILY COUNSELING, ART THERAPY, MEDICAL CARE FOLLOW-UPS, MEDICAL DOCTOR EVALUATIONS, MEDICATIONS IF NECESSARY, AND GROUP THERAPY.
WE'VE BEEN OPEN ABOUT A YEAR AND FOUR MONTHS.
WE HAVE SEEN WELL OVER 200 CLIENTS IN THE YEAR AND FOUR MONTHS.
WE HAVE ABOUT 45 ACTIVE CLIENTS RIGHT NOW.
WE USUALLY HAVE ABOUT 40-50 ACTIVE CLIENTS AT ANY GIVEN TIME.
AGAIN, TONE AN OUTPATIENT SETTING TYPE OF THING.
THE CLIENTS WILL COME IN, YOU KNOW, AFTER THE DOCTOR DOES HIS INTAKE AND WE SET UP A TAILORED PROGRAM FOR THAT PARTICULAR CLIENT AND THEY'LL COME IN AND DO ABOUT 15 HOURS OF THERAPY, GROUP SESSIONS, ART THERAPY, AND ALL THE THINGS I MENTIONED.
SOME OF THE THINGS WE PARTICIPATE IN THE COMMUNITY ARE WE PROVIDE SIX COMMUNITY JOBS.
WE OCCUPY A 3000 SQUARE-FOOT RETAIL SPACE RIGHT NEXT TO ELEVATE TRAMPOLINE PARK.
YOU'RE A MEMBER OF CHAMBER COMMERCE.
[00:20:04]
MENDER OF FUND TAXI BUSINESS GROUP.PURCHASED MUCH OF OUR SUPPLIES HERE IN RIO RANCHO.
WE HAVE THE CONTRACT FOR THE DISTRICT 13 DRUG COURT.
WE TAKE IN ALL THE RECOMMENDED DRUG CLIENTS FROM HIS COURT AND THEY'RE WITH US FOR A YEAR.
WE HAVE THE STATE PAROLE CONTRACT ALSO, SO ANY PO OFFICERS THAT SEE THAT OUR FACILITY CAN HELP THEIR CLIENT IS RECOMMENDED TO COME TO OUR FACILITY.
ADDICTION, YOU KNOW, IT'S A FUNNY THING.
IT ERODES THE COMMUNITY AND IN MILLIONS OF DIFFERENT WAYS.
YOU CAN JUST SIT HERE AND LIST THEM ALL DAY LONG, BUT SOME OTHER THINGS THAT I WROTE DOWN THAT POP OUT IS, YOU KNOW, IF WE GET ONE PERSON OFF AND HELP OF DRUGS OR ALCOHOL AND HELP THEM RESTART THEIR LIVES, THERE'S REDUCED ENCOUNTERS WITH LAW ENFORCEMENT, THERE'S REDUCED ENCOUNTERS WITH FIRST RESPONDERS, REDUCED EMERGENCY ROOM VISITS, REDUCED CRIME, AND MOST OF ALL, IT GIVES ADDICTED FOLKS A SECOND CHANCE AT LIFE.
RESULTS IN PERSON GETTING A JOB, ENGAGING WITH THEIR FAMILY AGAIN, BEING PRODUCTIVE IN THE COMMUNITY, AND THINGS OF THAT SORT.
A LOT DRUG ADDICTED PEOPLE OR ADDICTED PEOPLE, THEY ACTUALLY BECOME THE SELLERS OF THE PRODUCT BECAUSE THEY NEED TO FUND THEIR HOME HABIT.
SO THAT'S A PLUS IF WE CAN GET THESE PEOPLE OFF DRUGS AND ALCOHOL, IT WOULD REDUCE THE DRUGS ON A WHOLE IN OUR COMMUNITY.
DESERT MOUNTAIN IS -- IT'S NOT A PLACE WHERE YOU HAVE TO GO AND YOU HAVE TO STAY.
IF THE CLIENT GETS TO 30 DAYS AND WANTS TO GO LONGER, IT'S GREAT.
WE TAKE INSURANCES, THINGS OF THAT SORT.
OBVIOUSLY, THE DRUG COURT PUTS THEM IN THERE FOR A YEAR.
THEY GO THROUGH FOUR PHASES WITH THE DRUG COURT, BUT A REGULAR WALK-IN CLIENT IS THERE FOR 30 DAYS.
THAT 30 DAY STINT IS ABOUT $8,000 IN COST.
I GUESS MY ASK FOR TONIGHT IS TO CONSIDER FUNDING FOR DESERT MOUNTAIN SO WE CAN REACH HER CLIENTS OUT THERE THAT ARE ADDICTED TO DRUGS AND ALCOHOL.
>> CHAIRMAN HEIL: COMMENTS OR QUESTIONS FROM COMMISSIONERS?
BLOCK: MR. CHAIR, I'M ON YOUR WEBSITE AND IS THIS INPATIENT CARE AS WELL? A 24 HOUR OPERATION THERE?
BLOCK: 7-10 DAYS INPATIENT DETOX COMING SOON.
WHEN IS THAT COMING AND HOW MANY BEDS IS A GOING TO BE? BECAUSE OBVIOUSLY THERE IS, UNFORTUNATELY, A HUGE NEED FOR THIS.
THE FUTURE PLAN IS TO DO A DETOX HOME.
WE WANT A HOME THAT'S BIG ENOUGH TO HANDLE 10, 10 PEOPLE.
RIGHT NOW, IF A CLIENT COMES IN AND YOU'RE STILL EITHER HIGH OR WHAT HAVE YOU, WE HAVE TO FIND THAT DETOX OUT, BUT WE WANT TO BRING A DETOX UNDER OUR UMBRELLA, HAVE OUR OWN, AND THEY'LL JUST GO TO THE IOP AFTER THAT.
PLANS FOR IT, YOU KNOW, I WISH I COULD TELL YOU PLAN.
IT'S ONE OF THOSE THINGS THAT WE'VE ONLY BEEN OPEN A YEAR AND FOUR MONTHS.
I'M REALLY WANTING TO DO IT BY THE END OF NEXT YEAR.
I WANT TO HAVE GRIEF COUNSELING.
I WANT TO ADD GRIEF COUNSELING TO OUR SERVICES.
BLOCK: SO DO YOU HAVE, I MEAN, I'M LOOKING THROUGH YOUR PROVIDERS AND STAFF AND SERVICES.
YOU HAVE A LOT OF PRO BONO HELP FROM PROVIDERS WHO COME AND DO VOLUNTEER PRO BONO?
WE HAVE ONE DOCTOR AND THREE THERAPISTS ON THE PAYROLL.
BLOCK: AND YOU SAID COURT DIRECTED TREATMENT.
IS THAT WHAT YOU SAID? IS THAT PAID FOR BY THE STATE OR IS IT A FEDERAL GRANT OR SOMETHING ELSE?
GAMBOA: IT PAID FOR BY INSURANCE, BASICALLY.
[00:25:01]
MOST OF OUR CLIENTS ARE MEDICAID AREA.
BLOCK: SO WHAT DO YOU EXACTLY NEED FROM US?
GAMBOA: I'M NOT SURE WHAT, YOU KNOW, FUNDING WOULD LOOK LIKE.
OBVIOUSLY, THE MORE PEOPLE WE CAN GET THROUGH THE PROGRAM THE BETTER IT BENEFITS THE COMMUNITY.
I WAS READING A STATISTIC LAST NIGHT.
I WAS KIND OF LOOKING UP STATISTICS ON SANDOVAL COUNTY.
THIS STATISTIC WASN'T SPECIFIC TO SANDOVAL COUNTY, BUT IT TALKED ABOUT ONE IN 10 PEOPLE BEING ABLE TO GET IN A REHAB.
YOU KNOW, THERE'S A MILLION DIFFERENT REASONS I DON'T WANT TO GO.
WE GET CALLS EVERY DAY FROM ALL OVER THE CITY.
DO YOU HAVE SPACE FOR THIS GUY.
DO YOU HAVE SPACE FOR THIS GUY? IT'S JUST ONE OF THOSE THINGS THAT IT'S ALL ABOUT SPACE AND THINGS OF THAT SORT.
BUT FUNDING, YOU KNOW, OBVIOUSLY, I'D LIKE TO GET, YOU KNOW, I LIKE TO PUT EVERYBODY, YOU KNOW, YOU GET EVERYBODY IN THERE.
I JUST WANT TO HELP PEOPLE GET SUPPORT.
I WANT TO SAY THANK YOU FOR WHAT YOU DO.
UNFORTUNATELY, THIS TOUCHES EVERYBODY WHETHER IT'S BLACK, WHITE, HISPANIC, NATIVE AMERICAN, RICH, POOR, YOUNG, OLD, UNEMPLOYED, EMPLOYED.
IT'S TOUCHED MY FAMILY, UNFORTUNATELY, AS WELL, WATCHING MY MOTHER GO THROUGH THAT.
I'LL TALK TO THE COUNTY MANAGER SEE IF THERE'S SOMETHING WE CAN DO WHETHER IT'S COMMISSIONERS THROUGH DISCRETIONARY MONEY OR SOMETHING.
IF YOU HELP ONE PERSON, I MEAN, THAT'S HUGE.
YOU JUST NEVER KNOW WHERE THAT LEADS DOWN THE ROAD.
I GUESS, COUNTY MANAGER, TAKE A LOOK WITH THE COUNTY ATTORNEY TO TAKE A LOOK TO SEE IF THERE'S ANY QUALIFICATION IF THIS FITS UNDER THE REQUIREMENTS BUCKET.
BLOCK: GARY, I WOULD LOVE FOR YOU TO BE UNEMPLOYED.
I WOULD LOVE FOR YOU TO BE OUT OF BUSINESS.
BLOCK: UNFORTUNATELY, WE GET SO MANY DRUGS IN THE COUNTRY AND WE'RE NOT DOING ANYTHING ABOUT IT.
IT -- ME OFF NOBODY IS DOING ANYTHING ABOUT IT.
GAMBOA: I JUST WANT TO ADD ONE QUICK COMMENT.
THE DRUGS OF TODAY ARE NOT THE EXPERIMENTAL DRUGS WE GREW UP WITH.
BLOCK: WHAT DO YOU MEAN YOU ALL? [LAUGHTER]
GAMBOA: I MEAN WE WERE AROUND.
GAMBOA: BUT FENTANYL IS RUNNING RAMPANT.
UNFORTUNATELY, THE DRUGS OF TODAY IT TAKES DRUGS TO GET THEM OFF DRUGS.
BLOCK: WELCOME A LOOK AT THESE FOUR HEROES RIGHT NOW IN THE ROOM HERE AND THEY ARE IN DANGER EVERY SINGLE DAY WHEN THEY GO OUT ON PATROL BECAUSE THEY DEAL WITH SOMEONE WITH FENTANYL AND IT TOUCHES THEM.
LAW ENFORCEMENT COULD EXPOSE TO FENTANYL AND DIE.
I WISH WE COULD KILL EVERY SINGLE DRUG DEALER.
BECAUSE I'M JUST -- THAT WOULD MAKE THIS COUNTRY BETTER.
>> CHAIRMAN HEIL: OTHER COMMENTS? COMMISSIONER MEEK.
>> VICE CHAIRMAN MEEK: THANK YOU.
YOU WERE SAYING THAT A LOT OF THE PATIENTS HAVE INSURANCE AS MEDICAID, BUT THROUGH THE DRUG COURT THAT'S OUR DETENTION CENTER ANY PICKUP CLIENTS RELEASE FROM THERE.
>> VICE CHAIRMAN MEEK: AND ARE SOME OF THOSE PEOPLE NOT FUNDED? ARE SOME OF THOSE GROTUS YOU'RE TAKING CARE OF THEM IF WE DON'T HAVE MEDICARE OR MEDICAID?
GAMBOA: THEY DO A PRESCREENING OF THE COURTS AND THEY HAVE TO HAVE MEDICAID.
THAT'S ONE OF THE REQUIREMENTS THEY HAVE TO HAVE.
>> VICE CHAIRMAN MEEK: THE COULD BE OF AGE AND NOT EVEN ON MEDICARE.
PEOPLE, YOU HAVE TO APPLY FOR THAT.
GAMBOA: IF THEY DON'T HAVE IT, THEY HAVE TO APPLY AND GET IT BEFORE THEY GO TO OUR FACILITY OR THEY ALREADY HAVE IT.
>> VICE CHAIRMAN MEEK: SO THAT'S THE CHALLENGE THAT SOME OF THOSE PEOPLE WHO REALLY, REALLY MIGHT NEED THIS DON'T EVEN HAVE THE INSURANCE AT THE MOST BASIC
[00:30:01]
MEDICAID LEVEL TO GET ASSISTANCE.>> VICE CHAIRMAN MEEK: YOU KNOW, I WILL SAY I KNOW MR. GAMBOA PERSONALLY.
IS DEDICATED TO HIS WORK AND HIS FIELD AND I'M HOPING WE CAN FIND SOMETHING, A WAY TO HELP, BECAUSE YOU'RE TAKING CARE OF PEOPLE WE'RE RELEASING RIGHT FROM OUR DETENTION CENTERS.
THE MORE SUCCESSFUL YOU ARE, THE BETTER IT IS FOR US IN OUR REPORTING AND HOW WE'RE HELPING THE COMMUNITY.
>> VICE CHAIRMAN MEEK: THANK YOU, CHAIRMAN, AND THANK YOU FOR COMING OUT.
>> CHAIRMAN HEIL: COMMISSIONER JONES.
JONES: I JUST WANT TO SAY THANK YOU FOR THE WORK THAT YOU DO.
I'M NOT SURE THAT EVERYONE KNOWS, BUT I DO WORK ON THE SPACE IN THE AFRICAN-AMERICAN SIDE OF THINGS.
THAT'S WHAT I WAS DOING IN CALIFORNIA ALL OF NEXT WEEK AND I WISH I WOULD'VE KNOWN MAYBE YOU COULD OF BEEN AN ATTENDEE AT THAT SUMMIT WE HAD, BUT WE HAD PEOPLE IN THE RECOVERY SPACE, EFFECTIVE FAMILY SPACE AROUND OPIOIDS AND FENTANYL.
LONG STORY SHORT, ALONG THE LINES OF WHAT COMMISSIONER BLOCK WAS TALKING ABOUT, THERE MAY BE OUTSIDE CHANNELS I COULD CONNECT YOU WITH THAT MAY BE OF ASSISTANCE.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? FIRST OF ALL, I VERY MUCH APPRECIATE WHAT YOU'RE DOING.
I'VE HAD TO DEAL WITH SOME FOLKS IN THE PAST THAT HAD TO DEAL WITH THE ALCOHOL PROBLEM AND FOR SOME OF THEM IT'S A VERY DIFFICULT STRUGGLE.
I THINK WHAT WE NEED FROM YOU IS TO GET AN IDEA OF THE NUMBER OF PEOPLE THAT YOU'RE SERVING BECAUSE COUNTY ABILITY TO INVEST IN THIS KIND OF THE PROGRAM DEPENDING ON WHAT THE BENEFIT IS TO THE COMMUNITY.
IT WOULD ALSO BE HELPFUL TO KNOW YOUR SITUATION WITH REGARD TO CASH FLOW AND THAT KIND OF THING TO SEE IF THERE'S SOMETHING WE CAN DO TO HELP YOU.
SO IF AFTER THAT DISCUSSION YOU FOLLOW-UP AND YOU HAVE MY EMAIL.
YOU COULD SEND ME THAT INFORMATION.
WE'LL HAVE THE COUNTY MANAGER TALK WITH OTHER COMMISSIONERS AND SEE IF THERE SOME WAY WE CAN HELP.
>> CHAIRMAN HEIL: YOU'RE WELCOME.
[7.B Sandoval Economic Alliance progress presentation (Dora Dominguez, County Business Development Director and Fred Shepherd, CEO Sandoval Economic Alliance)]

TONIGHT, WE HAVE SEA TO PRESENT A REVIEW OF HIS WORK ACCOMPLISHMENTS AS PART OF THAT FIRST YEAR CONTRACT YEAR.
INCLUDING EXISTING BUSINESS RETENTION AND EXPANSION, LEADS GENERATED, ACTIVE PROSPECTS, AS WELL AS ECONOMIC GARDENING PROGRAM.
WORK ALSO INCLUDES CONFIDENTIAL SERVICES THAT THEY PROVIDE TO BUSINESSES AND INDUSTRIES LOOKING FOR NEW LOCATIONS FOR EXPANSION, RELOCATION, AND CONSOLIDATION.
ALSO WORKS INCOME LIMIT WITH LOCAL CHAMBERS OF COMMERCE AND OTHER ECONOMIC DEVELOPING RESOURCE PARTNERS, INCLUDING THE ALBUQUERQUE REGIONAL ECONOMIC ALLIANCE, S.E.A.
HAS CONTRACTED ALSO PARTNERS WITH AREA TO SUPPORT DATA COLLECTION AS NEEDED, AS NEEDED TO ENSURE SANDOVAL COUNTY PART OF LARGE PROJECT WORKROOM AND OPPORTUNITIES THAT MEET THE DEFINITION OF REGIONAL IMPACTING PROJECTS.
S.E.A.'S COUNTYWIDE BUSINESS PROTECTION EXPANSION PROGRAM WE ALL KNOW AS C.O.RE, WHICH STANDS FOR COMMUNITY OPPORTUNITIES FOR RETENTION AND EXPANSION, ALL SERVICES PROVIDED ARE ONLY POSSIBLE BECAUSE OF THE STRENGTH OF THE PARTNERSHIP AND LEVEL OF ENGAGEMENT OF THIS COMMISSION.
PRESIDENT AND CEO IS HERE WITH US FOR AN UPDATE ON S.E.A.'S WORK AND SCOPE OF WORK DELIVERABLES.
[00:35:02]
WITH THAT, WE WELCOME FRED SHEPPARD, S.E.A.'S PRESIDENT, CEO TO PRESENT S.E.A.'S FOURTH-QUARTER REPORT.>> CHAIRMAN HEIL: THANK YOU, DORA.
>> THANK YOU FOR THIS OPPORTUNITY TO BE HERE.
YOU KNOW, IT'S ALWAYS A GOOD OPPORTUNITY TO MEET IN FRONT OF YOU, TO BE ABLE TO PRESENT WHAT WE'RE DOING AND WHAT'S GOING ON, BUT IT'S GOOD TO SEE YOUR FACES, TOO.
PART OF WHAT WE'RE DOING AND I'M GOING TO BE BRIEF HERE TODAY, BUT I JUST WANT TO GIVE YOU AND UPDATE ON KIND OF WHERE WE STAND WITH THEIR OWN GOALS.
THE REASON I'M DOING THIS IS I WANT TO SHOW YOU YOUR RETURN ON INVESTMENT.
AT THE END OF THE DAY, YOU HAVE BEEN SUPPORTING ECONOMIC DEVELOPING.
WHAT DOES THE COUNTY GET IN RETURN FOR THIS.
SO THESE ARE SOME GOALS WE SENT TO HELP ACCOMPLISH RETURN ON INVESTMENT GOALS THAT WE SET.
LEADS GENERATED, WE WANT TO GENERATE 50 LEADS, AND I'LL GO OVER A LITTLE BIT WHAT THAT MEANS.
>> CHAIRMAN HEIL: CAN YOU TELL THE AUDIENCE WHAT BRE MEANS?
BRE VISITS, BUSINESS AND EXPANSION VISITS.'S ARE BUSINESSES THAT ARE WORKING AND OPERATING, BUT THERE'S ASSISTANCE NEEDED.
FOR EXAMPLE, DESERT MOUNTAIN HEALING.
THINGS THEY NEED HELP THEM CONTINUE TO GROW.
OTHER ECONOMIC BASED BUSINESSES MANUFACTURERS, WHAT CAN WE DO TO ASSIST THEM.
JAMAICAN OF PROSPECTS GENERATED, THOSE ARE COMPANIES THAT ARE LOOKING TO COME TO THE COMMUNITY AND GROW IN OUR COMMUNITY.
WE HAD A GOAL OF GENERATING 20 OF THOSE THIS YEAR.
WE WANTED TO ASSIST FIVE PROJECTS THAT ACTUALLY HAVE SOME GROWTH, WHETHER THAT BE JOBS, HOPEFULLY, FOR SOME EXPANSION.
NEW BUILDING, THINGS LIKE THAT.
CAPITAL INVESTMENT, 25 MILLION.
THOSE ARE SOME OF THE GOALS THAT WE SET.
THE NEXT SLIDE, IS BASICALLY JUST A GRAPH MONTH BY MONTH WHAT HAS HAPPENED.
YOU CAN SEE IT'S ONLY WITH THE PLACE.
THERE SINCE WE HAVE A LOT OF ACTIVITY.
THE REASON I SHOW THIS IS THERE CERTAIN THINGS WE CAN CONTROL OURSELVES.
YOU KNOW, AS THE ECONOMY FLUCTUATES, YOU KNOW, BUSINESSES FOLLOW.
IF THINGS ARE GOING GREAT, IS A LOT OF ACTIVITY AND INTEREST IN LOOKING AT EXPANDING, GROWING, IF THE ECONOMY IS CONTRACTING, AS THIS IS A LITTLE BIT MORE APPREHENSIVE, A LITTLE BIT MORE CONSERVATIVE, AND THE STATE HAS RECENTLY SEEN A SLOWDOWN IN ACTIVITY, AND YOU CAN SEE ON THE GRAPH THE LAST COUPLE OF MONTHS THERE'S BEEN A SLOWDOWN.
SO THAT'S ALL OVER THE PLACE, BUT ONE OF THE THINGS WE CAN CONTROL INTERNALLY OURSELVES IS MEETING WITH LOCAL BUSINESSES AND ASSISTING THEM.
AGAIN, I WANT TO POINT OUT THESE NUMBERS, EVERYTHING I'M SHARING IS AS OF THE END OF MAY.
YOU DON'T HAVE THE FINAL JUNE NUMBERS.
ONCE JUNE ENDS, THE FULL YEAR COMPLETED.
SO AS YOU LOOK AT THIS, AGAIN, OUR GOAL IS 50 VISITS WITH EXISTING BUSINESSES THROUGHOUT THE COUNTY.
THE COUNTY CONTRACT WE HAVE SAYS WE WERE GOING TO DO 20, BUT WE WANTED TO BE A LITTLE BIT MORE ACTIVE THAN THAT AND BE ABLE TO GO OUT AND VISIT SOME MORE BUSINESSES.
WITH THAT, AGAIN, THAT WAS 44 AT THE END OF MAY CURRENTLY GEARED TO DATE AS OF TODAY WE VISITED 52 LOCAL BUSINESSES.
AND THEY'RE ALL OVER FROM CORRALES, CUBA, RIO RANCHO, TOWN OF BERNALILLO, COMPANIES FROM LECTROSONICS, SO WE'RE LISTENING TO THE NEWS FROM ALL OVER THE PLACE.
THIS IS IMPORTANT BECAUSE THE REALITY IS RIGHT NOW THERE'S A LOT OF NEEDS THE COMPANIES HAVE.
THERE'S A LOT OF CHALLENGES THEY ARE FACING.
SUMMARY IN COMMON, SOME ARE DIFFERENT.
IT'S UP TO US TO LEARN WHAT THOSE CHALLENGES ARE.
WHAT CAN BE DONE WITHIN THE COMMUNITY TO HELP ADDRESS THOSE NEEDS.
WHETHER IT BE WORKFORCE, WHETHER IT BE REDTAPE, WHATEVER IT MAY BE, WE WANT TO TRY TO ASSIST THEM HOWEVER WE CAN BECAUSE THE IDEA IS, TYPICALLY, THERE'S A ROUGH AVERAGE OF 80% OF ALL JOBS CREATED IN A COMMUNITY COME FROM EXISTING BUSINESSES.
IN OUR OWN COMMUNITY, I'D SAY WE'VE BEEN HIGHER THAN THAT.
MUCH HIGHER THE LAST SEVERAL YEARS.
THE REALITY IS THESE BUSINESSES ARE THE ONES CREATING THE JOBS AND CREATING THE NEW JOBS IN OUR COMMUNITY.
THAT'S A BIG PART OF WHAT WE DO.
AT THE SAME TIME, WE ALSO YOU'VE WE WORK WITH COMPANIES TRYING TO BRING NEW COMPANIES INTO THE COMMUNITY.
THIS GRAPH RIGHT HERE SHOWING OPPORTUNITIES, AND WHEN WE SAY OPPORTUNITIES, THAT IS REALLY -- WE GET APPROACHED ABOUT A COMPANY LOOKING FOR XYZ AND WANT TO KNOW IF WE CAN MEET WHATEVER NEEDS THEY MAY BE.
SOMETIMES WE CAN'T MEET THEIR NEEDS, SO IT'S AN OPPORTUNITY WE HAVE IN FRONT
[00:40:04]
OF US, BUT WE MAY NOT BE ABLE TO ACT ON IT.SO, THEREFORE, DOESN'T REALLY PROGRESS.
SOMEBODY SAYS WE HAVE TO HAVE RAIL AND WE HAVE TO HAVE 100 ACRES ON RAIL.
THAT'S GOING TO BE A TOUGH CHALLENGE IN OUR COMMUNITY, SO HOW CAN WE DO THAT? WE CAN ALWAYS MEET EVERYONE'S NEEDS.
SO THIS KIND OF GIVES AN IDEA WHERE WE'RE GETTING THESE OPPORTUNITIES.
YOU CAN SEE THE NEW MEXICO PARTNERSHIP IS ONE OF THE KEY PARTNERS OF HOURS AS FAR AS PRODUCING AND GENERATING THESE OPPORTUNITIES.
AGAIN, THEY'RE WORKING ACROSS THE ENTIRE STATE GENERATING OPPORTUNITIES ACROSS THE ENTIRE STATE.
ONCE THESE COMPANIES, ONCE WE WORK WITH THEM AND, IF WE'RE ABLE TO MEET THEIR NEEDS AND WE RESPOND AND GIVE THEM THE INFORMATION THEY NEED AND ARE ABLE TO HELP THEM ALONG THE WAY, THEN THEY BECOME THE LEADER.
WHERE LEADS COMING FROM? OUR LEADS SO FAR THIS YEAR WE HAVE YEAR-TO-DATE WE FOUND OVER 50 THAT WERE GENERATED.
SO WHERE ARE THEY COMING FROM? OVER HALF OR THROUGH OUR OWN EFFORTS, CONTACTS THAT WE GENERATED.
WE GET SOME FROM ECONOMIC DEVELOPMENT NEW MEXICO PARTNERSHIP, AGAIN.
BUT THEN YOU'VE A LOT OF TIMES WHAT ARE SOME OF THE CHALLENGES? ONE OF THE THINGS THAT WE FIND HIS REAL ESTATE IS A BIG CHALLENGE.
IS A LOT OF PROJECTS OUT THERE THAT ARE LOOKING FOR REAL, SO WE CANNOT ALWAYS MEET THEIR NEEDS, BUT WHAT ABOUT THE BUILDINGS? THEY MAY BE LOOKING FOR REBUILDING.
WE'LL THROW OUR HAT OUT THERE, NAME IN THE HAT HOWEVER WE CAN.
IF THE PRODUCT LOOKING FOR 200 ACRES AND IT'S A STRETCH, WE GOT 200 ACRES BUT IT'S NOT PERFECT, YOU NEVER KNOW WHAT'S GOING TO HAPPEN.
WE WANT TO GET OUR NAME OUT THERE.
BUT WE DO GET THEIR VISIT AND THEY COME AND SAY WE WANT TO LOOK AT YOUR COMMUNITY, THEY GET BOOTS ON THE GROUND, THAT'S WHEN THEY BECOME A PROSPECT.
AS WE LOOK AT PROSPECTS YEAR-TO-DATE SO FAR WE GENERATED OVER 24 PROSPECTS.
SO THESE ARE, YOU KNOW, AGAIN, ONE OF THE CHALLENGES WE FIND WHY DO WE HAVE SO MANY LEADS? WHY SO FEW TRANSLATE TO VISITING BOOTS ON THE GROUND? ONE OF THE BIGGEST THINGS IS THE EXISTING REAL ESTATE.
WHEN I SAY EXISTING REAL ESTATE, I'M TALKING ABOUT EXISTING BUILDINGS.
WHEN SOMEBODY SAYS HEY, I NEED TO BE UP AND RUNNING IN SIX MONTHS, THEY'RE NOT GOING TO BE ABLE TO TAKE 18 MONTHS TO BUILD A BUILDING.
MANY TIMES ESTATE AS A WHOLE, AND IT'S NOT COMMUNITY.
EXISTING REAL ESTATE IS A PROBLEM ACROSS THE STATE AND THE COUNTRY.
BUT THERE'S THINGS WE CAN DO TO TRY TO HELP ADDRESS THOSE AND ONE OF THE THINGS WE'RE TRYING TO DO IS WORK WITH EXISTING REAL ESTATE TO GET THINGS QUEUED UP SO SOMEONE COULD POTENTIALLY BUILD A BUILDING.
IT MAY NOT BE WHAT THEY ARE LOOKING FOR INITIALLY, BUT THESE COMPANIES THEY -- MALE BUILD EVEN IF WE CAN'T FIND ANYTHING.
AGAIN, WE'LL THROW OUR HAT IN THE RING AND SAY WE HAVE AN EXISTING BUILDING, BUT HERE'S A SLAB YOU MIGHT BE ABLE TO BUILD ON.
THE IDEA IS TO GET UP TO COME OUT HERE.
YOU CAN SEE 80% OF THE PRODUCTS THAT HAVE BOOTS ON THE GROUND IN OUR COMMUNITY THAT ARE LOOKING AT GROWING OUR THROUGH OUR EFFORTS.
70% ARE COMING FROM THE ECONOMIC ELEMENT DEPARTMENT.
THE REALITY IS WHEN WE WORK WITH A PROJECT, THERE'S USUALLY A LONG LEAD TIME FROM THE TIME WE FIRST GET INTRODUCED TO THE PROJECT AND WHEN WE PROVIDE THE INFORMATION, THERE'S JUST QUITE A FEW MONTHS.
THESE NUMBERS FROM THE END OF MAY, BUT I WANT TO HIGHLIGHT IT'S INTERESTING ON THE PROJECTS ASSISTED THERE'S TWO PROJECTS WITH ASSISTED THAT HAVE A TOTAL OF THREE JOBS.
WELL, THAT'S ACTUALLY A GOOD THING AND THE FACT THAT THESE COMPANIES WERE SMALL, THEY'RE GETTING ASSISTANCE THAT'S NEEDED, THEY HAVE A MULTIMILLION DOLLAR INVESTMENT, BUT THE REALITY IS ALTHOUGH THEY CREATE A CERTAIN NUMBER OF JOBS, THERE'S ONLY THREE THAT ARE COUNTED BECAUSE OF ECONOMIC BASED JOBS, BUT YET IT'S GOING TO BE A MULTIMILLION DOLLAR INVESTMENT.
HAVE COMPANIES WORKING WITH MORE STARTUPS THAT INITIALLY THEY MAY HIRE ONE OR TWO PEOPLE, BUT THE IDEA IS WITH OUR PROGRAMS, THE IDEA THAT THOSE COMPANIES COULD THEN TAKE OFF AND CONTINUE TO GROW TO CREATE THOSE 10, 20, 30, 40 JOBS DOWN THE ROAD.
OUR PIPELINE IS FULL, SO AGAIN, THESE ARE NUMBERS AS OF MAY.
LEADS GENERATED, BRE VISITS, WE'LL MEET OUR GOAL.
THOSE YOURSELF AND POST GOALS, BUT WE'LL FALL SHORT ON PROJECTS ASSISTED THIS YEAR, BUT AGAIN, THE PIPELINE IS FULL.
WE HAVE THINGS COMING DOWN THE LINE.
I'VE LEARNED IN THIS BUSINESS YOU DON'T COUNT YOUR CHICKENS UNTIL THEY
[00:45:02]
PATCHED AND THE REALITY IS WE HAD PROJECTS THAT WE DISCUSSED HERE THAT SOUND VERY PROMISING AND MAY BE STILL COMMON, BUT THEY'RE NOT HERE YET.WE TRY NOT TO COUNT THEM UNTIL THEY'RE DONE.
AND THERE SOME ONCE COMING DOWN THE LINE.
THERE'S BUSINESSES COMING TO THE AREA THAT I'M EXCITED ABOUT.
I'M EXCITED ABOUT WHAT IS COMING DOWN THE ROAD, WHAT WE HAVE IN STORE.
SO WHAT DOES THIS MEAN FOR THE COUNTY? AS WE LOOK AT WHAT IS THE RETURN ON INVESTMENT? IN TOTAL, FOR EVERY DOLLAR WE RECEIVE IS ABOUT $200 BACK IN ECONOMIC IMPACT TO THE STATE, THE COUNTY, THE CITY, NEIGHBORING COMMUNITIES.
SO THERE'S A VERY LARGE RETURN ON INVESTMENT FOR THE EFFORTS AND WORK THAT WE DO.
TO THE COUNTY, IT'S ABOUT $90 FOR EVERY DOLLAR WE RECEIVE.
THANK YOU FOR YOUR SUPPORT IN HELPING LOCAL BUSINESSES GROW AND BRING IN NEW BUSINESSES AS WELL.
JUST AS A SIDE NOTE, I KNOW IT'S BEEN A QUESTION WHEN PROVIDED PREVIOUS UPDATES.
THERE WAS AN RFP PUT OUT BY THE CITY IN MAY.
RIGHT NOW WE HAVE A 90 DAY REVIEW PERIOD, SO WE ARE WAITING FOR AN ANNOUNCEMENT FROM THE CITY ON THAT CONTRACT, JUST WANTED TO PROVIDE THAT UPDATE.
I JUST WANT TO SAY AGAIN, APPRECIATE YOUR SUPPORT.
TAKE YOU FOR ALL YOU DO FOR ECONOMIC DEVELOP COMMITTEE.
WITH THAT, I WILL STAND FOR QUESTIONS.
>> CHAIRMAN HEIL: QUESTIONS OR COMMENTS? COMMISSIONER BLOCK.
>> CHAIRMAN HEIL: J COMES BEFORE B.
JOHNSON: I APPRECIATE THE PRESENTATION.
I DID HAVE A COUPLE OF QUESTIONS FOR YOU.
APPROXIMATELY HOW MANY BUSINESSES THAT YOU DID SAY YOU HAD FOR BOOTS ON THE GROUND?
>> THIS FISCAL YEAR WE HAD WE COUNT AS PROSPECT.
>> I WANT TO SAY WHEN I GOT 24 AS OF NOW.
OUT OF THOSE 24, HOW MANY VISITED RIO RANCHO OR SANDOVAL COUNTY?
>> ALL 24 WOULD'VE HAD BOOTS ON THE GROUND HERE.
JONES: HOW MANY PROJECTS ARE YOU WORKING ON IN DISTRICT 5?
>> CHAIRMAN HEIL: DO YOU KNOW WHERE TO START FIVE IS?
CHAIR HEIL, COMMISSIONER JONES, WITHOUT LOOKING AT A MAP, IF WE LOOK AT THIS MAP HERE KIND OF LOCAL BUSINESSES WE VISITED, IT'S KIND OF HARD TO SEE BECAUSE THE STARS START BLENDING TOGETHER BECAUSE THERE'S SO MANY ON THERE, BUT THERE WERE TWO LOCAL COMPANIES WE VISITED IN CUBA, ONE IN HEMENEZ PUEBLO.
TO CONFIRM, I BELIEVE YOU WOULD COVER THE ENCHANTED HILLS, CORRECT?
>> A SMALL SLIVER OF STATES AND BY MARIPOSA.
>> THE HAWK SIDE AREA, WE HAD QUITE A FEW COMPANIES INTERESTED IN THAT AS WE CAN SEVERAL VISITS IN HAWK SIDE THIS YEAR.
I DON'T KNOW THE EXACT NUMBER OFF THE TOP OF MY HEAD.
I CAN GO BACK AND LOOK, THOUGH.
JONES: THE REASON I ASK, SPEAKING TO SOME OF THE CONSTITUENTS, SMALL BUSINESSES, SOMETHING LIKE A GROCERY STORE BECAUSE A LOT OF PEOPLE HAVE TO TRAVEL TO RIO RANCHO 30, 45 MINUTES AWAY JUST TO DO GROCERY SHOPPING, SO THEY HAVE TO PLAN THE WHOLE DAY JUST TO GET GROCERIES.
WE CAN THINK ABOUT GETTING A GROCERY STORE OR SOMEBODY HAS A SMALL BUSINESS WANTS TO EXPAND A GROCERY STORE OR SMALL COMMUNITIES.
I THINK THAT SOMETHING WE SHOULD PROBABLY START LOOKING AT.
>> CHAIRMAN HEIL: COMMISSIONER BLOCK.
RIGHT NOW INSTEAD WILL COUNTY THE UN-IMPLEMENT RATE IS 3.2%.
THAT'S PRETTY SOLID, ACTUALLY, COMPARED TO WHEN CHAIR HEIL AND I CAME INTO OFFICE, IT WAS 6.9% IN JANUARY 2019.
THEN YOU'RE TALKING ABOUT REAL ESTATE, 30 YEAR FIXED MORTGAGE RATE IS 37.45%.
WHAT I'M SAYING AND HEARING FROM REAL ESTATE PEOPLE AND GUYS LIKE ME IS I DON'T WANT TO SELL MY HOUSE.
I CAN MAKE A LOT OF MONEY ON IT SITTING AT A 2.25% INTEREST RATE.
WHY WOULD I WANT TO GO SOMETHING STUPID AND PAY MORE MONEY? I THINK A LOT OF PEOPLE ARE STUCK RIGHT NOW RIGHT HERE.
[00:50:02]
AND THEN I LOOK AT THE CLIMATE THE BUSINESS CLIMATE RIGHT HERE IN NEW MEXICO, AND WE'VE TALKED ABOUT THIS BEFORE.THERE SO MANY POSITIVE THINGS ABOUT NEW MEXICO.
IT'S SO EASY TO FALL IN LOVE WITH THIS PLACE.
BUT WHEN YOU LOOK AT THE BUSINESS CLIMATE, DID YOU KNOW ON THE SOUTHWEST WHAT IS THE HIGHEST REGULATED STATE FOR POPULATION IN THE SOUTHWEST? YOU WANT TO TAKE A GUESS THERE, FRED?
>> CHAIRMAN HEIL, COMMISSIONER BLOCK, I THINK YOU ANSWERED YOUR QUESTION WITH YOUR QUESTION.
HIGHEST REGULATION FOR BUSINESSES IN THE SOUTHWEST.
SO WHEN YOU GO, BY THE WAY, I WANT TO THANK RIO RANCHO FOR FINALLY THROWING OUT THAT RFP.
THAT'S GOOD BECAUSE I THINK THEY SHOULD BE IN THIS AS WELL.
WHEN YOU GO OUT AND I KNOW YOU TRAVEL OUT AND GET HIT HEY, WE LIKE THE HAWK SIDE, WE LIKE THIS.
THE THINGS THAT YOU HAVE TOLD ME, JUST TELL ME IF I'M WRONG, THAT PEOPLE DON'T WANT TO COME HERE FOR HIS LAST IN EDUCATION.
>> CHAIRMAN HEIL: EXCEPT RIO RANCHO.
BLOCK: EXCEPT RIO RANCHO, I UNDERSTAND.
BUT WE'LL TALK ALBUQUERQUE -- LAST INTERNAL WELL-BEING.
WERE NOT PUSHING OUT SMALL INDEPENDENT OIL AND GAS.
WE'VE SEEN JUST SOME RIDICULOUS ANTI-JOB, ANTIBUSINESS STUFF WITH THE ROUNDHOUSE PUSHED BY THE FAR LEFT, AND THANKFULLY WE HAD SOME DEMOCRATS WITH COMMON SENSE TO SIDE WITH US AND KILL A LOT OF BAD LEGISLATION.
YOU HAVEN'T SAID THAT'S NOT TRUE BECAUSE WE TALKED.
IS THERE ANYTHING I'M MISSING THERE THAT PUTS US AT A DISADVANTAGE WHEN IT COMES TO OUR NEIGHBORS WHO HAVE BETTER SCHOOLS, LESS BUSINESS REGULATION, HIGHER WAGES, HIGHER STANDARD OF LIVING? DID I MISS ANYTHING?
>> CHAIRMAN HEIL, COMMISSIONER BLOCK, I'D SAY WE DO HAVE CHALLENGES.
AT THE SAME TIME, SOME OF THE CHALLENGES THAT WE'RE FACING, WHAT WE'RE FINDING, THE EDUCATION, THE DIFFERENT THINGS LIKE THAT, THEY ARE A CHALLENGE.
>> PRIME IS A BIG ONE THAT COMES UP.
WHAT'S HAPPENING, THOUGH, IS EVEN WITHOUT THERE STILL A LOT OF INTEREST IN COMING HERE.
PART OF IT HAS TO DO WITH PRICING.
I THINK THAT'S PROBABLY THE EASIEST WAY TO SAY IT.
I WAS SPEAKING TO ONE CONSULTANT SEVERAL YEARS AGO THE COMMENT WAS MADE THAT THESE COMMUNITIES WE COMPETE AGAINST OUR PRICING THEMSELVES OUT OF THE MARKET AND ONE SAID HE WON'T EVEN BOTHER LOOKING AT THEM BECAUSE IT'S TOO EXPENSIVE.
THEY SAID NEW MEXICO IS IN A GOOD SPOT BECAUSE ALMOST BY DEFAULT YOU'RE STARTING TO BE IN THE PICTURE.
ONE OF THE CHALLENGES WE FACE MEXICO AS A WHOLE WE ARE JUST UNKNOWN WHEN WE TALK TO CONSULTANTS.
WHAT ARE YOU HEARING FROM YOUR CLIENTS? WHAT IS YOUR PERSPECTIVE ON NEW MEXICO? MANY TIMES I'VE NEVER BEEN IN NEW MEXICO.
I DON'T HAVE AN OPINION BECAUSE I DON'T KNOW ANYTHING ABOUT IT.
AGAIN, THAT'S PART OF WHY CREATING A BALANCE NEW MEXICO PARTNERSHIP IS ON THE ROAD A LOT.
A COMMENT ABOUT THAT I'D SAY IS EVEN GOT NEW MEXICO PARTNERSHIP, WHICH IS TASKED WITH THE ENTIRE STATE, THEIR BUDGET, THIS NEXT FISCAL YEAR IS GOING TO BE LESS THAN $1 MILLION.
IN COMPARISON, THE GENTLEMAN WHO USED TO WORK HERE IN RIO RANCHO HELD AN ORGANIZATION IN TEXAS, A POPULATION OF 16,000 PEOPLE HAS A BUDGET OF ABOUT $1.6 MILLION.
WE'VE GOT A POPULATION OVER 2 MILLION AND A BUDGET OF OVER $1 MILLION.
THERE'S CHALLENGES IN GETTING THE WORD OUT MAKING SURE PEOPLE ARE AWARE OF US.
AT THE SAME TIME, WE'VE BEEN ABLE TO GET IN THERE IS LITTLE NICHE MARKETS WE'VE BEEN ABLE TO MAKE ROADS.
WE RECENTLY HAD REPRESENTATION THE BIO INTERNATIONAL CONFERENCE IN BOSTON AND THERE WAS A LOT OF INTEREST.
WE HAD NTX AS WELL AS ANOTHER STARTUP DOING WORK IN THE BIO INDUSTRY AND THEY'RE MAKING A LOT OF CONNECTIONS AND THERE'S A LOT OF INTEREST IN WHAT THEY'RE DOING HERE.
[00:55:01]
I LOOK AT THAT AS AN OPPORTUNITY.THEY'RE SAYING WHAT'S GOING ON IN THE LABS, THEY'RE SAYING WHAT'S GOING ON IN UNM.
EVEN WITH OUR CHALLENGES, AND I WILL SAY SLOGAN THAT S.E.A.
HAD FOR I WAS HIRED WAS THE BRIGHT SPOT OF NEW MEXICO AND I WILL SAY THAT'S TRUE.
WE ARE A BRIGHT SPOT IN NEW MEXICO.
WHEN COMPANIES ARE LOOKING TO EXPAND AND LOOK AT THE CHALLENGES OF THE SCHOOLS AND CRIME WE'RE ABLE TO DIRECT THEM TO LOCAL COMMUNITIES AND SAY WE HAVE THIS.
AND IT BECOMES MUCH MORE APPEALING.
BLOCK: I'LL FINISH UP WITH THIS COMING HERE BECAUSE CHAIRMAN HEIL AND I -- THE BEACON OF THE STATE WHICH IS AN ISLAND OF POVERTY IN THE SOUTHWEST.
I WISH OUR GOOD FRIENDS UP THE ROAD IN SANTA FE WOULD GET OFF WHATEVER ENGINEER THEY HAVE A FAILURE AND REALLY HELP THE PEOPLE OF NEW MEXICO.
WHEN YOU TALK ABOUT THE RETURN ON INVESTMENT FOR S.E.A., 90-1.
WE GET BACK EVERY ONE DOLLAR WE SPEND TO YOU AND THOSE, I'M A LIMITED GOVERNMENT GUY.
I'M NOT A BIG FAN OF GOVERNMENT.
BUT WHEN YOU LOOK AT THESE TYPE OF SUBSIDIES, AND I'LL CALL THEM SUBSIDIES, THOSE ARE THINGS I WILL SUPPORT EVERY SINGLE TIME.
MOVIE INDUSTRY, I LOVE IT, BUT WE'RE LOSING $0.50 ON THE DOLLAR BY SUBSIDIZING THE MOVIE INDUSTRY.
WE'RE GIVING THE GUYS OUT IN LA A TON OF MONEY THAT'S NOT HERE IN NEW MEXICO AND I JUST COULD NEVER SUPPORT SUBSIDIES LIKE THAT, BUT WHEN YOU'RE GOING OUT DOING WHAT YOU'RE DOING AND SHOWING THAT YOU'RE MAKING IS MONEY, THAT'S A GREAT MODEL FOR THE REST OF THE STATE AND I WISH THE REST OF THE STATE WOULD FOLLOW OUR LEAD HERE, SO I WANT TO SAY THANK YOU FOR WHAT YOU DO, KEEP DOING WHAT YOU'RE DOING, AND I HOPE SANTA FE HAS THEIR EARS ARE LISTENING AND WATCHING US BECAUSE WE'RE DOING IT RIGHT AND WE ARE AT A DISADVANTAGE IN THE RACE BECAUSE THEY'RE TAKING OFF ON A 100 M DASH AND THEY'RE AT THE 50 AND WE'RE STILL AT THE STARTING BLOCKS AND IT'S JUST NOT HELPFUL TO THE PEOPLE OF NEW MEXICO AND WHY WE'RE NOT GROWING.
>> CHAIRMAN HEIL: THANK YOU, COMMISSIONER BLOCK.
ANY OTHER COMMENTS? COMMISSIONER BRUCH.
BRUCH: I WANT TO THANK YOU FOR BEING HERE THIS EVENING, BUT I HAVE A COUPLE OF QUESTIONS.
I'D LIKE TO ACKNOWLEDGE THAT COMMISSIONER BLOCK MENTIONED THE $90 RETURN AND OUR $200 ECONOMIC IMPACT.
THOSE ARE VALUABLE AND I DO APPRECIATE THAT, BUT YOU DID MENTION THAT WE HAD OUR ORGANISATION HAS UNDERPERFORMED WITH PROJECTS ASSISTED, JOBS CREATION, AND CAPITAL INVESTMENT.
WHAT ARE YOUR IDEAS ON HOW THAT CAN BE IMPROVED BASED ON THE FACT THAT YOU ARE TELLING US THAT THE PIPELINE IS FULL.
DO YOU HAVE ANY OTHER STRATEGIES THAT YOU'LL BE CONSIDERING IN THIS NEXT YEAR? LASTLY, I WOULD LIKE TO SEE THIS REPORTING PROCESS CHANGED SLIGHTLY AND I'LL REACH OUT TO THE MANAGER AND DORA ON THIS THAT WE OFTEN SEE THE SAME DATA AROUND YEAR-TO-DATE NUMBERS AND WHERE YOU HAVE BALANCE.
SINCE THIS IS A QUARTERLY REPORT, IT WOULD BE MORE EFFECTIVE FOR US TO SEE WHAT THOSE QUARTERLY NUMBERS ARE.
>> CHAIRMAN HEIL, COMMISSIONER BRUCH, GOING BACK TO THE FIRST QUESTION.
THOSE GOALS WE PUT SELF-IMPOSED AND WE TRY TO MAKE THEM STRETCH GOALS AND THE REALITY IS THIS IS SOMETHING THAT AN -- IN ECONOMIC DEVELOPING, THERE'S A LOT OF AVENUE AND FLOW.
IN ONE YEAR I THINK TWO YEARS AGO THE RATE 130 JOBS.
WITH A GOAL OF 200, WE DID MORE THAN FOUR TIMES WHAT THE GOAL MIGHT HAVE BEEN.
SOMETIMES YOU HAVE GOOD YEARS, SMALL YEARS.
THERE'S NO WAY TO GUARANTEE THERE'S GOING TO BE THIS NUMBER OF JOBS.
ONE THING WE'VE DONE IS, AGAIN, MADE MORE OF A FOCUS.
LAST FISCAL YEAR OUR GOAL WAS TO VISIT 20 BUSINESSES.
THIS YEAR WE SAID, YOU KNOW WHAT? WE NEED TO GO VISIT MORE LOCAL BUSINESSES.
A LOT OF LOCAL BUSINESSES IN THE PIPELINE LOOKING AT EXPANDING.
CANNOT GUARANTEE THEY ARE GOING TO BE IN A PROJECT ASSISTING NEXT YEAR? NO, I CAN'T.
WE HAVE ONE PROJECT IN YOUR DISTRICT THAT WE ALL THOUGHT WAS PRETTY MUCH AT THE FINISH LINE AND IT'S ONE OF THE REASONS I SAY WE DON'T REALLY COUNT THEM UNTIL IT'S
[01:00:01]
A DONE DEAL BECAUSE WE JUST DON'T KNOW.IN DOING ECONOMIC DEVELOPING, I'VE SEEN TOO MANY TIMES WE GET TO THE FINISH LINE SOMETHING DOESN'T GO EXACTLY RIGHT AND THE DEAL FALLS APART.
WE TRY NOT TO GET TOO EXCITED WHEN THEY SAY YES OR TOO EXCITED WHEN THEY SAY NO.
NEXT YEAR WE'RE LOOKING AT IT AND WE DO HAVE A PIPELINE THAT IS FULL.
WE CAN REACH OUR GOAL OF PROJECTS ASSISTED.
I CAN'T SAY, BUT I'M CONFIDENT THAT WE'LL HAVE QUITE A FEW WILL NOT BE ABLE TO ASSIST.
CHALLENGE WITH EITHER OF THOSE IS ANY COMPANY THAT'S GOING TO COME TO THE COMMUNITY OR EXPAND TYPICALLY WOULD REQUIRE ADDITIONAL REAL ESTATE.
TO PATHETIC IS EFFECTIVE, WE HAD A COMPANY, EXCUSE ME, A DEVELOPER, AFTER WORKING WITH THEM FOR A WHILE, I'M NOT GOING TO TAKE CREDIT FOR WHAT HE DID.
HE DECIDED TO BUILD A SPEC BUILDING.
IT'S THE FIRST SPECULATIVE BUILDING IN YEARS.
I TOLD HIM I BET YOU HAD THIS LEASE BEFORE IT GETS FINISHED.
THEY POUR THE CONCRETE, STARTED GOING VERTICAL, AND IN THE FIRST LITTLE BIT IT WAS LEASE OUT IN DECEMBER.
THE BUILDING STILL ISN'T FINISHED.
IS IN THE PROCESS OF PUTTING UP A.
IS WORKING ON PLANS FOR ANOTHER TWO BUILDINGS.
THAT'S GOING TO ASSIST US BE ABLE TO HAVE OPPORTUNITIES FOR THESE COMPANIES TO GROW.
INTEREST RATES ARE A CHALLENGE.
COMPANIES ARE CONCERNED ABOUT GROWING, SO IT IS PUTTING A DAMPER ON THAT FOR STARTERS WHETHER OR NOT I CAN DO IT, BUT LOCAL BUSINESSES WE'RE FINDING THOSE THAT HAVE BEEN RUNNING FOR YEARS.
ONE EXAMPLE IS A COMPANY THAT HAD BEEN IN THE BUILDING FOR 20+ YEARS AND HAD BEEN RENTING.
AN INVESTOR BOUGHT THE BUILDING.
THEIR LEASE WAS UP AND THE RENT DOUBLED AND THEY KIND OF KICKED THEMSELVES AND SAID WHY DID WE NOT BUILD A BUILDING? THEY LEFT THEIR FACILITY AND BODYBUILDING EVEN WITH THE HIGH INTEREST RATES, EVEN WITH THE CHALLENGE OF BUYING, BUT THEY DID IT BECAUSE THEY WANTED TO INVEST IN THEIR OWN BUSINESS.
BUT NOT EVERYONE IS IN A POSITION TO DO THAT.
SOME OF THOSE STRATEGIES ARE TRYING TO TAKE DOWN THE BARRIERS OF REAL ESTATE.
THAT IS SOMETHING I WILL HELP THESE COMPANIES BE ABLE TO TAKE THE LEAP AND GROW.
AT THE SAME TIME, THERE'S COMPANIES THAT ARE LOOKING AT EXPANDING.
IT MAY ONLY BE TWO OR THREE JOBS AT A TIME, BUT THESE ARE COMPANIES THAT PAY TWO OR THREE JOBS IN OUR COMPANY FIVE COMPANIES 10 JOBS.
BUT AGAIN, MOST OF THE TIMES WE SEE COME FROM EXISTING BUSINESSES.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? HEARING NONE, THANKS, FRED.
APPRECIATE FOR ALL THAT YOU GUYS DO.
>> CHAIRMAN HEIL: MOVING ON TO ITEM 7C.
[7.C Fiscal characteristics of New Mexico Class A Counties presentation.]
FISCAL CHARACTERISTICS OF NEW MEXICO CLASS A COUNTIES.BURPO: EVERY FOUR YEARS WE GET ASKED WITH PREPARING A REPORT THAT KIND OF LOOKS AT YOUR FISCAL EXPOSURE COMPARED TO THE OTHER FOUR CLASS A COUNTIES AND WE ALWAYS ADD IN ALBUQUERQUE AND RIO RANCHO SINCE THEY'RE CLOSE TO YOU A LITTLE BIT.
WHAT WE DO IS BASICALLY THE FIRST THING WE DO IS LOOK AT THE POPULATION, AND THAT'S WHAT YOU'LL SEE.
THIS IS OFF OF THE 2022 CENSUS AND YOU'RE RIGHT IN THE MIDDLE.
BERNALILLO, OBVIOUSLY, IS THE BIG DOG.
THEN IN THE MIDDLE YOU GOT SANTA FE, SAN JUAN, RIO RANCHO, AND ALBUQUERQUE, WHICH IS A CITY, HAS A BIG ONE.
THE NEXT THING WE LOOK AT, AND THIS IS IMPORTANT FOR THE TAXPAYERS.
HOW BIG IS YOUR PAYROLL COMPARED TO ALL THE SERVICES YOU'RE PROVIDING AND COMPARED TO YOUR PEERS? AND I THINK IT'S IMPORTANT TO LOOK AT THIS NUMBER AND YOU'RE, LET'S SEE.
YOU CAN GO AHEAD AND TAKE THAT ONE OFF BECAUSE IT'S FOUR YEARS OLD.
THE NUMBERS, BASICALLY, OR THIS.
SANDOVAL COUNTY HAS 440 FULL-TIME EMPLOYEES.
YOU HAVE BERNALILLO COUNTY AS 2861, SANTA FE COUNTY HAS 850.
I GUESS WHAT THAT SHOWS IS YOUR EMPLOYER-BASED OR YOUR EMPLOYEE BASE IS ABOUT HALF
[01:05:07]
OF WHAT YOUR NEXT CLOSEST COUNTY IS.I MEAN, YOU ARE DOING SO MUCH MORE WITH SO FEW AND I THINK WHEN YOU LOOK AT YOUR PAYROLL COMPARED TO EVERYBODY ELSE, THEN ALSO TRANSMIT THROUGH.
THE NEXT ITEM, AND I APOLOGIZE FOR THIS.
BLOCK: IT'S ACTUALLY ON THE WEBSITE, MR. BURPO, BUT THE PROBLEM IS WHOEVER LOADED IT, IT'S CUT.
I'LL CALL IT A SENIOR MOMENT FOR YOU.
BURPO: MINE'S ALL IN ONE PAGE.
[LAUGHTER] LET ME ASK, MR. CHAIRMAN, I'M HAPPY TO FINISH THE PRESENTATION TONIGHT OR IF YOU LIKE ME TO COME BACK.
YOU TELL ME WHAT YOU WANT ME TO DO.
>> CHAIRMAN HEIL: LACK OF INFORMATION WOULD BE BETTER THAN JUST LISTENING TO YOU.
I WILL DEFER TO YOU, MR. CHAIRMAN.
THE PUBLIC, IT MIGHT BE BETTER IF THEY WERE ABLE TO SEE IT AND EVERYTHING.
>> CHAIRMAN HEIL: I'M SORRY THAT FOR SOME REASON THE INFORMATION IS ACCURATE, BUT LET'S COME BACK WHEN WE CAN HAVE THE REAL NUMBERS.
I HAVE THE REAL NUMBERS, BUT WE CAN GET IT IN A ONE PAGER SO EVERYBODY CAN SEE SO YOU DON'T HAVE TO LISTEN TO ME RAMBLE HERE.
>> CHAIRMAN HEIL: THAT'S OKAY.
WELL, THAT GETS US TO MOVE ALONG A LITTLE QUICKER THAN.
NEXT ON THE AGENDA'S BOARD AND COMMITTEE APPOINTMENTS AND ONE OF THOSE, OR THE ONE WE HAVE ON OUR AGENDA IS A RESOLUTION TO APPOINTING FIVE CITIZENS TO THE BOARD
[8.A Request for a Motion to Adopt Resolution No. 6-28-23.8 Appointing five Citizens to the Board of Registration.]
OF REGISTRATION.BLOCK: MR. CHAIR, COULD YOU SPEAK INTO THE MIC? I COULDN'T EVEN HEAR YOU.
>> CHAIRMAN HEIL: A SORRY ABOUT THAT.
I'LL MOVE THIS OVER LITTLE TIGHTER.
>> GOOD EVENING, CHAIRMAN HEIL AND COMMISSIONERS.
BEFORE YOU THIS EVENING YOU HAVE A RESOLUTION THAT WAS DRAFTED PURSUANT TO SECTION 1Â"1Â"34, AUTHORIZES THE BOARD OF COUNTY COMMISSIONERS TO APPOINT FIVE VOTERS CITIZENS OF THE COUNTY TO SERVE AS THE BOARD OF REGISTRATION FOR THE COUNTY.
THEY WOULD SERVE A TWO YEAR TERM, WHICH COMMENCES ON JULY 1 FOR THIS PARTICULAR TERM WOULD BE 2023 AND SERVED UNTIL JUNE 30 OF 2025.
THEY ARE APPOINTED DURING THE ODD-NUMBERED YEARS.
WE DID SOLICIT OR REACH OUT TO THE PARTY CHAIRS FOR EACH OF THE THREE MAJOR PARTIES.
NAMES THAT ARE BEFORE YOU ON THE RESOLUTION WERE PROVIDED BY THEM AND WE'RE HERE JUST FOR YOU TO IMPROVE THAT FOR US AND I STAND FOR ANY QUESTIONS.
CAN I HAVE A MOTION TO APPROVE?
>> CHAIRMAN HEIL: AND A SECOND?
>> CHAIRMAN HEIL: ANY COMMENTS?
>> CHAIRMAN HEIL: YES COMMISSIONER BLOCK.
BLOCK: MA'AM, WE HAVE ANY OF THESE PEOPLE HERE TODAY?
>> CHAIRMAN HEIL: IS ELIZABETH DOWLING, LINDA LYLE, VICKI GOTTLIEB -- I'M READING THE NAMES.
BLOCK: THANK YOU FOR DOING THIS.
THIS IS IMPORTANT WORK TO DO, SO I APPRECIATE THAT.
THE LIBERTARIAN PARTY, IT'S AN IMPORTANT PARTY.
ONE OF THE QUALIFICATIONS FOR IT TO BE CONSIDERED A MAJOR PARTY AND WHEN WOULD THERE BE? LET ME TO START WITH THAT FIRST.
>> THE PARTIES, THE SECRETARY OF STATE WILL LET US KNOW WHICH OF THE MAJOR PARTIES, AND THEY GO THROUGH A QUALIFYING PROCEDURE THROUGH STATUTES AND THEY LET US KNOW WHICH ARE THE MAJOR PARTIES IN WHICH MINOR PARTIES, SO THE THREE PARTIES THAT WERE APPROVED THIS LAST APPOINTMENT WERE THE REPUBLICAN, DEMOCRAT, AND LIBERTARIAN.
BLOCK: AND WHAT CONSTITUTES A MAJOR PARTY? THE LIBERTARIANS, FOR INSTANCE, DURING THE 2022 ELECTIONS THEY DIDN'T DO WELL AT ALL, BUT THEY DID VERY WELL IN THE AUDITOR RACE BECAUSE THERE WASN'T A REPUBLICAN CANDIDATE, SO BECAUSE THEY DID WELL IN THE AUDITOR RACE, DOES NOT CONSTITUTE THEM BEING A MAJOR PARTY.
[01:10:04]
>> IT'S BASED ON VOTER PERFORMANCE OF THE PARTY.
I DON'T HAVE THE STATS IN FRONT OF ME, BUT I CAN GET THOSE.
BECAUSE THERE WAS NO REPUBLICAN CANDIDATE FOR AUDITOR AND WE HAD THE LIBERTARIAN, THAT REALLY HELPS THE LIBERTARIAN PARTY BECOME A MAJOR PARTY?
>> I WOULD ASSUME THAT IT PROBABLY DID HELP THEM KEEP THE MAJOR PARTY STATUS.
SO IF THERE WASN'T A LIBERTARIAN PARTY ON HERE AND WE ONLY HAVE FOUR PEOPLE, OR THEIR CONFLICTS THAT HAVE TO BE ADJUDICATED WITH FOUR PEOPLE FROM TWO PARTIES.
>> IT DOES STATE THAT HAS TO BE A FIVE-MEMBER BOARD AND THEY DO HAVE DIFFERENT QUALIFICATIONS, SO IT WILL TELL US, LIKE, YOU CAN'T HAVE MORE THAN TWO MEMBERS OF A PARTICULAR PARTY.
IF WE DIDN'T HAVE THAT THIRD MAJOR PARTY IT WOULD PROBABLY REDUCE THE NUMBER OF MEMBERS THAT WE HAD ON THE BOARD.
WHAT WE HAVE, WE DO HAVE THE FIVE MEMBERS.
THERE'S DIFFERENT QUALIFYING FACTORS, LIKE THEY CAN'T CHANGE THEIR VOTER REGISTRATION WITHIN THE TWO YEARS RECEIVING THEIR APPOINTMENT AND ONCE THEY ARE APPOINTED, THEY CAN'T CHANGE THEIR PARTY REGISTRATION EITHER.
IF THEY DO, YOU WOULD HAVE TO MAKE ANOTHER APPOINTMENT TO THE BOARD.
BLOCK: I'M TRYING TO FOLLOW YOU HERE.
WE HAVE THREE REPUBLICANS AND TWO DEMOCRATS ON THIS COMMISSION, RIGHT?
IF WE DIDN'T HAVE A MAJOR, I'LL CALL IT A THIRD-PARTY CANDIDATE, WITH THE COMMISSION APPOINT A FIFTH MEMBER BECAUSE YOU HAVE TO HAVE FIVE MEMBERS ON THIS.
>> MR. CHAIRMAN AND COMMISSIONER BLOCK, IF I MAY, THE WAY YOU SOLVE THAT SOLUTION IS IF THE LIBERTARIAN PARTY DID NOT MAINTAIN THAT MAJOR PARTY STATUS, YOU WOULD APPOINT ONE OF THE MINOR PARTIES OR DECLINED TO STATE VOTER AND YOU WOULD STILL HAVE THAT VOTER STATUS.
>> THE COMMISSION IS THE SOLE AUTHORITY TO APPOINT THE BOARD OF REGISTRATION.
>> CHAIRMAN HEIL AND COMMISSIONER BLOCK, THESE ARE YOUR APPOINTMENTS AND IF YOU WANTED TO CHANGE THOSE YOU COULD.
THESE ARE JUST SUGGESTIONS AND WE DID REACH OUT TO PARTY CHAIRS TO GET THEIR SUGGESTIONS, BUT IT IS YOUR APPOINTMENT.
>> CHAIRMAN HEIL: OTHER COMMENTS? HEARING NONE, MADAME CLERK.
WE'VE GOT SOME PUBLIC COMMENT TONIGHT.
[9. PUBLIC COMMENT AND COMMUNICATIONS]
GOING TO ANNOUNCE THREE NAMES IN A ROW, SO IF YOU WOULD BE READY TO STEP UP AND MAKE COMMENTS.JOHN VELTRY, MARY JO STREET, AND JEAN MONTOYA.
DON'T ALL GET UP THERE AT ONCE.
>> GOOD EVENING, COMMISSIONERS.
CAME TO MY ATTENTION IN THE WEE HOURS IN THE MORNING THE -- TO THE STATUTES DURING THE 2023 LEGISLATIVE SESSION.
WITH THAT, NOTICE OF PROPOSED RULEMAKING IS GOING TO HAVE A PUBLIC HEARING THAT THE SECRETARY OF STATE MADE NOTICE OF FOR AUGUST 4 AND I ENCOURAGE PEOPLE TO GO THERE AND SPEAK BETWEEN 9:00 A.M.
IT WILL ALLOW MEMBERS OF THE PUBLIC TO HAVE THE OPPORTUNITY TO SUBMIT TASTE, TESTIMONY, ARGUMENTS ON THE PROPOSED RULE CHANGES.
ALL COMMENTS WILL ALSO BE RECORDED JUST LIKE HERE BY A COURT REPORTER.
SECRETARY OF STATE IS PROPOSING FIVE RULE CHANGES AND THEY THEY RECENTLY ARE REGARDING DROP BOXES, THINGS THAT WE'VE BEEN WORKING ON FOR THE LAST 15 MONTHS, 16 MONTHS NOW.
VOTER REGISTRATION, VOTER RECORD SYSTEMS, ABSENTEE BALLOTS, AND THE REFERENDUM PETITION PROCESS.
THERE ARE GOING TO BE SPEAKERS BEHIND ME THAT ARE GOING TO TOUCH ON EACH ONE OF THOSE.
I'M ONLY GOING TO TOUCH ON SECURE CONTAINERS KNOWN AS DROPBOX IS.
ALL OF THESE RULES IS MADE IN EFFECT WILL BE PERMANENT.
THE RULE WITH THE SECURE DROP BOXES ARE, OF COURSE, TO PUT THEM IN ALL COUNTIES WHETHER THEY HAVE THEM NOW OR NOT.
WOULD BE ACROSS THE STATE AND SOME OF THESE ARE GOING TO BE AT THE DISCRETION OF THE COUNTY CLERK, PUT INSIDE OFFICES AND PLACES THAT NATURE WOULD MAKE SENSE.
THEY ARE MONITORED, LOOKED UP, SECURITY.
BUT THE PART THAT CONCERNS ME IS THE ALTERNATIVE MOBILE LOCATIONS ON ELECTION DAY
[01:15:04]
COLLECTING OFFICIAL MAIL IN BALLOTS AND DROPPING THEM OFF ON THE DAY OF ELECTION.BOY, THAT'S A FAST TWO MINUTES.
ANYWAY, I JUST ENCOURAGE THE COMMISSIONERS SUPPORT THIS EFFORT AND THANK YOU VERY MUCH.
>> CHAIRMAN HEIL: THANK YOU, JOHN.
>> MARY JO STREET, SANDOVAL COUNTY.
COMMISSIONERS, REGARDING THE SECRETARY OF STATE PROPOSED AMENDMENTS TO THE ADMISSION CODE, I'D LIKE TO SPEAK ON PART 22.
THIS PROVISIONAL CODE CHANGE DELETES THE REQUIRED BALANCE FOR BOTH POLITICAL PARTIES TO PARTICIPATE IN ALL FULL CHALLENGES AS WELL AS COUNTY CANVAS OBSERVERS.
IN OTHER WORDS, DURING AN ELECTION CHALLENGERS COULD POTENTIALLY BE ALL DEMOCRAT OR ALL REPUBLICAN.
ALSO, THE TRAINING WILL BE THE RESPONSIBILITY OF THE COUNTY CLERK WITH GUIDANCE BY THE SECRETARY OF STATE.
IN ADDITION, THE COUNTY COMMISSION CAN AND WILL BE RESPONSIBLE FOR THE CANVAS OF THE VOTE.
INSTEAD, THE COUNTY COMMISSION CAN APPOINT A CANVAS BOARD TO CANVAS SAID VOTE.
SOUNDS TO ME LIKE OUR SOS IS TYING THE HANDS OF THIS COMMISSION AGAIN.
WE THE PEOPLE ARE NOT IN FAVOR OF EITHER OF THESE CHANGES.
AS WE LOOK TO OUR TRUSTED CITIZENS ON BOTH SIDES OF THE AISLE FOR FAIR NONPARTISAN PROCESS.
WE, THE PEOPLE, HAVE ELECTED THIS COMMISSION TO BE OUR MEGAPHONE FOR OUR CONCERNS AND PROTECTION OF OUR CONSTITUTIONAL RIGHTS.
WE OPPOSE THE SOS STRIPPING YOUR CONSTITUTIONAL RIGHT TO SERVE YOUR CONSTITUENTS.
PLEASE STAND WITH US ON AUGUST 4 TWO OPPOSE THIS TYRANNICAL GOVERNMENT OVERREACH IN OUR STATE.
WE NEED YOUR SUPPORT AS OUR PUBLIC SERVANTS.
IF PUBLIC SERVANTS REFUSE TO SUPPORT THE CONCERN AND DESIRES OF THE PEOPLE WE CARE ABOUT, THIS ISN'T A DEMOCRACY.
>> CHAIRMAN HEIL: THANK YOU, MARY JO.

HAVE YOU ASKED YOURSELF IF I WOULD SACRIFICE MY LIFE FOR FREEDOM? JULY 4 IS THE DAY WE ALL CELEBRATE FREEDOM FROM THE TYRANNY OF THE ENGLISH MONARCHY, BUT WE THINK ABOUT FREEDOM NOW, HOW FREE ARE WE? EVERY DAY WE ARE TOLD SOMETHING ELSE YOU CAN'T DO ON YOUR OWN PRIVATE PROPERTY, LIKE FEED WILD HORSES.
[01:25:01]
WE ARE TOLD YOU ARE GUILTY UNTIL YOU CAN PROVE YOURSELF INNOCENT.EVERY DAY WE ARE TOLD WE MUST PAY TAXES WITHOUT TRUE REPRESENTATION.
IN THE NOT SO DISTANT PAST, WE WERE TOLD WE COULDN'T EVEN GATHER TO WORSHIP.
WE WERE TOLD WE HAD TO TAKE A JOB IF WE WANTED TO WORK OR GO TO SCHOOL EVEN THOUGH THERE'S NO PROOF IT WORKS.
WE ARE NOW BEING TOLD FREEDOM TO QUESTION OUR ELECTIONS IS NOT REASON ENOUGH TO OBTAIN RECORDS FOR REVIEW.
WE ARE TOLD WE CANNOT SPEAK OUT AGAINST SOMETHING WE HAVE A STRONG CONSCIENTIOUS OBJECTION TO BECAUSE THEY HATED -- IT COULD COST YOU.
BUT IT IS OKAY WHEN THEY DISAGREE WITH YOU.
THERE ARE WOMEN AND GIRLS WHO ARE AFRAID TO GO TO THE RESTROOM IN PUBLIC OR SCHOOL BECAUSE OF VIOLENCE.
THERE ARE PARENTS AFRAID TO SEND THEIR CHILDREN TO SCHOOL BECAUSE THEY DON'T KNOW WHAT'S GOING TO HAPPEN TO THEM AND THEY WON'T BE TOLD.
THERE ARE CONTRACTORS THAT HAVE TO DECIDE IF THEY WANT TO CONTINUE CONTRACTING WITH THE STATE BECAUSE THEY MUST ACCOMMODATE THAT WHICH THEY DO NOT AGREE WITH.
IT COSTS MILLIONS OF LIVES AND BILLIONS OF DOLLARS, BUT THE QUESTION RIGHT NOW IS ARE WE REALLY FREE? IN REALITY, IT'S BEGINNING TO LOOK LIKE WE REALLY ARE NOT.
SAY PRAYERS FOR THIS COUNTRY AND STATE.
>> CHAIRMAN HEIL: THANK YOU, RAMONA.

LENNON WROTE A BOOK 121 YEARS AGO TO TRAIN COMMUNISTS.
THE TITLE OF THAT WAS "WHAT IS TO BE DONE?" THE SECOND MOST INVADED COUNTRY, ITALY.
I'M FAR MORE AWARE OF THESE ISSUES AND THE AMERICAN EFFORT AMERICAN MIGHT BE AND I'M ALARMED.
LENNON BASIC IDEA IS HOW TO TAKE WHAT WE CALL OUR PRECIOUS FIRST AMENDMENT AND IN ANY COUNTRY IT SOUNDS WAY TOO FAMILIAR TO WHAT'S HAPPENING RIGHT NOW.
HIS FIRST MANDATE WAS CREATE CHAOS IS IN HIS MANY AREAS AS POSSIBLE HAVE YOUR PEOPLE OCCUPY IMPORTANT POSITIONS LIKE GOVERNMENT AND MEDIA.
SEPARATE THE YOUTH FROM THEIR HISTORY AND VALUES OF THEIR PARENTS.
THEY HAVE NO ROOTS AND THEY CAN BE MUCH MORE EASILY LED.
USE PROBLEMS TO THE GREATEST MOTION.
MAKE ANY DISCUSSION MOTION FROM THE START.
THIS STOPS PEOPLE FROM THINKING.
IF YOU LIVE IN WASHINGTON, D.C. AND COMMIT A FELONY OR MISTAKES, BLAME YOUR STRONGEST OPPONENT IT.
HE OR SHE WILL NOT HAVE THE SLIGHTEST IDEA WHAT THE BLAME IS ABOUT AND NOT KNOW HOW TO DEFEND AGAINST THE ACCUSATION.
HOWEVER, THE SUSPICION WILL STAY WITHOUT ACCUSED PERSON.
REPEAT A LIE OVER AND OVER AGAIN.
IF IT'S REPEATED OFTEN ENOUGH, EVERYONE WILL THINK IT'S TRUE.
DECLARE THAT EVERYONE WHO DOES NOT SHARE COMMUNIST IDEAS IS A FASCIST.
YOUR POSITION AS PUBLIC SERVANTS DEPEND ON HOW INDIVIDUAL YOU ARE OF HOW EXACTLY HOW FAR ALONG LENNON'S OPINION HAS GOTTEN.
THE NUMBER ONE TARGET THE FIRST AMENDMENT.
RECOGNIZING THE LOOT OF THE COUNTRY, IT IS SICK AND TIRED OF LENNON'S APPROACH BEING ENFORCED AT EVERY LEVEL OF GOVERNMENT, ESPECIALLY IN SANTA FE.

>> GOOD EVENING, COMMISSIONERS.
COMMISSIONERS BRUCH AND HEIL HAVE REQUESTED PUBLIC COMMENTS BE DIRECTED ONLY AT AGENDA ITEMS. LATER ON, THE COMMISSION WILL MOVE TO THE ADOPTION PORTION OF OUR MEETING.
THERE WILL BE A REQUEST FOR A MOTION TO ADOPT RESOLUTION 2Â"28 DECLARING THE INTENT TO APPROVE ISSUING INDUSTRIAL REVENUE BONDS FOR UP TO $275 MILLION FOR A NEW SOLAR FARM.
MY QUESTION TO THE COMMISSION IS HOW DID THE COUNTY GET INVOLVED IN ELECTRICAL GENERATION AND HOW DO THESE BONDS HELP US, THE TAXPAYERS.
AS I WAS READING MORE INFORMATION ABOUT THE BONDS, I FOUND OUT 63 MILLION IS
[01:30:07]
FOR SOLAR PANELS.THE GOOD THING IS THEY ARE MADE IN VIETNAM.
95 MILLION OF THAT IS FOR BATTERERS.
THE GOOD THING IS TESLA IS MAKING THE BATTERIES.
NOT CHINA, OKAY? ELON MUSK SHOULD ACTUALLY RUN FOR PRESIDENT.
ON THE DOWNSIDE OF SOLAR FARMS, THE LIFESPAN IS FROM 20-25 YEARS, SO HERE WE GOT 295 MILLION IS GOING TO GO BAD IN 20-25 YEARS.
WHO PAYS FOR THE TRASH OF ALL THOSE PANELS? THE OTHER PROBLEM IS SOLAR FARMS USE RARE EARTH.
CHINA SUPPLIES 85% OF THE REAR EARTH IN THE WORLD.
I THINK WE OUGHT TO THINK ABOUT THIS RESOLUTION.
THIS IS THE THIRD FARM WE HAVE.

THIS INFORMATION IS FROM DOWNLOADED VOTER RULES ON JULY 1, 2021.
AT THE LAST MEETING, I HANDED OUT AN ARTICLE ON AUDIT WORK BEING DONE IN NEW YORK STATE REGARDING THE 2021 ELECTION.
THE AUTHOR HAS BEEN FOCUSING ON THE STATE VOTER ROLLS AND HAS DISCOVERED THAT ALGORITHMS EMBEDDED WITHIN THE DATABASE.
WHEN I FIRST CAME ACROSS THIS WORK I BEGAN TO QUESTION WHY MEXICO VOTER IDS I BELIEVE AROUND 2018 STARTED BEGINNING WITH NUMBER 16 AND SUBSEQUENT BECAME A NINE DIGIT NUMBER.
FOR THE NOVEMBER 2020 ELECTION, SANDOVAL HAD APPROXIMATELY 15,900 VOTER IDS BEGINNING WITH 16 AND BEING NINE DIGITS.
SANDOVAL HAD 36,268 VOTER IDS THAT WERE SEVEN DIGITS AND ARE IN THE RANGE OF THE 2 MILLION RANGE.
SANDOVAL HAD 41,048 VOTER IDS WERE SEVEN DIGITS AND ARE IN THE 1 MILLION RANGE.
SANDOVAL HAD 4269 VOTER IDS THAT WERE SIX DIGITS DOWN TO THREE DIGITS.
THE PARTICIPATION RATES, PEOPLE WHO VOTED ON NOVEMBER 3, 2020 WITH THOSE ID NUMBERS ARE STUNNING.
I SEE APPROXIMATELY 97,500 VOTERS.
FOR SOME REASON, THE SECRETARY OF STATE SAW 105,000 REGISTERED VOTERS.
SOON AS OTHER STATES ARE FINDING ALGORITHMS NESTED IN THEIR VOTING RULES, A LOT MORE WILL COME TO LIGHT ABOUT THE MASSIVE ELECTRONIC FRAUD OF THE WHOLE OPERATION OF ELECTIONS.
I GUESS WE SHOULD ALL BE HUMMING THE NUMBER ONE RATE SONG OUT BY THE TRUTH BOMBERS FEATURED BY KERRY LAKE.

>> CHAIRMAN HEIL: THANK YOU, JOSHUA.
THE FIRST TIME I LEARNED OF AN ELECTION BEING STOLEN WAS THE 1960 RACE BETWEEN KENNEDY AND NIXON.
NIXON WAS THE FAVORITE, BUT KENNEDY ONE BY A VICTORY.
MACHINES BROKE DOWN AND THE YOUNG CATHOLIC SENATOR FROM MASSACHUSETTS SQUEAKED OUT A WIN.
UNLIKE THE SEASON NIXON, CIA THOUGHT THE YOUNG KENNEDY WOULD BE A PUSHOVER.
SOMEONE A DEEP STATE COULD EASILY CONTROL, BUT THEY WERE WRONG.
IN ONE OF HIS MANY SPEECHES, KENNEDY VOWED TO SPLINTER THE CIA INTO A THOUSAND PIECES AND SCATTER INTO THE WIND.
HE ALSO WARNED THE AMERICAN PEOPLE, AND I QUOTE, THERE'S A PLOT IN THIS COUNTRY TO ENSLAVE EVERY MAN, WOMAN, AND CHILD.
BEFORE I LEAVE THIS HIGH AND NOBLE OFFICE, I INTEND TO EXPOSE THIS PLOT.
SEVEN DAYS LATER HE WAS ASSASSINATED.
THE AMERICAN PEOPLE HAVE NEVER LET THE TRUTH ABOUT THE KENNEDY ASSASSINATION AND SINCE THAT TIME OUR FREEDOMS HAVE BECOME FEWER AND FEWER.
I ALWAYS THOUGHT OUR ELECTION SYSTEM WAS THE BEST IN THE WORLD.
I LEARNED NOW THAT IT'S NO BETTER THAN VENEZUELA OR UKRAINE'S.
MANIPULATING VOTES USING MACHINES AND BALLOT STUFFING FOR BACKUP AS ALL MOST BECOME A PERFECT SCIENCE.
JOE BIDEN EVEN CONFIRMED THIS WHEN HE SAID, AND I QUOTE, WE PUT TOGETHER THE MOST EXTENSIVE AND INCLUSIVE VOTER FRAUD ORGANIZATION IN THE HISTORY OF AMERICAN POLITICS, REFERRING TO THE ELECTION AT 2020.
UNTIL OUR REPRESENTATIVES AT THE CITY, COUNTY, AND STATE LEVEL GET THE COURAGE TO DEMAND NO MACHINES, ONE-DAY VOTING, AND VOTER ID, AMERICANS WILL CONTINUE TO BE MORE PONDS ON THE CHESSBOARD SERVING THEIR MASTERS.

[10. APPROVAL OF CONSENT AGENDA]
DO I HAVE A MOTION?>> CHAIRMAN HEIL: MADAME CLERK?
MOVING ON TO 11, ADOPTION OF ORDINANCES AND PUBLIC HEARINGS.
[11. ADOPTION OF ORDINANCES / PUBLIC HEARINGS]
WHO HAS THIS ONE?>> CHAIRMAN HEIL: I THOUGHT YOU MIGHT.
>> MR. CHAIRMAN, THIS IS TO FOLLOW-UP ON AN ITEM THAT WAS BROUGHT TO YOU LAST MONTH.
THE LEGISLATOR AMENDED THE PROBATE CODE THIS YEAR TO REQUIRE COUNTIES WHO WANTED TO SEPARATE THE FUNCTION OF THE PROBATE CLERK FROM THE COUNTY CLERK TO ADOPT IT AS AN ORDINANCE.
SOME YEARS AGO, THE FUNCTIONS WERE SEPARATED IN THIS COUNTY.
THIS SIMPLY CODIFIES EXISTING PRACTICE.
IT SIMPLY PUTS US IN COMPLIANCE WITH THE NEW STATE LAW.
THE PROBATE JUDGE HAS REVIEWED THIS AND HAD NO COMMENT.
THE COUNTY CLERK HAS REVIEWED IT AND SHE'S IN SUPPORT OF IT.
I WOULD STAND FOR QUESTIONS OR PERHAPS DIFFER TO MADAME CLERK IF SHE HAS COMMENTS.
>> CHAIRMAN HEIL: CAN I MOTION?
>> CHAIRMAN HEIL: AND A SECOND.
>> CHAIRMAN HEIL: COMMENTS OR QUESTIONS?
BLOCK: MR. CHAIR? I GUESS I WOULD ASK EITHER THE COUNTY CLERK OR COUNTY ATTORNEY, WHAT WAS THE ADVANTAGE TO THE COUNTY FOR THIS?
>> I DON'T KNOW WHY THIS WAS DONE ORIGINALLY.
THIS IS ONLY BEING DONE BECAUSE THE PROBATE CODE WAS AMENDED.
SHE MIGHT BE ABLE TO TELL YOU WHY IT WAS SEPARATED ONCE UPON A TIME.
>> SO THE PROBATE CLERK AND THE COUNTY CLERK THAT WAS DIVIDED SOME TIME AGO.
AND THEY SEPARATED THE TWO OFFICES AND IT'S RUN AS SUCH FOR ALL THIS TIME.
THEY HAVE TWO OFFICIALS IN THAT.
IF YOU HAVE A PROBATE JUDGE AND COUNTY CLERK, THOSE ARE TWO OFFICIALS THAT SHOULD WORK TOGETHER, BUT THAT WAS SEPARATED SOME TIME AGO.
[01:40:01]
SINCE I STARTED, I HAVE ASKED FOR AN ORDINANCE TO SEPARATE THE TWO BECAUSE THEY ARE THEIR OWN ENTITY.>> CHAIRMAN HEIL: ANY OTHER COMMENTS? HEARING NONE, MADAME CLERK.
THIS IS A REQUEST FOR MOTION TO ADOPT RESOLUTION.
[12.A Request for a Motion to Adopt Resolution No. 6-28-23.12A Declaring the Intent to approve an Ordinance issuing Industrial Revenue Bonds, Series 2023, for up to $275,000,000 for a new solar farm to NMRD Data Center III, LLC. (Rob Burpo, County Financial Advisor)]
THIS IS THE INDUSTRIAL REVENUE BONDS.BURPO: HELLO AGAIN, MR. CHAIRMAN, COMMISSIONERS.
I BRING BEFORE YOU A RESOLUTION FOR THE PROPOSED $275 MILLION SOLAR FARM AS MENTIONED BEFORE.
I'LL TRY TO ANSWER A COUPLE OF THE QUESTIONS THAT WERE RAISED BECAUSE I THINK THEY ARE VERY VALID AND WE'LL GET TO THEM.
WHY IS IT NOT GOING UP? THERE WE GO.
HERE IS THE TEAM THAT'S GOING TO BE WORKING ON THIS.
THE PROJECT PARTNERS ARE AMERICAN ELECTRIC POWER, PNM.
YOUR BOND COUNCIL IS SHERMAN & HOWARD.
WE'LL BE DOING WORK ON THIS AS WELL AS ECONOMIC DEVELOPING DEPARTMENT AND ASSESSOR'S OFFICE.
SEE IF WE CAN GET THIS THING TO GO.
THE SITE LOCATION, AND THIS IS A LARGE MAP, BUT THIS GIVES YOU A LITTLE BIT OF GUIDANCE ON WHERE IT IS WITHIN THE PARAMETERS.
THE NORTH AND ENCINO ARE THE TWO PROJECTS THEY DID IN 2021 AND 2022.
THIS ONE IS CALLED TAG AND THIS MIGHT GIVE YOU A LITTLE BETTER VIEW OF IT AND NORTH AS TO YOUR LEFT.
THE TAX HIKE IS RUN AT THE EDGE OF THE ESCARPMENT WHERE DROPS DOWN.
IT IS NOT AN ADVANTAGEOUS PROPERTY FOR THE PURPOSES OF DEVELOPMENT.
I WILL TELL YOU I DID A ROUGH STUDY AND PROPERTY TAXES THE COUNTY HAS RECEIVED IN THIS LAND RIGHT NOW IS $2,500 A YEAR.
IN 2000, THIS YEAR, SENATE BILL 474 LEGISLATOR CHANGED THE WAY THE MONEY FROM THE PAYMENT TAXES IS GOING TO BE DIVVIED UP.
TO BE REAL BLUNT, IT'S A DISASTROUS WRITING, BUT IT IS WHAT IT IS AND IT'S WHAT WE'RE STUCK WITH, BUT HERE'S THE CHANGES ON THIS PAGE.
50% THEY ARE GOING TO ALLOCATE THE MONEY THAT GOES TO THE SCHOOLS IS GOING TO BE DIVIDED BY THIS FORMULA.
50% OF IT IS BASED ON WHERE THE PROJECT IS LOCATED.
IN OTHER WORDS, THIS PARTICULAR PROJECT IS LOCATED IN THE RIO RANCHO SCHOOL DISTRICT.
THE PRIOR TWO WERE LOCATED IN THE JEMEZ SPRINGS PAYMENTS VALLEY SCHOOL DISTRICT.
50% OF HOW WE'RE GOING TO DIVVY THE MONEY UP IS GOING TO GO TO RIO RANCHO PUBLIC SCHOOLS.
40% IS BASED ON THE SIZE, HOW MANY ACRES THE SCHOOL DISTRICT HAVE IN YOUR COUNTY.
THE THIRD IS 10% DEPENDS ON WHAT THEIR POPULATION IS.
LET ME SHOW YOU WHAT IT MEANS IN NUMBERS.
UNDER 2021 LEGISLATION THE MONEY WAS SPLIT.
EACH SCHOOL, YOU HAVE FIVE SCHOOL DISTRICTS IN YOUR COUNTY.
EACH SCHOOL DISTRICT ON 20% OF PAYMENT TAXES.
SO BERNALILLO SCHOOLS, RIO RANCHO, CUBA, WHO AM I LEAVING OUT? APS AND HAMUS.
NOW THE NEW SCHEDULE LOOKS SOMETHING LIKE THIS.
BECAUSE THE PROJECT IS LOCATED IN RIO RANCHO WHEN YOU DO THIS COMPLEX FORMULA THAT WE DEVELOPED A SPREADSHEET THAT'S BEING USED AROUND THE STATE, BASICALLY IT SAYS TWO THINGS.
37.86% OF TAXES THAT WE NEGOTIATE WILL GO TO THE SCHOOL.
[01:45:07]
IN 2019 WHEN WE DID YOUR PROJECT WITH THE FIRST PROJECT, 75% OF THE MONEY WENT TO THE COUNTY AND 25 PERCENT WENT TO JEMEZ.BASED ON THESE DIFFERENT CRITERIAS, 38% OF THE PAYMENT IN LIEU OF TAXES ARE GOING TO GO TO THE SCHOOL AND THE OTHER 62% IS GOING TO GO TO THE COUNTY.
THEN OF THE PART OF THAT 37.86 THAT'S GOING TO THE SCHOOLS IS DIVVIED UP.
3.2% OF BERNALILLO, CUBA GETS ABOUT 7.25, JEMEZ GETS 4.64 AND RIO RANCHO WILL GET 22.
THAT'S WITH THE NUMBER LOOKS LIKE.
THIS LEGISLATION IS WHAT WE HAVE TO DEAL WITH.
FOR EXAMPLE, ORIGINALLY, WE WERE GOING TO USE CORRALES BECAUSE ONLY CHAIRMAN HEIL ELEMENTARY IS LOCATED IN THE COUNTY.
IN READING ALL THE LANGUAGE AND EVERYTHING WE FIND OUT OKAY, WE HAVE TO USE APS.
WAY UP IN RIO RANCHO, APS HAS A WHOLE BUNCH OF ACREAGE.
THERE'S MORE JACKRABBITS THAN COYOTES, BUT IT'S A CLOSE RACE.
THERE'S NOT A SOUL LIVING THERE, BUT THERE'S LAND THAT GOES TO APS.
THAT'S GOING TO GO IN THE FORMULA NOW.
THE PRODUCT ITSELF IS ABOUT 1100 ACRES.
MY ORIGINAL LOOK IT'S ABOUT $2,500 A YEAR THAT THE COUNTY IS GETTING IN PROPERTY TAXES RIGHT NOW.
SIZE OF THIS PROJECT IS 275 MILLION AS OPPOSED TO THE 70 MILLION WE DID IN 2019.
THE DOCUMENTATION AND STRUCTURE WILL BE SIMILAR TO THE ONES WE DID IN 2019 AND 2022.
THERE IS NO OBLIGATION OF THE COUNTY IN ANY WAY, SHAPE, OR FORM TO MAKE PAYMENTS ON THE IRB.
THIS IS LIKE PAYMENTS WE DID ON UNTIL.
THE PAYMENTS IN 2020 WAS $100,000.
THE PROJECT IN 2020 WE ALSO GOT $100,000 THAT WAS DIVIDED 36.8% TO THE SCHOOL DISTRICT.
WE ARE IN NEGOTIATIONS FOR THE PILOT.
THIS IS OBVIOUSLY A MUCH BIGGER ONE.
LAST YEAR WAS FOR 50 MILLION AND YOU GOT $100,000.
I DON'T NEGOTIATE IN PUBLIC, JUST WANT TO LET YOU KNOW WHAT'S GOING ON.
PNM WILL GENERATE ALL THE ELECTRIC FOR 20 YEARS.
CONSTRUCTION WILL PROBABLY BEGIN AROUND THE FIRST OF 2024 IS WHAT THEY'RE TELLING US.
IS ABOUT 140 MW OF SOLAR AND 50 MW OF BATTERY.
THERE'S A 3 MILE RIGHT-OF-WAY BETWEEN WHERE THE TRANSMISSION LINE IS AND WHERE THE SITE IS.
RIGHT-OF-WAY HAS ALREADY BEEN APPROVED AND REQUIRED BY PNM.
THE LOCATION IS SOUTHWEST WHAT IT'S CALLED.
THEY EXPECT THE CONSTRUCTION TO BE 18 MONTHS, SO THEY EXPECT THIS FACILITY TO START GENERATING ELECTRICITY OF 2025.
LIKE I SAID, IF WE GOT $100,000 FOR A $50,000 DEAL, YOU CAN SEE WHERE WE'RE COMING ON THAT.
LAND WILL BE OWNED BY NEW MEXICO LEASED TO SANDOVAL COUNTY DISTRICT REVENUE BOND.
THE SOLAR PANELS ARE MANUFACTURED IN VIETNAM.
IF YOU ADD ALL THOSE THINGS UP, THE DIFFERENCE IS THE CONSTRUCTION COST.
YOU GOT THE LAND, THE EQUIPMENT, THE EQUIPMENT FOR THE PANELS.
THE REST IS ACTUAL COST OF CONSTRUCTING THE FACILITY AND BUILDING IT.
WITH THAT, THIS IS WHAT THE LANGUAGE SAYS AND I WILL STAND FOR QUESTIONS.
>> CHAIRMAN HEIL: I DO HAVE A QUESTION.
YOU DIDN'T COVER WHO'S GOING TO TAKE CARE OF HER PLACEMENT OF SOLAR PANELS.
[01:50:01]
BURPO: IS A VERY GOOD QUESTION, MR. CHAIRMAN.
TRADITIONALLY, IN THE PAST THE NORMAL SOLAR PANELS IS CALLED DEGRADATION AND THEY USED TO LOSE ABOUT 2 1/2% OF POWER GENERATION PER YEAR.
AFTER 20 YEARS YOU'VE LOST AN AWFUL LOT OF YOUR POWER GENERATION.
IT USED TO BE YOU WOULD'VE LOST 45 50% OF YOUR POWER GENERATION.
SO THEY WOULD BASICALLY COME IN AND STRIP THESE PROJECTS OUT AND COME BACK TO YOU AGAIN IN ANOTHER 20 YEARS AND SAY HEY, LET'S DO THIS DANCE ALL OVER AGAIN.
THE NEW PANEL HAVE A DEGRADATION OF HALF A PERCENT, SO IN 20 YEARS THEY WOULD'VE LOST AROUND 10% OF THEIR POWER GENERATION.
THE QUESTION WILL BE THIN IS ONE OF TWO THINGS HAPPEN.
ALL THAT PROPERTY WILL THEN GO ON THE TAX ROLLS.
OR THEY WILL TEAR THEM DOWN AND REBUILD OR TEAR THEM DOWN.
THE COST AND EXPENSE AND OBLIGATION OF REMOVING THEM IS ON THEM BECAUSE AFTER 20 YEARS GIVE IT BACK TO THEM AND THAT'S THERE'S.
BUT THE BIG QUESTION WILL BE IN 20 YEARS BECAUSE THE MECHANICS AND THE QUALITY OF THE PANELS HAS CHANGED SO DRAMATICALLY.
WHAT THE BUSINESS MODEL USED TO BE IS AFTER 20 YEARS WE'LL TEAR IT DOWN.
NOW WE'VE ONLY LOST 10% OF OUR ENERGY PRODUCTION.
CASH FLOW AS A WHOLE AND BETTER EVEN IF IT GOES ON THE TAX ROLLS.
I THINK THE ANSWER IS BECAUSE THE DYNAMICS HAVE CHANGED I WOULDN'T WANT TO TELL YOU HERE TODAY THAT WHAT THEY'VE BEEN DOING IN THE LAST 20 YEARS IS WHAT THEY WILL DO 20 YEARS FROM NOW.
>> CHAIRMAN HEIL: I KIND OF JUMPED THE GUN ON THIS.
I SHOULD'VE ASKED FOR REPULSION ON THIS.
>> CHAIRMAN HEIL: NOW ANY QUESTIONS? NO OTHER QUESTIONS?
>> CHAIRMAN HEIL: COMMISSIONER JONES.
BRUCH: PNM, THE SOLAR PROJECT OWNER, WHO ARE THE END-USERS FOR THIS ELECTRICITY OR DO WE KNOW?
BURPO: HAVE NOT DISCLOSED IT YET, BUT MY GUESS IS GOING TO BE THE FACEBOOK FACILITY.
THAT'S WHO IT WAS THE FIRST TWO TIMES.
THE CONVERSATION HAS LED ME TO BELIEVE THAT'S THE CASE, BUT THEY WILL HAVE TO CONFIRM THAT BEFORE THEY COME BACK TO YOU WITH THE ORDINANCE.
>> CHAIRMAN HEIL: COMMISSIONER JONES.
HE SAID THE PROJECT INITIALLY STARTED IN JEMEZ IS NOW GOING TO BE MOVED TO RIO RANCHO.
BURPO: THE FIRST ONE THAT WE DID IN 2019 WAS IN JEMEZ SCHOOL DISTRICT.
THIS ONE IS ABOUT 10 MILES SOUTH AND FALLS INTO THE RIO RANCHO SCHOOL DISTRICT.
WHERE THERE LOCATIONS ARE, THE FIRST TWO WAS IN JEMEZ.
JONES: THANK YOU FOR THE CLARIFICATION.
THE DECREASE IN THE FIVE YEARS FROM 25-20, IS IT DUE TO THE BATTERY DEGRADATION OR IS IT JUST THE NEGOTIATION OF THE CONTRACT?
BURPO: THE 20 YEARS IS AS MUCH ESTATE OF NEW MEXICO TAX CODE AS IT IS ANYTHING ELSE.
WHEN THERE'S EMISSIONS IN PLACE THAT ALLOW FOR US TO DO OUR CALCULATIONS ON WHAT THE PROPERTY TAX WOULD'VE BEEN IF THIS THING IS NOT TAXED, WE'RE ONLY ALLOWED TO DEPRECIATE IT AT THREE YEARS STRAIGHT LINE DOWN TO 80% DEPRECIATION.
THAT'S WHY THE 20 YEAR COMES INTO PLAY.
PLUS, THE DEGRADATION, THE HISTORY OF DEGRADATION HAS BEEN A 20 YEAR DEAL.
MY CONVERSATION WITH PNM, AND FRANKLY SOME OTHERS ON MANY TRANSACTIONS IN THE STATE.
IF THE DEGRADATION KEEPS IN PLACE WHERE IT'S ONLY 10% AFTER 20 YEARS, VERY STRONG PROBABILITY THEY WILL LEAVE THAT FACILITY IN A YEAR.
SOLAR FARMS ARE SUCH LOW MAINTENANCE COMPARED TO WIND TURBINES.
IT'S A TOTALLY DIFFERENT ANALYSIS.
I WOULDN'T WANT TO TELL YOU WHAT I'D EXPECT AFTER 20 YEARS BECAUSE MARKET HAS
[01:55:06]
CHANGED AND QUALITY OF THE EQUIPMENT HAS CHANGED.JONES: I'M ASSUMING BASED ON WHAT YOU SAID AT THE 20 YEARS SHOULD BE 90% TO PASS IT JUST CHARGE.
I HAVE NOT HEARD, COMMISSIONER JONES, IS A VERY GOOD QUESTION.
WHAT KIND OF DEGRADATION THEY WOULD GET ON THE BATTERIES.
I THINK IT'S PROBABLY UNKNOWN BECAUSE THE COST OF BATTERIES HAS COME DOWN DRAMATICALLY IN THE PAST FIVE YEARS AND THE QUALITY OF THEM HAS GONE UP IN THAT SAME PERIOD OF TIME.
BECAUSE THE BATTERIES HAVEN'T BEEN ON THE MARKET THAT LONG, I REALLY THINK THEY DON'T KNOW WHAT DEGRADATION CAPACITY.
JONES: ARE THEY ISOLATED UNITS OR KIND OF LIKE A WHOLE PACK? AND I ASK BECAUSE MAINTENANCE RIGHT PLACING IT.
BURPO: I UNDERSTAND THE QUESTION AND I'M NOT THE ENGINEER, SO I DON'T WANT TO MISREPRESENT YOU.
I WILL FIND OUT THOUGH AND GET BACK TO YOU WITHIN 24 HOURS.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? COMMISSIONER BLOCK.
IN LAYMAN'S TERMS, YOU'VE BEEN DOING THIS FINANCIAL STUFF FOR CLOSE TO 50 YEARS.
IN LAYMAN'S TERMS, TELL US WHAT AND INDUSTRIAL REVENUE BOND IS VERY QUICKLY BECAUSE I'VE GOT A COUPLE MORE QUESTIONS.
BURPO: INDUSTRIAL REVENUE BOND IS BASICALLY A CONTRACT BETWEEN A TAXPAYER AND GOVERNMENTAL ENTITY.
WE HAVE THE -- CLAUSE WE CAN'T GIVE TAXPAYING ENTITIES FREE STUFF.
SO WHAT THEY DO IS THEY WILL BUILD THIS WHOLE FACILITY.
THEY WILL TURN AROUND AND FACE IT TO SANDOVAL COUNTY.
SANDOVAL COUNTY DOESN'T PAY TAXES.
THEN THEY SAY IN ORDER FOR US TO TAKE THIS BUILDING, THIS LAND AND THE SOLAR PANELS, WE'RE GOING TO CHARGE YOU FOR THAT.
WHAT WE'RE GOING TO CHARGE YOU IS CALLED A PAYMENT IN LIEU OF TAXES.
A LOT OF PEOPLE DON'T REALIZE MOST OF THE INTEL PLANT RIGHT NOW IS SANDOVAL COUNTY LAND.
WHAT WE DO AS WE SAY OKAY, WHAT SHOULD THE PROPERTY TAXES BE IF WE DO ALL THESE TAX GYRATIONS, DEPRECIATIONS, ALL THE STUFF.
WHAT WITHIN PROPERTY TAXES BE? THEN WE SAY OKAY, WE'LL GIVE YOU A DEAL, BUT IT'S GOING TO BE X PERCENT OF WHAT YOU NORMALLY WOULD'VE PAID AND THERE SEVERAL WAYS TO DO IT.
ONE OF THE THINGS WE DO IS WE CREATE A SCHEDULE WHERE BASICALLY BE BILLED IN AN INFLATION FACTOR SO THE OUT YEARS YOU'RE GETTING PAID A WHOLE LOT MORE THAN THE PROPERTY IS REALLY WORTH.
BLOCK: THE GOVERNMENT, COUNTY GOVERNMENT.
SO I REMEMBER THE FACEBOOK DEAL BECAUSE I THINK IN ONE OF THOSE DEALS WE USED 30,000 TO HIRE --
BLOCK: THE REALITY WAS HEY, YOU'RE GOING TO GET $100,000 A YEAR FROM SOME COUNTY.
I GUESS MY QUESTION IS IF THIS IS GOING TO FACEBOOK, FACEBOOK IS A MULTIMILLION DOLLAR COMPANY.
WHY COULDN'T THEY DO THIS ON THEIR OWN?
BURPO: FACEBOOK IS BUYING THE POWER AND THE ONE THING THEY HAVE COMMITTED IN NEW MEXICO, AND I'M NOT SAYING I'M A BIG FACEBOOK FAN.
I'M NOT EVEN ON FACEBOOK, SO I DON'T UNDERSTAND IT ANYWAY.
THEY ARE COMMITTED TO GETTING THE MAJORITY IF NOT ALL THEIR POWER FROM RENEWABLE ENERGY SOURCE FROM THE STATE OF NEW MEXICO.
BLOCK: YOU REMEMBER THE LAST TIME WE DID THIS IN 2019 FACEBOOK GOT A SWEET DEAL OF 75% OFF POWER, I BELIEVE IT WAS FROM PNM.
PNM GAVE THEM A SWEET DEAL OF 29%.
THAT'S WHAT WE WERE BRIEFED BACK IN THE DAY.
YOU MAY HAVE TO CHECK MY MATH, BUT WHAT UPSET ME WHEN I REMEMBER IT IS LOOK AT
[02:00:06]
MARK [NAME] ABOUT THERE.HE'S JUST A NORMAL ORDINARY AVERAGE GUY.
HE'S NOT GETTING A SWEET DEAL, IS HE? NO.
PNM IS GIVING BIG CORPORATIONS.
FACEBOOK, THEY'RE GETTING TREATED A HECK OF A LOT BETTER THAN THE AVERAGE NEW MEXICAN HERE BECAUSE THEY ARE GETTING SUBSIDIZED OFF AND IRB.
IT SOUNDS LIKE IF PNM, IF FACEBOOK IS THE CLIENT OR THE CUSTOMER LIKE THEY MIGHT BE, THEY MIGHT GET ANOTHER SWEET DEAL HERE BECAUSE THIS IS THE REASON WHY WE IN SANDOVAL COUNTY DIDN'T TAKE FACEBOOK BECAUSE THEY WANTED WAY TOO MUCH MONEY TO COME HERE IN SANDOVAL COUNTY BECAUSE WE DIDN'T WANT TO PAY THE BILL, SO THEY WENT TO LOS LUNAS.
MY QUESTION WITH A LITTLE BIT OF THAT HISTORICAL CONTEXT IS WHAT IS THE RETURN -- I JUST TALKED TO SANDOVAL, I HATE SUBSIDIES.
ESPECIALLY IF IT PUTS US IN THE RED.
WHAT'S THE RETURN ON INVESTMENT FOR THE TAXPAYER HERE IN SANDOVAL COUNTY? BY THE WAY, TO TALK ABOUT THE JOBS, JOB UP THERE IN 2019, IT WAS ONE FREAKING JOB.
WAS A GUY UP THERE CLEANING OFF SOLAR FANS.
ONE GREEN JOB AND THESE PEOPLE WANT TO GET RID OF ALL THE OIL AND GAS JOBS, BUT IT WAS ONE JOB.
BURPO: SOLAR FARMS ARE NOT JOB CREATORS AND I DON'T WANT ANYBODY TO THINK WE'RE ANY MAKING ANY REPRESENTATION THERE.
YOU'RE RIGHT WHEN ONE OF THE BORDERS GOES OUT OR SOMETHING THEY CALL SO MANY LOCAL AND GO OUT AND REPLACE THEM.
BASICALLY, THE ANALYSIS THAT I HAVE USED AND I THINK IS A LEGITIMATE ANALYSIS IS WHAT IS THE COUNTY RECEIVING RIGHT NOW IN THE FORM OF PROPERTY TAXES?
BURPO: WHAT ARE YOU GETTING IN EXCHANGE FOR THIS PROJECT COMING TO YOU? ACYCLIC, THE QUESTION COMES IF I'M GETTING $2500 FOR A PIECE OF PROPERTY THAT IS --
BURPO: NOT USABLE, TO BE BLUNT.
IF I COULD GET 100,000, 200, 300,000, MAYBE MORE, I'M NOT GOING TO NEGOTIATE IN PUBLIC, BUT IF I GO FROM 2500 TO 300,000, THAT IS YOUR RETURN ON INVESTMENT.
BLOCK: I LIKE THAT THE BATTERY IS MADE IN THE UNITED STATES.
YOU JUST CAN'T FIND IN THIS COUNTRY ANYMORE.
IT DRIVES ME UP A WALL AS YOU CAN TELL.
THERE REALLY AREN'T ANY JOB CREATIONS IN THIS.
THAT'S JUST A BIG FARCE, SO DON'T BELIEVE ANY OF THAT CRAP.
BLOCK: YOU AND I ARE ON THE SAME PAGE.
A LOT OF MONEY GOING TO THE SCHOOL DISTRICTS.
WHAT UPSETS ME IS WHY THESE BIG CORPORATIONS GET THESE SWEET DEALS WHERE GUYS LIKE MARK [NAME] DOESN'T GET THE SAME TYPE OF LOVE THAT THE BIG CORPORATIONS GET.
BURPO: I WILL CONFIRM, MR. CHAIRMAN, COMMISSIONER BLOCK, I WILL CONFIRM WITH THE END BUYER IS AND GET AN EMAIL OUT TO YOU TOMORROW OR THE NEXT DAY.
BLOCK: DID THIS GO THROUGH PNC ALREADY? OKAY.
MR. BURPO, APPRECIATE THE HARD WORK.
YOU DO A GOOD JOB TRYING TO EXPLAIN IT IN LAYMAN'S TERMS WITHOUT THE EXPERIENCE YOU HAVE.
>> CHAIRMAN HEIL: COMMISSIONER BRUCH.
BRUCH: I THINK YOU PREVIOUSLY PROVIDED US WITH THEIR RATE WAS IN THE ORDINANCE.
WITHOUT BE PROVIDED THIS NEXT TIME?
BURPO: WE WILL PROVIDE THAT INFORMATION.
BURPO: BECAUSE IT WILL BE A PUBLIC DOCUMENT.
>> CHAIRMAN HEIL: NO OTHER COMMENTS? MADAME CLERK.
[12.B Request for a Motion to Adopt Resolution No. 6-28-23.12B Approving a new debt policy of the County. (T. Parker Schenken, Sherman and Howard, LLC and Rob Burpo, First American Financial Advisors, Inc.) ]
MOVING ON TO 12B.[02:05:01]
BEFORE YOU IS A REQUEST TO ADOPT RESOLUTION APPROVING A NEW COUNTY DEBT POLICY AND JOINING US REMOTELY IS ONE OF YOUR BOND COUNCILS, PARKER SCHENKEN.WE SPENT THE BETTER OF 10 MONTHS DRAFTING THIS AND WHAT I'D LIKE TO DO IS, ARE WE READY? I LIKE TO INTRODUCE TO YOU PARKER SCHENKEN.
HE'S UP IN DENVER RIGHT NOW AND HE ACTUALLY PUT ON A TIE.
LADIES AND GENTLEMEN, THIS IS PARKER SCHENKEN AND HE'S GOING TO TAKE THE LEAD ON DESCRIBING THIS POLICY FOR YOU.
SCHENKEN: GOOD EVENING, MR. CHAIR, IS THAT THE COMMISSION.
CAN ANYBODY HEAR ME, FIRST OF ALL? GREAT.
I APPRECIATE YOU ALLOWING ME TO APPEAR REMOTELY.
I'LL BE SEEING YOU IN PERSON AGAIN SOON.
I'M HERE TO PRESENT RESOLUTION 12B.
BY WAY OF BACKGROUND, MANY POLITICAL SUBDIVISIONS ADOPT THESE KIND OF POLICIES FOR THE PURPOSE OF PROMOTING DISCIPLINE AND CONSISTENCY RELATING TO THE ISSUANCE AND MANAGEMENT OF PUBLIC DEBT.
RATING AGENCIES ENCOURAGE THESE KIND OF POLICIES.
BONDHOLDERS EXPECT TO SEE THEM COME AS WAS BECOMING A THING THAT'S GENERALLY ACCEPTED, PARTICULARLY AMONG MORE FREQUENT BOND ISSUERS.
THIS PARTICULAR POLICY WAS MODELED IN LARGE PART ON A POLICY THAT BERNALILLO COUNTY HAS HAD AN EFFECT AND MODIFIED A FEW TIMES, BUT AS ROB SAID WE'VE SPENT QUITE A BIT OF TIME MODIFYING IT TO BE CONSISTENT WITH SANDOVAL COUNTY'S ADMINISTRATIVE STRUCTURE AND EVERYTHING.
BASICALLY, WE WANTED TO MAKE SURE IT WORKED FOR YOU.
WE WORKED CLOSELY WITH COUNTY MANAGER AND MR. BURPO'S FINANCIAL ADVISOR TO MAKE SURE THIS POLICY IS A GOOD FIT FOR SANDOVAL COUNTY.
THE POLICY WAS PROVIDED TO THE COUNTIES RATING ANALYST.
I'VE HAD ONE CONVERSATION AND I KNOW ROB HAS HAD SEVERAL.
MY SENSE IS WE'VE TAKEN THEIR COMMENTS INTO CONSIDERATION AND MADE APPROPRIATE ADJUSTMENTS, BUT GENERALLY THEY SEEM PLEASED WITH THE POLICY AND WE'RE GLAD THE COUNTY HAS TAKEN THIS ACTION.
WITH THAT, I'M GOING TO RUN THROUGH A HIGH-LEVEL VIEW OF THE POLICY.
IF THERE ARE ANY SPECIFIC QUESTIONS FROM THE COMMISSION, I'M GLAD TO ADDRESS THOSE.
AGAIN, THE PURPOSE AND OBJECTIVES AROUND THE FIRST COUPLE OF PAGES AND THEY ARE TO MEMORIALIZE AND IMPROVE CONSISTENCY AND DISCIPLINE IN ALL TYPES OF DEBT ISSUANCE THE COUNTY MIGHT TAKE.
PAGES 3-6 WALK-THROUGH EIGHT TUTORIAL ON GOVERNING LAWS IN THE STATE OF MEXICO AND INDEBTEDNESS THAT MIGHT OCCUR AND LAY OUT THE LAUNDRY LIST THAT MIGHT TO BE AVAILABLE TO THE COUNTY.
THE POLICY INCLUDES A DETAILED DISCUSSION ON RECENT EARMARKING OF GROCERY RECEIPT TAXES AND HOW THAT MIGHT WORK.
THAT IS FOR GENERAL UNDERSTANDING.
IN THIS CASE DESIGNED TO PROVIDE EDUCATION FOR RATING AGENCY ANALYST.
GOING THROUGH OTHER PORTIONS OF THE TYPES OF DEBT TALKS ABOUT REVENUE BONDS AND REFUNDING BONDS AND PARAMETERS FOR THOSE TYPES OF ISSUANCE.
IT DOES ENCOURAGE THE COUNTY, PAY-AS-YOU-GO, OTHER SOURCES OF FUNDING BEFORE INCURRING DEBT.
PAGES NINE AND 10 WALK-THROUGH PROCEDURES AND STEPS THAT HAVE TO BE TAKEN INTO CONSIDERATION DURING THE PROCESS OF DEBT ISSUANCE.
11 AND 12 TALK ABOUT VARIOUS TYPES OF STRUCTURAL DIFFERENCES THAT MAY BE CONSIDERED, WHETHER VARIABLE DEBT, FIXED DEBT, THOSE SORT OF THINGS.
PAGES 12 AND 13 WALK-THROUGH LIMITATIONS ON DEBT, PARAMETERS AROUND DEBT THAT SHOULD BE RESPECTED AND MATURITY LIMITATIONS WHEN YOU MIGHT GO ALONG WITH A PIECE OF DEBT WERE SHORT WITH A PIECE OF DEBT.
PAGE 14 TALKS ABOUT PROCEEDS OF DEBT PENDING APPLICATION TO WHATEVER THEIR USE IS, PENDING APPLICATION OR WHATEVER.
IMPORTANTLY, FOR THIS THERE IS A -- ESTABLISHED ON PAGE 15 AND 16 IN THIS PROVISIONS TALK ABOUT HOW THEY WOULD ANALYZE A PROPOSED PIECE OF DEBT FOR IT COMES TO YOU SO
[02:10:04]
THERE'S A THOUGHTFUL RECOMMENDATION AND WORK BEHIND WHATEVER WOULD BE PRESENTED TO THE COMMISSION BEFORE FINAL APPROVAL.ROLES AND RESPONSIBILITIES ON PAGES 16 AND 17 BETWEEN THE COMMISSION AND COUNTY MANAGER AND STAFF ADMINISTRATION, 17 AND 21 TALK A LOT ABOUT ME AND OTHERS LIKE ME HAVE THE PROFESSIONALS OF THE BOND ISSUE AND TALK ABOUT THE WAYS THAT YOU WILL ENGAGE US THROUGH THE RFP PROCESS, THE DURATION OF CONTRACTS CAN'T LOCK YOU UP IN A CONTRACT FOR A LONG PERIOD OF TIME.
THIS FOLLOW WHAT I THINK ARE YOUR CURRENT POLICIES.
THERE'S SOME ADDITIONAL PROCEDURAL ELEMENTS RUN THROUGH ON PAGES 21-23.
IN THE END, WE TOOK THE OPPORTUNITY TO CONSOLIDATE TWO POLICIES YOU ALREADY HAVE ON THE BOOK.
ONE IS ABLE TAX COMPLIANCE POLICY AND THAT IS SOMETHING THAT RATING AGENCIES STARTED THAT.
THOSE THINGS ARE VERY IMPORTANT FOR PURPOSES OF MAINTAINING TAX COMPLIANCE UNDER FEDERAL LAW.
THAT THE SAME POLICY THAT YOU ADOPTED I THINK BACK IN 2010 AND THOSE POLICIES HAVE BEEN UPDATED.
IS APPROPRIATED AS AN INDEX JUST TO GET EVERYTHING IN PLACE.
LIKEWISE, THE COMMISSION APPROVED DISCLOSURE POLICIES.
IF YOU HAVE PUBLICLY -- REFERENDUM THAT GOES UP, THE DISCLOSURE POLICY WALK-THROUGH THE PROCESS OF MAKING SURE THAT DISCLOSURE IS ACCURATE, COMPLETE, AND COMPLIES WITH FEDERAL AND STATE SECURITY LAWS SO YOU DON'T HAVE IMPROPER DISCLOSURE OUT THERE AND THINGS ARE SQUARED AWAY THERE.
CLEARLY STATE THAT THOSE THINGS HAVE LIMITED PURPOSES AND REQUIRE QUALIFIED PROFESSIONAL ANALYSIS BEFORE GOING FORWARD.
AT THE END OF THAT, THAT'S A HIGH-LEVEL DISCUSSION.
WHAT I WOULD SAY FROM OUR PERSPECTIVE AS OUTSIDE COUNCIL AND IN A CROWD WOULD AGREE WHAT WE'VE GOT BEFORE US IS A SOUND POLICY CONSISTENT WITH SIGNIFICANT POLITICAL SUBDIVISIONS IN THE STATE AND OTHER PLACES THAT COVERS AND IS CUSTOMIZED TO MEET THE NEEDS OF THE COUNTY.
THAT YOU MAY HAVE SPECIFIC QUESTIONS OR ANYTHING I MIGHT'VE SAID YOU WANT CLARIFICATION ON.
I'M GLAD TO STAND FOR QUESTIONS, BUT THAT IS ITEM 12B.
>> CHAIRMAN HEIL: MAY I HAVE A MOTION?
>> CHAIRMAN HEIL: COMMENTS OR QUESTIONS?
BRUCH: CHAIRMAN? THANK YOU VERY MUCH.
I THINK THIS WAS INCREDIBLY NECESSARY AND I APPRECIATE THE COMPANY AS OF THIS OF THIS DOCUMENT, SO THANK YOU VERY MUCH.
SCHENKEN: YOU'RE QUITE WELCOME.
BURPO: PARKER DID A LOT OF THE HEAVY LIFTING.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? HEARING NONE, MADAME CLERK.
[12.C Request for a Motion to Adopt Resolution No. 6-28-23.12C Requesting assistance from the Property Tax Division of the New Mexico Taxation and Revenue Department in valuing the Intel Corporation property.]
>> GOOD EVENING, MR. CHAIR AND CHAIRMAN AND COMMISSION.
HOW FORTUITOUS TO FOLLOW MR. ROB BURPO BECAUSE THAT IS VERY MUCH RELATED TO MY SUBJECT MATTER, WHICH IS THAT INTEL HAS A BOND THAT IS EXPIRING THIS YEAR AND HOW THAT AFFECTS US AS WE JUST HEARD IS SOME OF THEIR ITEMS ARE GOING TO BECOME TAXABLE.
THAT MAKES IT NECESSARY FOR US TO EXAMINE THE INTEL CAMPUS.
IN SOME OF THEIR ASSETS BECAUSE THEY WILL BE TAXABLE WE WANT TO MAKE SURE THAT'S ACCURATE FOR TAX PURPOSES.
OUR OFFICE SIMPLY DOES NOT HAVE THE EXPERTISE OR STAFF, WHICH MR. BURPO MENTIONED EARLIER WE HAVE LESS STAFF AND COUNTIES.
WE NEED TO ASK THE COMMISSION IF YOU SEE AFTER THE NINTH WHEREAS, WHICH THANK YOU VERY MUCH TO OUR COUNTY ATTORNEY FOR PREPARING THIS.
IT STATES HERE THAT NEW MEXICO REVENUE DEPARTMENT IS AUTHORIZED TO ASSIST COUNTY
[02:15:01]
ASSESSORS, BUT WHAT HAPPENS IS I NEED TO HAVE THE REQUEST OF THE COUNTY ASSESSOR CONCURRED BY THE BOARD OF COUNTY COMMISSIONERS WITH TECHNICAL ASSISTANCE SERVICES IN EVALUATION OF MAJOR INDUSTRIAL COMMERCIAL PROPERTIES SUBJECT TO EVALUATION BY THE ASSESSOR.THE COUNTY SHALL REIMBURSE THE DEPARTMENT FOR THE COST, BUT I WANT YOU TO UNDERSTAND WHAT IT DOES SAY IN THE LAST PARAGRAPH FOLLOWING WHEREAS, THAT THE COUNTY, WE HAVE THE COUNTY ASSESSOR HAS A COUNTY PROPERTY EVALUATION FOUND THAT WILL GO AHEAD AND PAY FOR THE OUTSIDE APPRAISER TO ASSESS THIS, AND THAT'S THE SAME FUND WE GET OUR AERIAL PHOTOGRAPHY FROM.
IT DOES NOT AFFECT THE COUNTY BUDGET GENERAL FUND.
>> CHAIRMAN HEIL: COMMENTS OR QUESTIONS?
BRUCH: DO WE HAVE ANY IDEA WHAT THAT COST MIGHT BE?
>> WE HAVE ALLOCATED, WE HOPE IT WILL BE UNDER $25,000.
AND JUST TO ADD ADDITIONAL INFORMATION, WE HAD A VERY GOOD MEETING WITH INTEL, AGAIN, TRYING TO FIND OUT IF YOU GUYS GIVE US ANYTHING.
HOPING CERTAINLY A CORPORATION OF THAT SIZE CAN PROVIDE ASSISTANCE AND THEY ARE SAYING THEY SIMPLY DO NOT HAVE SOMETHING.
WE SPOKE TO SOMEBODY IN COSTA RICA THAT HEADS UP THEIR ASSETS.
THEY HAVE BEEN WORKING WITH US AS MUCH AS POSSIBLE.
OFFERING TO GIVE US WHATEVER THEY HAVE.
>> CHAIRMAN HEIL: I ASSUME, OF COURSE, THAT FROM THIS EFFORT THERE WILL BE TAXES THAT WILL BE PAID THAT HAVEN'T BEEN PAID IN PAST YEARS BECAUSE OF THE IRB.
BASICALLY, DEFERRED THE TAXES.
PROBABLY $25,000 IS A GOOD INVESTMENT.
>> CHAIRMAN HEIL: COMMISSIONER MEEK.
>> VICE CHAIRMAN MEEK: I'D LIKE TO SAY THIS IS A WISE IDEA.
YOU'VE ALREADY EXPRESSED DIFFICULTY WITH CURRENT ASSESSORS BEING ABLE TO CONTROL PROPERTY THEY ARE DEALING WITH AND THIS IS GOING TO BE TIME-CONSUMING AND EXPERTISE LADEN, WHICH YOU PROBABLY DON'T HAVE A LOT OF PEOPLE THAT CAN DO.
THANK YOU FOR GETTING THAT DONE FOR US AND THANK YOU, CHAIRMAN.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? MADAME CLERK.
[13.A Request for a Motion to Approve the Memorandum of Understanding between Sandoval County and The Southern Sandoval County Arroyo Flood Control Authority. SSCAFCA will deliver an unlimited amount of sediment excavated from flood control facilities to the County owned landfill.]
DEALING WITH SSCAFCA.>> CHAIRMAN HEIL: MOVING DIRT.
>> THIS IS MOTION TO REQUEST -- BASICALLY, WHEN THEY HAVE A PROJECT TO GIVE US THE DIRT FOR FOUR DOLLARS DELIVERED, WHICH SAVES THEM MONEY AND SAVES US MONEY, SO WE ARE JUST RENEWING THE AGREEMENT.
>> CHAIRMAN HEIL: CAN I HAVE A MOTION?
>> CHAIRMAN HEIL: ANY COMMENTS OR QUESTIONS?
JONES: MR. CHAIR, I DO HAVE ONE QUESTION.
SO WITH THIS CURRENT CONTRACT AND RENEWAL OF CONTRACT, DOES THIS INCLUDE TRANSPORTATION COST?
>> CHAIRMAN HEIL: THEY BRING THE DIRT TO US?
BRUCH: SO HOW MUCH ARE WE TALKING ABOUT?
CAN BE 50,000, 100,000, 200,000.
DEPENDS ON HOW MUCH PROJECTS THEY HAVE.
AS MUCH AS WE CAN USUALLY GET.
BRUCH: WHILE I HOPE IT COVERS UP SOME OF THE LITTER.
>> WELL THAT'S WHAT SOME OF THIS IS FOR.
WE ARE BECOMING DIRT POOR, SO THAT'S WHERE THIS IS.
>> CHAIRMAN HEIL: IT KIND OF DEPENDS ON HOW MUCH IT RAINS AND WASHES SEDIMENT DOWNSTREAM THAT THEY HAVE TO DIG OUT AND DO SOMETHING WITH.
ANY OTHER COMMENTS? MADAME CLERK.
[13.B Request for a Motion to Approve and award agreement to Contract Associates and Interior Office Systems for office furniture services and to authorize the County Manager to negotiate and sign all agreements and all subsequent amendments.]
>> CHAIRMAN, COMMISSIONERS, WHAT YOU HAVE IS A REQUEST FOR MOTION FOR REPORTS FOR
[02:20:02]
FURNITURE SERVICES AND AUTHORIZE SETTLEMENT AGREEMENTS AND SUBSEQUENT AMENDMENTS.WE WENT OFF RFP FOR FURNITURE.
IS ALIGNS WITH FACILITIES POLICY THAT YOU GUYS PASSED TWO MONTHS AGO.
THIS WAY WE KEEP ALL THE FURNITURE THE SAME AND MOVE FROM PLACE TO PLACE WITHOUT HAVING TO THROW THINGS AWAY.
WE JUST WANT TO DO CONTRACTS [INDISCERNIBLE]
>> CHAIRMAN HEIL: CAN I HAVE A MOTION?
>> CHAIRMAN HEIL: ANY COMMENTS OR QUESTIONS?
>> CHAIRMAN HEIL: COMMISSIONER BLOCK.
BLOCK: WHAT DID I MISS? IN THE DESCRIPTION THERE IS NO DOLLAR AMOUNT HERE AND I MIGHT HAVE MISSED IT, SO I APOLOGIZE THEY ARE, BUT IN THE AWARD SUMMARY, THERE IS NO MONETARY VALUE AT ALL.
HOW MUCH MONEY ARE WE SPENDING HERE?
>> IT ALL DEPENDS ON THE PROJECT.
IT DEPENDS ON WHO ORDERS FURNITURE.
WE HAVE THE SHERIFF'S OFFICE MOVING UP --
BLOCK: WHAT TYPE OF PLANNING DO WE DO FOR THIS?
>> THE SHERIFF'S DEPARTMENT, THERE'S A WHOLE PLAN FOR THE FURNITURE.
WE WOULD SEND THAT OUT TO OUR CONTRACTORS, THIS NEW EQUIPMENT WE WANT AND GIVE US A PRICE FOR IT.
WE CAN WORK WITH THEM UNTIL WE HAVE A CONTRACT.
WE HAVE TO DESIGN, BUT WE DON'T HAVE THE PRICING YET.
>> THIS IS A FOUR-YEAR CONTRACT.
IT'S REALLY FOR ON-CALL SERVICES, SO UNTIL WE ACTUALLY HAVE A PROJECT, DON'T KNOW THE PRICE AT THAT POINT.
SAME THING AS YOU'RE TALKING ABOUT WITH THE SHERIFF'S OFFICE, THEY ARE DESIGNING FURNITURE LAYOUT AND ONCE THEY GET THAT THEY WILL SEND IT OUT FOR TWO BEDS AND DECIDE WHICH ONE IS MOST COST-EFFECTIVE.
BLOCK: THAT'S A LOT EASIER WAY YOU EXPLAINED IT.
>> I DON'T EXPLAIN IT VERY WELL, I GUESS.
JUST LIKE THIS PODIUM IF WE WANT TO REPLACE THE PODIUM [INDISCERNIBLE]
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? MADAME CLERK.
>> CHAIRMAN, COMMISSIONERS, WHAT YOU HAVE IN FRONT OF ME WAS REQUEST FOR MOTION TO
[13.C Request for a Motion to Approve awarding contracts to Enviroworks, LLC., Guzman Construction Solutions., PG Enterprises LLC for On-Call Hauling Services for Sandoval County and to authorize the County Manager to negotiate and sign contracts and all subsequent amendments.]
APPROVE AWARDS CONTRACTS ENVIROWORKS, LLC FOR ON-CALL HOLDING SERVICES.AGAIN, THIS GOES BACK TO THE LANDFILL, BUT ALSO ROADS AND STUFF LIKE THAT.
WE DO HAVE A PROJECT COMING UP AND WE NEED ASPHALT, WE NEED DIRT, THIS IS THE TRUCKING SERVICES FOR IT.
THIS WILL BE THE SAME THING ON-CALL.
IT DEPENDS ON WHAT WE NEED THE MONEY FOR FOR PROJECTS.
THIS WILL ALSO TIE INTO THE LANDFILL.
WE ARE LOOKING AT NEW LANDFILL HITTING DIRT AND GRAVEL FROM THERE.
THIS ALSO MAYBE PRODUCING THEIR OWN GRAVEL, SO THIS WILL TIE INTO THAT.
>> CHAIRMAN HEIL: CAN I HAVE A MOTION?
>> CHAIRMAN HEIL: SO ARE YOU SAYING WE HAVE A GRAVEL MINE?
WE'RE LOOKING AT GEOLOGICAL SERVICES.
THAT'S IN ITS PERMITTING PROCESS RIGHT NOW, SO THAT WOULD ALSO TIE INTO THIS [INDISCERNIBLE]
>> CHAIRMAN HEIL: ANY OTHER COMMENTS?
I APPRECIATE YOU BRINGING UP NEW LANDFILL.
HOPEFULLY WE ARE PLANNING THAT TO SEE HOW MUCH LIFE WE HAVE LEFT ON THIS CURRENT ONE, BUT I THINK IT'S A LOT OF IMPROVEMENTS.
I'M REALLY LOOKING FORWARD TO HEARING SOME GREAT SOLUTIONS ABOUT A NEW LANDFILL, SO THANK YOU, SIR.
>> CHAIRMAN HEIL: NO OTHER COMMENTS? MADAME CLERK.
[13.D Request for a Motion to Approve the amended Collective Bargaining Agreement negotiated between Sandoval County and the Sandoval County Professional Firefighters Association Local #4563 (SCPFFA).]
>> I DID [LAUGHTER] TECHNICALLY, I'M THE HELP.
[02:25:01]
YOU'RE THE HELP.>> ITEM 13 D IS REQUEST FOR MOTION TO APPROVE THE AMENDED COLLECTIVE BARGAINING AGREEMENT NEGOTIATED BETWEEN SANDOVAL COUNTY AND SANDOVAL COUNTY PROFESSIONAL FIREFIGHTERS ASSOCIATION LOCAL 4563.
CHIEF MASTERSON AND DENA HOLCOMB ARE COUNTY LEAD NEGOTIATOR ARE NOT AVAILABLE THIS AFTERNOON.

WE ARE ASKING THAT YOU APPROVE THE AMENDED DOCUMENT TONIGHT.
IT HAS BEEN RATIFIED BY BARGAINING UNIT, SO WE STAND FOR QUESTIONS.
>> CHAIRMAN HEIL: WE HAVE A MOTION AND SECOND.
>> CHAIRMAN HEIL: COMMISSIONER MEEK.
>> CHAIRMAN HEIL: [LAUGHTER] STOP MUMBLING.
BLOCK: 313, WHICH I WAS LOOKING FOR.
I MIGHT'VE MISSED IT, BUT IS THERE AN OVERALL INCREASE TO THE AGREEMENT?
>> THE OVERALL INCREASE IS JUST LESS THAN 44,000.
IT'S ABOUT 44 SIX AND SOME CHANGE AND IT WAS BUDGETED.
DEPUTY CHIEF BAGLEY, YOU ARE PART OF NEGOTIATIONS AS WELL OR WERE YOU NOT?
>> COMMISSIONER BLOCK, YES, SIR.
BLOCK: YOU WORK? ARE YOU EX COAST GUARD? IS THAT WHAT I REMEMBER?
BLOCK: APPRECIATE YOUR SERVICE TO THE CORPS, BROTHER.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? MADAME CLERK.
>> CHAIRMAN HEIL: NO REQUIREMENT FOR ITEM 14.
[14. APPROVAL OF ELECTRONIC SIGNATURES / SIGNING OF OFFICIAL DOCUMENTS]
ITEM 15, NEXT BOARD OF COUNTY COMMISSIONERS MEETING IS JULY 26.[15. ANNOUNCEMENT OF THE NEXT BOARD OF COUNTY COMMISSIONERS MEETING]
THERE IS A SPECIAL MEETING ON THE 21ST.>> MR. CHAIR, I WOULD HAVE TO LOOK REAL QUICK, BUT THAT SOUNDS ABOUT RIGHT.
>> YOU HAVE A CONFIRMATION BEHIND YOU.
>> I BELIEVE THE DEPUTY COUNTY MANAGER IS CORRECT, AND IF NOT, THAT'S HIS FAULT.
>> CHAIRMAN HEIL: THE GUY THAT SHOWS YOU WHAT DIRECTION TO RUN IN THE MORNING, HE'S GOT YOU COVERED.
[16. COMMISSIONERS DISCUSSION]
YOU WANT TO TALK, COMMISSIONER BLOCK?SOME STUFF IN THE NEWS, AS MANY OF YOU KNOW.
THE ILLEGAL IMMIGRATION PROBLEM IS KILLING THIS COUNTRY.
WHEN THIS CITY DECIDES TO GO SANCTUARY CITY, YOU CAN'T UNDERSTAND WHAT YOU'RE DOING.
FIRST OF ALL, YOU'RE NOT COMPLYING WITH THE LAW.
NEW YORK CITY MAYOR ERIC ADAMS IS MAYOR OF A SANCTUARY CITY.
HE FAVORS THAT UNTIL IT GETS TOO MUCH FOR HIM AND HE HAS RESETTLED ILLEGAL IMMIGRANTS WHO ARRIVED IN THE BIG APPLE ACROSS THE COUNTRY AND AROUND THE WORLD, INCLUDING CHINA.
ADAMS, THIS IS THE HYPOCRISY OF AMERICAN POLITICS.
PUBLICANS, ACROSS, I DON'T REALLY CARE.
SENDING ILLEGAL IMMIGRANTS TO NEW YORK, HORRIFIC -- INCLUDING CHINA, VENEZUELA, COLOMBIA, AND ECUADOR.
LESS THAN THREE WEEKS AGO, THE MAYOR SAID THAT BUSING IMMIGRANTS, MIGRANTS IS MORALLY BANKRUPT IT'S OKAY FOR HIM TO DO THAT INSTEAD OF JUST WORKING WITH HIS
[02:30:02]
DELEGATION AND TRYING TO WORK TOGETHER TO SECURE OUR BORDER, WHICH IS IN CHAOS AND EVERYBODY KNOWS.IF YOU DON'T KNOW IT, YOU'VE GOT TO BE A SELF IDENTIFIED IDIOT NOT TO UNDERSTAND THE CRISIS AT THE BORDER.
WE TALK ABOUT CLIMATE CHANGE, AND THERE'S A HUGE FIRE IN THE SIERRA NEVADA'S.
THAT FIRE, BY THE WAY, IT DESTROYED BASICALLY 30 MI.
IT INJURED THREE FIREFIGHTERS.
DESTROYED 66 BUILDINGS, THAT FIRE.
OF COURSE, THE POLITICIANS JUMP ON THAT AND BLAME THE FIRE ON CLIMATE CHANGE.
UNFORTUNATELY, THAT'S NOT THE CASE BECAUSE LAST WEEK THE POLICE ARRESTED A CLIMATE ACTIVIST WHO ACTUALLY BURNED THAT FOREST.
HE HAD POLITICIANS, ONCE AGAIN, GETTING IN FRONT OF THEIR SKIS LIKE COUNTY MANAGER WAS TALKING ABOUT BEFORE AND THEN YOU SEE WHAT'S GOING ON IN THE COUNTRY WITH CHILDREN.
NEW MEXICO WORST IN THE NATION CHILD WELL-BEING.
WE WERE 48TH OR 49TH AND NOW WE ARE 50TH.
LISTEN, WHEN YOU'VE GOT ONE PART THAT CONTROLS IT, YOU GOT TO FIX THE PROBLEM.
THE PROBLEM IS GETTING WORSE FOR NEW MEXICO KIDS.
I WOULD ARGUE, MR. CHAIRMAN, THAT THERE IS A BATTLE FOR OUR KIDS IN THIS COUNTRY.
THESE KIDS BELONG TO PARENTS, BUT YOU HAVE THE PRESIDENT SAYING THESE ARE OUR KIDS.
NOTICE HE NEVER SAID THE WORD PARENT IN THERE.
THERE IS NO SUCH THING AS SOMEONE ELSE'S CHILD, THE PRESIDENT REPEATED.
THE NATION'S CHILDREN ARE OUR CHILDREN.
I WOULD DISAGREE, MR. PRESIDENT.
SPEAKING FOR YOUR KIDS, THERE'S BEEN A NEW LAW DEBATED RIGHT NOW PAST IN THE HOUSE AND OVER TO THE SYNOD.
THE BILL ESSENTIALLY MAKES IT EDITORIAL FOR PARENTS IN A CUSTODY BATTLE TO ACCEPT GENDER -- BEING TRANSGENDER, NONBINARY, OR SOMETHING ELSE.
IF THEY DON'T, THE PARENTS COULD BE DEEMED GUILTY OF CHILD ABUSE.
THE GOVERNMENT CAN GO TAKE YOUR CHILD OUT OF YOUR HOME BECAUSE OF CHILD ABUSE IF YOU DON'T CONFORM TO YOUR CHILD'S GENDER.
SPEAKING OF WHICH, ASK ACADEMY RIGHT HERE IN RIO RANCHO.
YOU HAVEN'T SEEN THIS NEWS, IT'S DISGUSTING AND SICK.
WE HAD A RAPE OF A GIRL IN A BATHROOM FROM A BOY WHO SAID HE WAS A TRANS GIRL RAPED A 12-YEAR-OLD GIRL.
THIS IS WHAT DEMOCRATS IN SANDOVAL COUNTY HAVE PUSHED.
THEY ARE GUILTY OF WHAT THEY HAVE DONE TO THIS 12-YEAR-OLD GIRL, WHICH BY THE WAY, I COULD GO ON AND ON ON THIS SUBJECT.
FOUR FRESHMAN GIRLS WERE SHOWERING AT THIS HIGH SCHOOL IN WISCONSIN.
A MALE STUDENT WHO IDENTIFIED AS A FEMALE WAS 18 FULLY UNDRESSED AND GOT IN THE SHOWER WITH THESE GIRLS.
WE ARE NOT PROTECTING OUR CHILDREN WHEN IT COMES TO THIS.
HOW MANY PEOPLE HERE IF YOU WANT YOUR 13-YEAR-OLD DAUGHTER SHOWERING WITH AN 18-YEAR-OLD MAN AT SCHOOL.
ANYBODY? NO? I HOPE THAT YOU REALLY BELIEVE THAT INSTEAD OF GOING TO SOME POLITICAL MEETING AND COMPLAINING ABOUT IT.
I WILL ALSO SAY WE TALK ABOUT PRIDE MONTH.
EVERYONE SHOULD BE ABLE TO BE THEMSELVES.
DON'T BE LETTING ME SEE YOU AT A PARADE, GROWN MEN NAKED IN FRONT OF CHILDREN IN SEATTLE, NEW YORK, TORONTO, NAKED AT THE WHITE HOUSE IN FRONT OF CHILDREN.
I SWEAR I REMEMBER READING SOMEWHERE THAT I THOUGHT IF YOU WERE AN ADULT MALE AND YOU EXPOSE YOURSELF TO A CHILD, YOU'RE A SEXUAL PREDATOR, BUT THIS IS OKAY.
THIS IS THE TYPE OF COUNTRY WE HAVE NOW AND IT'S CONDONED AT THE WHITE HOUSE AND PRESIDENT BIDEN EVEN SAID THIS IS THE BRAVEST AND MOST INSPIRING PEOPLE HE'S EVER MET.
BRAVEST AND MOST INSPIRING PEOPLE I EVER MET WAS NOT A MILITARY CEMETERY.
WE'RE TALKING ABOUT VETERANS THAT PUT THEIR BUTTS ON THE LINE FOR THIS COUNTRY.
SPEAKING OF WHICH, THIS CRAP RIGHT HERE, YOU LOOK AT SOME OF THIS STUFF OF HUNTER BIDEN'S LAPTOP WITH HOOKERS AND DRUGS AND NASTY DISCUSSION Â" MAKE
[02:35:07]
DISGUSTING PICTURES, GET THIS IS A GUY WHO GOT OFF SCOTT FREE FOR DOING DRUGS AND LYING ON THE DONE APPLICATION, WHICH IS A FELONY, BUT THAT'S OKAY.$9.2 MILLION HE DIDN'T ACCOUNT FOR.
THERE'S A TWO TIER JUSTICE SYSTEM IN THIS COUNTRY.
THE PEOPLE IN POWER AND THOSE NOT IN POWER.
GOOD OLD HUNTER HERE, THE PRESIDENT SAID HE IS THE SMARTEST MAN I EVER MET.
LASTLY, I WANT TO TALK, MR. CHAIR, IF ANYONE IS HAVING A HARD TIME MAPPING THIS TO SANDOVAL COUNTY, LET ME KNOW AND I'LL HELP YOU OUT.
LET'S NOT FORGET WHAT SHE JESTED TO THE PEOPLE OF THE NAVAJO NATION.
SHE BAND DRILLING EIGHT 20 MILE RADIUS.
THE PRESIDENT OF THE NAVAJO NATION WAS LIVID.
THIS IS THE SECRETARY OF INTERIOR SAID WE'LL WORK WITH YOU ON THIS.
$194 BILLION IN REVENUE, MR. CHAIR, AND REVENUE RIGHTS FOR THE PEOPLE OF THE NAVAJO NATION.
YOU REMEMBER WHEN THIS HAPPENED BEFORE, MELANIE STANSBERRY AT THE TIME SAID TO ME QUOTE HER WHEN THEY SHUT DOWN THE PLACE UP IN SAN JUAN COAL PLANT.
NOBODY ON HERE IS GOING TO SAY A THING IN PUBLIC AND ARGUE WITH IT.
WHY WOULD YOU? BECAUSE YOU'D BE WRONG.
THAT TYPE OF RACIST AND IGNORANT COMMENT OF MAKING THIS COUNTRY ENERGY DEFENDANT INSTEAD OF DEPENDENT WHERE WE WERE IN THE TRUMP ADMINISTRATION.
I COULD GO ON, BUT THAT IS WHERE THIS COUNTRY IS WHEN YOU SEE THE POLLING KNOWING THIS COUNTRY IS HEADED IN THE WRONG DIRECTION.
TIME TO CHANGE THE LEADERSHIP.
>> CHAIRMAN HEIL: ANY OTHER COMMENTS? I GUESS I HAVE JUST ONE.
FOR THOSE OF YOU WHO ARE FED UP WITH THE RIGHTS OF MANY BEING TRASHED BY THE -- DO NO HARM DR. MIRIAM TESTIFIED BEFORE CONGRESS ON JUNE 14.
SHE IS A PRACTICING PSYCHOLOGIST FOR OVER 45 YEARS AND SHE SAID WHEN IT COMES TO GENDER AFFIRMING TREATMENT FOR ADOLESCENTS, IT'S ESSENTIAL TO SEPARATE FACT FROM FICTION.
SHE PROCEEDS TO DO SO, BUT THE MAIN POINT SHE MAKES IS GENDER DYSPHORIA IS A PSYCHIATRIC CONDITION AND MOST CASES RESOLVE ON THEIR OWN BY YOUNG ADULTHOOD.
IT'S DANGEROUS AND DESTRUCTIVE TO THE CHILDREN WHOSE MINDS ARE STILL DEVELOPING TO MAKE LIFE ALTERING DECISIONS AT SUCH A YOUNG AGE, ESPECIALLY SINCE 90% OF THE CHILDREN WHO BELIEVE THEY ARE A DIFFERENT SEX -- MORE INFORMATION FOR YOU FROM THE DO NO HARM ORGANIZATION.
YOU CAN FIND THEIR INFORMATION AT DO NO HARM MEDICINE.ORG.
THAT'S DO NO HARM MEDICINE.ORG AND THEIR MISSION IS PROTECTING MINORS FROM GENDER IDEOLOGY.
ANY OTHER COMMENTS? CAN I HAVE A MOTION TO ADJOURN?
>> CHAIRMAN HEIL: AND A SECOND?
>> CHAIRMAN HEIL:
STAND ADJOURNED.
